Abstract

Purpose: This chapter analyses the effects of social stratification and inequalities on the outcomes of transnational mobilities, especially on the educational trajectory of returning migrant children.

Study approach: It places the Bourdieusian capital concepts (Bourdieu, 1977, 1984) centre stage, and analyses the convertibility or transferability of the cultural and social capital across different transnational locations. It examines the serious limitations of this process, using the concept of non-dominant cultural capital as a heuristic analytical tool and the education system (school) as a way of approaching the field. As we examine ‘successful mobilities’ of high-status families with children and racialised low-status families experiencing mobility failures, our intention is to draw attention on the effect of the starting position of the migrating families on the outcomes of their cross-border mobilities through a closer reading of insightful cases. We look at the interrelations of social position or class race and mobility experiences through several empirical case studies from different regions of Hungary by examining the narratives of people belonging to very different social strata with a focus on the ‘top’ and the ‘bottom’ of the socio-economic hierarchy. We examine the transnational mobility trajectories, strategies and the reintegration of school age children from transnationally mobile families upon their return to Hungary.

Findings: Our qualitative research indicates that for returning migrants not only their available capitals in a Bourdieasian sense but also their (de)valuation by the different Hungarian schools has direct consequences on mobility-affected educational trajectories, on the individual outcomes of mobilities, and the circumstances of return and chances for reintegration.

Originality: There is little qualitative research on the effects of emigration from Hungary in recent decades. A more recent edited volume (Váradi, 2018) discusses various intersectionalities of migration such as gender, ethnicity and age. This chapter intends to advance this line of research, analysing the intersectionality of class, ethnicity and race in the context of spatial mobilities through operationalising a critical reading of the Bourdieusian capitals.

Abstract

We describe a holistic approach to promoting school safety that merges an emphasis on student voice with staff training in restorative practices. We first describe current approaches to keeping schools safe based on the existing research literature. Given that most of these approaches rely on access to credible information about potential threats to school safety, we then discuss student voices as one critical source of information, especially at the middle and high school level. We report on a recently developed tool designed to encourage students to share threats to school safety they are aware of with adults. Initial testing identified potential barriers and facilitators to students' willingness to share information. We discuss teacher training in restorative practices as one approach that might address some of these barriers, including anti-snitching cultures in schools, students' lack of trust in adult responses to student-identified concerns, and punitive school climates. Based on recent work, we identify barriers and facilitators to implementing restorative practices in schools. We provide recommendations about potential strategies to merge student voice with school personnel's training in restorative practices to minimize peer victimization that can escalate into violent behavior.

Abstract

This chapter explores how marginalized youth, specifically former child soldiers in South Sudan, struggle to access education that is crucial in their reintegration process. The chapter draws upon data from a study focusing on the reintegration process of school boys formerly associated with armed forces and groups in South Sudan, and is based on ethnographic fieldwork including interviews and observations of 20 former child soldiers in Malakal, Upper Nile State. The study identifies a number of external factors that inhibit educational opportunities for the boys in their reintegration process. These are their life experiences, the impacts of war, their socioeconomic background and the lack of educational structures due to ongoing conflict. This study describes how the living conditions that motivated the boys to join the armed group are still present after their demobilization. Thus, they not only still find themselves in poverty but the time spent in the armed group and the impacts of war have put them in an even more marginalized position today than prior to their recruitment. The study argues that access to education is crucial in order to prevent recruitment and also re-recruitment to armed groups.

Abstract

Purpose

In the context of international assignments, repatriates are confronted with social, organisational and cultural challenges. However, the impact of community and social support on the reintegration process has gone unnoticed. The purpose of this paper is to identify the influencing factors on the reintegration process of expatriates who were sent to Asia, especially considering social support and the role of the community. In the context of the community, this paper discusses which factors influence the reintegration process after repatriates return to Germany.

Design/methodology/approach

In order to research reintegration problems as well as social support and the role of the community, seven semi-structured interviews were conducted with repatriates from Germany.

Findings

The central results of the study show that there are variables in different areas that influence the reintegration process of repatriates sent to Asia, which have both reintegration-promoting and reintegration-inhibiting effects. Furthermore, it was found that a lack of support from social networks in the home country has negative effect on the reintegration process causing repatriates to stay in known repatriate communities.

Originality/value

The results of the study demonstrate that social networks and communities in the home country represent crucial challenges in the reintegration process. Furthermore, it demonstrates the need for future exploratory research into this area to gain further insights into this topic.

Abstract

Purpose

The purpose of this paper is to review the literature from the organizational sciences to develop a grounded narrative of turnaround leadership.

Design/methodology/approach

The paper is a review of literature, which employs a ten‐step process to explore and make sense of the turnaround literature from the organizational sciences. The paper relies on strategies appropriate for document analysis, and borrows analytic strategies (e.g. memoing, coding) employed with interview data.

Findings

The paper finds three defining themes that flow from the review of empirical and theoretical work on organizational recovery in firms, non‐educational public agencies, and not‐for‐profit organizations: leadership as the critical variable in the turnaround equation; change of leadership as a generally essential element in organizational recovery; and type of leadership, but not style, as important in organizational reintegration work.

Practical implications

The paper posits that the literature on turning around failing organizations in sectors outside of education provides blueprints for recovery activity in failing schools. The implications for turnaround leadership are particularly strong.

Originality/value

This paper is the first systematic effort to mine research in the corporate, not‐for‐profit, and public sectors to develop insights for leadership in failing schools.

Abstract

Purpose

The purpose of this research is to discuss the issue of managing and reducing school absenteeism and truancy.

Design/methodology/approach

The article proposes the development and implementation of some long‐term strategic approaches to tackling truancy and other forms of non‐attendance from school. This article focuses on the innovative School‐Based Scheme (SBS).

Findings

The article proposes methods which are relatively easy to organise, implement, monitor and evaluate. It can be used in both primary and secondary schools and/or throughout all schools within a local education authority.

Research limitations/implications

Preliminary evaluations suggest that it has improved attendance rates by over 4 per cent throughout all schools in one local education authority (LEA).

Practical implications

A high proportion of schools throughout England and Wales are below the Department for Education and Skills (DfES) targets either for overall levels of attendance, or for levels of authorised or unauthorised absence within both the primary and secondary sectors. The approaches proposed would address such issues.

Originality/value

It is hoped that the article will be of particular interest and help to head teachers, senior and middle management in schools, learning mentors, classroom assistants, home‐school liaison officers, principal and senior education welfare officers and appropriate local education authority staff, especially those pastoral and management staff who have day‐to‐day dealings with pupils like absentees and truants.

Abstract

Purpose

The purpose of this paper is to assess the applicability of relational contract theory in situations where government departments contract with non‐government welfare organisations to deliver human service programmes. Its limits are highlighted by an assessment of programmes for domestically violent men that epitomise “management of incomplete contracts” central to the theory.

Design/methodology/approach

The paper is based on an evaluation of contracted‐out programmes for perpetrators of domestic violence in Australia that set out to compare and contrast distinct models of service delivery by documenting programme logic, service delivery effectiveness and effects on programme participants. It reflects on the difficulties of monitoring such programmes and considers the implications of this for contracting theory and for human service practice.

Findings

In contrast to critiques of contracting‐out in a neo‐liberal environment that emphasise how accountability and reporting requirements limit the autonomy of contracted agencies, this paper highlights considerable variation in how programmes were managed and delivered despite standardised service delivery contracts developed by the government department funding the programmes. This leads to a consideration of “incomplete contracts” where service delivery outcomes are hard to measure or there is limited knowledge of the contracted agencies by the contracting government department.

Originality/value

The paper highlights a situation in which the recommendations of relational contracting theory can exacerbate the difficulties of quality assurance rather than minimise them. It then argues a need for workforce development in the government departments and the contracted agencies, to enable a nuanced monitoring of the programmes' service delivery and promotion of quality assurance processes.

Abstract

Purpose

Reintegration programs have emerged as part of the regimes of care for survivors of human trafficking. However, empirical analysis of the reintegration outcomes for survivors remains limited in the African context. Hence, this paper aims to examine the challenges and opportunities of reintegration assistance programs for survivors of human trafficking in Nigeria.

Design/methodology/approach

Drawing on qualitative methods of data collection and analysis, this study conducted semi-structured interviews with repatriated women who have accessed reintegration assistance in Nigeria, and data was analyzed using thematic analysis.

Findings

The findings suggest that while the reintegration programs might address the procedural aspect of reintegration, the achievement of substantive reintegration remains incomplete. This is because of the structural conditions of the context within which reintegration is supposed to occur.

Practical implications

There is a need to take seriously the distinction between the reintegration of survivors into a new community or a former community in the design of a regime of care for survivors of human trafficking in Africa. Crucially, the focus on procedural reintegration should not also divert attention away from the structural conditions and reforms needed to ensure survivors achieve substantive reintegration.

Originality/value

This paper contributes to the limited literature on life after trafficking and demonstrates the strengths and limitations of reintegration programs as a regime of care for survivors of human trafficking. In addition, this study empirically grounded the theoretical distinction between different aspects of the process of reintegration.

Abstract

This study examines the cost-effectiveness of reintegrating ex-combatants from armed groups in Colombia. After an ethnographic exploration of the challenges of reintegration that ex-combatants face, I evaluate the cost-effectiveness of the reintegration program operated by the Agency for Reincorporation and Normalization (Agencia para la Reincorporación y la Normalización, ARN), the government agency that handles the reintegration of ex-combatants from all armed groups in Colombia. I analyze the agency's approaches (past, current, and proposed) toward reintegrating ex-combatants from various armed groups, comparing the financial costs against outcomes. The ARN has been successful at achieving two of its primary goals: minimizing recidivism and maximizing employment of ex-combatants. Only 10% of ARN program participants rejoin criminal groups and 93% find employment across both the formal and informal sectors (informal employment is widespread in Colombia and Latin America). The ARN has been unsuccessful at providing adequate security for ex-combatants. Approximately 6% of ex-combatants enrolled in the ARN program have been murdered since 2001: approximately 3,000 program participants have been assassinated. Next, I evaluate the cost-effectiveness of both the ARN's overall program and its outcome across different regions and demographics of the participant population. Finally, I suggest ways that other countries facing the challenge of reintegrating populations of ex-combatants can learn from the Colombian experience, as well as ways that Colombia can improve its own reintegration cost-effectiveness.
