Abstract

Nigeria is a developing country where the majority of the population live in rural areas. The majority of these rural dwellers are either non‐literate or semi‐literate. The need to involve them in the national development process cannot be overemphasized. This can be achieved through the identification of the information needs of rural dwellers and the provision of innovative rural public library services to improve their level of literacy and education and to enhance their ability to use practical information relevant to their daily lives.

Abstract

Purpose

The purpose of this paper is to provide an overview of the historical development of the rural library services in Africa, and highlight modern rural village libraries in Ghana and Burkina Faso within this context.

Design/methodology/approach

The information in the article comes from a number of different impact studies, including one research study of the rural village libraries in Ghana and one research study of the rural village libraries in Burkina Faso. In particular, the studies examined the impact and role of the libraries on the communities they serve, and enquiries included library use by students, reading habits, leisure reading, attitudes of community members towards the library, and the library's role in academic support. The methodology included focus groups, interviews, questionnaires, examination of library circulation information, and many hours of observation. A review of the professional literature is also provided to contextualize the historical review and the findings from the studies.

Findings

Findings indicate the rural village libraries in Ghana and Burkina Faso are successful village/community libraries that are of great benefit to their users. The models for development of these libraries might be used in other similar rural villages to serve both schools and the community.

Research limitations/implications

Future research might include the review and evaluation of other rural libraries in Asia, the Caribbean, and South America, and an analysis of their impact and sustainability.

Practical implications

The information presented in this paper offers some basic considerations in terms of the implementation of rural library services, which have great potential to bridge information gaps in rural areas. Provision of such services is becoming increasingly important as more and more of the world's population desires to become literate. At the same time, efforts to provide access to information must integrate cultural practices, local languages and traditions, and operate from a place of respect and understanding by involving those who will be served in outreach efforts.

Originality/value

The paper builds on previous studies of rural village libraries in Uganda, and provides more support for the village/community library concept as being a potentially powerful solution for provision of reading materials in rural areas. Literacy continues to be a major factor in terms of economic and personal development in underdeveloped nations, and all libraries, but perhaps these small village libraries even more so, have the potential to play an important role in the eradication of illiteracy, development of a reading culture, and provision of services for the “newly literate”.

Abstract

This research paper explores alternatives to the mobile library service in providing a public library service to rural communities in England and the impacts of best value, public library standards and social inclusion policy on provision. A questionnaire survey was completed by librarians in public library authorities in England with rural hinterlands. The data derived were supplemented by follow‐up case studies. It was found that achieving social inclusion objectives and the results of best value reviews were the greatest motivating factors for much of the development of alternative library service delivery in rural areas, and that village halls were the most popular place for co‐location of library services. ICT was felt to have impacted positively on rural library service delivery and its use was demonstrated in co‐location facilities and learning centres. However, some authorities fail to consult users and non‐users in rural locations. This paper provides public library practitioners and researchers with a picture of public library service provision to rural area communities and shows the impact of Government‐driven policy. It appears that there is varying appreciation by public library authorities of rural communities’ distinct nature.

Abstract

Purpose

The purpose of this paper is to investigate the potential or actual role of rural libraries in preserving indigenous knowledge (IK) of the rural residents in South Khorasan province.

Design/methodology/approach

The study, based on a qualitative research, was carried out by employing the grounded theory method. Data were collected by semi-structured interviews from the research sample population which included 20 rural males, 10 rural females, 8 librarians and 3 well-informed regional IK specialists. The validity of the research was confirmed by peer evaluation, compounded by detailed thorough explanations and external reviewers’ reaffirmations.

Findings

The rural residents of the South Khorasan villages across the province, after having realized the vitality of carrying out this project, were fully motivated and cooperative to provide indigenous knowledge. On the basis of the results from the rural libraries, due to being the solitary knowledge center in the area, these libraries could actively participate in preserving the knowledge and contribute toward the documentation of the indigenous knowledge. This required motivating librarians and increasing their professional, technical, research and verbal skills. The results of the study indicated that, even if the rural libraries of the South Khorasan province did not participate in documentation, preservation, and promotion of the IK and opt for the present form of non-participation, due to their inherent nature, they could become a focal point and play an indispensable role in achieving the objectives by aiding and leading the process at country level and become a focal point for the new generations of rural inhabitants to enlighten themselves and become fully aware of the value of the ancestral knowledge.

Originality/value

Hitherto, none of the researchers in Iran has covered the role of the libraries in general and rural libraries in particular in preserving the indigenous knowledge.

Abstract

Purpose

This study aimed to assess the rural libraries and information services for rural development in Delta State, Nigeria.

Design methodology/approach

The study adopted both descriptive and exploratory research designs. Questionnaire, observation and structured interview guide were the major instruments for data collection. Total enumeration was used to gather data from respondents in 16 functional rural libraries in Delta State.

Findings

The study revealed the challenges that surround the rural people in accessing information in rural libraries. It showed that only 16 rural libraries were established and functional in 16 communities within the 25 local government areas. Findings also showed that the rural libraries were not able to fulfil their roles. It was evident that the information needs of the rural people which made them to access the library were not adequately met because of some hindrances such as inadequate up-to-date information materials, lack of awareness, illiteracy, language barrier, inadequate skilled personnel and inadequate infrastructure and facilities.

Practical implications

The important finding in this study is that rural libraries are the most relevant institution to disseminate information about government policies, inculcating reading habits and developing skill and knowledge of people. Therefore, underdevelopment of rural libraries and inadequate information sources and facilities will hinder access to information and development of the people who need them.

Originality value

This research is the first of its kind to assess rural libraries and information services for the development of rural people in the 16 rural libraries in Delta State of Nigeria.

Abstract

Purpose

The purpose of this paper is to present a cursory overview of economic development in Uganda, and discusses some important links between the rural library and the ways it might impact human development areas such as economic uplift, education and literacy.

Design/methodology/approach

Real‐life examples of small‐scale economic development projects from the Kitengesa Community Library in rural Uganda are used to contextualize some of these connections. A comprehensive review of the literature on rural development, economic development in Uganda, the relationship between literacy, libraries and economic development and the rural community library provide a context for the paper. This paper reflects an in‐depth review of the professional literature on economic and human development in Uganda, literacy, and the rural library. It also incorporates some qualitative data gathered from research studies conducted at Kitengesa Community Library in 2004 and 2005, including individual interviews with library users, teachers, local business merchants, and librarians at Kitengesa.

Findings

The article concludes that there is potential for rural community libraries to impact small‐scale local economic development. The projects at the Kitengesa Community Library are still in their infancy, and long‐term economic outcomes are not certain. At the same time, the projects have created a new sense of hope and possibility for many library users. There are numerous implications for other rural libraries, as income‐generating projects may be a way to attract new users, attract outside financial support, showcase the practical nature of these libraries, and provide a means for local peoples to improve their lives.

Research limitations/implications

A longitudinal quantitative evaluation of the success of the Kitengesa projects and the income they generate would be the next step in terms of future research – such a study would highlight the role of the rural library in local economic development and provide further support for establishing more rural community libraries.

Originality/value

This paper is unique in that it expands on the concept of the rural community library as just a place to read books, and highlights the important role these libraries might play in developing areas where there is a profound lack of access to information, and few ways for residents to improve their economic standing.

Abstract

Purpose

This is the second article focusing on rural library services in Bangladesh. The main aim of this paper is to empirically measure the performance and impact of rural library activities in northern districts of Bangladesh.

Design/methodology/approach

The study was carried out separately in ten rural communities with library facilities. Background data about library collections were collected. Point‐of‐exit interviews with library users were carried out to gather their opinion on library collections, performance and impact.

Findings

The point‐of‐exit interview highlights the users' demographic characteristics, their library use and information needs, and their opinion on library collections, performance and impact. The constraints faced by users in using these libraries are also identified. The results show that most users are generally satisfied with the performance and impact of these libraries.

Originality/value

This paper is the first attempt to measure empirically the performance and impact of rural library activities in Bangladesh. The authors expect more research on impact assessment of rural library activities in other developing countries.

Abstract

Purpose

To provide background on how the Kitengesa Community Library in rural Uganda, which serves as both a community library and a school library, might be seen as a model for other similar libraries in developing countries. To use a case study of the library to highlight certain characteristics of rural libraries as developed by B.J. Mostert and presented in his 1998 article.

Design/methodology/approach

The information in the article comes from a two‐year study of the Kitengesa Community Library. The methodology included focus groups, interviews, door‐to‐door visits, questionnaires, examination of library circulation information, and many hours of observation. Information from the study was then used to support the comparison to Mostert's characteristics of the rural community library. A review of the professional literature is also provided.

Findings

Findings indicate that the Kitengesa Community Library is a successful working model that might be used in other similar rural villages to serve both schools and the community. Implications of the findings are discussed in detail.

Research limitations/implications

Future research might include the impact of the library on the achievement of students, and the impact of the library on the teaching and learning practices of users.

Practical implications

The information presented in this paper offers some basic considerations in terms of the implementation of rural library services. Provision of such services is becoming increasingly important as more and more of the world's population becomes literate, and more of the world's attention is focused on the welfare of those living on the African continent.

Originality/value

The study itself is unique in that the data hail from a two‐year study of a small village library. Literacy is a major factor in terms of development in underdeveloped nations, and libraries have the potential to play an important role in the eradication of illiteracy, and provision of services for the “newly literate”.

Abstract

Purpose

This paper aims to describe the library services available to rural dwellers and a summary of focus groups discussions (FGD) conducted in northern districts of Bangladesh.

Design/methodology/approach

This paper is divided into two sections. The first section describes rural library services in Bangladesh. The second section discusses the results of FGDs carried out separately in ten rural communities in northern areas of Bangladesh.

Findings

The results of FGDs highlight the general information needs of rural communities, their reading, listening and viewing habits and awareness of rural library activities. The findings suggest that the rural libraries largely meet the informational needs of the local community and play a crucial role in the educational advancement of local people.

Originality/value

This is the first time an effort has been made to assess the impact of rural library activities using FGDs in Bangladesh. This paper shows that FGDs could be an effective way to assess the impact of rural library activities.

Abstract

Purpose

The purpose of this paper is to investigate the reading habit and attitude among rural communities in the low literacy rate areas in Malaysia.

Design/methodology/approach

Multi-stage cluster and simple random sampling were employed and 400 respondents who live nearby the rural library were selected.

Findings

Moderate levels of reading attitude were obtained from the result of the study, in which several variables produced a significant relationship in the reading attitude (education level, household income and time spent in reading).

Practical implications

Better understanding on the reading habit and attitude among rural communities could produce better information on the service provision towards the establishment of rural libraries in low literacy rate areas in Malaysia. This would also increase the utilisation of reading sources and services provided.

Originality/value

The paper provides better understanding on the reading habit and attitude among the rural communities in the low literacy rate areas in using the facilities provided by the rural libraries. The findings may be useful to the rural literacy and library development community in the developing countries.
