Abstract
Purpose
Many scholars have addressed the concept of place-making, yet there is still little formal knowledge about how major societal changes have influenced place-making. The fall of the Berlin Wall in 1989 is an earthshaking event that changed the world, with regard to geopolitics and the internationalisation of our cities and places, thus generating many urban and tourism developments. Therefore, this paper aims to analyse how the term “place-making” has been variously defined and developed as a concept since the time of the fall. Furthermore, it intends to assess whether such analysis can reveal potential competition and synergy for places between tourism and urban developments.
Design/methodology/approach
To address these two questions, a systematic quantitative literature review of research published between 1991 and 2016 has been used, providing a 25 years overview that reveals the current trends in the research on this topic and highlights the gaps in the existing literature.
Findings
Findings concerns the variety of definitions, demonstrating the complexity of place-making; four emerging topics (place-making and globalisation; participation; conflicts/challenges; and trendy strategies); and a lack of synergy between tourism and urban development regarding place-making.
Research limitations/implications
The major limitation to this research is the language criterion, restricted to English, thus automatically eliminating articles written in any other languages.
Practical implications
This paper can help key stakeholders to re-assess the place-making strategies in light of the findings.
Social implications
This research demonstrates the emergence of new trends in place-making that need to be addressed to fulfil societal demands and own changes. It can be used as a basis to start reflection and further development for communities and a wide variety of stakeholders.
Originality/value
The originality of this research resides in the 25-year overview that displays gaps and trends around place-making.

Abstract
Purpose
The purpose of this research is to develop a scale that assesses place sustainability from the perspectives of residents, who are the main stakeholders. The resulting place sustainability scale (PSS) is a practical and useful tool for place administrators to measure place sustainability at all scales.
Design/methodology/approach
This research analyses the data collected from 636 residents in the town of Salaya in Central Thailand. To develop the scale, the authors randomise 318 samples to conduct an exploratory factor analysis (EFA) and analyse the rest with confirmatory factor analysis (CFA).
Findings
A total of 11 factors of place sustainability were generated with 33 questionnaire items. Those factors were natural environment, social equity, economic growth, built environment, landscape, liveability, conviviality, transport, energy, water and waste management and governance.
Practical implications
The PSS can help place administrators, such as chief executives of sub-districts, mayors of town municipalities or governors of provinces, assess perceived sustainability from the perspectives of their residents. They can use this scale in conjunction with other sustainability indicators that calculate data from real variables and values to develop a comprehensive view of sustainability that includes both real and perceptual dimensions.
Originality/value
Numerous available indices and indicators use real variables and values to measure place sustainability. However, they have limitations: they can be complex and incomprehensible to outsiders or they might not support participative processes and policymaking. This research develops an alternative measure of place sustainability that assesses the perceptions of residents.

Abstract
Purpose – This chapter reviews the approaches to the decentralization of services and the devolution of decision-making to local structures outlined by the New Labour government in the United Kingdom. The chapter draws upon earlier attempts by Town Halls in urban areas to introduce new forms of governance and decision-making as a way of providing a context to New Labour's plans.
Methodology/Approach – The chapter provides a detailed review and analysis of the literature and discusses the different models of governance and concepts of power and uses this analysis to identify 10 key lessons for policymakers.
Findings – The 10 key lessons for policymakers and practitioners that are identified and discussed include the role of local political leaders; the convergence of political and managerial leadership; defining the level and pace of community participation; and stressing the importance of continual training, learning, and evaluation.
Research implications – The chapter sets out a possible framework for review, research, and evaluation including cultural change, civil renewal, policy connectivity, and commitment and pace of change. The chapter defines these terms and the terms offer a way of looking at different initiatives and approaches at the level of City Hall.
Originality/Value of the chapter – The chapter sets the framework for a conceptual and empirical study of different approaches to double devolution within the United Kingdom and also outside of it.

Abstract
Purpose
Festivals are often explicitly connected to the destinations in which they take place, explored here as contributing to broader processes of place-making and engagement with local communities. Place is defined at a local scale, primarily as experienced by volunteer contributors to an arts and cultural festival in urban Scotland. Networked relationships between festival volunteers inform the research methods and analysis, reflecting both observer and insider perspectives. This paper aims to comment on varying attitudes among the contributors, relating these findings to their positions in the festival’s social network.
Design/methodology/approach
Social network analysis methods were used to capture and examine data from a sample of festival volunteers: a survey instrument was distributed among individuals identified by the creative director, acting as a key informant. These data generated information on connections between the respondents, as well as demographic and opinion-based attribute data. Network centrality measures were used to sample the respondents for four follow-up interviews with festival volunteers.
Findings
The resulting network revealed a core-periphery structure to the festival’s organising team. The influential core group members were more established volunteers, recognised for their value to the team. The festival was widely endorsed as contributing to local place-making, though not uncritically. Management implications were identified for the dual nature of the festival organisation: a formal hierarchy with clear functional departments, acting as a platform for an intangible yet vital social network.
Originality/value
Social relationships are shown to have profound implications for the management and identity of this volunteer festival, in relation to its host neighbourhood. Combining social network analysis with semi-structured interviews has demonstrated the value of this mixed methods approach.

Abstract
The chapter examines the current macro-governance of agri-food in a contemporary sense, taking changes in the UK and more broadly Europe. It first outlines a recent ongoing period of what is called ‘Disruptive Governance’. This emerged in the UK, the USA and indeed Brazil after the prolonged fiscal and financial crisis which brought about economic austerity in these countries over the past two decades. This relatively new disruptive phase, has now become more engrained into wider political and institutional structures and cultures, and indeed re-enforced earlier neo-liberal rounds of political articulation. Whilst there are far wider in effects than with agri-food systems, it is having a profound effect upon the stability and security of current food and farming systems. The chapter then explores the unfolding implications for agri-food in terms of policy changes, further market concentration and further financialisation. At a regional scale, we look at how these macro governance and regulatory forces are impacting in contrasting regional contexts: the UK, Wales and rural North West England (Cheshire and Shropshire). Finally, in conclusion, we ask to what extent these conditions are indeed tempered by longer-running and alternative radical shifts in agro-food systems, and the degree to which these can become mainstreamed. What do these trends suggest for sustainable food transitions and the further application and appropriateness of regime theory and governance?

Abstract
Purpose
This paper aims to discuss the role of a grassroots initiative in engaging local people in an innovative place-making fringe festival. Festivals such as the Carnival of Flowers are a major tourism event for regional cities like Toowoomba and contribute to place-making through marketing and engagement. Within the professional management of such events, there exists space for innovation and genuine community involvement, which can assist in authentically reflecting place identity. Avant Garden (2007-2008) models a successful grassroots fringe festival, initiated by community members in response to the challenge of long-term drought. Avant Garden engaged locals and tourists in a positive re-imagining of place via site-specific public artworks generated by the community.
Design/methodology/approach
A survey of 504 visitors to Toowoomba’s public gardens during the first weekend of the 2007 Carnival of Flowers examined how Avant Garden was received by the community.
Findings
The paper suggests that fringe festivals can provide place-making capacity in broadening festivals as an expression of local identity. Fringe festivals can allow authentic community engagement within a mainstream festival and can indicate longer-term innovations to place branding.
Practical implications
The paper includes implications for festival managers about effective ways to engage community in grassroots initiatives which reflect innovation, authenticity and greater diversity.
Originality/value
The paper provides a study of a visual arts fringe festival in the context of place management. The project described allows a “bottom up” approach to engaging the local community which provides authenticity and broadens the scope of an existing mainstream garden festival.

Abstract
Art hotels are increasingly providing an opportunity for creative artists to exhibit their artworks and collections within their premises. This research investigates how some hotels are transforming themselves into important cultural tourism centers. Specifically, its objectives are: (i) to better understand the extent to which travelers are aware about the existence of art hotels and to evaluate their level of interest in art-oriented initiatives; (ii) to determine which attributes and features of art hotels are appreciated by travelers; and (iii) to identify the type of travelers who are willing to stay in art hotels. The findings from a descriptive survey suggest that the incorporation of art into the hospitality industry can attract a diverse customer base and could result in a sustainable competitive advantage for hotels. This study identifies four types of travelers including: Art-Infused Travelers, Art-Seeking Travelers, Art-Indifferent Travelers, and Art-Blind Travelers. These prospective tourists were categorized according to their level of awareness and interest in art hotels and art-related experiences. In conclusion, this contribution implies that artification processes within the hospitality industry can add value to the cultural tourism market. Hence, it also advances future research avenues to academia.

Abstract
Purpose
The purpose of this paper is to review sustainable planning literature and investigate a major development in an Australian regional city, looking for broad sustainable insights to improve urban growth management.
Design/methodology/approach
First, the authors sketched the backdrop to Ipswich and looked for the drivers propelling its rapid growth. They then generated a sustainability framework from the urban regeneration literature. In the empirical phase, they analysed a major development – the Icon project. They evaluated three of five regeneration domains using secondary sources, site observations and interviews with stakeholders and experts.
Findings
First, each city’s situation is unique, so the authors proffer no simplistic development formula. Internally, cities, including Ipswich, are spatially fragmented. Second, urban regeneration extends temporally and spatially beyond the project site boundaries or deadlines. Diminished property-driven regeneration neglects the social dimensions to sustainable housing or relegates it to an afterthought, but community participation is insufficient. Government needs to seed or drive (directly or via incentives) substantive social transformation. Projects supported with credible community social development are less risky, but, in competing for investment funds, local government can rush approve unsuitable projects.
Research limitations/implications
The analysis focused on the planning and urban design aspects of the project. Only limited demographic, economic and social analyses were conducted, and the study would also benefit from interviews with a broader sample of experts.
Practical implications
Sustainable urban regeneration needs to consider not only the unique mix of regional growth drivers and constraints, but also specific local precinct characteristics. Intelligently configured community consultation should inform but not dilute design leadership.
Originality/value
This work investigates appropriate urban responses to growth pressure for sustainable outcomes in fast-growing regional cities.

Abstract
Critically reflecting upon the role of and integrative function that relocalisation of agri-food plays in the development of what we call rural and regional ‘webs’ of interconnection, this chapter revisits two regional case studies in Devon and Shetland, UK. Exploring the challenges and continuities in the unfolding of the rural web, we pay particular attention to the role that agri-food initiatives play in mobilising distinctive rural and regional development processes. Although we point in both cases to the marginalisation of agri-food and its potential centrality in rural development, it is clear that this fails to disappear completely. The trends in these two rural regions, at either ends of the UK archipelago, suggest that the combinational effects of declines in multi-functional agri-food support, on the one hand, and a neo-liberalised retraction of non-agricultural rural development support on the other, are providing a potential and chaotic new governance squeeze which is likely to severely reduce the massive but latent adaptive capacity embedded in the rural eco-economy. Indeed, a more multi-functional governance and policy-based approach, based upon creating conditions for the eco-economic rural web to flourish needs to find ways of harmonising different aspects of the post-carbon landscape such that its various segments (energy, tourism, agriculture, creative industries, etc.), can work in synergy with one another. To conclude, we argue that such fragmented and competing conditions as those revealed in both case study areas are unlikely to be sufficiently capable of meeting the new national and global demands for food security which have risen up the political agenda since our earlier phases of field work.
