Abstract

The purpose of the work is to model disproportions in development of regional economy of Russia and to determine perspectives and recommendations for overcoming them and achieving the balance of the economy. The applied methods are based on Popkova's methodology of calculation of “underdevelopment whirlpools,” which allows conducting dynamic modeling of disproportions in development of regional economy. The research is performed in three consecutive stages. At the first stage, the dynamic model of development of the Russia's regional economy is compiled with the help of the methodology of “underdevelopment whirlpools” in federal districts of the Russian Federation based on GDP per capita. At the second stage, the key factors of emergence of disproportions in development of the Russia's regional economy are determined and models of multiple regression of development of the Russia's regional economy are compiled. At the third stage, target parameters of the determined factors are set for reducing the “underdevelopment whirlpools” in the Russia's regional economy by automatized solution of the optimization task with application of the simplex method and recommendations for overcoming the disproportions in development of the Russia's regional economy are compiled. As a result, it is concluded that regional economy of Russia is not well-balanced, as it has deep structural disproportions. These disproportions are caused by insufficient attention to peculiarities of regional economic systems during development and implementation of regional strategies of state management of economy. For more precise accounting of the influence of the key factors of appearance of disproportions and highly-effective management of them for overcoming the “underdevelopment whirlpools,” the algorithm of overcoming the disproportions in development of the Russia's regional economy is developed by the authors, which envisages various managerial measures depending on peculiarities of each Russian region.

Abstract

Purpose

This paper aims to solve the problem of reduction of disproportions of the global economy and overcoming the underrun of Asian countries from Europe. The author offers a hypothesis that the reason of such underrun is the existence of “underdevelopment whirlpools” in Asian countries. The purpose of this paper is to verify this hypothesis and to determine problems and perspectives of economic growth in Asian countries.

Design/methodology/approach

As tools for verification of this hypothesis, the author uses the methodology of analysis of “underdevelopment whirlpools”, aimed at the determination of problems and perspectives of economic growth in countries of Asia; methodology of strengths, weaknesses, opportunities, threats (SWOT) analysis for determination of key factors of economic growth in countries of Asia; instrumentarium of theory of games for the evaluation of effectiveness of the use of various strategies of economic development of Asian countries.

Findings

As a result of the research, the author proves the offered hypothesis and offers – as a solution to the problem of the existence of “underdevelopment whirlpools” in Asian countries – the use of new models of economic development in view of specifics of Asian countries, aimed at transition to new quality of economic growth.

Research limitations/implications

A certain limitation of the conducted research is primarily theoretical substantiation of the necessity for overcoming the “underdevelopment whirlpools” in Asian countries and framework character of the offered recommendations. Therefore, during further research in this sphere, it is expedient to focus the efforts on the development of the system of practical measures for achievement of this purpose.

Practical implications

Practical significance of the author’s conclusions and recommendations consists in the possibility for their use during the development of state economic policy in Asian countries in the interests of overcoming the “underdevelopment whirlpools” and transition to the new quality of economic growth.

Originality/value

At the time of preparation of this paper, the concept “underdevelopment whirlpool” is rather new, and application of methodology of their calculation by the example of Asian countries in the context of analysis of problems and perspectives of economic grows constitutes the basis for originality, scientific value and novelty of the performed research.

Abstract

Purpose

The purpose of this paper is to determine the role of innovations in provision of competitiveness and innovational development of economy and overcoming of “underdevelopment whirlpools” in Russia and countries of Eastern Europe with the help of a special proprietary methodology.

Design/methodology/approach

The authors substantiate the concept and methodology of calculation of “underdevelopment whirlpools”, perform the analysis of development of “underdevelopment whirlpools” in Russia and countries of Eastern Europe and evaluate the influence of “underdevelopment whirlpools” on competitiveness of these countries’ economy.

Findings

The authors determine the perspectives of overcoming the “underdevelopment whirlpools” in Russia and countries of Eastern Europe and increasing their competitiveness with the help of innovation and develops practical recommendations for creation of innovational economy for the purpose of provision of high competitiveness and overcoming of “underdevelopment whirlpools” in Russia and countries of Eastern Europe and overcoming of strong and growing differentiation of the level of socio-economic development of their sub-systems.

Practical implications

Creation of innovational economy in Russia and countries of Eastern Europe is hindered by multiple obstacles (socio-economic and institutional), the success of overcoming of which determines the realization of a certain scenario of development of events.

Originality/value

The main conclusion is that creation of innovational economy can and should become a new vector of economic growth in Russia and countries of Eastern Europe and overcoming of strong and growing differentiation of the level of socio-economic development of their sub-systems.

Abstract

Purpose

The purpose of this paper is to determine the perspectives and to adapt the analysis of “underdevelopment whirlpools” to the current needs of state management of digital modernization of the regional market of educational services in the aspect of determination and assessment of its disproportions as a tool of managing the regional market of education and managing the process of reorganization of regional universities in the conditions of transition to Industry 4.0.

Design/methodology/approach

Analysis of “underdevelopment whirlpools”, adapted by the authors to the specifics of the regional market of educational services, is used. The statistical basis for this paper includes the information and analytical materials as a result of monitoring the effectiveness of activities of educational organizations of higher education and the materials of the Federal State Statistics Service of the Russian Federation.

Findings

Underdevelopment whirlpools” of the Kirov branch of St. Petersburg University of the Humanities and Social Sciences are analyzed, and reorganization of this university is recommended. “Underdevelopment whirlpools” in Kirov Oblast are analyzed, and an increase of regulation of this market is recommended.

Originality/value

It is substantiated that the method of analysis of “underdevelopment whirlpools” could be a tool of managing the regional educational market and managing the process of reorganization of regional universities in the conditions of transition to Industry 4.0. The advantage of analysis of “underdevelopment whirlpools”, as compared to the existing similar methods of assessment of disproportions in the development of the regional market of educational services (e.g. comparative analysis and plan-fact analysis), is the possibility not only to evaluate the static underrun from the model/plan but also to study its dynamics (depth and speed of sucking into “underdevelopment whirlpool”), which allows achieving high precision of the results of assessment.

Abstract

This chapter is aimed at reflecting technologies as the key resources of modern regions, identifying the essence and modelling the digital inequality of Russian regions, as well as forming the methodological foundation for the consistent resolution of conflicts in the regional economy of Russia. Through the example of the regional economy of modern Russia, the method of the variation analysis is used for the analysis of differences between regions that are individually investigated in relation to the level of digitalization, and their regression dependence on the level of technological development is determined. As a result, it has been found that Russian regions are characterized by a number of conflicts due to their multi-aspect inequality; these include innovation conflicts, investment conflicts and quality of life conflicts. The abovementioned conflicts are mainly caused by differences in the provision of technological resources to regions (in their digitalization). The novelty and fundamental significance of this chapter consist in the clarification of the cause of spatial inequality through differences in the provision of technological resources to regions. The unique character of this chapter consists in justification of the technology factor of the emergence of inequality and conflicts of regions. This chapter proves that technological inequality exacerbates other aspects of inequality and conflicts of regions. Originality and practical relevance of this chapter consist in the evaluation of the prospects and development of recommendations for conflict management in Russian regions through overcoming differences in their technological support and accelerating the pace of their digitalization.

Abstract

The purpose of this chapter is to study the key components of well-balanced information economy. The authors offer a hypothesis that progressive development of information economy in the country depends on the balance of its components. The methodology of the research is based on using the method of comparative analysis and analysis of statistical information for determining the state, tendencies, and dynamics of development of the main components of well-balanced information economy. The research allowed for generalization of certain empirical data on structural components of well-balanced information economy of Russia. The performed research showed that there is a difference in approaches to determination of the essence of information economy and variety of approaches to its structure. Also, there is a sustainable tendency of growth of the key components of information economy: in the sphere of production of means of information equipment, reliability of functional equipment grows, its weight and dimensions reduce, and energy saving ratio increases; in the sphere of production of information products, variety of products grows and limits of their usage expand – from professional activities to application in households; service sphere in information economy is the fastest growing component – especially in the sphere of telecommunication systems. Russia is peculiar for imbalance between separate components of information economy, which is deepened by excessive dependence of domestic market of the information and communication technology (ICT) on foreign suppliers; as a result of which Russian companies lag behind their rivals. Hence, formation of well-balanced information economy requires symbiosis of efforts of the state, private business, and scientific community. Qualitative growth of economy is possible with technologies that allow evaluating the current state of markets and spheres and conducting effective forecasting of their development, as well as reacting to changes in the situation in national and world markets.

Abstract

Purpose

The purpose of the research is to determine the signs of nonoptimality of managerial decisions that are made by Russian business systems and to determine the barriers on the path of making of optimal decisions in business systems by the example of modern Russia and perspectives of overcoming them.

Methodology

The information and empirical basis of the research consists of statistical materials of the World Economic Forum, RIA Rating and Samuel Centre for Social Connectedness for 2018, according to which signs of nonoptimality of managerial decisions of Russian business systems, which are observed at the macro-level, are determined. During the research, the method of systemic, problem, and logical analysis (analysis of causal connections) and the method of formalization are used.

Conclusions

It is determined that drawbacks of the process of making of managerial decisions in modern Russian model of this process, connected to the functional organizational structure, low marketing activity, and underdevelopment of internal business communications, create barriers on the path of making of optimal decisions: high expenditures for making of managerial decisions, duration of the process of making of managerial decisions, high complexity of choice of alternative decisions, and incomplete accounting of possibilities and problems during decision-making.

Originality/Value

Perspectives of overcoming the determined barriers are connected to the usage of outsource during the making of managerial decisions, refusal from functional organizational structure of managerial staff, usage of means of authomatization of making of managerial decisions, and development of systemic feedback and marketing. According to the studied practical experience of the largest and well-known Russian business systems – Rosneft, Lukoil, Gazprom, and Sberbank – these perspectives (2018) are not implemented in Russia.

Abstract

Purpose

The purpose of the work is to develop a Russian model of decision-making in modern business systems.

Methodology

The method of modeling of socioeconomic systems and the method of formalization for graphic presentation of results of modeling are used.

Conclusions

A Russian model of decision-making in modern business systems is developed; it reflects not only the structure of managerial tools and peculiarities of its communication with business entities, that is, internal hierarchy of the business system, but also the algorithm of decision-making in modern Russian business systems, which includes six consecutive mandatory stages. The presented model showed simplicity and clarity of hierarchy of managerial staff and the business system on the whole. Due to this, authorities and responsibilities are not doubled – each business entity under the management of functional manager performs strictly determined business processes. This allows dividing any problem into a lot of subproblems, which are effectively solved by the corresponding functional managers on the basis of the mechanism of labor division. Due to this, alternatives are selected over a short period of time.

Originality/Value

It is determined that, despite multiple advantages, connected to logical succession of the process of making of managerial decisions in modern business systems, the Russian model of this process has drawbacks that are caused by stage-by-stage and fragmentary solution of problems and implementation of decisions, as well as by underdevelopment of feedback and marketing activities.
