Abstract

This article examines the development of the Internet and electronic procurement or e-procurement in American state governments. I am interested in discerning the extent of adoption of e-procurement, especially as it relates to the use of the Internet in the procurement function. Specifically, eprocurement is examined with data from a national survey of state procurement officers. The first part of this article demonstrates an e-government growth model as a way of modeling the development of e-procurement. The second part examines the existing literature on e-procurement development and challenges associated with its implementation. The third part constructs an eprocurement index, which measures the adoption rate of electronic procurement in each of the states. This e-procurement index is tested against management, organizational, and economic predictor variables. The results of the eprocurement model indicated positive support for electronic procurement on state management capacity and IT management capacity, indicating that high performing management is a critical catalyst for e-procurement development.

Abstract

How can we account for the actual state of capacity building in Africa? This paper attempts to respond to this question, building on the existing literature and statistical data available both within and outside the continent. Using the arguments put forward by different national and international institutions around the world, it is possible to trace the path followed by the capacity building process in Africa around change and human capital theories. Following the creation of ACBF in 1991 and thanks to the intervention of a number of development partners, capacity building practices have significantly influenced the functioning of African States, the implementation of educational systems, the expansion of microfinance, and the impact of multilateral trade negotiations. This paper suggests that capacity building in Africa still requires urgent and vigorous actions towards a qualitative and quantitative of scientists, for the coordination of the dispersed efforts made by various regional and sub‐regional institutions, and for the strengthening of individual and collaborative programmes aimed at developing African human resources in Africa.

Abstract

Purpose

The purpose of this paper is to explore the relationship and implications of institutional autonomy and capacity through the Central Bank of Syria in its ability to implement an effective anti-money laundering (AML) and counter-terrorism financing (CTF) framework during a period of intense armed conflict.

Design/methodology/approach

Due to the lack of reliable data currently available on Syria, this paper focuses on Syria’s AML/CTF legislation through passed laws and regulations; annual reports on the Central Bank of Syria and the AML and terrorism financing authority; the academic literature on money laundering, terrorist financing and institutional capacity. This paper will address the theoretical framework of Coleman and Skogstad’s characteristics that define the degree of autonomy and capacity of an institution. Though their characteristics are applied toward the Canadian state, for the purpose of this paper, they have been adopted in the absence of their use verbatim in the case of the Central Bank of Syria.

Findings

The Central Bank of Syria has experienced diminishing independence due to conflict-induced stress in Syria’s financial sector. This loss of autonomy is attributed to the prioritization of government-led emergency policies to secure and stabilize Syria's economy. Despite this loss, the Central Bank of Syria has maintained considerable and effective improvements in Syria’s AML/CTF framework, aligning it closer to that of international standards promoted by the Financial Action Task Force (FATF). Institutional gaps, however, still exist. These gaps imply that the Central Bank of Syria still lags in a number of areas that affect its capability in implementing a more effective AML/CTF framework.

Research limitations/implications

The conflict in Syria is still a very new topic that lacks a considerable amount of reliable data. As such, many research limitations were encountered despite the volume of information reviewed for this paper in both Arabic and English. Nevertheless, this paper provides a clearer understanding of how state capacity is reflected in its institutions through certain policies and approaches taken by a central monetary authority with implications and results in a country rattled by years of intense conflict.

Practical implications

Despite the research limitations and implications, this paper provides a clearer understanding of how state capacity is reflected in its institutions through certain policies and approaches taken by a central monetary authority with implications and results in a country rattled by years of intense conflict. This can be useful for institutional policymakers, as well as academics exploring the relationship between the state and its institutions in times of hardship.

Originality/value

Though there is AML/CTF literature on Middle Eastern countries such as Egypt, Jordan and Saudi Arabia, very little is written on Syria. There is also very little written on the broader subject of state and institutional capacity through the lens of an effective AML and CTF framework during a period of intense armed conflict. By looking at an ongoing conflict, this paper explores a subject with as much detail as needed to provide an illustration of the relationship and implications of institutional autonomy and capacity in relation to the state through an effective AML/CTF framework in a country with a struggling financial system.

Fragile states (FS) are often neglected and categorized as “aid orphans”. In extreme circumstances, they are loaded with aid beyond their absorptive capacity. However, whether they receive little or too much, there is a compelling imperative to coordinate aid aimed at capacity development effectively. In an ever shrinking pot of funds from donors mainly due to the current global economic downturn, it is extremely important to coordinate and harmonise aid delivery. FS cannot afford to waste any money trapped under rubble of multi‐donor aid bureaucracy. Due to the multidimensional nature of fragility, we draw on case studies and interdisciplinary insights from Authority‐Legitimacy‐Capacity (ALC), Country Development Framework (CDF) and other models and frameworks of donor coordination. A number of asymmetries (e.g. technical, cultural and, financial) between donors and recipients need to be addressed. Donors can harmonise their respective Africa strategies reports and give priority to infrastructure instead of focusing exclusively on the social agenda as in the past. FS should fight the local culture of corruption, avoid fungibility, protect vulnerable groups in society, focus on reintegration as well as demobilizing ex‐combatants with employment provisions. Donors should not give mixed signals to recipients and need to be flexible in their operational procedures. Finally, we discuss the implications of key emerging issues that threaten or facilitate sustainable reconstruction, development and poverty reduction in post‐conflict environments.

Abstract

Transition into modernity takes very different roads, depending on the sequencing of bureaucracy and democratic regime. This is demonstrated by comparing Sweden and Greece. At an early stage of the long-term modernisation of Swedish society, due to early penetration of the internal territory and before the extension of suffrage and political modernisation, a number of state organisations were established at the interstices between state and society, creating direct relations between the state and society. The impressive Lantmäteriet, the organisation of tax authorities, the establishment of authorities for registering the population and the Tabellverket are typical illustrations of such organisational structures. Such organisations functioned as social mechanisms that elucidated society making it legible and thus strengthened the infrastructural capacity of the state. In Greece, where the state was built after political modernisation, the establishment of similar organisations proved to be more difficult. Although there is evidence that similar Swedish practices were known in Greece to be possible paths, they were not chosen. The establishment of a land registry system, for instance, was discussed in the decades prior to the 1871 land reform. On other issues, such choices could not be materialised given opposition or political counter-mobilisation to abolish the reforms after they were approved by parliament. These reform efforts were rather short-lived or countered by new reforms and exemptions, creating an ambiguous labyrinth of regulations of state–society relations and a state without the capacity to intervene in society and implement logistically political decisions throughout the realm. On the whole, the state remained a distant entity, mostly a distrusted one, and relations between the state and society were mediated by parties and by social and kinship-based networks.

Abstract

The article examines the shift in the post‐apartheid government’s economic policy from its reconstruction and development programme to its growth, employment and redistribution policy. It argues that this move towards a more neo‐liberal paradigm reflects the growing reflection of the state’s incapacity. The paper reviews the delivery on promises made by the post‐apartheid government after the April 1994 elections and analyses the reasons for its lack of capacity. Lastly, it appraises the potential for a South African developmental state.

Abstract

Colombia has one of the highest levels of inequality in landholding in the world. This inequality has persisted in spite of numerous state-led land reform efforts, which leads to the question: why has it been so difficult to reverse unequal land distribution in Colombia? To answer this question, the chapter examines the role of the state, non-state armed groups, land inequality, land reform efforts, and a history of violence to reveal the relationship between land, inequality and violence in Colombia. This chapter explores the nature of this relationship to understand Colombia’s enduring inequality and to inform theoretical approaches to statehood and power. Rather than reducing state capacity to common Weberian binary constructions of state and statelessness, I explore how state capacity takes on different forms in different regions of Colombia – analyzing how various actors shape land inequality and violence across the territory. Using a comprehensive longitudinal panel data set of displaced persons, I use a negative binomial regression model to demonstrate how land reform, land inequality, and a history of violence have directly affected current displacement of citizens. I argue that several constellations of powerful social actors have at various points converged to control land, through non-state armed groups, to exert a local form of logistical control outside the scope of the federal state, deeply affecting the dynamics violence across different territories. These groups have subsequently engaged in a land grabbing process that has resulted in a reverse form of land reform – leading to persisting inequality in Colombia.

Purpose

The purpose of this paper is to engender new thinking regarding the intersection between universal human rights and development, and associated programmes. This leads to three subsidiary objectives: demonstrating the mutually reinforcing relationship between human rights and development; considering the practical divide between having and exercising a right; understanding the impact of non-state actors; and emphasising the ways in which state capacity and social capabilities need to be enhanced to both transform the consideration of human rights into a meaningful development catalyst and treat development as a significant contributor to human rights endeavours.

Design/methodology/approach

The paper begins by exploring the historical and contemporary understanding of the relationship between development and human rights – arguing for the increasing recognition of their mutually reinforcing relationship. The second section analyses the controversy regarding the existence of genuine “universal” human rights; followed by considering whether human rights are mere aspirations or genuine rights – exposing the difficulty of monitoring, evaluating, and enforcing adherence to human rights mandates, particularly given the growth of non-state actors, such as multinational corporations (MNCs)/transnational corporations (TNCs). The paper closes with a call to strengthen social capabilities and state capacities to consolidate the union between development and human rights.

Findings

Credence is broadly given to the moral argument for including human rights within a development framework. However, the economic argument remains largely neglected and certainly under-emphasized. Human rights and development should not be viewed or pursued as separate ends in themselves – competing objectives for separate organisations or programmes – but as mutually reinforcing. Both drive the same goal: the inclusive, equitable and qualitative development of human well-being. Further, to transform human rights into meaningful development catalysts one needs to be able to “exercise” the given rights – which in turn calls for strengthening social capabilities and state capacities.

Originality/value

Unlike some previous works, this paper does not prescribe a particular remedy. Rather, accepting the intangibility of human rights and the associated large degree of subjectivity, it provokes the reader to move beyond the strictures of conventional theories and frameworks. For example, the difference between “having” and “exercising” a right – a stark feature of actual practice has frequently been omitted from theoretical discussion. Likewise, the role of non-state actors, such as MNCs and TNCs, and the way in which their power can impede or support development goals and human rights is a relatively new point of discussion demanding further exploration.

Takes issue with the way in which economics deals with the state and assumes homogeneous capacity. Instead it argues that differences in growth rates between countries can be traced back to the capacity of the state and political system. A state that is relatively capable is able to provide a political environment conducive to growth. It highlights the role of the élite in the development process, the necessity for a competent and insulated economic bureaucracy, and the significance of “embedded autonomy” for the state. These elements shape the nature and capacity of the state.

Abstract

There is now real optimism of the prospects of Africa reclaiming the 21st century given its recent sterling growth performance and the number of successful reforms undertaken. There have been considerable and noticeable efforts to invest in innovation, infrastructure, integration, institutions and a revamp of incentive systems to develop new values that allow for transparency, accountability and greater social inclusion. New forms of leaderships have emerged at various social levels and institutions to drive a development agenda based on peer‐learning and knowledge‐sharing. Africa, in so doing, is unearthing deep skills and the reaping low‐hanging fruits needed to speed its ambitions to attain the Millennium Development Goals (MDGs) and sustainable development. This broad development agenda has required Africa to adopt strategic and practical solutions to the development challenges it faces. This volume interrogates a number of issues that are crucial for the attainment of sustainable development in Africa: a responsive governance framework, the demographic transition and youth bulge, conflict and related dynamics – such as disarmament and demobilisation, capacity building in post‐conflict and fragile states, the role of donors in enhancing (or otherwise) local development efforts, the need to understand the “softer‐side” of capacity development; and above all the role of savvy and strategic leadership. Understanding these issues and beyond, by organizations like the African Capacity Building Foundation (ACBF), will determine whether Africa will achieve its development ambitions in the very near future.
