Abstract
Gender equality and women empowerment which are part of the United Nations Sustainable Development goals have attracted researchers and policymakers worldwide. Various programmes and interventions aiming at empowerment have been designed and implemented by both national and international agencies. One of the flagship programmes of NABARD introduced in the year 1992, the self-help group (SHG)–bank linkage model is also known for its impact on the availability of credit and empowerment of women. Later, the SGSY scheme was restructured into the National Rural Livelihood Mission (NRLM) in the year 2013. Initially, SHGs focussed on savings and credit linkage, but now the emphasis has been changed to generate livelihoods and economically empowering women on a sustainable basis through training women to establish micro-enterprises. In this facet, the journey of microfinance in empowering women is systematically analyzed. The state of Haryana has consistently outperformed other states in terms of economic and agricultural growth but it ranks poorly in terms of its key human development indicators. Despite high productivity and low poverty, the state faces challenges related to the health and nutrition of children. Literature provides evidence that the health and nutrition status of children and women is closely linked to women empowerment. Using secondary sources of data, we conclude that micro-finance can be a useful tool for empowering women provided the roadblocks are identified and the requisite support is provided to women entrepreneurs.

Abstract
Purpose
Development of urban-rural integration is essential to fulfill sustainable development goals worldwide, and comprehension about urban-rural integration types has been highlighted as increasingly relevant for an efficient policy design. This paper aims to utilize an unsupervised machine learning approach to identify urban-rural integration typologies based on multidimensional metrics regarding economic, population and social integration in China.
Design/methodology/approach
The study introduces partitioning around medoids (PAM) for the identification of urban-rural integration typologies. PAM is a powerful tool for clustering multidimensional data. It identifies clusters by the representative objects called medoids and can be used with arbitrary distance, which help make clustering results more stable and less susceptible to outliers.
Findings
The study identifies four clusters: high-level urban-rural integration, urban-rural integration in transition, low-level urban-rural integration and early urban-rural integration in backward stage, showing different characteristics. Based on the clustering results, the study finds continuous improvement in urban-rural integration development in China which is reflected by the changes in the predominate type. However, the development still presents significant regional disparities which is characterized by leading in the east regions and lagging in the western and central regions. Besides, achievement in urban-rural integration varies significantly across provinces.
Practical implications
The machine learning techniques could identify urban-rural integration typologies in a multidimensional and objective way, and help formulate and implement targeted strategies and regionally adapted policies to boost urban-rural integration.
Originality/value
This is the first paper to use an unsupervised machine learning approach with PAM for the identification of urban-rural integration typologies from a multidimensional perspective. The authors confirm the advantages of this machine learning techniques in identifying urban-rural integration types, compared to a single indicator.

Abstract
Purpose
By analyzing the mechanisms by which rural infrastructure resilience (RIR) impacted population loss in Longxi County, this study proposes measures to improve RIR, which provides a practical reference for realizing China's rural revitalization strategy, besides providing ideas for alleviating population loss in similar regions around the world.
Design/methodology/approach
This study considered 213 administrative villages in Longxi County in the Longzhong loess hilly region as the evaluation unit. Based on the construction of a multidimensional RIR evaluation system, the spatial spillover effect of RIR on population loss was determined using the spatial Durbin model (SDM).
Findings
The average resilience of each subsystem of rural infrastructure in Longxi County was low, and there were large differences in the spatial distribution. The mean RIR index value was 0.2258, with obvious spatial directivity and agglomeration characteristics. The population loss index of Longxi County had a value of 0.1759, with 26.29 of villages having a high loss level. The population loss was relatively serious and was correlated with the spatial distribution of RIR. The villages with larger RIR index values had lower population loss. The RIR had a significant spatial spillover effect on population loss. Productive infrastructure resilience and living infrastructure resilience (LIR) had negative spillover effects on population loss, and social service infrastructure resilience (SSIR) had a positive spillover effect on population loss.
Originality/value
By analyzing the mechanisms by which RIR impacted on population loss in Longxi County, this study proposes measures to improve RIR, which provides a practical reference for realizing China's rural revitalization strategy, besides providing ideas for alleviating population loss in similar regions around the world.

Abstract
Purpose
This study investigated the role of community infrastructure planning in Sarawak, Malaysia, by concentrating on the obstacles that hinder effective governance of community infrastructure planning.
Design/methodology/approach
The qualitative approach via case study design was adopted in this study. The Song District, located in the State of Sarawak, Malaysia, was selected as the case study area. Semi-structured interview sessions were conducted with 21 respondents who belonged to the government agencies involved in rural community infrastructure planning and village community representatives to capture their views on community infrastructure development planning in the selected district. The gathered responses were analysed thematically and the outcomes are discussed.
Findings
The findings revealed that although the development of community infrastructure in Song District has progressed and has exerted transformative impacts on rural livelihood, several challenges were identified in the delivery of community infrastructure. The four main themes of challenges that emerged from the data were location factors, financial resources, cooperation and collaboration of stakeholders, as well as community involvement. The outcomes disclosed that, in terms of governance, the institutional roles of the community, stakeholders and government agencies must be integrated throughout the rural community infrastructure planning process to resolve the emerging challenges effectively so that the demands of the rural community are met meritoriously.
Social implications
An effective and efficient community infrastructure planning approach ascertains that the community infrastructure development gaps in rural areas are bridged and brings fruition to the rural communities for their livelihood transformation.
Originality/value
This paper delineates a view on the governance aspect of community infrastructure planning in Sarawak, Malaysia, that is largely untapped. The study outcomes may facilitate practitioners and academics to move forward and recommend improvements in the approach to rural community infrastructure planning.

Abstract
Purpose
Much of extant literature on entrepreneurship ecosystems is geared toward mid- and large-size metropolitan areas, and small cities are considered disadvantageous without essential elements for the ecosystem. The purpose of this paper is to shed light on understanding how small cities can have vibrant entrepreneurship ecosystems.
Design/methodology/approach
This study conducted 42 semistructured interviews of entrepreneurs and supporters in small towns of Montana, USA. This study also supplemented with a survey of 178 firms.
Findings
Entrepreneurs in small cities enjoy dense support networks including experienced entrepreneurs, key business and civic leaders and elected officials. They also attend entrepreneurial events and establish connections with support organizations with a distance of 200 miles.
Originality/value
The cases in this paper demonstrate that small cities can have vibrant entrepreneurship ecosystems without urban diversity and agglomeration. That additionally means that we should not apply the theoretical framework developed with large urban areas to small cities and consider different models of development for small cities.

Abstract
Purpose
This study investigates how enhancing slum dwellers' capabilities influences their entrepreneurship development and contributes to urban poverty reduction, providing insights for social policy design.
Design/methodology/approach
A quantitative research design is adopted applying structural equation modeling to survey data from 585 beneficiaries of social welfare schemes across Indian slums.
Findings
Educational, economic and sociocultural capabilities positively impact quantitative and qualitative dimensions of slum entrepreneurship development, which reduces urban poverty, supporting the hypothesized relationships grounded in the Capability Approach.
Research limitations/implications
The cross-sectional data limits causal inference. Wider sampling can improve generalizability. Capability antecedents of entrepreneurship merit further investigation across contexts.
Practical implications
Integrated policy initiatives focused on education, skill building, access to finance and markets can leverage entrepreneurship for sustainable urban poverty alleviation.
Social implications
Enhancing slum dweller capabilities fosters entrepreneurship and empowerment, enabling people to shape their own destinies and reduce deprivations.
Originality/value
The research provides timely empirical validation of the Capability Approach and evidence-based insights to inform social policy aiming to alleviate urban poverty via entrepreneurship in developing countries.

Abstract
This study deals with the examination, classification and ranking of the food industry supply chain in Mazandaran Free Economic Zone from a sustainability perspective and its effect on international entrepreneurship. The findings can help international decision-makers and entrepreneurs better understand their decision-making processes. Interpretive structural modelling (ISM) and Matrix-based Multiplication Applied to Classification (MICMAC) methods is an export-oriented method. The indicators are determined based on the definitive opinion of experts. Indicators in this research were selected using fuzzy Delphi with 99% accuracy. A combination of ISM–MICMAC methods were used based on sustainable facts in the food supply chain. The developed classify the factors practical on the sustainable supply chain. The findings showed that minimising the total cost, improvement of health and safety, environmentally friendly packaging, use of environmentally friendly materials and minimising the use of synthetic fertilisers were among the linkage factors. Factors that reduce energy costs, the possibility of immediate customer response and social services were among the dependent factors. Since free economic zones have been established to attract international investment, exploit new technologies, create new job opportunities and increase export capacity, the focus on reducing costs and the ability to respond immediately to customers and providing social services can result in the creation of a suitable business position for international investment and attracting international entrepreneurs.
