Abstract

This chapter provides an introduction to the smart city and engages with its idea and ideals from a critical social science perspective. After setting out in brief the emergence of smart cities and current key debates, we note a number of practical, political, and normative questions relating to citizenship, social justice, and the public good that warrant examination. The remainder of the chapter provides an initial framing for engaging with these questions. The first section details the dominant neoliberal conception and enactment of smart cities and how this works to promote the interests of capital and state power and reshape governmentality. We then detail some of the more troubling ethical issues associated with smart city technologies and initiatives. Having set out some of the more troubling aspects of how social relations are produced within smart cities, we then examine how citizens and citizenship have been conceived and operationalized in the smart city to date. We then follow this with a discussion of social justice and the smart city. In the fifth section, we explore the notion of theright to the smart city” and how this might be used to recast the smart city in emancipatory and empowering ways. Finally, we set out how the book seeks to answer our questions and extend our initial framing, exploring the extent to which theright to the city” should be a fundamental principle of smart city endeavors.

Abstract

Insofar as the digital layer cannot be detached from the current democratic challenges of the 21st century including neoliberalism, scales, civic engagement and action research-driven co-production methodologies; this chapter advances trends, aftermaths and emancipatory strategies for the post-pandemic technopolitical democracies. Consequently, it suggests a democratic toolbox encompassing four intertwined trends, aftermaths and emancipations including (1) the context characterised by the algorithmic nations, (2) challenges stemming from data sovereignty, (3) mobilisation seen from the digital rights perspective and (4) grassroots innovation embodied through data co-operatives. This chapter elucidates that in the absence of coordinated and interdependent strategies to claim digital rights and data sovereignty by algorithmic nations, on the one hand, Big Tech data-opolies, and on the other hand, the GDPR led by the European Commission might bound (negatively) and expand (positively), respectively, algorithmic nations' capacity to mitigate the negative side effects of the algorithmic disruption in Western democracies.

Abstract

Purpose

This paper aims to assess the contemporary paradigm of urban utopia’s ability to fulfil its goals and to evaluate its attainability in the first place. Its main question is: are contemporary urban utopias achievable? If not, is there an alternative?

Design/methodology/approach

In light of modern urban utopia’s failure to achieve the “good city/society,” skepticism regarding utopianism has prevailed. However, many scholars stress the significance of utopianism, calling for its revival. Recently, a new paradigm of urban utopia has emerged; one that stems from present capitalist urban conditions and requires resolving its ills. It puts great emphasis on rights as a means to accomplish the good society and the just city. This research critically examines contemporary urban utopia to evaluate its ability to fulfill its goals. It poses questions such as: Does capitalism facilitates achieving its goals? Could rights as a means achieve the good city/society? If not, is there an alternative? To answer these questions, a substantially different perspective, that of Islam (as a societal system), is used as a utopic paradigm that could open up new paths for developing an alternative utopia.

Findings

It is found that despite the focus of both the Islamic societal system and mainstream contemporary urban utopia is on the concept of rights, vital dissensions exist between the two models regarding the concept of rights per se. Hence, the urban utopia of the good city and society is achievable, yet, it cannot transpire within the capitalist kaleidoscope.

Originality/value

Recently, discussions on what constitutes the future city and the alternative conceptions to the (Western) post-Enlightenment approaches generally offered in the English language planning literature have been on the rise. Therefore, this paper contributes to this debate through critically assessing Western contemporary urban utopias from a non-Western perspective, that of Islam. It introduces an alternative model based on Islamic urbanism that could open doors for deeper thinking regarding the alternative future/good city.

Abstract

This chapter works with Lefebvre’s “Right to the City” (1996b) to understand how a Smart City initiative was being implemented and as a consequence who benefitted. While a model of citizenship is offered in smart cities, the “actually existing” smart city in fact reconfigures models of citizenship in ways that instrumentalize technology and data that can reinforce the patterns of exclusion for marginalized groups. Therefore, this chapter aims to understand how citizens participate in smart city projects and whether they can in fact lead to the exacerbation of existing urban historical, material, and social inequalities. The chapter focuses on some of those excluded by smart city projects: the urban poor, street traders, and those who live in informal settlements and explores the way in which they access and participate in the city. In the Global South context, India is a key actor in implementing a national-level smart city program, and research was undertaken in the city of Chennai to investigate the way that the India Smart Cities Mission was being planned and implemented and the corresponding implications for marginalized communities. The chapter argues that there is a need to recognize the value of a range of everyday, small-scale ways in which citizens employ technologies and data that meet their needs in a social and spatially embedded context. In this way, marginalized people may be empowered to have what Lefebvre describes as “the right to the oeuvre, to participation and appropriation” (1996, p. 173) in urban space.

Abstract

The current datafication of cities raises questions about what Lefebvre and many after him have called “the right to the city.” In this contribution, I investigate how the use of data for civic purposes may strengthen theright to the datafied city,” that is, the degree to which different people engage and participate in shaping urban life and culture, and experience a sense of ownership. The notion of the commons acts as the prism to see how data may serve to foster this participatory “smart citizenship” around collective issues. This contribution critically engages with recent attempts to theorize the city as a commons. Instead of seeing the city as a whole as a commons, it proposes a more fine-grained perspective of the “commons-as-interface.” The “commons-as-interface,” it is argued, productively connects urban data to the human-level political agency implied by “the right to the city” through processes of translation and collectivization. The term is applied to three short case studies, to analyze how these processes engender a “right to the datafied city.” The contribution ends by considering the connections between two seemingly opposed discourses about the role of data in the smart citythe cybernetic view versus a humanist view. It is suggested that the commons-as-interface allows for more detailed investigations of mediation processes between data, human actors, and urban issues.

Abstract

Purpose

This article aims to explore the concept of achieving theright to the city” for marginalised communities. It uses human rights instruments and regeneration best practice to develop a toolkit of indicators for urban regeneration. The article contributes to the literature on realising economic, social and cultural rights encompassed in theright to the city”.

Design/methodology/approach

The article adopts an interdisciplinary approach, involving human rights law, urban planning, housing studies, community development, housing law and social policy. It draws on primary qualitative (participative and observatory) research undertaken by the author while implementing a human rights based approach in an Irish inner‐city local authority estate from 2009 to 2013.

Findings

The human rights framework can be adapted to develop a set of measurable regeneration indicators. This article suggests that the application of this rights toolkit provides a greater potential for regeneration to meet human rights standards, and therefore, realise theright to the city” in practice.

Research limitations/implications

The application of the human rights based approach to urban regeneration would benefit from wider empirical testing on its suitability for implementation in other countries and global regions. It would benefit from critical engagement with human rights practitioners, community groups, and state agencies seeking to realise theright to the city”.

Originality/value

This is the first known academic attempt to explore the pathway of a human rights based approach to urban regeneration in order to realise theright to the city” in practice.

This chapter develops a conceptual taxonomy of five emerging digital citizenship regimes: (1) the globalised and generalisable regime called pandemic citizenship that clarifies how post-COVID-19 datafication processes have amplified the emergence of four intertwined, non-mutually exclusive and non-generalisable new technopoliticalised and city-regionalised digital citizenship regimes in certain European nation-states’ urban areas; (2) algorithmic citizenship, which is driven by blockchain and has allowed the implementation of an e-Residency programme in Tallinn; (3) liquid citizenship, driven by dataismthe deterministic ideology of big data – and contested through claims for digital rights in Barcelona and Amsterdam; (4) metropolitan citizenship, as revindicated in reaction to Brexit and reshuffled through data co-operatives in Cardiff; and (5) stateless citizenship, driven by devolution and reinvigorated through data sovereignty in Barcelona, Glasgow and Bilbao. This chapter challenges the existing interpretation of how these emerging digital citizenship regimes together are ubiquitously rescaling the associated spaces/practices of European nation-states.

Abstract

Purpose

This paper aims to present a critical analysis of placemaking by the urban poor based on the Right to the City, Henri Lefebvre’s influential theory regarding the production of space and placemaking.

Design/methodology/approach

This study reflects Lefebvre’s production of space and the right to the city theories and containing three main pillars including holism, the urban and praxis, and the use of spatial dialectics. Also, for collecting information in this research, along with scrutiny of documents and books, residents of the poor settlements of Sanandaj have also been interviewed.

Findings

In Sanandaj, urban poor who lack formal housing reclaim the Right to City by creating informal settlements. Such settlements, such as Shohada, Baharmast and Tagh Taghan, cover 23% of the city’s area but house 69% of the urban population.

Originality/value

This research seeks to understand placemaking in urban slums by low-income inhabitants using Henry Lefebvre’s critical theory of social production of space and the Right to the City. This case study examines the city of Sanandaj, Iran, where most residents are poor and live in cooperative informal settlements. It illustrates how the urban poor, as marginalized inhabitants, overcome the constraints of conventional planning and property ownership to creatively and cooperatively develop communities that reflect their needs. This indicates a schism between formal and informal sectors.

Abstract

Purpose

This paper offers a unique perspective on the urbanisation process in developing cities, with a particular focus on the region of the Gulf States. Beyond economic considerations, the analysis sheds light on the complex interplay of socio-cultural factors, gender dynamics and urban development. Based on the calls for human-centred approaches to rethinking urban design and management of cities require the integration of these cities’ inhabitants’ lived experiences, that impact residents’ daily lives. The focus is on the importance of women’s perspectives in the development process.

Design/methodology/approach

The paper uses a systematic literature review that builds on existing knowledge relating to urbanisation, modernisation, sustainable cities, gender and the Arabian Gulf. It uses Lefebvre’s 'right to the city' theory to understand the evolution of the Gulf Cities which is a novel approach. This adaptation offers a unique perspective on the transformations and challenges that these urban spaces face. Furthermore, it offers a firm foundation for developing advanced knowledge on the interdisciplinary nature of the topic discussed and assists in integrating empirical findings and perspectives from different resources.

Findings

The extreme levels of transformation in urbanisation in the Gulf States built cities that are no longer solely places for settlement, production and services but operate as significant influencers on the social, economic and political relations that produced design and cultural challenges. These cities became epicentres of power and politics that shaped the national visions and influenced policy. The process of inclusive and considerate urban development that the Arabian Gulf region is aiming to embark on is not a new exclusive strategy. But a process that has been implemented and tested in other urbanised areas globally.

Research limitations/implications

Very little historical urban research on the Arabian Gulf countries exists, hence, the difficulty in researching the Gulf urbanisation process or providing historical encounters of the change.

Originality/value

This paper delves into the gendered aspects of urban planning, an aspect that is frequently overlooked. It contributes to the discourse on gender inclusivity in urban spaces by focussing on Khaleeji women’s experiences, offering insights that go beyond economic considerations. The use of Lefebvre’s “right to the city” theory to understand the evolution of the Gulf Cities is a unique approach. It investigates the interaction of various factors such as economic, cultural and political influences on Gulf urban development. This adaptation offers a distinctive perspective on the transformations and challenges that these urban spaces face.

Abstract

Purpose

The purpose of this paper is to analyze walking activity and recent efforts at augmenting walkability conditions in the cities of Macau, Lisbon and Las Vegas.

Design/methodology/approach

The methodology consisted mostly of in-loco observations, pedestrian counts and extensive reviews of the literature, city plans and regulations.

Findings

The findings include the need to properly design, maintain and retrofit pedestrian facilities, while reducing safety conflicts among street users as well as the establishment and the nurturing of a culture of walking.

Research limitations/implications

A fivefold international walkability research agenda with implications for other cities around the world is established: the value and the need for comparative studies and best practices; the need for urban design interventions; the cultivation of attractiveness and aesthetics; the implementation of safety, construction and maintenance criteria; and responsible funding programs.

Practical implications

This paper has twofold implications for stakeholders with direct responsibilities in the design, planning, building and maintenance of streets and public spaces, and for those who simply use those places at their own discretion.

Social implications

A succinct set of recommendations include the need to augment endogeneity, the need to make cities for people and not for automobiles and commitment to resolving pedestrian safety concerns.

Originality/value

This paper discusses the factors affecting street vibrancy from both a stakeholder’s and a user’s perspective. The fundamental and inalienable right to walk is analyzed using the WPPFUS framework (walking levels, purposes, primacy of walking, facilities, unique features and safety concerns).
