Abstract

This study investigated four different economic level areas of China (Shanghai, Shandong, Shaanxi, and Guizhou) to analyze the eastern and western urban and rural media service status at different development stages. This set of data comes from the comparison of regional urban and rural areas and indicates the various aspects of differences in the survey area, including the media use habits, media resources, media consumer demand, evaluation of media services, the role of media in public life, public knowledge level, and so on. On analyzing data comprehensively, one thing can be found that there is a positive correlation between the public media contact degree and the public knowledge level. The media plays an extremely important role in public life and regional public knowledge gap between urban and rural areas exists. Furthermore, this gap is positively correlated to the media resources and media exposure. The trend of media using on mobile phone and computer in urban areas increases significantly greater than in rural areas. Then, how to narrow the urban–rural and regional public knowledge gap and reduce the negative impact of the digital divide will be an important urgent task.

Abstract

Purpose

Market-oriented relations has been regarded as a kind of public relations practices widely performed by the practitioners of public relations and marketing. This study attempts to discuss market-oriented relations in the digital era in which public relations and marketing practitioners' involvement in managing market-oriented relations was simultaneously related to their perceptions of interactivity effects, value of public relations and benefits of digital media usage in public relations practices.

Design/methodology/approach

A self-administrated online survey targeting 241 practitioners engaged in coordinating public relations activities in Hong Kong was conducted in 2017.

Findings

Structural equation modeling (SEM) analysis showed that practitioners' involvement in market-oriented relations practices had significant positive effects on their perceptions of interactivity effects, value of public relations and benefits of digital media usage. Practitioners' perceptions of interactivity effects and benefits of digital media usage were positively affected by their perceptions of public relations value, particularly public relations effectiveness. Clients' profitability and business intelligence, as well as interactivity effects in terms of involvement and perceived customization were practitioners' key concerns in managing market-oriented relations.

Originality/value

This study explores how practitioners of public relations and marketing perceived and practiced public relations in the digital era. Specifically, the conception of market-oriented relations in regard to the use of digital media was discussed in the proposed structural model.

Abstract

Purpose

The purpose of this paper is to investigate what democratic challenges the digitisation of the public libraries in Denmark has entailed. Using the concepts from a national library professional strategy from 2012, an analysis of 9 librarians’ experiences with digital dissemination in practice is conducted.

Design/methodology/approach

The paper is a part of a larger research project called “If digitisation is the answer, then what was the question?”. This sub study builds on the semi-structured interviews with library staff members, case-descriptions of two central providers of digital public library materials, as well as literature studies of missions, vision and strategies from different public library policy institutions. To frame the study, a literature review has been conducted.

Findings

The author detects the presence of several incompatible conditions in digital dissemination. These conditions are predominantly of an organisational nature, potentially containing major consequences for citizens’ free and equal access to information, knowledge and culture. Among other things, the Danish public libraries risk substantiating an already existing and problematic polarisation between technologically capable and incapacitated groups of people.

Originality/value

The digital transformation of society has only just begun. Therefore, it is important to examine the consequences of the transition to digital media types for central cultural institution such as the public libraries. The present study is an early and minor contribution to the illumination of a process requiring many more and large-scale studies.

Abstract

Purpose

The purpose of this paper is to report on a small, exploratory research project focusing on librarian and parent/caregiver opinions of, and reactions to, the use of digital media and technology in public library storytimes for preschool children in Aotearoa New Zealand.

Design/methodology/approach

Telephone interviews with librarians and an online survey of parent/caregivers were undertaken.

Findings

The research found a mixed response to digital storytimes. Those who had not attended or presented digital storytime sessions were largely opposed to the practice, while those who had participated in a storytime using digital media generally held more positive views. Key concerns were focused on the amount of screentime young children should have and a lack of human interaction. Supporters appreciated the introduction of some basic digital literacy skills and the variety that technology could bring to storytime sessions.

Research limitations/implications

Both samples were small and self-selecting. The use of an online survey meant a bias in the sample toward those with access to appropriate information communication technology as well as a self-selection bias.

Practical implications

The paper suggests some developments in practice and approach if librarians are going to play the role of media mentors in their communities.

Originality/value

This is the first study focusing on the development of digital storytimes in Aotearoa New Zealand and adds to knowledge and understanding of key stakeholder views of the inclusion of digital media and technology in public library programming for young children.

Abstract

Purpose

This paper aims to examine the factors that can predict citizen-initiated contact with e-government as an attempt to identify important differences between service channel selections. Although more than two decades have passed since the initiation of e-government, digital channel choice is still being questioned, compared to traditional channels, and the level of selection with channels is being investigated.

Design/methodology/approach

This study states three research questions that are answered through a literature review and statistical analysis of a survey in a developed country. More specifically, it identifies the factors that impact channel choice and validates them with survey results. To this end, this paper utilizes data from a national Canadian survey, where citizens empirically evaluated their channel choice – e-government, new digital media and traditional service channels – for government contacts.

Findings

Statistical analysis over this data return valuable findings such as that the e-government channel is more appropriate for information collection, whereas traditional service channels are more likely to establish individual problem solving. Moreover, the digital divide appears to have an impact on citizen channel choice. Furthermore, digitally literate citizens who are aware of privacy issues are more likely to use new digital media. Finally, citizens are quite satisfied from their new digital media experience, but are not as satisfied with their traditional contact experience.

Originality/value

These outcomes show that e-government obstacles regarding digital divide, trust and efficiency remain active and have to be addressed more carefully by governments. This study shows that e-government and new digital media are not simple channel choices, but are complex in public service delivery. These outcomes confirm the significance of channel choice for transforming government, as e-government appears to be a part of a broader channel choice agenda.

Abstract

Purpose

The purpose of this paper is to introduce a framework for understanding how millennial social media use preferences can help public administrators change their delivery ethos to foster meaningful micro-encounters in digital spaces to then create public value. Ideally, these micro-encounters encourage public values creation from both the user (government) and audience side. Traditional government social media use often is one-way push without much care for dialogue and discussion. This revised framework shifts that thinking from the social media creation phase, allowing public administrators to use the tools in a more creative way.

Design/methodology/approach

The approach to the paper is theoretical, meaning the theoretical framework brings together lines of scholarship that have previously run parallel: millennial social media use preferences, government social media, and public values creation.

Findings

The theoretical framework offers propositions for future inquiry. The framework shows how traditional public sector social media use fails when it comes to creating meaningful spaces for interaction, which ideally is the purpose of social media.

Practical implications

The framework offered herein can help practitioners change the way they set up and even currently use social media tools to engage with the public. Though the framework is based on millennial social media preferences, any generation can benefit from a more open, inclusive platform that strives to foster public values such as collaboration, dialogue and transparency.

Originality/value

The theoretical framework generated for this paper brings together usually separate literatures to create a more holistic picture of social media use for public administrators.

This conclusion summarizes key insights from the former chapters, and highlights political dimensions of media use in digital everyday life. I particularly underline how our more digital everyday lives intensify communicative dilemmas, in which individuals in everyday settings negotiate with societal norms and power structures through their uses of media technologies. I also discuss how everyday media use connects us to different societal spheres and issues, also pointing to global challenges such as the pandemic and the climate crisis, arguing that everyday media use is key to our understandings of society. I discuss how to analyze this in media use research, emphasizing attention to processes of change and disruption.

Abstract

Purpose

This study is motivated to investigate the ethical challenges facing public relations professionals in today's digital communication environment. Specifically, the authors focused the research on the new ethical challenges in digital practice, the resources relied on when encountering ethical challenges and public relations professionals' efforts in seeking trainings on communication ethics.

Design/methodology/approach

An international online survey was designed and conducted in Canada and the USA. The final sample includes 1,046 respondents working full time in the profession of public relations and communication. In addition, the authors prespecified several demographic quotas in sampling design in order to recruit a more representative sample.

Findings

The research found nearly 60% of surveyed professionals reported that they faced ethical challenges in their day-to-day work, and there is a wide range of ethical challenges in digital practices. Results also revealed that professionals use various resources to deal with ethical issues. Those resources include ethical codes of practice of professional associations, ethical guidelines of their organizations and their personal values and beliefs. As common as experiencing ethical challenges, over 85% of surveyed professionals reported that they have participated in communication ethics training. However, only 30% of participants indicated that their ethics training took place in the past year.

Originality/value

The research provides solid evidence that the digital communication environment generates more ethical challenges, while it creates new ways of delivering content in corporate communications. Professional associations and organizations shall dedicate efforts in providing timely ethics training to PR professionals at all levels of leadership within and beyond corporate communications.

Abstract

Images had long conveyed politics through forms as varied as private paintings and public coins. If images are storytelling vectors (Fusari, 2017), visual artefacts were intended to re/shape human perception of current events and, consequently, their states of ‘being in the world’ (Heidegger, 2001); this is the reason why the visual quality of communication might be hard to disjoin from that of ‘performativity’ (Cartier-Bresson, 2018).

The polysemic (Barthes, 1977), if not fully open (Eco, 1989), quality of visual semiotics complicates identification of any framework of reference and adds to the need for practical and sensible research in digital communication (Fusari, in press).

Since the first US Presidential debate televised in 1968, a new interest surged towards the understanding and production of visual communication of politics. Increasingly so, images (both still and moving ones) have affected, if not thoroughly shaped, understanding of all recent political affairs, particularly so from the 1992's Gulf War onward (Baudrillard, 1995; Kellner, 1992).

The 2012 Invisible Children (IC)'s campaign is here assessed as the milestone marking the potential for global impact acquired by socio-political visual-centred storytelling.

The intertwining of the digital with the visual has yet to be precisely arranged for socio-political storytelling; also, storytelling as a format and approach has increasingly gained relevance, adding new concerns to issues of veracity.

In response, this chapter advances the notion of ‘storyline’ in conjunction with that of ‘storytelling’: the resulting taxonomy aims to review specific notions of truth- and trust-fulness from a visual-centred perspective.

The chapter thus explores the requirements for communicating and understanding visual storytelling on digital media; by doing so, it addresses the extent to which ‘visual storytelling’ might be a notion fit for the job of disseminating today's digital cultures.

Eventually, the chapter will question how to design visually centred communication formats and, in turn, engage these as storytelling of socio-political issues for digital platforms.

Abstract

Purpose

The purpose of this paper is to find out how issue management and media monitoring is exercised in the digital age to anticipate crises. More specifically, it was investigated how these practices differ across communication professionals, organizations, and sectors in the Netherlands. Organizations are nowadays confronted with a fast-changing environment. Anticipating dicey issues, being in control of the flow of messages, and managing various stakeholders on diverse channels becomes a primary concern for organizations these days.

Design/methodology/approach

The study relies on qualitative interviews with 17 communication professionals working in various industrial sectors in the Netherlands. Professionals were recruited from distinct organizations and from diverse sectors, including media, public affairs, technology, consultancy, municipality, lottery, oil/gas, cultural, insurance, and the financial industry. The interview data were analyzed by means of an inductive analysis and in-depth reading.

Findings

Practitioners seem to acknowledge the importance of issue monitoring. However, professionals differ with regard to their expertise in online media monitoring, depending on the sector they work for. Stakeholder mapping and the monitoring of competitors has been found to be crucial for issue management, but also to vary among large and small organizations. Eventually, monitoring in times of crises was seen indispensable. It also has the potential to empower practitioners within their organizations.

Originality/value

New technologies, external services, and automized monitoring processes have facilitated issue monitoring for professionals to a great extent, making it possible to analyze great amounts of data efficiently in short time and with fewer resources. Furthermore, the focus of media monitoring is increasingly moving toward the online sphere, including the active engagement of stakeholders. Eventually, the empowerment of practitioners through online monitoring practices in times of crises can be considered as a further step toward the positioning of communication professionals within the dominant coalition.
