Abstract

Pre-colonization, Tribes lived in ways that were well-adapted to natural hazards and stewarded the environment respectfully. Colonization and the federal reservation system have stuck Tribes in static, often hazard-prone, areas; removing their foundational capabilities for avoiding disaster and environmental hazard impacts. The premise of ceded lands and the reservation system was a trust responsibility of the federal government to provide resources for continuing self-governance of Tribal Nations. Fulfillment of the federal government’s trust responsibility to Tribal Nations in the realm of climate change and disasters is predicated on the provision of sufficient resources for the Tribal Nation itself to properly govern. The trust responsibility is not fulfilled through the federal government allowing applications to program-dictated grant opportunities or even consistent, yet insufficient, recurring funding for disaster management. Nor is the trust responsibility fulfilled through the preparation and resourcing of outside entities – local, state, and up to the federal government itself – to enact disaster management actions on sovereign lands. The ability of a nation to develop and administer governmental programs and services independent of outside interference is the very foundation of sovereignty and self-determination. The fulfillment of the trust responsibility for disaster management hinges, therefore, on the allocation of sufficient resources and legal space for self-governance for Tribal Nations to return to pre-colonization levels of capability and sovereignty for disaster management for their citizens and residents.

Abstract

Purpose

The purpose of this paper is to investigate “tribal” consumption behaviour and its relationship to branding, in the particular context of the surfing community in Portugal.

Design/methodology/approach

Two focus group meetings with “surfers” and “fans” respectively, in April 2006, were enriched by computerised projective techniques and program‐assisted design (PAD) technology, backed by high quality video prompts. Qualitative data analysis was enhanced by quantified data collected in the PAD phase. The design was expressly directed at future quantification and model building.

Findings

Four research propositions, derived from an extensive literature review, were mostly confirmed: surfing does exhibit characteristics of a cult. There are three distinct types of adherent, their associative behaviour characterized by affiliation, social recognition, socialization and symbolism. Surfers and fans exhibit strong brand awareness and less strong preferences for surf‐linked brands, in different ways.

Research limitations/implications

Interpretation is limited by the scope of the study: two focus groups in one country. There is some compensation in the richness of the data.

Practical implications

Marketers involved with cult consumers and tribal brands need a body of knowledge on which to base their marketing intelligence gathering and strategic planning.

Originality/value

This paper provides exploratory research findings related to one classic example of the tribal brand‐consumption behaviour that accounts for significant consumer spending around the postmodern world.

Abstract

Since the early 1990s, the so-called government-to-government relationship between the United States and tribal nations has increasingly been executed pursuant to laws and executive orders requiring “meaningful dialogue between Federal officials and tribal officials” before taking actions that impact tribal matters. Thus, the legal claim at the bottom of the political action taken by Standing Rock Sioux and their allies against construction of the Dakota Access Pipeline is that the Army Corp of Engineers failed to engage them in “meaningful tribal consultation” prior to fast-tracking their approval of the required permits. But what should “meaningful” mean in this context, particularly when it is learned that while agencies are required to conduct such dialogues, they are not required to heed them in making their final decisions? This chapter explores this question through an ethnography of legal language in one tribal consultation between the Hopi Tribe and the US Forest Service, arguing that the humanistic empiricism of such an approach affords an evidence-based, context-sensitive rule for how the meaningfulness of a federally mandated “tribal consultation” should be evaluated and enforced.

Abstract

Purpose

The purpose of this paper is to provide an empirical examination of the characteristics of Indian reservation police agencies at the start of the twenty‐first century.

Design/methodology/approach

The paper uses national data on tribal police agencies from the 2000 Census of State and Local Law Enforcement Agencies and from the 2002 Census of Tribal Justice Agencies (both conducted by the Bureau of Justice Statistics).

Findings

The analysis presented documents both common and distinctive trends in Indian Country policing, and compares tribal police agencies on reservations with non‐Indian police organizations generally.

Originality/value

The paper provides an empirical reference point for assessing future changes and developments in this mostly undocumented form of US policing.

Abstract

This chapter discusses some of the challenges faced by tribal libraries. Considering the information provided throughout the rest of this volume, it is clear that some of the core issues—such as poor broadband availability, difficulties in achieving economies of scale, and barriers to collaboration—are shared between tribal institutions and rural libraries throughout the United States.

The chapter presents a brief review of the literature on tribal libraries, establishing how they compare with rural public libraries in the United States. The remainder of the chapter is designed as a conversation piece, with responses from interviews with librarians from two tribal libraries detailing how the challenges faced by these outlets parallel those faced by America’s rural libraries.

  • Tribal libraries face obstacles that are common among nontribal rural public libraries, such as poor broadband Internet availability, lack of funding, and geographic barriers that limit patron access.

This chapter considers the factors influencing AI/AN students in higher education; discusses the challenges and barriers faced by AI/AN students; and describes the founding of the Buder Center, its programs, and services. Abstract

Historically, a major contributor in the fracture between mainstream individuals and subgroups has been the educational system. For American Indian and Alaska Natives (AI/AN), this is substantiated by low graduation rates. AI/AN leaders are in a unique situation due to the distinctive conditions in which they operate that include community challenges as well as federal and tribal legislation. This, combined with limited research regarding AI/AN leadership best practices, provides doctoral programs an inimitable opportunity to partner with AI/AN and tribal communities. Therefore, due to the need to more effectively serve AI/AN peoples, the intent of this chapter is to propose methods to successfully create an AI/AN leadership emphasis within its existing doctoral program. This essay will include a description of the following: (a) the societal call for these types of programs; (b) AI/AN self-identified needs regarding graduate education, including the cultural aspects needed for success; (c) program design, philosophy, and curriculum specific to AI/ANs; and (d) further recommendations. By implementing an AI/AN emphasis, graduate programs can better address the needs of this underserved portion of the population, as well as provide a less ethnocentric perspective in the classroom.

Abstract

Purpose

This paper aims to provide a debate piece on recent approaches to Maori development and the participation of Maori in the accountancy profession.

Design/methodology/approach

The paper considers the relationship between “accounting”, “accountability” and cultural identity for those Maori wanting a career in accountancy.

Findings

The paper finds that, while Maori accountants have made some progress as members of the profession, they remain statistically unfavoured in terms of participation.

Originality/value

The paper raises challenging questions about whether the profession should provide Maori accountants with the opportunity to develop approaches based on their own priorities and culture to assist in building the capacity and capability of Maori organisations and Maori accountants as service professionals, thereby making a valuable contribution to Maori development.

Purpose

The purpose of this paper is to study Indian aspects of policy convergence in the context of budgetary linkage of two nationalized flagship programs – Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and Integrated Watershed Management Program (IWMP). Therefore, in lieu of inter-departmental convergences; issues related to water resource development of Jharkhand’s (India) rain-fed areas were addressed.

Design/methodology/approach

Centered on policy convergence strategy, present study applied comprehensive review and analysis approach for formulation of research base. A conceptual framework was thus designed for analytical purposes and therefore advancing toward conjectural knowledge base.

Findings

Application of inter-departmental policy convergence strategy suggested ample opportunities for optimal water resource development. Presence of abundant wage labor, rich indigenous water management techniques, tested replicable models, under-harvested rainwater potential, etc., appeared as catalysts of policy convergence. Yet, State’s lack of inter-departmental coordination and grass-root institutional framework will continually challenge policy convergences in absence of good governance.

Originality/value

An initiative of Indian government; MGNREGA has received international attention due to its wider coverage including natural resource management, besides guaranteed wage employment. Targeted at freshwater management discourse of Jharkhand; present paper reviewed prospective inter-departmental policy convergence strategy within various arena of MGNREGA, by exploring associated scopes and challenges. Similarly for cost effectiveness, related to maintenance and lift-irrigation demands of rain-fed area development; the present study suggested optimum utilization of inter-departmental funding linkages for development of sustainable water resources.

Abstract

Purpose

The participatory method, a major factor for a successful post-disaster reconstruction (PDR) project, is applied in various stages of the PDR. However, the application of this method for PDR involving indigenous populations is underexplored. Therefore, this paper aims to analyze the critical factors that can influence the participatory PDR in the indigenous context.

Design/methodology/approach

Two large-scale, indigenous, post-disaster relocation projects after the 2009 Typhoon Morakot were selected as case studies. The qualitative and quantitative methodology (semi-structured interview and questionnaire) were applied in the research.

Findings

A participation-friendly policy, community organization, the extent of damage, flexibility of nongovernmental organizations, understanding of the participatory concept and mutual trust were found to be essential factors that profoundly influence participation in PDR projects.

Originality/value

This study contributes by providing guidelines for future participatory PDR projects, especially in the indigenous context.
