Abstract
Purpose
This research investigates the presence of communitarian philosophy within contemporary Scottish public library strategy, exploring links between philosophy, politics and practice.
Design/methodology/approach
The paper follows a qualitative research approach, combining content analysis and discourse analysis methodologies for the analysis of a corpus of Scottish public library trust documentation according to a thematic framework of communitarian values.
Findings
The analysis revealed strong links between trust strategy and communitarian values but also highlighted contradictions within this form of communitarianism which belied a deeper neoliberal philosophical foundation. The research therefore identified a communitarian strategic service shift which introduced benefits of social inclusion, community autonomy and common good but also brought concerns of an inherently weakened communal foundation and the survival of a neoliberal status quo.
Research limitations/implications
The analysis is focused on strategy in Scotland only and thus can only claim to be representative of that country. However, the growth in communitarian strategies in the public sector is informed from the analysis undertaken.
Practical implications
The paper provides a novel analysis of public library strategy and thus contributes to the understanding of public library practice in the modern era.
Social implications
The impacts of communitarian philosophy in the public sphere are under-researched and how these changes impact the mission of libraries needs to be better understood.
Originality/value
This is the first analysis to consider public library strategy from a communitarian point of view. As such, it provides novel insights into a growing area of public service development.

Abstract
Purpose
The COVID-19 pandemic has resurfaced challenges to gender equality and gender relations both worldwide and in Norway. There have been massive public discussions on social media platforms, highlighting the potential of analysing public discourses in a non-reactive manner (Rauchfleisch et al., 2021). Further, discourses from social media may affect cultural representations and broad discourses in society (Rambukkana, 2015), such as that related to gender. In this article, by studying the Norwegian Twitter users' discussion on gender as related to COVID-19 pandemic, the authors will examine the everyday gendered discourses.
Design/methodology/approach
Data for this project were collected from the social media platform Twitter. The authors conducted the search on 16th November 2020, and that resulted in a total of 485 results, inclusive of both original tweets and replies. The data were analysed qualitatively using thematic analysis.
Findings
The thematic analysis of the tweets revealed three main categories which were mirrored in recognisable and widespread discourses about gender: (1) stereotypical gendered behaviours, (2) construction of masculinities and (3) othering. The authors argued that the stereotypes on gendered behaviour, traits and ideology together attribute to the maintenance of unequal gender structures.
Originality/value
This article explored discourses on gender on Twitter, the networked public sphere of Norway during the COVID-19 pandemic. Given that discourses both reflect and shape social configurations, they have the power to shape gender realities. With the transcendence of social media across geographic boundaries, the authors’ findings are relevant both for Norway and globally.

Abstract
Purpose
This paper aims to better understand how accountability for sustainability takes shape within organisations and specifically, what makes employees act in a Swedish local authority. This aim moves beyond the prevalent external face of accountability in social and environmental accounting research by observing how employees understand and act upon their multiple accountability demands.
Design/methodology/approach
This paper adopts a single case study approach within a Swedish local authority, drawing from qualitative data including semi-structured interviews, site visits and governing documents.
Findings
Sustainable action is not only the product of hierarchically enforced structural accountabilities and procedures but often must be reconciled with the personal perspectives of the public sector employees involved as part of an accountability dynamic. Additionally, the findings reveal that hierarchical accountability, rather than serving to individualise and isolate employees, acts as a prompt for the more practical and personal reconciliations of accountability with the ethics and experiences of the individual involved.
Practical implications
Greater consideration to employee socialisation processes in public sector organisations should be given to reinforce organisational governance systems and controls, and thus help ensure sustainable behaviour in practice.
Social implications
Employee socialisation processes are important for the development of sustainable practices both within and beyond organisational boundaries.
Originality/value
This study considers the interrelatedness of hierarchical and socialising accountability measures and contributes towards the understanding of the relationship between these two accountability forms, contrary to previous understandings that emphasise their contrasting nature and incompatibility.

Abstract
Purpose
People with pre-existing mental health conditions are more likely to be affected by global crises. The Covid-19 pandemic has presented them with unique challenges, including reduced contact with the psychiatric rehabilitation and support systems. Thus, understanding the emotional experience of this population may assist mental health organizations in future global crises.
Design/methodology/approach
In this paper, researchers analyzed the discourse of the mentally ill during the Covid-19 pandemic, as reflected in Israeli Facebook groups: three private groups and one public group. Researchers explored the language, reactions, emotions and sentiments used in these groups during the year before the pandemic, outbreak periods and remission periods, as well as the period before the vaccine’s introduction and after its appearance.
Findings
Analyzing groups’ discourse using the collective emotion theory suggests that the group that expressed the most significant difficulty was the Depression group, while individuals who suffer from social phobia/anxiety and PTSD were less affected during the lockdowns and restrictions forced by the outbreak.
Originality/value
Findings may serve as a tool for service providers during crises to monitor patients’ conditions, and assist individuals who need support and help.

Abstract
Purpose
This study aims to investigate replies to the top 10 comments under Always “Like a Girl” YouTube femvertising video to gauge consumers’ responses regarding femvertising as well as relationships among commenters.
Design/methodology/approach
This study adopted a mixed research methods design. A user analysis and a qualitative content analysis were conducted to examine the replies of the top 10 comments with the most replies to reveal not only the topics but also relationships and patterns among those comments and commenters.
Findings
The user analysis found that across all the 10 comment-and-reply units, in 8 units, the user of the original primary comment, the conversation starter, was also the user who was targeted most often. The qualitative content analysis revealed four themes from the 10 comment-and-reply units: multilayered emotional responses, a gendered society, complex coexisting relationships and a melting pot.
Research limitations/implications
The findings of this research offer significant extensions to the understanding of public sphere theory within the contemporary digital media landscape. By analyzing the nature of replies to digital advertisements, the study illuminates how various types of user engagement–whether it be inquiry, laudation, debate, or flame–play a critical role in shaping the digital public sphere.
Practical implications
The study underscores the importance for marketers to scrutinize both comments and replies to effectively utilize femvertising on social media, particularly YouTube. By understanding the emotional dynamics of user interactions, marketers can craft strategies that evoke positive responses and mitigate negative ones. Engaging with users who are open to changing their views or mediating discussions can also be beneficial, as can the use of AI tools to maintain focus on the content rather than on individual commenters. Such approaches can enhance the perception of femvertising campaigns and foster a more constructive dialogue within the social media space.
Originality/value
This study contributes to the literature by investigating the replies of comments, interactions, relationships and patterns among YouTube commenters that may generate valuable insights for advertisers and marketers to be aware of the possible issues and monitor the sentiment of commentaries, thus, developing effective strategies to better connect with consumers. This extends the understanding of public sphere theory in the contemporary digital media landscape.

Abstract
Research indicates a long historical connection between racism and nationalist ideologies. This connection has been highlighted in the resurgence of exclusionary nationalism in recent years, across many multicultural societies. This chapter discusses the notions of race, ethnicity and nation, and critically examines how racism shapes contemporary manifestations of nationalist discourse across the world. It explores the historical role of settler-colonialism, imperial expansions and the capitalist development in shaping the racial/ethnic aspect of nationalist development. Moreover, it provides an analysis of the interconnections between the racialisation of minorities, exclusionary ideologies and the consolidation of ethno-nationalist tropes. This chapter further considers the impact of demographic changes in reinforcing anti-migrant exclusionary sentiments. This is examined in connection with emerging nativist discourse, exploring how xenophobic racism has shaped and is shaped by nostalgic nationalism based on the sanitisation of the legacies of Empire and colonialism.

Abstract
Purpose
The global prevalence of social media and its potential to cause polarization are highly debated and impactful. The previous literature often assumes that the ideological bias of any media outlet remains static and exogenous to the polarization process. By studying polarization as a whole from an ecosystem approach, the authors aim to identify policies and strategies that can help mitigate the adverse effects of polarization and promote healthier online discourse.
Design/methodology/approach
To investigate online polarization, the authors perform a systematic review and analysis of approximately 400 research articles to explore the connection between cognitive bias and polarization, examining both causal and correlational evidence. The authors extensively evaluate and integrate existing research related to the correlation between online polarization and crucial factors such as public engagement, selective exposure and political democracy. From doing so, the authors then develop a PolarSphere ecosystem that captures and illustrates the process of online polarization formation.
Findings
The authors' review uncovers a wide range of associations, including ideological cognition, bias, public participation, misinformation and miscommunication, political democracy, echo chambers and selective exposure, heterogeneity and trust. Although the impact of bias on social media polarization depends on specific environments and internal/external conditions, certain variables exhibit strong associations across multiple contexts. The authors use these observations as a basis from which to construct PolarSphere, an ecosystem of bias-based polarization on social media, to theorize the process of polarization formation.
Originality/value
Based on the PolarSphere ecosystem, the authors argue that it is crucial for governments and civil societies to maintain vigilance and invest in further research to gain a deep comprehension of how cognitive bias affects online polarization, which could lead to ways to eliminate polarization.

Abstract
Purpose
The purpose of this study is to provide a comprehensive bibliometric analysis of publications in the Journal of Public Procurement (JoPP) from 2001 to 2021. The study provides insights into trends in publications, prominent publication themes, influential authors, institutions and countries that have prominently been associated with the journal’s journey.
Design/methodology/approach
The study used a bibliometric and content analysis approach using the VOSviewer software to develop insights into the trends, structures and patterns in publications in the journal. Data for the study was extracted from the Scopus and Google Scholar databases.
Findings
The study established that there has been consistent growth in the number of papers published by the journal within the last two decades. Yearly average publication by the journal stood at 14 papers between 2002 and 2009, with the annual average rising to approximately 18 papers between 2010 and 2021. The trend in publication has been established and identified the influential citations and contributors to the journal. The study has also clustered out the thematic structures in journal’s publications. The prominent and emerging research issues in the public procurement environment needing immediate research attention have been highlighted.
Research limitations/implications
The study is a one-journal bibliometric analysis and subsequently ignores publications on public procurement from other journals.
Social implications
The findings of this study highlight to the research community the contributions of JoPP to the public procurement discourse and present important avenues for future research agenda.
Originality/value
To the best of the authors’ knowledge, this study is the first bibliometric study for the JoPP, providing detailed bibliometric indexes of the 21-year period of the journal’s publications. The study comprehensively analyses the contributions in the JoPP to assess the trend and scope in publications in the field of public procurement and draws attention to emerging concerns and critical issues of neglect requiring research attention in the journal.

Abstract
Purpose
This study aims to assess the alignment of South Korea’s government-certified social enterprises (GCSEs) with prevailing social enterprise (SE) models, notably the entrepreneurial nonprofit, social cooperative and social business models delineated in the “Emergence of Social Enterprises in Europe” (Defourny and Nyssens, 2012, 2017a, 2017b) and the “principle of interest” frameworks (Defourny et al., 2021). Thereby, it seeks to situate these enterprises within recognized frameworks and elucidate their hybrid identities.
Design/methodology/approach
Analyzing panel data from 2016 to 2020 for 259 GCSEs, this study uses tslearn for k-means clustering with dynamic time warping to assess their developmental trajectories and alignment with established SE models, which echoes the approach of Defourny et al. (2021). We probe the “fluid” identities of semi-public sector SEs, integrating Gordon’s (2013) notion that they tend to blend various SE traditions as opposed to existing in isolation.
Findings
Results indicate that GCSEs do align with prevalent SE frameworks. Furthermore, they represent a spectrum of SE models, suggesting the versatility of the public sector in fostering diverse types of SEs.
Originality/value
The concept of a semi-public sector SE model has been relatively uncharted, even though it holds significance for research on SE typologies and public sector entrepreneurship literature. This study bridges this gap by presenting empirical evidence of semi-public SEs and delineating the potential paths these enterprises might take as they amalgamate various SE traditions.
