Abstract

Purpose

The purpose of this paper is to clarify how university‐industry (U‐I) collaboration differs by technology fields in Japan.

Design/methodology/approach

An analysis of the research resource allocation in the Japanese national universities in the Japanese national innovation system is followed by the analysis of U‐I collaboration by technology fields. The fields analyzed are life science, information and communication technology (ICT), environment science, nanotechnology and material science, which have been designated as strategically important fields by the Second Japanese Science and Technology Basic Plan. The analysis was conducted in a quantitative way using government data of R&D expenditure, researchers, patent application, joint research, contract research and university spin‐offs.

Findings

Some characteristics of U‐I collaboration have been quantitatively found by technology fields. Though the national universities occupy large R&D expenditure shares in life science and nanotechnology/material science in the Japanese national innovation system, their joint research and contract research are fairly active in environment science as well as in life science and in nanotechnology/material science. For university spin‐offs, the national universities are active in life science and ICT.

Originality/value

This paper quantitatively clarifies U‐I collaboration by technology fields showing relative importance of U‐I collaboration by technology fields. The results provide information input to policy makers when they formulate policies to promote U‐I collaboration by technology fields and to corporate managers when they make U‐I collaboration strategies by technology fields as a part of open innovation strategies.

Abstract

Purpose

Quantitative analysis of existing literature is conducted to compare the textual features of ethics education in science and technology under the broad theme of ethics in science and technology. On this basis, the authors reveal the research hotspots and topic evolution in this field, and propose development suggestions in conjunction with the 5W theory.

Design/methodology/approach

In this paper, the authors visualize the graph and quantify the indicators in four aspects: time series, institutional collaboration, author co-authorship, and research hotspots.

Findings

Compared to ethics of science and technology, the research results in the field of ethics of science and technology education are limited. There is still room for improvement in the low density of cooperation between authors and institutions. The research themes are focused on theoretical discussions and countermeasure research. At present, the reform of ethics of science and technology is still in its infancy and has not yet formed a perfect system for education and personnel training. It is necessary for research on the ethical theory of technology to provide theoretical support.

Originality/value

In the context of sustainable development strategies, it is beneficial to explore the path of pedagogical optimization of ethics of science and technology in this study. This includes the maintenance of a good research environment and the realization of a healthy development in the field of science and technology.

Abstract

Purpose

Science and technology diplomacy (STD) is an emerging area in the field of public policy and technology management. The purpose of this study is to overview the concept of STD based on the two approaches “Science and Technology” and “Diplomacy” to explain its necessity for Non-Aligned Movement member countries.

Design/methodology/approach

To design the work, principal domains and sub-domains of STD are identified based on the thematic analysis. By using MAXQDA software, the initial codes are analyzed and validated for the case study. Then, six areas and 29 sub-areas are identified based on the fuzzy Delphi and the framework is designed.

Findings

STD is defined from six scopes, including political, economics, law and legal issues, social sciences, philosophy and science and technology. Each scope has its own mechanism that is discussed in the article.

Originality/value

This work is one of the first in the literature of science and technology policy making.

Abstract

Purpose

Science and technology policy plays an important role in promoting the development of economic and social development in China. At present, the research on science and technology policy is mainly focused on the basic theories and some quantitative research. The analyses for contents of massive science and technology policies are relatively less. This paper makes use of semantic technologies to extract and analyze the relatively important information from massive science and technology policies. The purpose of this paper is to facilitate users to quickly and effectively obtain valuable information from the massive science and technology policies. The key methods and study results are presented in the paper. The study results can provide references for further study and application in China.

Design/methodology/approach

The paper presented the analysis model and method for science and technology policy in China. The terms and sentences are the important information in the science and technology policy. The study adopted the technology of natural language processing to analyze the linguistics characteristics of terms and combined with statistical analyses to extract the terms from Chinese science and technology policy. Then, the authors designed an algorithm, calculated and analyzed the important sentences in Chinese science and technology policies. The experiments were run on the Java test platform.

Findings

This paper put forward the analysis model and method for science and technology policy in China. The study obtained the following conclusions: term extraction of science and technology policy: the paper analyzed characteristic of terms in Chinese science and technology policy and designed a method of extracting a term that was suitable for the science and technology policy. The calculation of important sentences for science and technology policy: the paper designed an algorithm and calculated the importance of the sentences to obtain valuable information from the massive science and technology policies.

Research limitations/implications

In our methods, there are some defects to be improved or solved in the future. For example, the precision of algorithm needs to be improved. The significance of this paper is to propose and use the analysis model to process Chinese science and technology policy; we can provide an auxiliary tool to help policy beneficiaries. Enterprises and individuals can be more effective to extraction and mining information from massive science and technology policy and find the target policy.

Practical implications

To verify the effectiveness of the method, the paper selected the real policies about the new energy vehicles as experimental data; at the same time, the paper added uncorrelated policies. It used the proposed analysis model of science and technology policy to calculate and find out the relatively important sentences. The results of study showed that the proposed method can obtain better performance. It verified the validity of this method. The model and method have been applied to actual retrieval system.

Social implications

The proposed model and method in the paper have been applied to actual retrieval system for users.

Originality/value

The paper proposed the new analysis model and method to analyze science and technology policies in China. The presented model and method are a new attempt. According to the experimental results, this exploration and study are valuable. In addition, the idea and method will give a good start for improving information services of massive science and technology policies in China.

Design/methodology/approach

This paper adopts an archive approach and undertakes an overview of the policy changes and their implications.

Findings

It is found that policy changes have gradually made enterprises the focal point of the national innovation system and that correspondingly a new financial and fiscal mechanism has been created to create incentives for innovation in firms.

Originality/value

This paper provides a comprehensive overview of the changing financial and fiscal policies in support of technological innovation in China.

Provides an analysis and summary of “new concepts” of cybernetics and discusses their implications.

Design/methodology/approach

By presenting the essentials of this prize‐winning essay, considerations can be given to science and technology, the technological time lag; the status of technologists; industrial and academic research; the interaction of technologies; the cybernetic revolution; education and the environmental barrier; professional obsolescence; and the purpose of education.

Findings

This analysis and summary puts into perspective the historical background of the development of cybernetics and the 1960s concept of “general systems”, encountered by author.

Originality/value

Pays tribute to the foresight of Dr Rose at one of the most challenging periods in the development of these fields. The republication of these ideas in 2000 emphasised the accuracy of this predications of the 1960s.

Recognizing that this is an area where Clem Tisdell has made notable contributions, reviews the recent developments around three themes: the nature of science and technology as distinctive bodies of knowledge arising in different institutional contexts; the market failure approach and its development into an evolutionary rationale for science and technology policy; and the UK Technology Foresight Programme as a specific example of the shift in the focus of science and technology policy.

Abstract

Purpose

In this article, the ideas and methods behind the “patent-paper citation” are scrutinised by following the intellectual and technical development of approaches and ideas in early work on patentometrics. The aim is to study how references from patents to papers came to play a crucial role in establishing a link between science and technology.

Design/methodology/approach

The study comprises a conceptual history of the “patent paper citation” and its emergence as an important indicator of science and technology interaction. By tracing key references in the field, it analyses the overarching frameworks and ideas, the conceptual “hinterland”, in which the approach of studying patent references emerged.

Findings

The analysis explains how interest in patents – not only as legal and economic artefacts but also as scientific documents – became evident in the 1980s. The focus on patent citations was sparked by a need for relevant and objective indicators and by the greater availability of databases and methods. Yet, the development of patentometrics also relied on earlier research, and established theories, on the relation between science and technology.

Originality/value

This is the first attempt at situating patentometrics in a larger societal and scientific context. The paper offers a reflexive and nuanced analysis of the “patent-paper citation” as a theoretical and historical construct, and it calls for a broader and contextualised understanding of patent references, including their social, legal and rhetorical function.
