Abstract
Purpose
This paper aims to determine the conditions for the core of the Triple Helix game to exist. The Triple Helix of university-industry-government relationships is a three-person cooperative game with transferable utility. Then, the core, the Shapley value and the nucleolus were used as indicators of the synergy within an innovation system. Whereas the Shapley value and the nucleolus always exist, the core may not.
Design/methodology/approach
The core of a three-person cooperative game with transferable utility exists only if and only if the game is convex. The paper applies the convexity condition to the Triple Helix game.
Findings
The Triple Helix game is convex if and only if there is output within the system; it is strictly convex if and only if all the three bilateral and the trilateral relationships have an output.
Practical implications
Convex games are competitive situations in which there are strong incentives towards the formation of large coalitions; therefore, innovation actors must cooperate to maximise their interests. Furthermore, a Triple Helix game may be split into subgames for comprehensive analyses and several Triple Helix games may be combined for a global study.
Originality/value
This paper extends the meaning of the Shapley value and the nucleolus for Triple Helix innovation actors: the Shapley value indicates the quantity a player wins because of the coalitions he involves in and the nucleolus the return for solidarity of an innovation actor.

Abstract
Purpose
The aim of this study is to investigate and clarify how the triple helix actors can effectively implement the concepts of Kaizen to navigate and overcome the complex obstacles brought on by the global COVID-19 pandemic.
Design/methodology/approach
Through broad literature reviews, nine common parameters under triple helix actor have been recognized. A regression analysis has been done to study how the triple helix actors’ common parameters impact Kaizen implementation in business operations.
Findings
The results of this study revealed insightful patterns in the relationships between the common parameters of triple helix actor and the dependent variables. Notably, the results also showed that leadership commitment (LC) emerges as a very significant component, having a big impact on employee engagement as well as organizational performance.
Research limitations/implications
In addition to offering valuable insights, this study has limitations including the potential for response bias in survey data and the focus on a specific set of common parameters, which may not encompass the entirety of factors influencing Kaizen implementation within the triple helix framework during the pandemic.
Originality/value
The originality of this study lies in its comprehensive exploration of the interplay between triple helix actors and Kaizen principles in addressing COVID-19 challenges. By identifying and analyzing nine specific common parameters, the study provides a novel framework for understanding how triple helix actors collaboratively enhance organizational performance and employee engagement during challenging times.

The purpose of this paper is to discuss, theoretically and practically, the role of civil society groups in eco‐innovation.
Design/methodology/approach
Starting from a discussion on the emergence of “triple helix twins”, “quadruple helix” and “N‐tuple helices”, this paper discusses the role of civil society groups in eco‐innovation by addressing the following research questions: Why is it necessary to stress that civil society groups are as important as university, industry and government in eco‐innovation? What inspiration can “triple helix twins” and “quadruple helix” provide when arguing for a fourth actor of civil society groups in eco‐innovation? How are civil society groups affecting eco‐innovation practice and what does it tell us about the relation between civil society groups and the triple helix actors? In addressing the “How” question the authors draw on examples of eco‐innovation activities in Denmark and China.
Findings
Theoretically, the authors find that eco‐innovation has peculiarities of “intents toward environmental benefits”, “double externality problem” and “regulatory push/pull”. These peculiarities call for an explicit focus on civil society groups in eco‐innovation studies. Practically, eco‐innovation practices from Danish and Chinese companies show that: non‐governmental organizations (NGOs) play an important role as external expert knowledge providers, mediators and supporters of green business; the practices of the Danish case company indicate that civil society groups are not only foundations for developing innovation – they can be actors themselves; the existence of semi‐governmental organizations in the Chinese case company, which is categorized under the concept of NGOs, shows the limitations of the concept of civil society groups in exposing important actors and indicates the importance of analysing “mixed” organizations representing by linkages between the four actors.
Social implications
The peculiarities of eco‐innovation indicate that eco‐innovation policy and strategy making should take civil society groups into consideration, as they are helpful not only to provide pressure and push industry onto a green track, but also as supporters and carriers of green business. Corporate social responsibility is proposed as a stepping‐stone to engage civil society groups in broader eco‐innovation activity.
Originality/value
The paper starts an important and novel discussion on the importance of worldwide acceptance of civil society groups as important actors in eco‐innovation.

Abstract
Purpose
University, industry and government relationships, known under the Triple Helix, have been studied under various aspects. The West African region and countries have been analysed with mutual information and transmission power, two information theory-based indicators. The purpose of this paper is to portray the landscape of West African Triple Helix innovation systems using three main game theory indicators (core, Shapley value and nucleolus) with the objective to measure the synergy within the selected innovation systems.
Design/methodology/approach
The collaboration between university, industry and government is modelled as a three-person coalitional game. Bibliographical data of selected countries were collected from Web of Science and organised according to collaboration patterns between the three actors. The characteristic functions of the games were computed, the cores plotted, the Shapley values and the nucleoli computed.
Findings
Either university or government has more power to create and lead to synergy; government shows solidarity towards university and industry in most of countries; and they are joined in their efforts by industry in two countries. The core exists in all the countries meaning that all the selected innovation systems present synergy; however, the extent is limited and varies over countries.
Research limitations/implications
Innovation includes all research products; however, this study focuses on publications only.
Originality/value
Synergy within a Triple Helix innovation system is studied up to now with information theory indicators. The paper portrays the landscape of West African Triple Helix innovation systems using three main game theory indicators: the core, the Shapley value and the nucleolus and gives a new way to study university, industry and government relationships.

Abstract
Based on a single case approach, this chapter empirically explores the triple helix configuration of Centurion University of Technology and Management (CUTM) and its social innovation programme. The study uses case files and web available material to consider the nature of the university’s relationship with industry and government. The findings show that triple helix social innovation has yet to be studied in an Indian context. Also, CUTM’s human and social orientation is a driver of its triple helix interaction. The university’s pursuit and trust in employers’ participation in the curriculum and campus experience is the hallmark of its social and pedagogic success. To advance the literature, this chapter draws attention to a much-overlooked Indian context and, for practitioners, it demonstrates the inner-workings of a functioning triple helix system.

Purpose
By using the Triple Helix model, the purpose of this paper is to uncover the perceptions of nascent entrepreneurs about a university–industry–government collaboration program, in particular about the role of each agent to foster rural entrepreneurship; the value and effect of this collaboration; and their own contributions to local development.
Design/methodology/approach
A qualitative case study method is adopted, involving semi-structured interviews with entrepreneurs and secondary data. The text is analyzed using qualitative content analysis.
Findings
The interaction of the Triple Helix partners is perceived as valuable both at the personal and the business levels. One of the most salient results is the value ascribed to the knowledge-rich environment created. Entrepreneurs are aware of their contribution to local development, identifying economic, social and cultural effects.
Practical implications
The research strengthens the importance of the joint efforts of the Triple Helix partners by uncovering a number of outputs from their collaboration, which affect both the entrepreneurs and local development through entrepreneurship.
Originality/value
Previous studies assume that the Triple Helix fosters technological innovation that favors regional development, mainly by adopting a macro-level perspective. This study makes a contribution by furthering the knowledge on the micro-level dynamics of the Triple Helix, through the view of low tech, rural entrepreneurs, considering their context.

Purpose
This paper attempts to interpret Foresight in the light of the Triple Helix concept.
Design/methodology/approach
The paper explores, in the light of the Triple Helix framework, the architecture of a Technology Foresight project which was carried out in Piemonte (Italy) in 2006, where government, firms, universities, research organizations and financial institutions were gathered to discuss on the long‐term implications of policy decisions and to develop strategic visions that could help policy making and priority setting.
Findings
Drawing on its participative approach, Foresight can be seen as a way of catalyzing the multidisciplinary relationships among the three different spheres of the Triple Helix model, thus bringing them to dialogue and to share a common space for building visions on long‐term challenges. Participation of stakeholders with different backgrounds, dynamics of overlapping opinions, emergence of hybrid organizations and exchange of formal roles are some of the elements characterizing a Foresight exercise that reflect a Triple Helix configuration.
Originality/value
The value of the paper is in exploring a Foresight exercise through the lenses of the Triple Helix model.

Purpose
This study aims to explore the conditions of successful implementation of Quality 4.0 in higher education institutions (HEIs) and the key factors affecting it, as well as the role of the Triple Helix collaborative (THC) framework in enhancing the integration of Quality 4.0 principles and Industry 4.0 technologies.
Design/methodology/approach
A survey-based strategy was adopted, adopting questionnaires distributed amongst researchers chosen based on their publications related to the aforementioned fields.
Findings
The successful integration of disruptive technologies, Quality 4.0 and THC in HEIs heavily relies on educators' continuous learning and professional development. Faculty members must acquire digital skills and competencies to effectively adopt disruptive technologies and implement Quality 4.0 principles in their teaching practices. HEIs should provide opportunities for faculty members to engage in ongoing training programmes, workshops and communities of practice that focus on enhancing their technological proficiencies, pedagogical strategies and collaborative skills.
Originality/value
To the best of the authors' knowledge, this is the first reported study linking the concepts of Quality 4.0 and the Triple Helix of Innovation in HEIs.

Abstract
Purpose
This research seeks to identify evidence of innovation elements in the implementation of a sustainable development ecosystem in the HE environment. For the purposes of this investigation, the use of developmental evaluation has been deemed appropriate to fully explore the depths of the topic.
Design/methodology/approach
The research follows a qualitative approach of inductive reasoning. For the purpose of this developmental evaluation, the collection of information from several stakeholders has been pursued in the study. Both a semi-structured interview and documents analysis were used.
Findings
Different awareness levels among logistics faculty members, while the incentives given are minimal. Availability of grants and lack of tenure are some of the reasons raised. Industry is not cooperative in providing placements/internships restricting students of industry experience. Internationalisation is slow and international collaborations limited. Limited freedom in topical discussions and their implications to learning.
Research limitations/implications
The research has considered possible limitations and used other methods for triangulation of the findings.
Practical implications
Low awareness on the implementation of pedagogical approaches for innovation. Not all faculty can be innovative (owing to current practice) neither they are incentivised to be so. Government spending is very low on R&D – 0.136 of the GDP in 2016. The industry is not ready for University-Business Collaborations, therefore achieving a low theory to practice ratio for students.
Originality/value
In the context in which the research has taken place (HE in Oman), there has been no evaluation (and more so developmental evaluation) previously implemented. Additionally, a longitudinal study, integrated as part of an ESD system targeted to innovation could increase the innovation capacity of the country on the international innovation index.

The article is based on a combination of data from public sources and interviews with entrepreneurs and innovators from an Indian state obtained during the period January–May 2020.
Findings
A hybrid innovation network approach with low barriers between the triple helix agents and a non-linear approach to innovation shaped the response of an Indian state toward the pandemic.
Originality/value
This article serves as a case study for innovation network response during initial periods of a crisis such as COVID-19.
