Abstract

Purpose

Poverty alleviation has been a major theme of China's modernization process since the founding of New China. This paper points out that China's poverty alleviation process presents three stylized facts: “Miraculous” achievements of poverty alleviation have been made on a global scale; the poverty alleviation achievements mainly occurred in the high growth stage after reform and opening up; the poverty alleviation process is accompanied by the structural transformation of the urban–rural dual economy.

Design/methodology/approach

Therefore, a logically consistent analytical framework should form among the structural transformation of the dual economy, economic growth and the achievements in poverty alleviation. In logical deduction, the structural transformation of the dual economy affects rural poverty alleviation through the effects of labor reallocation, agricultural productivity improvement, demographic change and fiscal resource allocation.

Findings

The first two refer to economic growth, and the latter two are alleviation policies. The combination of economic growth and poverty alleviation policies is the main cause for poverty alleviation performance. China's empirical evidence can support the four effects by which the structural transformation of the dual economy affects poverty alleviation.

Originality/value

China's socialist system and its economic system transformation after reform and opening up provide an institutional basis for the effects to come into play. After 2020, China's poverty alleviation strategies will enter the “second-half” phase, namely, the phase of solving the problems of relative poverty in urban and rural areas by adopting conventional methods and establishing long-term mechanisms. This requires the facilitation of the reconnection between poverty alleviation strategies and the structural transformation of the dual economy in terms of development ideas and policy directions.

Abstract

Purpose

The Chinese Government initiates the targeted poverty alleviation strategy to lift 70.17 million population out of poverty in five years time until 2020. The purpose of this paper is to investigate how the targeted poverty alleviation policy was implemented. The investigation focusses on the people’s voices, implementation challenges and implications for policy making and improvement.

Design/methodology/approach

A nationwide survey covering 2,075 households in 22 impoverished counties of 13 provinces was carried out in August, 2015, providing rich statistics and evidence for the paper. Literature review of China’s poverty alleviation history is also made to lay a research basis for the study.

Findings

There are diverse needs of the impoverished households of different ages and different poverty causes. The defects of the policy are revealed such as the impractical way of accurate poverty identification, the existence of poverty-returning problem and passive poverty alleviation.

Originality/value

The study of the paper investigates the current challenges for carrying out the targeted poverty alleviation and indicates implications for policy improvement. These contribute to the effectiveness and efficiency of the targeted poverty alleviation policy in China.

Abstract

Purpose

Whilst the relationship between corporate social responsibility (CSR) and corporate financial performance has been well documented, CSR has rarely been studied from the perspective of corporate poverty alleviation. This study aims to test whether participation in targeted poverty alleviation (TPA) affects firms' market value and to explore how the magnitudes of market value vary in different CSR environments.

Design/methodology/approach

Based on recent Chinese TPA initiatives and on 108 TPA announcements of Chinese-listed firms from 2016 to 2020, this study adopts an event study method to investigate the impact of firm's TPA announcements on the firm's market value. Then, the authors construct a cross-sectional regression to analyse different CSR factors that may affect market reactions.

Findings

The results demonstrate that TPA announcements can increase a firm's overall market value. Additionally, the results show that TPA way and firm ownership significantly moderate the market reaction, namely the positive reaction is more significant when the TPA announcements involve charity poverty alleviation rather than industrial poverty alleviation and for privately owned firms rather than state-owned firms.

Practical implications

The empirical results help TPA practitioners obtain a nuanced understanding of whether and when to participate in poverty alleviation is worthwhile. This study also provides a reference for poverty alleviation work in countries with similar backgrounds.

Originality/value

This study not only provides empirical evidence for the consequences of poverty alleviation behaviour of firms in developing countries, but also complements the field of CSR research in developed countries.

Purpose

In the presence of government procurement, one important driving force behind a poor farmer entering into sales format agreements is to improve profits. In this study, the authors examine two widely used sales formats, namely resale format and agent format, to investigate how parameters influence the optimal sales format selection and decision equilibriums of supply chain members under the scenarios with or without the buyer's poverty alleviation efforts.

Design/methodology/approach

This paper adopts the Stackelberg game-theoretical approach to examine the interactions between the farmer from poor/rural areas and the buyer.

Findings

The authors find that under certain conditions, the optimal sales format of the poor farmer and buyer can be consistent, which eliminates conflicts in the sales format selection. In addition, with the buyer's poverty alleviation effort, the poor farmer and buyer can achieve the Pareto improvement, which is a win–win outcome for them. The authors also find that the market price in government procurement is independent of competition, which is consistent with practical observations.

Originality/value

It is the first study to investigate the optimal sales format selection given government procurement as a poverty alleviation effort which is in competition with a firm's regular channel.

Abstract

Purpose

Poverty alleviation is a global challenge. Human society has never ceased to fight against poverty. China was once the developing country with the largest rural poor population in the world. Remarkable achievements have been made in China’s antipoverty program over the past decades, shaping a unique poverty reduction strategy with Chinese characteristics. The purpose of this paper is to first review the history of China’s rural reform and antipoverty, and then analyze the related policy systems, mechanism innovations and future challenges in poverty alleviation and development. At last, some specific policy implications were provided.

Design/methodology/approach

Literature on China’s antipoverty history was reviewed and mechanism innovations on targeted poverty alleviation strategy were investigated.

Findings

Along with the deepening of the rural reform, the poverty alleviation and development in new China have undergone six stages, and experienced a transformation from relief-oriented to development-oriented poverty alleviation. The object of poverty alleviation has gradually targeted with a transformation from poor counties/areas to villages/households, and the effectiveness of poverty alleviation is also gradually improved. However, the increase in the difficulty of antipoverty, fragile ecological environment, rapid population aging and rural decline poses challenges to the construction of a well-off society in an all-round way in China. Specific antipoverty measures were put forward based on the investigation. Finally, the authors emphasize the importance of strengthening the study of poverty geography.

Originality/value

This study investigates the history of China’s antipoverty policy and analyzes the future challenges for implementing targeted poverty alleviation policy. These findings will lay a foundation for the formulation of China’s antipoverty policies after 2020, and provide experience for poverty alleviation in other developing countries around the world.

Abstract

Poverty is a global problem and the phenomenon is alarming in the third world including the Muslim Countries (MCs). This paper analyses Islam's view on poverty based on its ideological norms and values. Poverty has been defined from an Islamic perspective that leads to two poverty levels and hence two poverty lines which are quite different from the conventional of concepts of poverty. The basic Islamic sources suggest that Islam dislikes poverty and it provides a conducive framework for alleviation of poverty. Three broad categories of poverty alleviation measures have been analysed. First, the positive measures which include income growth, functional distribution of income, and equal opportunities to all. Second, the preventive measures which are control of ownership and prevention of malpractices in economics and business that lead to income concentration. Third, corrective measures which include compulsory transfer payments, recommended transfer payments, and state responsibility. The positive measures are expected to lead to high level income and its equitable distribution, the preventive measures are expected to limit concentration of wealth, while the corrective measures are meant for correcting imbalances in the distribution of income and wealth, and to upgrade economic conditions of the worse‐off population in the society. If these measures are applied, the problem of poverty could be solved quite substantially. The paper concludes with some recommendations with respect to poverty alleviation in the context of MCs.

Abstract

Purpose

This study aims to understand whether poverty alleviation can be realized in tourism via tourism cooperatives. As a fast growing industry in the world, tourism has accelerated economic development in many participating places. A large number of tourism cooperatives have emerged to capture conspicuous economic benefits from tourism in many rural areas of China. The role of tourism cooperatives has not yet been explored from the poverty alleviation perspective.

Design/methodology/approach

Two field trips to Yuhu Village, Lijiang, China, which included in-depth interviews, were conducted during August and December 2011, aiming at understanding the roles of tourism cooperatives in poverty alleviation. In-depth interviews with villagers (45) and mangers of tourism cooperative (5) were conducted. A systematic coding procedure including open, axial and selective coding was conducted with the software assistance of ATLAS.TI6.2.

Findings

Evidence from Yuhu suggested that resources and power changes, both of which are further divided into both individual and collective levels, are the main contributors to substantial improvements of the poor. Material and social resources were significantly accumulated. In addition, empowerment, referring to the improvements in status, legitimacy and capability/knowledge, facilitated villagers to obtain favorable policies. By embracing a more broad understanding of poverty, the tourism cooperative is proven to effectively alleviate the poverty suffering of Yuhu villagers.

Originality/value

Understanding poverty from a multi-dimensional perspective is deemed to be critical to reveal the actual story, as evidenced in this study, with analyzing resource flows and power changes at different stages of tourism development. By embracing a more broad understanding of poverty, the role of tourism cooperatives in poverty alleviation was able to be noticed and emerged from in-depth interviews. A systematic scrutiny has been carried out to examine the pro-poor effects brought about by tourism cooperatives.

Abstract

Purpose

The purpose of this paper is to examine the impact of public expenditure on economic growth and poverty alleviation in developing countries like India. If poverty and inequality are high, the government may resort to distributive policies at the cost of long-term growth. The distributive policies and poverty alleviation measures fail to achieve success due to lack of good governance, lack of proper targeting and problems in the implementation of such schemes. On the other hand, if the nature of public expenditure is such that it enhances per capita income, it will help reduce poverty.

Design/methodology/approach

After analytical digression and construction of hypotheses panel regression has been done using state-level data in the Indian context to empirically verify the above propositions. Both Fixed effects and Random effects models have been used for this purpose.

Findings

The results show that in states where ratio of public expenditure on the development of infrastructure such as road, irrigation, power, transport and communication is higher, per capita income is also higher and incidence of poverty is lower indicating that economic growth is important for poverty alleviation and development of infrastructure is necessary for growth.

Originality/value

This study demonstrates how public policy and public finance can be used as instruments for removal of poverty.

Abstract

Purpose

The purpose of this paper is to combine the uncertain methods of type-2 fuzzy sets and data envelopment analysis (DEA) evaluation model together. A new type-2 fuzzy DEA efficiency assessment method is established. Then the proposed procedure is applied to the poverty alleviation problem.

Design/methodology/approach

The research method is the DEA model, which is an effective method for efficiency assessment of social–economic systems. Considering the existence of the same efficiency values that cannot be ranked in the proposed DEA model, the balance index is introduced to solve the ranking problem of decision-making units effectively.

Findings

The results show that the proposed method can not only measure the efficiency of the existence of uncertain information but also deal with the ranking of multiple efficient decision-making units.

Originality/value

This paper selects type-2 fuzzy DEA model to express a lot of uncertain information in efficiency evaluation problems. We use the parameter decomposition method of type-2 fuzzy programming or the type-2 expectation values indirectly. The balance index is proposed to further distinguish the multiple effective decision-making units. Furthermore, this paper selects rural poverty alleviation in Hainan Province as a case study to verify the feasibility of the method. The relative efficiency values in different years are calculated and analyzed.
