Abstract

This study compared the gentrification processes in Cihangir and Tarlabasi. The dynamics of the gentrification process in Cihangir is compared with the vastly different gentrification process in Tarlabasi. Interpretations of gentrification are also included in this paper.

The study analyzed the dynamics of the gentrification process in Cihangir, Istanbul (Turkey) to determine the extent of change during the process. Characterization of the Cihangir neighborhood, which distinguishes Cihangir from other gentrified urban areas, is another aspect of this study. The transformation of Cihangir is currently underway; it involves the revolution and renovation of land and buildings, which is known as gentrification. The gentrification process in Cihangir is affected by socio-economic and socio-cultural transformations. This paper examines gentrification in the Cihangir neighborhood, which has occurred spontaneously and supports the perpetuation of social diversity, which occurs in many urban areas. Although Istanbul’s Tarlabasi region exhibits geophysical characteristics that resemble the geophysical characteristics of Cihangir, Tarlabasi is affected by a completely different gentrification process, which is known as planned gentrification.

In the context of this study, scholars question whether gentrification is “erasing the social geography of urban land and unique architectural pattern,” or if gentrification represents “the upgrading and renaissance of the urban land.” (Smith, 1996)

Abstract

Purpose

This study aims to explore the complex relationship between post-earthquake reconstruction processes and gentrification in neighbourhoods of intermediate cities, calling on the critical role of recovery strategies in altering neighbourhoods physical and social urban structure identities.

Design/methodology/approach

The paper uses a case study; the reconstruction process of the neighbourhoods post-2010 earthquake in Talca, Chile, and analyses in a six-year timeline its socio-spatial changes. The latter based on mixed methods, primary data from strategic interviews with key stakeholders, cadastres of land value and real estate housing projects and neighbourhood polls, and secondary data from official documents such as plans and policies.

Findings

The findings suggest that patterns of incipient gentrification are an outcome of the reconstruction strategies. Acknowledging the intricate interplay amongst urban neoliberal conditions, historical heritage and identities and post-disaster recovery, inadequate housing subsidies and normative plans are causing the displacement of hundreds of historical residents and resistance, arrival of newcomers with higher debt capacity in new housing typologies and increasing land value. Process related to neoliberal politics of state led to new-build gentrification.

Originality/value

Gentrification and reconstruction are both processes that modify urban structures, society and perceptions, and yet their socio spatial effects have never been studied in a cumulative and integrated manner, even more, in intermediate cities. The value is to rethink the critical role of recovery strategies in halting and containing gentrification in fast transforming secondary cities.

Abstract

Purpose

This paper aims to compare and review alternative ways to adjust public ground leases.

Design/methodology/approach

Based on principles derived from a review of scientific literature, alternatives for the extension of leases are discussed based on the case of Amsterdam.

Findings

Many alternatives lead public ground-lease systems to produce results that are the opposite of what they are intended to be (as inspired by Henry George): new improvements result in higher rent, but additional location values do not result in higher rent. One exception is the lease-adjustment-at-property-transaction alternative, which may nevertheless result in fewer transactions.

Social implications

Public leasehold systems are highly contested with regard to the extension of leases. Such systems are often aimed at capturing land-value gains. In practice, however, this tends to be more difficult than expected. Value capture by authorities, as intended by the system, results in counter-movements of lessees, who often gain public support to set lower leases. These political processes may even result in the termination of such public ground-lease systems. This paper reports on a search for possible solutions.

Originality/value

The comparison of various alternatives to ground-lease extension based on principles derived from literature is new, and it contributes insight into public ground-lease systems.

Abstract

Purpose

The purpose of this paper is twofold: on the one hand, it is to contribute to a sound conceptualization of the notion of place identity in the context of geographical spatial approaches; on the other, it is to show the implications this has in place branding research.

Design/methodology/approach

First, the paper draws from place branding literature to point out the lack of a conceptualization of place identity, second, it presents the case study of Prenzlauer Berg to show how place identity is constituted. Finally, these findings are linked to literature about the constitution of space and place.

Findings

The concept of spatial identity suffers under the anthropomorphism of the term identity. Only in a sound conceptual framework and through a method mix it is possible to understand how the specificity of space is constituted.

Research limitations/implications

The case study that is the base of this conceptual paper is a neighbourhood. There is a need to further discuss the issue of scale, i.e. whether the same rules apply for cities, regions or nations.

Practical implications

Place branding/marketing is often based on a fuzzy notion of place identity. The above non‐essentialist approach of this identity deeply questions both the legitimacy and the efficiency of any place branding strategy. It thus asks for more sophisticated analytical methods by policy makers and consultants alike.

Originality/value

Conceptualization of spatial identity is a rather vague concept and, though it is often used as a point of departure for several issues, it is usually taken for granted. This paper offers a new systematic approach to the disambiguation of the concept.

Abstract

Purpose

This paper aims to ground Harvey’s (2003) top-down theory of “accumulation by dispossession” in the everyday lives of people and places with specific focus on the role of law. It does this by drawing upon the lived experiences of residents on a public housing estate in England (UK) undergoing regeneration and gentrification through the Private Finance Initiative (PFI).

Design/methodology/approach

Members of the residents association on the Myatts Field North estate, London, were engaged as action research partners, working with the researchers to collect empirical data through surveys of their neighbours, organising community events and being formally interviewed themselves. Their experiential knowledge was supplemented with an extensive review of all associated policy, planning, legal and contractual documentation, some of which was disclosed in response to requests made under the Freedom of Information Act 2000.

Findings

Three specific forms of place-based dispossession were identified: the loss of consumer rights, the forcible acquisition of homes and the erasure of place identity through the estate’s rebranding. Layard’s (2010) concept of the “law of place” was shown to be broadly applicable in capturing how legal frameworks assist in enacting accumulation by dispossession in people’s lives. Equally important is the ideological power of law as a discursive practice that ultimately undermines resistance to apparent injustices.

Originality/value

This paper develops Harvey’s concept of accumulation by dispossession in conversation with legal geography scholarship. It shows – via the Myatts Field North estate case study – how PFI, as a mechanism of accumulation by dispossession in the abstract, enacts dispossession in the concrete, assisted by the place-making and ideological power of law.

Abstract

Purpose

This study aims to explore how urban governance of Hong Kong is impacted by the formulation and implementation of the new constitutional order of “one country, two systems” that distinguishes between the British colonial government and the current government under Chinese sovereignty.

Design/methodology/approach

While the literature recognises the society of Hong Kong has been heavily relying on land and property activities, few attempts notice the uniqueness of Hong Kong’s sequential constitutional orders and its relations to those activities. This study presents a geographical enquiry and an archival study to illustrate the spatiality of the new constitutional order and its implications on land injustice. Drawing from the works of legal geography and urban studies, this study extends and clarifies Anne Haila’s conception of Hong Kong as “property state” to “property jurisdiction”.

Findings

Though common law and leasehold land system were perpetuated from the colonial period, the new constitutional order changed their practices and the underlying logic and ideology. The urban governance order of this property jurisdiction is intended for prosperity and stability of the society, and for the economic benefit and territorial integrity claim of the Chinese sovereignty.

Originality/value

This study enriches the literature of Hong Kong studies in three major areas, namely, the relationship with China, urban governance and land injustice. It offers a conceptual discussion, which contributes to comparative territorial autonomies studies. It also contributes to legal geography by providing insights beyond the western liberal democracy model.

Abstract

Purpose

Housing policy is a key tool in urban development and has multiple functions that directly affect human welfare. This study aims to review housing policies in Iran from a critical perspective. In fact, the study and pathology of housing policies are considered in this research.

Design/methodology/approach

To advance this research, a quantitative (fuzzy TOPSIS and fuzzy AHP) method was used to rank the policies and the qualitative method (interview and literature review) was used for the pathology of housing policies.

Findings

The failure of policies to provide housing in Iran is decisive, but social housing policy has a relative superiority to other policies. Causes of failure of Iranian housing policies are as follows in a pathological perspective: commodification and speculative approach to housing; lake of social and physical sustainability; social stratification and classification; inconsistency with environmental conditions; non-indigenous nature of housing policies; exclusion of local institutions in the decision-making process; and the dominance of a populist perspective on housing.

Originality/value

This study is a comprehensive study because it has been extracted from the dissertation. By reading this study, the reader will be aware of the general conditions of the Iranian housing sector.

Abstract

Playing as a global city, to maintain the economic dynamics and urban vitality, Hong Kong government would like to take urban regeneration in urban core as a kind of urban growth strategy. The government monopolizes land supply for urban development through the leasehold system, while the redevelopment agency is authorized to take land acquisition for urban redevelopment. The transformation of agency from Land Development Corporation (LDC) to Urban Renewal Authority (URA) reflected the formation of a coalition composed of quasi-public redevelopment agency and private developer, which facilitates land and property resumption in urban redevelopment. The URA-led projects often tend to redevelop obsolete communities into up-market neighborhoods, which possibly enables redevelopment agency and developers to gain more economic benefits from real estate appreciation. Nevertheless, evidences from some large redevelopment projects conducted by URA in Hong Kong such as Lee Tung Street, Langham Palace and Kennedy Town have presented that urban redevelopment is closely associated with gentrification triggered by displacement of original neighborhood residents. Hence gentrification in Hong Kong has raised more and more concerns about booming housing price as well as fragmentation of social networks. Through urban regime combined with growth machine approach, this paper will explain the collusion of redevelopment agency and private developers that jointly turns the URA-led redevelopment into neighborhood gentrification. And by examining Kwun Tong Town Centre Project (KTTCP), findings indicate that soaring property value will crowd low-income groups and working classes out from their original neighborhoods; and then those gentrified residential estates will be occupied by rich class. Moreover, increasing rent and operation costs will inevitably eliminate those family-operated small businesses; and then they will be superseded by high-end retailing and services. In this way, urban morphology will be reshaped perpetually through more and more gentrified neighborhoods.

Abstract

Purpose

This study aims to measure the occurrence of gentrification and to relate gentrification with housing values.

Design/methodology/approach

The authors have used Getis-Ord statistics to identify and quantify gentrification in different residential areas in a case study of Stockholm, Sweden. Gentrification will be measured in two dimensions, namely, income and population. In step two, this measure is included in a traditional hedonic pricing model where the intention is to explain future housing prices.

Findings

The results indicate that the parameter estimate is statistically significant, suggesting that gentrification contributes to higher housing values in gentrified areas and near gentrified neighbourhoods. This latter possible spillover effect of house prices due to gentrification by income and population was similar in both the hedonic price and treatment effect models. According to the hedonic price model, proximity to the gentrified area increases housing value by around 6%–8%. The spillover effect on price distribution seems to be consistent and stable in gentrified areas.

Originality/value

A few studies estimate the effect of gentrification on property values. Those studies focussed on analysing the impacts of gentrification in higher rents and increasing house prices within the gentrifying areas, not gentrification on property prices in neighbouring areas. Hence, one of the paper’s contributions is to bridge the gap in previous studies by measuring gentrification’s impact on neighbouring housing prices.

Abstract

Purpose

This paper aims to intend to contextualize touristification with a focus on Asia. It argues that touristification in Asia extends beyond physical transformation and is used as a socio-political mechanism by the state and communities alike. This study aims to broaden the discussions on touristification by noting how the issue of authenticity and state intervention is approached in Asia.

Design/methodology/approach

This paper is based on literature review, sourced from academic material discussing touristification and the influence of tourism.

Findings

Aside from undertaking physical changes, states in Asia adopt a socio-political angle in the commercialization of culture for tourism so that the culture that is presented to tourists is aligned to its national image. The construction of culture and narration of history for tourism branding predominate touristification in Asia. Conversely, minority culture had also used cultural touristification in asserting their identity, as can be seen in South Thailand and Bali, Indonesia Also, hybridization and recreation of cultural activities in Asia contribute to the evolving debate on authenticity in tourism within Asia.

Practical implications

The paper suggests the implication of state intervention in branding and commodification of tourism among minority communities in Asia.

Originality/value

The paper contributes to an extended discussion on touristification by contextualizing the issue within Asia.
