Abstract
Purpose
The purpose of this paper is to study the transfer of knowledge between preparedness activities and emergency response at the municipal level to improve emergency response.
Design/methodology/approach
A case study was carried out in the municipality of Ljungby using prewritten questions to analyse the collected empirical material. This material consisted of both municipality documents and interviews. The investigation involved municipal units that participate in emergency preparedness activities and those involved in the emergency response to a violent storm Gudrun that took place in 2005.
Findings
The findings show that the people in charge of the immediate response to the storm did not effectively use the analytic preparations created by those responsible for planning and preparations. Indeed to a great extent they used general response patterns and functions discovered from their own earlier experiences. These findings led to the development of a preliminary draft of requirements for a well‐functioning knowledge transfer from emergency preparedness work to response.
Research limitations/implications
The paper demonstrates a need for municipalities to develop methods to increase transfer of knowledge of preparedness plans and analyses to improve response.
Originality/value
The paper shows that there is a potential to improve the preparedness process to reduce the gap between preparedness planning and its use in emergency response. The paper suggests a preliminary proposal for developing preparedness activities (in particular risk and vulnerability analyses) more suitable for emergency response.

Abstract
Purpose
The study examined library personnel awareness of the availability of emergency response plans, their forms and roles in safety routine preparedness and control in federal and state university libraries in Southwest Nigeria.
Design/methodology/approach
The survey research design alongside a multi-stage sampling procedure comprising purposive, randomisation and total enumeration techniques guided the study. The population consisted of 327 library personnel drawn from 12 federal and state university libraries (i.e., six each). The questionnaire and structured interview methods were used for data gathering. Of the 327 copies of the questionnaire administered, 249 copies, representing 76.1%, were duly completed and found valid for analysis. Whereas the acceptance threshold of ≥90% response rate and a criterion mean of 2.50 were adopted for making judgements regarding the research questions, while the hypothesis was tested using chi-square statistics with cross-tabulation.
Findings
The state university libraries in the studied region are extremely lagging behind their federal counterpart in terms of emergency preparedness, judging by the availability of emergency response plan (ERPs). However, documenting the plans for routine emergency response is not widespread among the university libraries; thus, the extent of response preparedness is both simplistic and doubtful. Despite the seemingly proactive nature of the federal university libraries over their state counterpart, librarians in both settings do not perceive effectiveness and preference in either the written emergency response plan (WERP) or unwritten emergency response plan (UERP) as an emergency preparedness and control measure.
Originality/value
The research increases knowledge of emergency preparedness in university libraries beyond the mere availability of ERPs. Through a comparative empirical analysis, the desirability of the WERP as a measure of emergency response preparedness in university libraries has been strengthened.

This chapter also focuses on implementation steps for current preparedness guidance by law enforcement agencies. Abstract
Purpose
Cyclone preparedness activities can significantly reduce household-related property damage and the negative knock-on effects. Research has found, however, that many people do not perform these behaviours. It is, therefore, important to understand why some people do, and others do not, perform such behaviours. This paper aims to investigate whether a commonly applied psychological theory of behaviour change can explain cyclone-specific preparedness behaviour.
Design/methodology/approach
This study used a cross-sectional survey design to examine the relationship between demographic factors, cyclone experience, psychological factors and preparedness behaviour. Informed by the protection motivation theory (PMT), it was hypothesised that perceived efficacy, perceived cost and self-efficacy would be the strongest predictors of preparedness behaviour. Data from 356 respondents living in a cyclone-prone region were analysed using multiple regression and mediation analysis with the PROCESS macro in SPSS.
Findings
In support of the hypothesis, it was found that perceived efficacy and perceived cost were the strongest psychological predictors of preparedness behaviour. Contradicting the hypothesis, however, self-efficacy was not a significant predictor of preparedness behaviour. Subsequent analysis indicated that people who have experienced cyclone damage perceive that preparedness measures are more effective for reducing damage, which, in turn, increases preparedness behaviour.
Originality/value
This paper provides empirical support for the application of the protective motivation theory for explaining cyclone-specific preparedness behaviour. More specifically, the results indicate that people are more likely prepare for cyclones if they perceive that preparedness activities are effective for reducing damage and are relatively inexpensive and easy to perform. The findings suggest that to promote cyclone preparedness, risk communicators need to emphasise the efficacy of preparedness and downplay the costs.

Abstract
Purpose
The purpose of this study is to identify the preparedness of disaster mitigation agency officers in both urban and rural areas as high vulnerability zones in Aceh, Indonesia, in dealing with disasters.
Design/methodology/approach
This cross-sectional study adopted a conceptual framework from the Indonesian Institute of Sciences (LIPI) and United Nations of Educational, Scientific, and Cultural Organization (UNESCO)/International Strategy for Disaster Reduction (ISDR) (LIPI-UNESCO/ISDR, 2006), explaining the study of community preparedness in anticipating earthquake and tsunami disasters. The framework of the study consists of five disaster preparedness parameters, namely, knowledge and attitude to face disasters, policies and guidelines, emergency response plans, disaster early warning systems and mobilization of resources. This conceptual framework was developed after the 2004 tsunami through an analysis study in the three provinces in Indonesia (Aceh, Padang and Bengkulu) experiencing earthquakes and tsunamis. This conceptual framework serves as a guideline and is in line with the objective of the regional disaster management Agency to reduce disaster risk through increasing community preparedness, especially providers or officers in anticipating disasters.
Findings
There was a significant difference in disaster preparedness among officers from the urban and rural areas. The area size, location accessibility, the communication network and disaster detection and warning facilities could associate with the results.
Research limitations/implications
The respondents were selected from only two districts in Aceh Province, Indonesia, which are vulnerable to disasters. The study only identifies the disaster preparedness among disaster management agency officers (DMAOs) adopted from LIPI-UNESCO/ISDR about community preparedness in anticipating disasters particularly tsunami and earthquake. Therefore, the results of this study may have limited generalizability to other areas in Indonesia and beyond.
Practical implications
The results of this study could possibly serve as recommendations for policymakers and disaster management agencies, particularly in rural areas to prepare contingency plans that involve both internal and external institutions to arrange the regulations related to community-based emergency response plans and disaster early warning systems. Such programs of education, training and disaster drill needed to be in place and conducted regularly for the officers in a rural area. Finally, the other sub-scales showed no difference in disaster preparedness, however, collaboration and support to each other in disaster risk reduction plan by improving the capacity building, policy enhancement and disaster management guidelines are required. Also, attempts to optimize logistics adequacy, budget allocations and disaster preparedness education and training for both DMAOs are strongly recommended through the lens of the study. The results of the study might useful for further research that could be developed based on this current study.
Originality/value
The emergency response plans and disaster early warning systems were significantly different between the rural and urban officers in disaster preparedness. Attending disaster management programs, experiences in responding to disasters and the availability of facilities and funds could be considered in ascertaining the preparedness of officers to deal with disasters.

This paper aims to examine household preparedness in response to disasters and the role of non‐profit organizations in the public's preparedness.
Design/methodology/approach
The study uses the context of hurricane preparedness of Central Florida residents, using the mail survey method as a data collection tool.
Findings
The findings of the study emphasize the importance of household and individual preparedness in response to natural disasters, specifically to hurricanes. If individuals are not ready, then nobody is ready. The paper finds that households, even with significant experience of disasters, can be complacent in response to disasters.
Originality/value
The paper focuses on household preparedness and emphasizes that the emergency management community needs to make a significant effort in training households.

Abstract
Purpose
The purpose of this paper is to analyse factors influencing perceptions of preparedness in the response to terrorist attacks of operational personnel in Swedish emergency organizations.
Design/methodology/approach
Data were collected using a questionnaire distributed to operational personnel from the police, rescue and ambulance services in eight Swedish counties; 864 responses were received and analysed.
Findings
Three aspects of the perception of preparedness for terrorist attacks among Swedish emergency responders were studied: willingness to respond; level of confidence with tasks; and estimated management capability. Factors which positively influenced these perceptions were male sex, training in first aid and dealing with mass casualty incidents, terrorism-related management training (MT), table-top simulations, participation in functional exercises, and access to personal protective equipment (PPE); work experience was inversely related. Occupation in police or rescue services was positively associated with willingness to respond whereas occupation within the emergency medical services was positively associated with estimated management capability.
Practical implications
These findings show that terrorism-related MT and access to PPE increase the perceptions of preparedness for terrorism among the emergency services, aiding judgements about investments in preparedness by crisis management planners.
Originality/value
Limited research in disaster management and hazard preparedness has been conducted in a European context, especially regarding terrorism. Little is known about aspects of preparedness for terrorism in Sweden, particularly from the perspective of the emergency responders.

Purpose
The purpose of this paper is to identify the issues and challenges in humanitarian logistics and to develop a framework for effectively managing the humanitarian logistics in disaster relief supply chain operations in India.
Design/methodology/approach
This paper presents a framework to manage humanitarian logistics effectively in disaster management through qualitative analysis. First, the author examines the challenges facing the humanitarian logistics and supply chain through the reviews of the literature on various disasters. Then, the author presented a framework based on the best practices and initiatives taken worldwide in the preparedness and response stage of the humanitarian supply chain to manage and reduce the aftermath of any disaster in context to India.
Findings
A framework has been developed to manage humanitarian logistics in the disaster relief operation, which would improve the humanitarian supply chain in India and help to effectively manage natural disasters in the preparedness and response stage at the state and district levels.
Research limitations/implications
The paper mainly emphasises on the preparedness and response stage of disaster supply chain management in Indian context.
Practical implications
None of the disaster incidents can be stopped from taking place, but the impact can be minimised by proper preparedness and effective response during the operations of humanitarian logistics. With this hope, the framework has been developed, which if implemented would help to plan and manage any disaster incident in an effective manner, which ultimately would save millions of lives and cost in terms of infrastructure, property, assets etc.
Originality/value
As natural disaster incidents are occurring frequently in Indian states, there is an urgent need for a framework to manage the logistics operations effectively and efficiently during any disaster relief operations. Limited literature is found on developing and presenting a framework focusing on the preparedness and response phase of disaster supply chain management in context to India. Hence, this paper is believed to be the first to fulfil this gap with main emphasis on the preparedness and response stage of disaster supply chain management in Indian scenario.

Abstract
Purpose
The purpose of this paper is to contribute to a more complete understanding of logistics preparedness. By comparing extant research in preparedness and logistics with findings from empirical analysis of secondary data, the authors develop a definition of and framework for logistics preparedness, along with suggestions for future research agenda.
Design/methodology/approach
The authors link the way in which humanitarian organizations define and aim to achieve logistics preparedness with extant academic research. The authors critically analyze public data from 13 organizations that are active in disaster relief and review papers on logistics preparedness and humanitarian logistics.
Findings
The authors found that, despite the increased attention, there is no unified understanding across organizations about what constitutes logistics preparedness and how it can contribute to improvements in operations. Based on the review of the academic literature, the authors found that the same is true for humanitarian logistics research. The lack of a common understanding has resulted in low visibility of efforts and lack of knowledge on logistics preparedness.
Research limitations/implications
On the basis of extant research and practice, the authors suggest a definition of and framework for logistics preparedness with related suggestions for future studies.
Practical implications
Findings can help the humanitarian community gain a better understanding of their efforts related to developing logistics preparedness and can provide a better basis for communicating the need for, and results from, funding in preparedness.
Social implications
Results can support improvements in humanitarian supply chains, thereby providing affected people with rapid, cost-efficient, and better-adapted responses.
Originality/value
The findings contribute to humanitarian logistics literature, first by identifying the issues related to the lack of a common definition. Second, the authors extend the understanding of what constitutes logistics preparedness by proposing an operationalized framework and definition. Finally, the authors add to the literature by discussing what future topics and types of research may be required.
