Abstract

Examines China’s population movement since the 1980s. The analysis tackles two types of migration: permanent with corresponding transfers of the household registration, and temporary without such transfers. The study finds that, while the reform has brought about a proliferation of temporary migrants, numbers of permanent migrants have been rather stable. Of temporary migrants, an increasing proportion has been made up by urban residents. Temporary migrants as a whole are more likely to conduct inter‐provincial migration than their permanent counterparts. Coastal provinces and a few northwest provinces have been the favored destinations for temporary migrants. Cities, especially large cities, are preferred by both permanent and temporary migrants. The attraction of towns has been weak and tended to decline. The findings suggest that the reform has not led to a significant change in the formality of permanent migration. The large‐city oriented flow of the overall migration has been contrary to the state urbanization strategy which prioritizes the development of small cities and towns.

Abstract

Purpose

Seasonal labour migration is a common form of temporary migration where the work of the migrant labour depends on seasonal conditions and is performed only during that period of year. This paper aims to identify the factors and subfactors of temporary labour migration from the existing literature.

Design/methodology/approach

The paper is based on an extensive review of the literature on temporary labour migration. Studies done from 1990 to 2016 were considered for review. The literatures from research articles, book chapters, working papers, conference papers and field-based project reports from various disciplines, like economics, sociology, anthropology, psychology and management studies were reviewed for critically analysing various factors affecting seasonal labour migration.

Findings

A total of five key factors and 60 subfactors of temporary labour migration were documented from previous studies. The findings of the study are organized under five thematic segments: economic factors, social factors, environmental factors, policy-related factors and psychological factors New aspects of seasonal migration were identified such as “role of labour contractors ”, “inter-generational mobility”, “social networks”, “grassroot politics”, “migrant’s relationship with the agents”, “labour registration process”, “market intervention” and “civil society intervention” after consultation with the subject experts and field study.

Research limitations/implications

The paper restricts itself to include aspects of temporary labour migration. Only the factors and subfactors affecting temporary migration are taken into purview. Further the findings of the paper can be empirically tested to know the significance of each factor and subfactor.

Practical implications

The paper has implications for better understanding of the temporary labour migration process in different context by focussing extensively on the factors of migration. The factors identified can be empirically tested in regional and local context, which would provide effective insights for policy formulation for the welfare and protection of the migrant workers.

Originality/value

The paper fulfils an identified need to provide a holistic review for understanding and documenting various factors and subfactors that affect the process of temporary labour migration.

Abstract

Purpose

The purpose of this paper is to investigate the effect of temporary migration on the upward occupational mobility by using a novel database from Estonia.

Design/methodology/approach

The authors use a unique data set of the online job search portal of Estonia that includes thousands of employees with foreign work experience. The authors study whether the presence of temporary migration in ones working career is associated with upward movement in the occupational ladder, defined either in terms of wages or required human capital.

Findings

The authors did not find any positive effect of temporary migration on upward occupational mobility and in case of females the effect was negative. The results could be related to the short-term nature of migration and the occupational downshifting abroad as well as the functioning of home country labour market.

Research limitations/implications

While the uniqueness of the data set is of value, one needs to acknowledge its weaknesses: the job-seekers work histories are self-reported and the authors do not know what information was left out as undesired by applicant.

Practical implications

The findings imply that the benefits of temporary migration from Eastern to Western Europe on the sending country via the returnees’ labour market performance might be limited, yet it does not exclude the benefits of return migration through other mechanism.

Originality/value

The literature on return migration is not big and there are only a few papers dealing with occupational change or mobility of the return migrants. Compared to earlier studies we have looked at wider set of occupations ranked by different ladders. Using the unique data set the authors have included in the study ca 7,500 return migrants while earlier studies have been based on rather small samples.

Abstract

This chapter addresses the following questions: To what extent do the socio-economic characteristics of circular/repeat migrants differ from the migrants who return permanently to the home country after their first trip (i.e. return migrants)? And, what determines each of these distinctive temporary migration forms? Using Albanian household survey data and both a multinomial logit model and a maximum simulated likelihood (MSL) probit with two sequential selection equations, we find that education, gender, age, geographical location and the return reasons from the first migration trip significantly affect the choice of migration form. Compared to return migrants, circular migrants are more likely to be male, have primary education and originate from rural, less developed areas. Moreover, return migration seems to be determined by family reasons, a failed migration attempt but also by the fulfilment of a savings target.

Abstract

Purpose

The spread of economic global integration in the last 50 years has resulted in the recent emergence of global labour markets. Ageing populations and skill shortages have placed significant pressure upon Australia's economic sustainability and survival in a global economy. The global race for talent has seen the emergence of skilled migration as a key element in Australia's strategy to address major human capital trends and issues and to source pools of talent considered highly skilled or in demand. This paper seeks to address these issues.

Design/methodology/approach

This paper draws together research on skilled migration in the Australian context and the factors that explain use of Australia's 457 visa scheme by organisations for attracting and recruiting talent. Data from a survey of members of the Australian Human Resources Institute (n=1,045) is analysed using logistic regression.

Findings

The results show that larger, goods producing, organisations with skills shortages are more likely to employ skilled migrants, while not‐for‐profit and regional organisations are less likely. Sponsorship of 457 visa workers for permanent residency is more likely in larger, regional organisations willing to pay above market rates to fill long‐term vacancies and seeking to attract international skills and knowledge but less likely in public organisations.

Research limitations/implications

The study has limitations related to the fact that the sample is limited to Australian members of a human resource professional body.

Originality/value

There is very little literature on the use of temporary skilled migration by organisations from a HRM perspective. The findings shed light upon the extent of employer‐sponsored temporary skilled migration as a talent sourcing strategy in a range of industries and organisations across Australia.

Over the last few years, impacts of environmental variability on population migration have been an increasing concern over the world. Estimates have suggested that between 25 million and 1 billion people could be displaced by climate change over the next 40 years. Though it is very difficult to delineate the specific drivers behind human migration, an attempt has been made in this chapter to discuss various reported cases across the world and more specifically, India where environment has played a major role in population movement. The chapter begins by outlining important definitions of migration and environmentally induced migration. It focuses on how environmental change and environmental hazards, especially water scarcity, contribute to human migration by exploring the mechanisms through which vulnerability and migration are linked. The process of movement and migration is usually subject to a complex set of push and pull forces, where push forces relate to the source area while pull factors relate to the destination. Emphasizing water scarcity as one of the prime push factors behind migration, various instances of population movement have been discussed from various parts of India. Understanding the importance of migration in development of a sustainable society, the chapter identifies various gaps that need to be addressed, which, in turn, will help in incorporating environment-induced migration into the decision-making process.

Abstract

Purpose

This paper aims to discuss the roles of social protection in reducing and facilitating climate-induced migration. Social protection gained attention in the international climate negotiations with the establishment of the Warsaw International Mechanism for Loss and Damage. Yet, its potential to address migration, considered as a key issue in the loss and damage debate, has not been sufficiently explored. This paper aims at identifying key characteristics of social protection schemes which could effectively address climate-induced migration and attempts to derive recommendations for policy design.

Design/methodology/approach

Based on the existing literature, the paper links empirical evidence on the effects of social protection to climate-related drivers of migration and the needs of vulnerable populations. This approach allows conceptually identifying characteristics of effective social protection policies.

Findings

Findings indicate that social protection can be part of a proactive approach to managing climate-induced migration both in rural and urban areas. In particular, public work programmes offer solutions to different migration outcomes, from no to permanent migration. Benefits are achieved when programmes explicitly integrate climate change impacts into their design. Social protection can provide temporary support to facilitate migration, in situ adaptation or integration and adaptation in destination areas. It is no substitution for but can help trigger sustainable adaptation solutions.

Originality/value

The paper helps close research gaps regarding the potential roles and channels of social protection for addressing and facilitating climate-induced migration and providing public support in destination, mostly in urban areas.

Abstract

While there is evidence that return migration promotes entrepreneurship and self-employment of those who migrated, previous studies have not focused on whether migration provides the same benefits to individuals who did not migrate. Using a unique dataset that provides information on both current and return migrants in rural China (RUMiC), we investigate the impact of migration on entrepreneurship among individuals with no migration experience. We explore the self-employment choices of individuals who live in households with return migrants and individuals who live in households that have migrants currently in the city, comparing them with individuals living in non-migrant households. Our methodology allows us to control for the potential endogeneity between the migration and self-employment decisions. The results show that return migration promotes self-employment among household members who have not migrated. However, left-behind individuals are less likely to be self-employed when compared with those living in non-migrant households.

Abstract

Purpose

The purpose of this paper is to study how proximity affects the trade-migration link. By focusing on two case studies, France and Egypt, the authors explore if migrants promote and help to deal with market heterogeneity in international markets. Using an ethnic network approach the authors also test for interactions between the characteristics of migrants and proximity issues.

Design/methodology/approach

The paper builds on two case studies to illustrate the main working hypotheses. The main framework is that of ethnic networks, proximity ties, and market heterogeneity. Static and dynamic panel data methods are employed when estimating extended gravity trade equations. The authors account for country-pair fixed effects and instrument by lagged stocks of migrants, in order to deal with bilateral commonalities and endogeneity issues in the estimation procedure.

Findings

The paper provides evidence on how proximity enhances trade. Additional trade effects are found for countries sharing closer ties. Networks of migrants appear to help firms to deal with fixed trade costs, also generating some market heterogeneity that at the end influences the trade-migration linkage. Characteristics of migrants also seem to matter, interacting with proximity issues, and resulting in specific trade effects.

Practical implications

Proximity issues seem to matter in the trade creation effects of networks of migrants. In this way integration processes between countries would be showing some positive externalities in the side of trade flows. Characteristics of emigrants should be taken into account when defining migratory policies, mainly for the education and assimilation issues.

Originality/value

The paper get deeper insights in some emerging issues in the trade-migration literature by focusing in two relevant case studies.
