Abstract

Purpose

The purpose of this paper is to examine the current state of the knowledge-based economy in two distinctive case studies in the Arab World: Qatar and Lebanon. Based on five aspects of the knowledge-based economy namely: ICT, human capital and education; innovation, entrepreneurship, and economic and institutional regime, we provide a careful view of the obstacles and challenges that Qatar and Lebanon are facing and how this is hindering their transformation to a knowledge-based economy.

Design/methodology/approach

The methodology of this research is based on a literature review and information collected through semi-structured interviews with the different stakeholders of the knowledge-based economy in Qatar and Lebanon.

Findings

The research reveals that numerous factors shape the knowledge-based economy in Qatar and Lebanon. In Qatar, the main strength of the knowledge-based economy is the determination of the Qatari government to diversify the economy and the main weaknesses are the shortage of qualified human resources, the fear of failure and the low performance of the innovation system. In Lebanon, the knowledge-based economy is driven by the education system and the entrepreneurship culture, nevertheless the political instability of the country and the weak ICT infrastructure impede its development.

Originality/value

These findings contribute to the clarification and critical analysis of the current state of the knowledge-based economy in Qatar and Lebanon, which would have several policy implications.

Abstract

Purpose

Accountability is usually expressed along a horizontal and vertical dimension. The former is concerned with the system of checks and balances, while the latter focuses on periodical elections and systems of control (O’Donnell, 1999). Social accountability puts forward a complementary mechanism of ongoing participatory control that relies on its proxies of public interest, namely civil society, the media, and business sector, to raise public awareness, advocate, expose, and exert watchdog functions through social accountability mechanisms. The core social accountability mechanisms include: access to information, creating space for debate and voice, and negotiation for change (World Bank, 2006). The purpose of this paper is to examine the social accountability proxies for public interest efforts in the Arab region to analyze the efficacy of their mechanisms and their ability to access to information, advocate and negotiate, in addition to the challenges they perceive as facing citizen voice in their states.

Design/methodology/approach

Those surveyed were 206 members of civil society, media professionals, academia and business associations specialized in the fields of economic development, social development, economic reporting, governance and other related fields.

Findings

The findings show that the Arab states generally are characterized by political and socioeconomic factors; particularly their paternalistic nature tends to manifest an imbalance in the accountability cycle.

Originality/value

Increased access to information and in particular to budgets creates the basis for negotiation and social accountability, as the ability to take informed decisions will be enhanced. Thus making access to information a primary mechanism as it is also an empowering tool for advocacy and negotiation.

Abstract

This paper applies the logic of economic calculation to the actions of autocrats. We model autocrats as stationary bandits who use profit-and-loss calculations to select institutions that maximize their extraction rents. We find in many cases autocrats achieve rent maximization through creating and protecting private property rights. This in turn yields high levels of production, with expropriation kept low enough to incentivize continued high production. Importantly, while this leads to increasing quantities of available goods and services over time, it does not lead to true development; that is, the coordination of consumer demand with producer supply through directing resources to their highest-valued uses. We apply our model to the authoritarian governments of Singapore and the United Arab Emirates, showing how they function as quasi-corporate governance organizations in the business of maximizing appropriable rents.

Abstract

Purpose

The purpose of this paper is to analyze the characteristics and dynamics of the entrepreneurship ecosystem in the ICT sector in Qatar.

Design/methodology/approach

The methodology of this research is based on a literature review and information collected through semistructured interviews with the different stakeholders involved in the entrepreneurship ecosystem in the ICT sector in Qatar.

Findings

The results show that two opposite forces shape the entrepreneurship ecosystem in the ICT sector in Qatar. On one hand, the strong determination and intervention of the Qatari government to diversify the economy by creating a vibrant ecosystem in the ICT sector. On the other hand, entrepreneurs in this sector are still facing some barriers and difficulties, and those issues are tightly related to Qatar's economic characteristics as a rentier state whose economy is driven by hydrocarbon resources.

Originality/value

These findings contribute to the clarification and critical analysis of the current dynamics of the entrepreneurship ecosystem in the ICT sector in Qatar, which would have several policy implications.

Abstract

A growing literature links oil to conflict, particularly civil war. Greed/opportunity, grievance, and weak state arguments have been advanced to explain this relationship. This chapter builds on the literature on oil and conflict in two important ways. First, I examine a novel dependent variable, domestic terrorism. Much is known about the effect of oil on the onset, duration, and intensity of civil war, though we know surprisingly little about the potential influence of oil on smaller, more frequent forms of violence. Second, I treat oil ownership as a variable, not a constant, coding oil rents based on ownership structure. This is contrary to other related studies that assume oil is necessarily owned by the state. Using a large, cross-national sample of states from 1971 to 2007, several key findings emerge. Notably, publicly owned oil exhibits a positive effect on domestic terrorism. This positive effect dissipates, however, when political performance and state terror are controlled for. Privately owned oil, on the other hand, does not correlate with increased incidences of terror. This suggests that oil is not a curse, per se.

Abstract

This paper explores the sociological, economic, and political reasons for the collapse of Venezuela's 40-year “pacted” democracy, the eight-year conflict between the country's new president and the opposition, where this conflict has led Venezuela, and what its prospects are for the near future. It proposes that the collapse of Venezuela's “ancien regime” can best be understood by an examination of the impact the rise and fall of oil prices had on its economy, society, and polity. A 20-year economic decline led to the election of Hugo Chavez, a radical outsider, who refused to play along with the country's old political class. This class, in turn, refused to accept Chavez as the legitimately elected president and launched the country on an eight-year roller-coaster ride of counter-revolution and radicalization, which recently ended with the reelection of Chavez and a massive popular endorsement for the establishment of “21st century socialism” in Venezuela. Exactly what such a project means is still unclear, but it so far involves state support for self-managed workplaces and an anti-capitalist and participatory democratic state in the midst of a still functioning capitalist economy. With the apparent defeat of obstacles that are external to the Bolivarian movement, as the pro-Chavez movement is called, such as the domestic opposition and U.S. intervention, the movement is now forced to confront its internal obstacles, such as clientelism, corruption, and personalism, if it is to succeed in the long run.

Abstract

Purpose

This paper critically analyses major shifts in the UAE's public and economic policy, particularly examining the transition from oil dependency to diversification and then to sustainability and resilience. It aims to provide insight into the facilitators, inhibitors and future of sustainable development in the UAE.

Design/methodology/approach

The paper reviews evidence on diversification resistance, the resource trap and sustainable development, and draws attention to the dynamics of policy reform in the UAE, especially after the COVID-19 pandemic.

Findings

The findings of this study indicate that not all patterns of diversification result in sustainable development and resilient economies. The evidence also suggests that achieving sustainable and resilient growth does not necessarily come at the cost of economic prosperity. After decades of extraordinary diversification, the UAE's economic policy has undergone a paradigm shift. Years of fluctuating oil revenues, increasingly globalised markets, environmental obligations and significant recent structural changes in energy markets have paved the way for a new emphasis on sustainable diversification and economic resilience.

Originality/value

The paper provides novel insight on the UAE's transition to a sustainable and resilient economy and contributes to the current public policy debate about the future of economic policies in the UAE on sustainable diversification initiatives and the trade-offs that emerge from embracing sustainable diversification and economic resilience goals.

Abstract

This chapter draws its findings from the Global Entrepreneurship Monitor (GEM) data set for 2016 to 2019 to provide a comprehensive albeit concise overview of the evolution of entrepreneurship activities in Qatar.

The results indicate that Qatar experienced an increase in the entrepreneurship activities with a significant percentage of adults starting or running new businesses. Data also revealed that, despite an equal proportion of women and men involved in early-stage entrepreneurial activities, women experience a lower transformation rate into established business ownership. In addition, to the gender gap, this study revealed that transforming new businesses into established business ownership is one of the main challenge to be addressed to develop the impact of entrepreneurship in the country further. Finally, the chapter shows that Qatar has created an entrepreneurial ecosystem of very high quality as demonstrated by its third place in the National Entrepreneurship Context Index and by having secured the first place in the MENA region.

This chapter concludes by outlining a number of recommendations for policymakers to further foster the entrepreneurial activities in Qatar especially among the younger population.

Abstract

Purpose: The prominence of entrepreneurial marketing (EM) as the practice of exploiting market opportunities is becoming increasingly important to Small and Medium-sized Enterprises (SMEs). It has been stated that SMEs lack resources such as finance, knowledge, experience, and information, compared with larger firms that integrate marketing with innovativeness, which is critical to enhancing entrepreneurship. Therefore, this chapter aims at establishing the theoretical foundation that links entrepreneurial orientation with marketing practices in Jordanian SMEs. More specifically, this chapter provides deep recognition of the current status of EM opportunities and challenges in Jordanian SMEs.

Design/methodology/approach: As SMEs are one of the important components in the private sector in Jordan and contribute to the creation of almost half of the GDP. Accordingly, this chapter adopts a critical review of the relevant literature, governmental reports, business studies, and published surveys in EM among Jordanian SMEs. Moreover, this chapter will present a thorough analysis of the published statistics and insights about EM orientations from different sectors of Jordanian SMEs. Based on the reviewed and analyzed secondary data, EM initiatives, opportunities, and challenges can be extracted and highlighted to achieve the purpose of this chapter.

Findings: The expected outcomes of the chapter are to build the theoretical foundation and promote a deep understanding that bridges the knowledge gap about the status of EM in Jordanian SMEs supported by literature and published report evidence. Another outcome of this chapter is highlighting the important entrepreneurial issues and identifying areas for further research in the Middle East generally and Jordan particularly.

Practical implications: The chapter provides relevant knowledge, literature-based evidence, and lessons learned to empower entrepreneurs in SMEs. This chapter also enhances the best practices of EM for entrepreneurs, marketers, and policymakers. Moreover, this chapter proposes how to overcome potential challenges and threats that may be encountered by practitioners, especially in different cultural contexts such as the Middle East and North African (MENA) region.

Originality/value: The chapter proposed a conceptual foundation about EM in SMEs aimed at different cultural contexts like Jordan. Moreover, the chapter provides a critical review of published research that explains entrepreneurs aspirations for growth, expansion, and innovation, which is critical for the growth and sustainability of SMEs. Finally, the chapter concludes by providing policy implications and practical recommendations that can encourage policymakers in formulating and implementing the relevant interventions and strategic trends for enhancing entrepreneurship in Jordan.

Education and human capital development are seen by the government of Saudi Arabia as vital to the aim of gaining knowledge economy status. Although financial investment has been evident in education and human capital development in Saudi Arabia for many years, knowledge acquisition, production, and diffusion remain problematic. The strategy that underpins the shift to a knowledge economy is based on the assumption drawn from human capital theory that education can transform individual productivity and therefore promote economic development. However, the links between education and economic growth are not as linear as this framing of education suggests, but depend on complex social processes. Within these processes, individual understandings of knowledge and knowledge creation are crucial. The implications of this for Saudi Arabia are discussed with reference to the work of Knorr Cetina (2007) on knowledge cultures and David and Foray (2002) on knowledge communities. A transition to a knowledge economy is more likely to occur when cultural and social conditions enable the development of knowledge cultures and knowledge communities.
