The purpose of this paper is to provide evidence-based policy recommendations for improving the implementation of universal service funds (USF) with a view to closing the digital divide in Africa.

The paper adopts a qualitative approach that draws examples from various African countries supported by 25 interviews from key stakeholders with hands-on experience and roles that shape telecommunications policy in Africa and other developing countries.

The study's findings point out that institutional voids which characterize several African countries inhibit the effectiveness of USF in African countries. The authors identify several institutional and organisational factors and explain how they negatively affect the performance of USF. The authors find that in order to overcome these obstacles, there is a need for a clear redefinition of Universal Access and Service (UAS) policies, restructuring the governance of USF, encouraging cross-sectoral collaborations, and bottom-up initiatives to bridge the digital divide in African countries.

The paper contributes to the underexplored USF literature by shedding light on the role of institutional factors in determining the success of USF. The paper thus complements and provides a different perspective on promoting digital inclusion in Africa from the viewpoint of institutional voids, bringing new insights into the existing literature on how to deal with an intractable area of UAS policy and the wider digital divide debate in developing countries.

The purpose of this paper is to enlighten the intriguing process of industry asset consolidation. It is critical for firms to manage their business acquisitions strategically for survival in this industry life cycle process, which develops through multiple company mergers. The companies extensively acquiring industry assets have utilized acquisition programs consisting of both pre-acquisition strategizing and post-acquisition integration; however, the existing literature on acquisition programs focuses on post-acquisition integration activities. This study aims to bridge this gap.

This study focuses on pre-acquisition strategizing of acquisition programs and proposes a model in which an acquiring company could manage its acquisitions for industry asset consolidation over the industry evolution.

Empirically, in the multi-case study of telecommunications infrastructure companies, the authors collect an extensive set of archival records accumulated over the whole industry life-cycle, spanning more than 30 years, and they apply a qualitative data analysis to reveal strategic actions within the companies.

The discoveries elaborate on activities comprising the acquisition process model: social legitimacy, strategic alignment, resource fulfillment, consolidation pursuit and merging.

The counterintuitive findings are that the companies strived to ensure legitimacy early in the telecommunication infrastructure markets before they reached strategic alignment with their owners.

The results extend the understanding of industry asset consolidation as an organization-level phenomenon and show how contextual factors connected to industry life-cycle phases, such as regulatory regimes and financial cycles and industry evolution, influence the attributions of an acquisition program.

Toyota's internationally coordinated production system in Asia and its selection of supply bases in South America and South Africa highlights the significance of recognizing global network firms and the global hub-and-spoke logistics system that has been developed to meet their needs. This system underpins the expansion of container shipping, air freight and telecommunications. Recognition of Main Street, linking Europe, Asia and North America with cui-desacs in Africa, Australasia and Central and South America, provides a framework for examining the relative importance of the system's hubs and terminals across different modes and regions. This analysis provides the basis for identifying and ranking key regional logistics platforms in Northeast Asia and their attraction as headquarter sites for global network firms. Examining the logistical situation pertaining after the end of the Cold War in the early 1990s and a decade later is used to gauge progress towards regional economic integration in Northeast Asia.

This paper aims to empirically identify crucial international logistics policy enablers and to examine their impacts on logistics performance using survey data collected from 169 responding firms in Taiwan and 109 responding firms in the UK including logistics companies, freight forwarders, shipping companies, agencies and airline companies.

A multiple regression analysis is used as a method to empirically validate the research model.

Results indicate the five most important logistics policy enablers according to Taiwanese logistics firms are information technology system, inland transport linkage, simplifying the customs clearance procedures, ports and maritime transport and having a policy to ensure efficient service operation and multiplicity of services. In contrast, for the UK logistics firms, the five most important logistics policy enablers are telecommunications, information technology system, avoidance of unnecessary regulation, inland transport linkage and ports and maritime transport. Results also indicate that logistics policy dimensions in terms of regulation, integration, infrastructure and logistics education have a positive influence on firms’ logistics service quality and efficiency.

Theoretical and policy implications from the research findings on logistics policy between these two countries are discussed in this paper.
