Abstract

Purpose

Contemporary public service innovations to an important degree are initiated and enabled by digitalization. Digitalization stimulates entry of new firms (start-ups) based on innovative implementation of digital technology for public services. The interwoven digitalization and innovation processes involve interaction and interdependencies between private business actors and public service providing actors. In this paper, the authors take the perspective of a start-up business actor that tries to develop and implement a viable business model in the very dynamic context of digital transformation of public education. The purpose of this paper is to analyze how the instability of a startup firm’s business model during public service innovation can be explained. The research question is: “How can business modeling by a start-up firm be explained by tensions between its business model and public service provision models?”

Design/methodology/approach

Based on an abductive logic, the authors choose a single-case study of a start-up firm’s development in 2010-2018 and its interaction with public actors. Information about the firm acquired in the first phase of the study showed that it frequently changed its business model. A general analytical framework was developed to aid in efforts to answer the research question.

Findings

The case showed that a business model could be seen as a temporary outcome of a business modeling process, and that also concurrently public actors change their public actors’ service provisioning models. Public-private interaction reveals tensions that drive business modeling.

Originality/value

The study contributes to empirical knowledge about private-public interaction in the dynamic and complex context in which digital transformation in society drives public service innovations. The conceptual contribution rests more generally in the analytical framework and how it frames public actor’s “service provision modeling” as a driver of business modeling.

Abstract

Purpose

This paper aims to investigate actor roles and publicprivate interactions in networks. Role dynamics are explored in two settings: the current development network and the future implementation network to which actors are transitioning.

Design/methodology/approach

The paper builds on the industrial marketing and purchasing approach to business markets and uses a qualitative methodology. A case study of a network developing geofencing applications in the context of sustainable transport was used. The main source of data was interviews with 26 respondents from public and private organizations.

Findings

Roles in development and implementation of geofencing are identified, where private and public actors may take on one or several roles in the developing setting. When transitioning to the implementation setting, the expectations of public actors vary and there is ambiguity over their roles, which range from active to inactive. This detailed empirical case study shows the complexity of multi-actor involvement when developing digital technology for the transport system.

Research limitations/implications

The study highlights the transition from firm-centric innovation to network-centric innovation and its implications on actor roles.

Practical implications

Organizations participating in publicprivate innovation networks need to be aware of the multiple roles public organizations play and the complexities they face.

Originality/value

The paper explores role dynamics within and between the development and implementation settings of geofencing. Within the current development setting, roles are identified at different organizational levels with limited change in role dynamics. When transitioning to a new setting, actors’ role dynamics may range from “limited” to “path-breaking.” In future settings, actors enter and exit networks and their roles may change dramatically.

Abstract

Purpose

This paper aims to investigate the dyadic relationships of actors engaged in publicprivate (P-P) collaboration in health-care prevention. The purpose is to characterize a new type of actor as an intermediary that connects different actors in P-P collaboration and to compare P-P collaboration based on results expected with and without the inclusion of this new actor.

Design/methodology/approach

For the investigation, the Industrial Marketing and Purchasing Group approach to business relationships is used. The substance (activities-resources-actors) and the functions (dyadic, single actor and network) of business relationships are applied as a research framework. The analysis is based on these theories through a case study.

Findings

This study delivers four important findings: the relationship with this new type of actor results in new resources for all of the participants that are involved, the new actor is a key channel for generating corporate social responsibility recommendations for private actors, relationships with this new type of actor are a great basis on which private firms may build relationships with the public that involve higher levels of health care and also generate sponsorship for public causes, thereby increasing social welfare and the new type of actor can cause potential tensions that require constant and coordinated management.

Originality/value

The paper contributes to the conceptualization of the “interacted actor” through characterizing a new type of actor and its renewing network in P-P collaboration.

Abstract

Purpose

The purpose of this paper is to analyse the management of commercial actors in strategic networks of emergency preparedness management (EPM) in developed countries and how these strategies connect to the emergency response efficiency. This study uses collaboration, strategy, and efficiency to evaluate the private governance of the food, healthcare, and transportation sectors and follows an analysis of these sectors’ management that finds an ambivalent impact on the efficiency of the worldwide supply chain network (SCN) system. This study discusses many strategic networks and nets of commercial standards with different management structures and emphasizes illustrating the EPM context, thereby offering directions for future research.

Design/methodology/approach

An empirical research approach and triangulation methodology was adopted to design the selection, evaluation, and contribution of the observed data and the humanitarian and business literature. An overview of strategic networks’ role in EPM in Sweden comprises several network approaches and considers the strategic value of three SCNs for response efficiency.

Findings

The study finds that strategic networks are relevant for EPM and response efficiency and can be delimited and adapted to developing countries’ demands. However, growing interest in networks’ strategic value for EPM stresses public-private collaboration as a strategic choice to achieve response efficiency. To offer strategic planning that ties demand with supply, public-private actors must collaborate in SCNs.

Originality/value

The study contributes to the existing literature on strategic networks, for example, industrial networks, by illustrating their strategic value for developed countries’ SCNs. It also contributes to the business literature, for example, on strategic net management. The work is original because it adopts a practical perspective involving buyers and suppliers in planning, the delimitation of their capability in nets, and the strategic value of SCN collaboration.

Abstract

Purpose

This paper explores a type of organizing that can be found in tourist destinations that are administratively bound to a specific geographic area in the intersection of public and private context. The purpose of this paper is to contribute to the understanding of the organizing of activities within destinations and also to contribute theoretically and conceptually to how place dependency and public/private can be understood from an industrial marketing and purchasing (IMP) network perspective.

Design/methodology/approach

The research approach has its origin in an ongoing multi-disciplinary and longitudinal case study.

Findings

By applying a network approach to the organizing of destinations, where interaction of relationships, resources, actors and activities play an essential role, a number of propositions have been put forth so as to provide for a better understanding of place-specific organizing, in the intersection between public and private interests.

Research limitations/implications

The paper is conceptual and more empirical studies are needed to test the findings. One implication to consider in future empirical studies is the tensions between created and organic networks that exist in public and private place partnerships.

Practical implications

The paper provides insights into factors affecting destination management.

Social implications

With an emphasis on a socio-political context, the opportunities and limitations that exist between public and private sectors are discussed.

Originality/value

The paper sheds light on a neglected aspect of a contemporary phenomenon where the IMP network approach could contribute to the understanding of destination marketing or management organization that are bound to a specific place in the intersection between the public and private context. The area of public-private organizing is a topic that may also add new aspects to the IMP community.

Abstract

Purpose

This paper aims to focus on time-constrained interactions involving industry and public actors, mainly universities, conducting research. This kind of interaction has become increasingly important to develop new pharmaceuticals, especially antibiotics. The proposed theoretical frame relies on industrial marketing and purchasing’s interactive perspective on inter-organizational relationships and especially the activities, resource, actors model, combined with key concepts on temporary organizing and project management. This study identifies the temporality and time constraints imposed by this project on publicprivate interactions, specific coordination tools used to create such temporality and time constraints and their consequences, including positive and negative effects for the interacting parties.

Design/methodology/approach

The study builds on a single in-depth qualitative case study of a major antibiotics R&D collaboration project called ENABLE.

Findings

For negative consequences, this model includes the need for constantly rebuilding trust due to fast turnover of actors, difficulties in combining resources as efficiently as possible, resource constraints, bottlenecks and neglect of some activities, such as publishing, which are normally pivotal for universities. Despite these problematic consequences of temporality, resources are rapidly made available and new competencies learned quickly. Another positive effect is the possibility to achieve complex adaptations of resources and activities even in short time frames. Importantly, projects can act as a springboard for the parties to continue collaboration and in the long term develop a continuous business relationship.

Originality/value

Based on the findings the authors develop a model of time-constrained inter-organizational interaction between public and private organizations.

Abstract

Purpose

This study examines unexplored horizontal accountability types between public, private and third sector actors within a hybrid organization. The case organization was applying a novel alliance model to generate service paths for heterogeneous clientele consuming cultural, educational, health and social services. It was first to do so in Finland.

Design/methodology/approach

This research is on a case study that used documents and interviews to examine the design of the horizontal accountability. The descriptive analysis focused on identifying what type of formal accountability system was designed (i.e. who is the account holder, and who is accountable and for what and why).

Findings

An imbalanced accountability system was identified because accountability obligations were unevenly distributed between public, private and third sector actors. The private sector was the most accountable for performance, and the third sector (i.e. voluntary sector) was the least accountable. As account holders, the public, private and third sector actors were judging their conduct as account providers. This created a biased horizontal accountability system. The hybrid's accountability system was dynamic because the contracts made to establish the hybrid included opportunities to change horizontal accountability if future changes to the external environment affect too drastically the potential to achieve the hybrid's goals.

Originality/value

Three new concepts are proposed for studying dysfunctional accountability systems: dynamic, biased and horizontally imbalanced accountability.

Purpose

The need for food safety and food quality standards is acknowledged by public regulators, private actors, and the society. The purpose of this paper is to identify the types of actors in the multilevel transnational food chain regulatory governance and how their interlinking affects regulatory outcomes over time.

Design/methodology/approach

Food chain regulatory standards emerge within a complex process beyond the state. Based on interdisciplinary theoretical perspectives, namely regulatory governance and political economy, this paper provides a integrative framework of analysis by identifying the types of actors and their interactions in the food chain regulatory governance.

Findings

Food chain regulatory standards setting have been mainly studied either from the public regulator or the firm self-regulating point of view. This paper demonstrates how the political and economics dynamics of the interactions among public and private actors operate within the transnational food standards setting process. The study identifies the groups of interdependent actors (public and private) that interact within the transnational food chain regulatory process and develop public-private regulations, self-regulations, and co-regulations over time. In this process, the actors’ different power, operational and regulatory capacity, experience, resources affect the regulatory outcome with socio-economic and governance implications.

Research limitations/implications

The paper does not examine in detail how these interactions operate empirically on specific regulations.

Practical implications

The paper offers an integrative thorough understanding of the food chain regulatory standard setting process, relevant for academics, policy makers, the industry, and society.

Originality/value

The paper constitutes new research by identifying the actors and interactions in the integrative regulatory governance of the food chain standards.

Abstract

Purpose

This study aims to explore the role played by a formal cluster initiative in supporting small firms' internationalization processes. Taking a publicprivate interaction perspective, this study aims to understand interaction mechanisms within an internationalization project implemented by a formal cluster initiative.

Design/methodology/approach

This study uses a qualitative approach based on a case study of a Swedish formal cluster initiative involved in an internationalization project. The case is analyzed through the industrial marketing and purchasing approach, relying on the Actors–Resources–Activities (ARA) framework.

Findings

The analysis highlights the role of formal clusters as supporters and “accelerators” of internationalization processes. Based on the ARA framework, the roles of the public and private actors emerge: the cluster plays the role of orchestrator, supporter and financer, while on the businesses' side, participants assumed the role of customers, displaying various degrees of interest and commitment and giving rise to a leader–follower pattern. Activities occurred at multiple levels, interorganizational, intraproject, interprojects, through different timings and typologies. The main resources at stake were the combination of knowledge, complementary capabilities and financial incentives.

Originality/value

This empirical study provides novel empirical evidence and theoretical development over the phenomenon of formal clusters. This study contributes to the current debate on publicprivate interaction mechanisms and to the upgrading and circulation of international business knowledge.

Abstract

Purpose

Public-private innovation (PPI) is often claimed to contribute to societal welfare, to bring positive effects to the public sector and to open new markets to private firms. Engaging in public-private relationships for innovation is, however, also recognised as challenging and problematic. The purpose of this paper is to discuss the managerial and strategic challenges faced by private firms when engaging in public-private relationships for innovation.

Design/methodology/approach

This qualitative study presents ten firms’ engagement in public-private relationships. Half of them are experienced in innovation in public-private relationship, the other half are engaging in public-private relationships for the first time. Cross-case analysis brings insight into how these different types of firms strategize for handling relationships with public partners.

Findings

Contrary to non-experienced firms, experienced firms deliberately build a long-term strategy for engaging in PPI in expectation of outcome from more than a single project. They not only engage in building an understanding of the public using setting, but also seek to bridge with the public developing and producing setting to a greater extent than less experienced firms. The experienced firms utilise relationships with actors in the wider public network as a device and an asset for overcoming challenges and for reaping benefits from their engagement.

Originality/value

The study outlines the characteristics of strategizing among the most experienced firms and their special ability to embrace the complexity of the public sector network while working simultaneously on developing innovation for specific public counterparts.
