Abstract
Purpose – The intent of this chapter is to examine the lessons that BRAC, a Bangladesh-based NGO, learned over the course of implementing its para-professional teacher model in Afghanistan and Bangladesh, and their implications for UNESCO's Education for All (EFA) initiative.Methodology – The objectives of this chapter are achieved by the analysis of secondary sources such as reports and academic articles.Findings – We find that through a combination of strong oversight and management, BRAC's para-teacher model compensates for its comparatively less formally trained teachers. This may serve as a model for nations implementing EFA initiatives by allowing them to hire more para-teachers as a cost-saving measure.Research limitations – This study is mainly reliant on secondary sources, which highlights the limited information on the quality of BRAC's education efforts in Afghanistan.Practical implications – Through a combination of strong oversight and practical training, BRAC has seemingly developed a robust para-teacher model, one that may be implemented in other contexts, especially in countries that are members of the EFA initiative and face a shortage of qualified teachers who can help achieve Universal Primary Education (UPE).Social implications – In addition to being a cost-saving measure for education, hiring para-teachers from local communities has the additional benefit of providing employment for women in rural communities, which may have a positive impact on women's empowerment.Value – This chapter provides a unique look at innovations in teacher training by NGOs and their implications for the global contexts of the EFA initiative.

Abstract
Purpose
That social franchising programs induce favorable outcomes is readily taken for granted, albeit lacking robust empirical support. Addressing this situation, this paper takes a closer look at a fractional social franchising program in the public health-care sector in Vietnam to better understand how such programs work. This paper aims to expand the nascent body of empirical research that has examined the inner workings of social franchising programs from the perspective of clients by focusing on the health professionals who work there.
Design/methodology/approach
Using an exploratory qualitative research design, the authors conducted 25 semistructured interviews with health professionals of a fractional franchising program called Sisterhood, which introduced reproductive health and family planning services into existing health facilities in Vietnam. Interviews were triangulated with Sisterhood’s internal documents as well as with publicly available reports.
Findings
The analysis highlights two pathways through which the social franchising program brought about positive change. On the one hand, the analysis suggests that many of the positive outcomes reported by public health professionals were consistent with the stated goals and measures used by the Sisterhood program, providing evidence that improving the quality of health care for disadvantaged communities can be achieved through careful design and execution. On the other hand, the analysis revealed beneficial outcomes that were outside the scope of the Sisterhood program and, in this sense, “unexpected.” Specifically, the paper sheds light on unintended knowledge spillover effects in which nonfranchised health professionals began to adopt new practices and principles introduced by the social franchising program.
Originality/value
The paper taps into a largely under-researched phenomenon – fractional social franchising – from the perspective of health professionals. Unpacking how the social franchising program created favorable outcomes, some by design and others by accident, the paper opens new empirical and policy insights into how social franchising can improve public health in hard-to-reach communities in the global South. Based on the findings, the authors argue for the intentional promotion and institutionalization of knowledge transfers from franchised to nonfranchised health facilities to reinforce and scale up the positive impact of social franchising. The authors conclude by emphasizing the need for future research to adopt a complexity-sensitive approach that accounts for the dynamic, nonlinear adoption pathways social franchising can take. Such an approach is essential to uncover the beneficial outcomes that can result from social franchising programs but cannot be readily predicted by program design.

Purpose
The purpose of this paper is to discuss the findings from the body of case studies offered in the issue, combined with three external perspectives on local voices and action.
Design/methodology/approach
Using as its basis the eight key case studies and three external contributions to the special issue, the paper offers a theoretical framework as a basis for discussion of this material. Through this, it identifies possible modes of action understood through the theoretical framework and elaborated through the specific cases. It concludes with proposals for further work.
Findings
The discussion finds that from a local perspective, the ambitions of local populations and local NGOs to achieve emancipatory change depend on the scope for local collaboration and partnerships to exercise influence on underlying risk factors. It resolves the suggested tension between operating within, and outside the system through the concept of “legitimate subversion”.
Originality/value
It is felt that the original recording of case studies of local level action combined with the process of iterative critical reflection on the part of the contributors offers a novel approach to knowledge creation from practice, and offers insights bridging theoretical and practitioner perspectives into means of addressing underlying risk factors affecting local populations.

Abstract
This chapter reviews developments in the intellectual and activist work of African feminists and gender scholars over the past two decades. African feminists and gender scholar activists have broken with dominant epistemologies to frame their own sites of knowledge production and feminist identity, reflecting shifting conditions in local and global contexts. The knowledge they generate is rooted in a tradition of scholarship, activism, and engagements with state institutions and with transnational and regional feminist movements. I discuss (1) contexts in which African feminist standpoints have emerged over the past 20 years, (2) developments in women and gender studies programs, and (3) ways in which African feminist scholars in the continent and diaspora have stimulated intellectual engagement and activism through feminist research and publishing, collaborative scholarship, influencing policy, and new forms of activism.
