Abstract
The quantity and scope of the information that has materialized so far on the subject of AIDS (Acquired Immune Deficiency Syndrome) has increased significantly since the first case of the syndrome in the United States was diagnosed in 1981. Initially, information could be found only in a few articles in the medical periodical literature or in a few newspapers. Gradually, more information appeared in health care, allied health, and other professional journals and periodicals. As the incidence of the syndrome increased, more newspapers and the mass market magazines and the electronic media began covering the syndrome, and both health care professionals and the general public found themselves presented with a steady stream of information, research, and education on the subject of AIDS.

We all know that the AIDS threat to society is alarming. It is not only a serious health problem but it has become a problem of education and information as well. By the end of 1991, AIDS is predicted to be the second leading cause of death in the United States, exceeded only by heart disease. More people will die from AIDS than from cancers or accidents; and the direct health cost for caring for the estimated 145,000 AIDS patients in 1991 will be between 8 and 16 million dollars.

Abstract
Although the Public Health Service has identified AIDS (Acquired Immune Deficiency Syndrome) as the number one priority among public health concerns in the United States, and the Surgeon General has issued an official report calling for AIDS education initiatives to be instituted in a variety of settings throughout this country, many libraries have been slow to develop proactive means of supplying educational material on AIDS. As part of an overall AIDS education initiative, libraries stand to play a significant role through the production and/or distribution of information on AIDS, through the development of collections capable of satisfying the informational and educational needs of patrons and through the provision of reference and referral services that provide effective information delivery as it pertains to inquiries regarding the subject of AIDS.

In April 1988, the National Reference Center for Bioethics Literature (NRC) (see sidebar) published “AIDS: Law, Ethics and Public Policy.” As part of the NRC's Scope Note Series, the paper offered a current overview of issues and viewpoints related to AIDS and ethics. Not meant to be a comprehensive review of all AIDS literature, it contained selected citations referring to facts, opinion, and legal precedents, as well as a discussion of different ethical aspects surrounding AIDS. Updating the earlier work, this bibliography provides ethical citations from literature published from 1988 to the present.

Abstract
There is now a large, if rather contentious and inconclusive, cross-country empirical literature on the effectiveness of aid in contributing to economic growth. Surprisingly, perhaps, there are very few country studies of aid effectiveness, and none of which we are aware that adopt a time series econometric approach to analyzing the impact of aid on growth. This chapter is an attempt to fill that gap, through a study of Kenya over the period 1964–2002. The core hypothesis underlying our approach is that aid does not have a direct effect on growth, but can have indirect effects through mediating channels. Given the requirements of time series techniques, we focus on two channels for the aid-growth relationship, one through effects on government fiscal relationship (as aid finances public spending) and another through effects on investment (as aid finances public investment). The analysis is no more than indicative but suggests a number of reasons why aid has not been effective in Kenya: reliance on aid loans to finance unanticipated budget deficits, low productivity of public investment and adverse effects of government behavior on private investment. Addressing these deficiencies is necessary if Kenya is to be enabled to utilize aid to improve its poor economic performance.

One of the causes of the Iranian revolution of 1978–1979 was that the Iranian government had serious administrative deficiencies. Amir Taheri, a well-known Iranian journalist, wrote in the mid-1978 that public disturbances were “due to an accumulation of discontent with tight control, over-centralization, lack of sufficient open debate and a general feeling that corruption and inefficiency together with arrogance have struck the bureaucracy.”1 These administrative problems were not new. When a board is faced with a choice of aiding the public or government during a crisis, or more generally any corporate social responsibility initiative, well established doctrines of American corporate law can protect directors from legal liability in a shareholder derivative lawsuit. A hallmark trait of the public corporation is a separation of ownership and control (Berle & Means, 1932). Accordingly, managers have great authority over corporate assets. Delaware corporate law provides that “[t]he business and affairs of every corporation organized under this chapter shall be managed by or under the direction of a board of directors.”2 The board has the authority to manage the “business and affairs” of the corporation, which in the judgment of the board may include corporate social responsibility initiatives and decisions based thereon.

Abstract
Purpose
Africa's population is the second largest and fastest growing in the world after Asia, and this puts African governments under great stress in terms of increased public expenditure and is faced with a low revenue generation. Hence, the need for this study. The purpose of this paper is to examine the socio-economic determinants of public expenditure in Africa by assessing the influence of population age structure using a sample of the top ten most populous countries in Africa covering period of 1989 to 2018.
Design/methodology/approach
The study employed panel fully modified ordinary least square (OLS) in estimating the relevant relationship between the variables in the model. The dynamic ordinary least square (DOLS) model was also used to check the robustness of the fully modified ordinary least square (FMOLS) results.
Findings
The findings revealed that the major population age structure that influences the growth of public expenditure in Africa are population ages (0–14) and population ages (15–64), but the former poses a stronger significant influence than the latter while population ages (65 and above) has a negative and insignificant influence. Also, in terms of other socio-economic factors, self-employment has a reducing and significant influence on public expenditure. GDP per capita has a negative and insignificant influence while foreign aid and unemployment rate has an increasing influence. Finally, inflation rate and control of corruption (CC) has a negative relationship with public expenditure.
Social implications
The study argues that an increase in the young and working population will put enormous pressure on the government in the provision of more jobs and other public infrastructures such as health care and education. In the context of African economy with a low revenue generation, public expenditure will be low and the desperately poor masses will be denied of these public infrastructures.
Originality/value
Several studies (Jibir and Aluthge, 2019; Tayeh and Mustafa, 2011; Okafor and Eiya, 2011; Obeng and Sakyi, 2017; Ofori-Abebrese, 2012) have investigated the determinants of public expenditure using total population as a variable. However, this study is unique as it focused on the influence of population age structure on public expenditure in Africa. Also, the study incorporated other socio-economic determinants of public expenditure such as self-employment, standard of living, inflation rate, unemployment rate, foreign aid and corruption in its analytical model. To the best of our knowledge, some of these variables have not been employed in previous studies.
