Abstract

Purpose

The purpose of this paper is to integrate conflict theory's class and race perspectives to explain police force size in large cities in the USA.

Design/methodology/approach

Data on US cities with populations of 250,000 or greater (n=64) are used to test whether class and/or racial factors impact police force size. The data are analyzed using OLS regression.

Findings

This study finds that class and race factors combine to impact police force size concurrently. By adjusting the model specifications of a recent article, which concludes police force size in large US cities is determined by racial factors and not class, this study shows that two class‐related factors – racial economic inequality and poverty – significantly influence police force size. Additionally, this analysis calls into question the importance of racial factors; specifically, the threat caused by minority presence and a city's history of racially coded violence.

Originality/value

Few conflict theorists have attempted to integrate class and race in order to explain police force size. The results of this study show that racial economic inequality interacts with poverty (class threat) and that they jointly affect police force size. This adds further nuance to the argument of the complex causal interaction of intersectionality and supports theoretical, methodological, and public policy shifts that blend class inequality and racial threat to explain police force size.

Abstract

It has been acknowledged that the disparities and inequalities for black and minority ethnic (BME) communities in mental health in the United Kingdom (UK) has reached such proportions that it is considered a public health issue. This paper reviews training as one of the strategies that have been employed to address these inequalities and draws on a historical review and a scoping exercise in England which mapped approaches to race equality training in mental health services. The historical review showed that the concept of race and racism has been replaced by culturalism as an explanation for all racial inequalities and is the central framework for race equality training. Whilst the survey showed that the majority of mental health services were providing training for their staff, there is much fragmentation and a lack of robust evaluation demonstrating effectiveness. While education and training have a key role to play in developing knowledge and skills to address racial inequality, current approaches are fundamentally flawed.

Makes three contributions to the ongoing debate over whether racial discrimination is disappearing, and white privilege eroding. First, develops an argument concerning why many economists treat empirical evidence of racial discrimination with skepticism or indifference. Second, presents some new econometric results which provide empirical insight into whether racial inequality is disappearing in residential credit markets. These results suggest that for African Americans and Latinos, racial disadvantage remains statistically significant in most cities, though its magnitude has fallen during the 1990s in many cities. Third, suggests an empirical implementation of “white privilege” in the residential credit market. Consistently finds white advantage in credit markets to be statistically significant in an econometric model of residential loan approval and denial.

Abstract

Purpose

The purpose of this paper is to trace the genealogy of ethnic (white) privilege in US organizations and its continuing significance in organizations today.

Design/methodology/approach

The paper relies upon the historical literature on work, culture, and society found primarily in the fields of labor history and sociology. It also references contemporary organization studies and sociological literature to illustrate the continuing significance of ethnic (white) privilege in the workplace.

Findings

There is an inexorable link between European global expansion and colonization, industrialization, and the racialization/ethnicization of nineteenth and twentieth century US organizations. Furthermore, the particular manifestations of ethnic (white) privilege today must be understood within its historical development and the new meanings whiteness has acquired within the workplace if scholars and practitioners are to be successful in creating inclusive workplaces.

Research limitations/implications

The focus in this paper is on the USA and ethnic (white) privilege to the exclusion of other forms of difference and contexts. Suggestions for future research are provided along with managerial implications.

Originality/value

This paper provides historical insight into the formation of white privilege in organizations and constitutes a prelude to fully understanding its contemporary manifestations in the workplace. These insights suggest ways to disrupt inequality and create inclusive organizations that do not privilege one ethnic or racial group over another.

Abstract

Purpose

This paper aims to analyze the new multi-racial hierarchy in the USA. The authors propose that despite increasing diversity, a multi-racial hierarchy of privilege and disadvantage continues to exist. Due to the history of anti-Black discrimination and stereotyping in the USA, employers prefer native and immigrant non-Blacks to native and immigrant Blacks, and use non-Blacks to claim organizational diversity success.

Design/methodology/approach

The authors propose that a multi-racial hierarchy, ordered as Whites, Non-White Non-Blacks, and Collective Blacks now exists, and use history, relevant theory, existing research, and government data to support their ideas.

Findings

Evidence suggests that despite increased diversity, Whites remain most privileged, Blacks least privileged, and Asians and Hispanics tend to comprise the middle of the hierarchy. Even in organizations that are “diverse,” a multi-racial hierarchy results in different compensation, promotion, and layoff rates and differential treatment across groups.

Research limitations/implications

Diversity within and across different racial and ethnic groups should be investigated. Employers' apparent diversity success may obscure the continued dominance of Whites, disadvantage of Blacks, and a color-based multi-racial hierarchy.

Practical implications

Analyses of human resources data could help organizations identify and avoid discrimination and inequality even in “diverse” organizations.

Originality/value

This paper focuses on the meaning of a new multi-racial hierarchy in ways that have not been previously considered.

Purpose

The purpose of this paper is to discuss South Africa’s trajectory of socio-economic development since the advent of democracy a quarter century ago. This is done through a critical discussion and review of major policy interventions that have been implemented to achieve the goal of racial justice. The author argues that while the advent of democracy brought about significant opportunities for social justice, socio-economic development in South Africa has been characterised by increasing wealth and income inequality, which has undermined the cause of racial justice. The key argument the author advances in the paper is that the decline in the power resources of the working class and the poor accounts for the neoliberal turn in economic policy in South Africa.

Design/methodology/approach

The paper relies on primary policy documents of the government and on primary political and policy documents of the African National Congress and its political allies such as the Congress of South African Trade Unions and the South African Communist Party. The author also reviews the extensive literature on the subject of development policymaking in the new South Africa.

Findings

The main finding is that the advent of democracy a quarter century ago and the policy interventions by the government have brought about social progress in some areas. However, the colonial and apartheid domination still shapes access to social-economic opportunities in South Africa. In anything, income and wealth inequality has increased since 1994. The goal of racial justice appears far from being achieved.

Research limitations/implications

The key implication arising from the research is that strengthening political organisations of the working class and the poor is critical to attaining the goal of social equity. This is particularly true in a context where elite interests in the state and the corporate sector have been ascendant for the past two decades.

Originality/value

What is original about the paper is that it is one of the first papers that assess the progress that has made in bringing about racial justice 25 years after the advent of democracy in South Africa. Furthermore, the paper uses the power resources theory to explain the dearth of pro-poor social reform in South Africa. This is a departure from the dominant approach, which explains the adoption of neoliberalism in South Africa as either inevitable due to poor economic performance or an outcome of the sell-out by the ANC political elite.

Abstract

Purpose

This study aims to explore intersectional gender inequalities that exist in accounting organizations.

Design/methodology/approach

A review of the literature, covering the period from 1990 to 2020, assesses the intersectionality of professional and social factors that shape inequalities in women’s professional accounting careers.

Findings

This study presents the complex facets of women’s inequality in gendered accounting organizations. The results reveal that inequity persists in accounting organizations despite organizational changes. The findings highlight the relevance of further research in gendered organizations to capture the intersectionality of gender with other forms of inequality.

Practical implications

This review informs professional organizations, accountants and company managers about the persistence of gender concerns in the accountancy profession in the last 30 years, despite stated accounting profession commitments to achieve gender equality, as promoted by United Nations Sustainable Development Goals. Moreover, some possible solutions are proposed.

Originality/value

This study focuses on a complex and challenging issue, contributing to the literature by extending classical narrative literature. This study presents a structured view of the various intersections of professional and social characteristics that created inequalities and the suggested solutions.

Abstract

Purpose

The purpose of this paper is to evaluate socioeconomic factors related to COVID-19 mortality rates in New York City (NYC) to understand the connections between socioeconomic variables, including race and income and the disease.

Design/methodology/approach

Using multivariable negative binomial regression, the association between health and mortality disparities related to COVID-19 and socioeconomic conditions is evaluated. The authors obtained ZIP code-level data from the NYC Department of Health and Mental Hygiene and the US Census Bureau.

Findings

This study concludes that the mortality rate rises in areas with a higher proportion of Hispanic and Black residents, whereas areas with higher income rates had lower mortality associated with COVID-19, among over 18,000 confirmed deaths in NYC.

Originality/value

The paper highlights the impacts of social, racial and wealth disparities in mortality rates. It brings to focus the importance of targeted policies regarding these disparities to alleviate health inequality among marginalized communities and to reduce disease mortality.

Purpose

Compared to Whites, People of Color (POC) in the USA face substantial cultural, structural and institutional challenges on their paths to entrepreneurial success. Many of these challenges have their roots in institutional racism—pervasive discriminatory practices and policies found within institutions. Institutional theory suggests that organizations gain access to institutions and resources when they conform to “appropriate” business practices. How does the reality of institutional racism square with institutional theory when many of those institutions, like banks, are fundamentally afflicted by racist practices and norms? Can another institution, the family, act as a resource substitute to provide POC business owners the necessary resources for success?

Design/methodology/approach

Focusing on White-, Black- and Asian-American business owners, the authors analyze data from the USA. Census's Annual Business Survey.

Findings

Despite vast performance differences between POC- and White-owned businesses, family firms of every racial group outperform their same-race nonfamily counterparts. Idiosyncratic resources families bring into family firms, known as familiness, appear to help mitigate the challenges to entrepreneurial success that POC face.

Practical implications

Policy makers should consider specific types of support different entrepreneurs require given the kinds of hurdles racial minorities continue to face in the USA.

Social implications

Despite scholarly attention on family firm heterogeneity, there is scant research on race.

Originality/value

This research is one of the first to explore the implications of institutional racism on institutional theory and the first to employ this concept within the context of family firms.

Abstract

Purpose

This paper argues that to preserve black lives, teacher educators and teacher candidates need to develop a decolonial lens. A decolonial lens can provide clarity in understanding how the centering of Western epistemic perspectives perpetuate hierarchies and processes of racialization and invisibilized structures of domination that (re)produce differential learning experiences and outcomes for black students. This study aims to build on prior research to help teacher candidates more effectively recognize and challenge racism and anti-blackness in their schools and teaching practices.

Design/methodology/approach

In this paper, the author discusses how racism and anti-blackness are perpetuated in schooling and why teacher educators must address them in our work with teacher candidates. Drawing upon existing literature on teacher education, my experiences as a teacher educator and social justice scholar, and insights from the decolonial scholarship, the discusses the importance of a decolonial lens for disrupting racism and anti-blackness, and I offer examples of how teacher educators and teacher candidates can engage in this work.

Findings

Multicultural education has done little to change the conditions of black students in schools. While most teacher education programs have made efforts to become more oriented toward social justice, there is a wide gap between program goals and teachers who can work effectively with the diversity of students that they serve.

Practical implications

This paper outlines an approach that teacher educators can use to further develop an antiracist decolonial teaching and research agenda and support teacher candidates regardless of their racial/ethnic group.

Social implications

A decolonial analysis can help teachers develop a better understanding of the structural and school inequalities that create disparate outcomes for black students and how to intervene. This is urgently necessary, as schooling remains a site of non-belonging and marginalization for black children and youth.

Originality/value

This paper offers a new race-conscious approach to disrupt systemic racism and anti-blackness in education.
