Abstract

Policing in much of the developing world has always been, in many respects, both dominated by the nonstate and pluralised. Yet, plurality and the nonstate are predominantly conceptualised, by scholars and practitioners alike, as problematic, noninclusive and/or undemocratic. Yet the reality is far more complex than this. In this chapter, we turn the tables on conventional wisdom by looking to the positive features of plural or polycentric forms of security governance by asking how these features might be utilised to provide for more inclusive forms of security governance in the Global South. Drawing on empirical research in South Africa on plural policing arrangements, this chapter considers how Sustainable Development Goal 16 which seeks to ‘promote peaceful and inclusive societies’ might be realised within plural governance systems. This chapter seeks to demonstrate that certain conditions need to be in place for plural or polycentric systems of security governance to coprovide effective and inclusive security for the collective good and, furthermore, that the positive features of the nonstate can be harnessed to give effect to the SDGs.

Abstract

Purpose

The purpose is to investigate a position for engaged scholarship bridging the gulf between theorizing and practice in a social system perspective using Design Thinking for assisting the emergence of a semantic reservoir in a polycentric network “in spe”.

Design/methodology/approach

The paper combines social systems theory with the concept of engaged scholarship based on Design Thinking, and illustrates how such a research position might be applied to problems of polycentric networks as a theoretical/methodological case.

Findings

The paper concludes on a possible role for an engaged scholarship as a midwife assisting the emergence of a shared semantic reservoir that is needed to make commitments and couplings possible to become a polycentric network. Design Thinking is explained as a structured way to irritate (disturb) other systems, and the role of a shared semantic reservoir for a polycentric network “in spe” is accounted for.

Originality/value

Bridging the gulf between theorizing and practice in management theory is under-explored, and social systems theory underlines the immanent rigor-relevance gap, which this paper suggests a way not to overcome, but to bridge. The discussion of the rigor-relevance gap is revisited. Also, the critical process for a shared semantic reservoir to emerge in the formation of poly-centric networks is underexplored and so are its role for coupling of networks. The conceptual understanding thereof is also contributed to.

Abstract

Purpose

Due to the close connection between urban cluster and carbon emissions (CEs) but a lack of study on it of the construction industry, this paper aims to explore the relationship between the polycentric spatial structure (PSS) of the urban clusters and CEs of the construction industry (CECI).

Design/methodology/approach

This research uses panel data of 10 Chinese urban clusters from 2006–2021, calculates their PSSs in the aspects of economy and employment and adopts a panel regression model to explore the effect of the spatiotemporal characteristics of the PSSs on the CECI.

Findings

First, the CECI in 10 Chinese urban clusters showed a rising trend in general, and the CECI in the Yangtze River Delta (YRD) was much higher than those in the rest of urban clusters. Second, both Shandong Peninsula (SP) and Guangdong-Fujian-Zhejiang (GFZ) exhibited high degrees of polycentric characteristics, while Beijing-Tianjin-Hebei (BTH) showed weaker degrees. Third, the results demonstrated that the polycentric development of urban clusters did not help reduce the CECI but rather promote the CE. The polycentric index, considering the linear distance from the main center to sub center, had a more significant impact on the CECI.

Originality/value

Previous studies have investigated the impact of urban spatial structure (USS) on CEs; however, few of them have studied in the field of construction industry. Moreover, most research of CEs have concentrated at the national and provincial levels, with fewer studies on urban clusters. This paper contributes to this knowledge by investigating how the PSS of urban cluster influence the CECI.

Abstract

Sustainable energy has been on the political agenda in Denmark for decades. This chapter will highlight how wind turbine production quite unforeseen became a great success in Denmark before the turn of the Millennium. An integrative public leadership approach using a mix of supportive institutional designs and instruments, combined with an unexpected bottom-up pressure for alternatives to nuclear power, promoted ways for wind turbine innovation and production in the 1970s. After the turn of the Millennium, being a huge financial success creating many new jobs and export has it developed into a cluster based on huge investments and professionalised developers. The comprehensive transition of wind turbine production in Denmark, from small scale to large scale, has however provided a counterproductive decrease in community commitment for local renewable energy production.

Denmark is known internationally as a climate frontrunner and not only due to wind turbine production and planning. The status is obtained by polycentric governance applied in cooperative-owned energy systems. The Danish response to climate change is a concerted effort of a plethora of public and private actors, providing a crucial momentum and robustness in climate politics not at least generated from a genuine civic society involvement. ‘The Danish Energy Model’; a withhold strategic effort to combine ambitious renewable energy goals, energy efficiency targets and political support of technical and industrial development has for four decades, succeeded in providing high levels of cheap energy supply, while partly reducing fossil fuel dependency at the same time.

Abstract

The chapter is based on the Social Foundation project: ‘Digital Pathways to Growth: Competency’ conducted in the region of Zealand in Denmark. The process of creating a multifunctional semantic – a competency model – is unfolded. Informed by social system theory the semantic required to enable dialogue in a polycentric network is analysed. The participants are various small and medium-sized enterprises, across many occupations and tasks, different types of educational and training organisations as well as process consultants from various knowledge institutions, labour unions and industrial interest organisations. The model is designed through a participatory process to help this polycentric network of organisations to build competencies for the digitalisation ahead.

We argue that design thinking and engaged scholarship in the construction of a multifunctional semantics – such as the competency model – is useful both as a practical method and as a semantic research strategy informed by social system theory. The role played by design thinking when developing the competency model as a multifunctional semantic is concluded and the future research outlined.

The research generates knowledge of practical value for networked collaboration in educational ‘ecologies’ as the need increases for stronger links between education, business and research, as well as the involvement of social partners and civil society to increase Europe’s innovation capacity as advised by both the OECD and the EU.

Abstract

This chapter uses the theory of complex systems as a conceptual lens through which to compare the work of Friedrich Hayek with that of Vincent and Elinor Ostrom. It is well known that, from the 1950s onwards, Hayek conceptualised the market as a complex adaptive system. It is argued in this chapter that, while the Ostroms began explicitly to describe polycentric systems as a class of complex adaptive system from the mid-to-late 1990s onwards, they had in fact developed an account of polycentricity as displaying most if not all of the hallmarks of organised complexity long before that time. The Ostromian and Hayekian approaches can thus be seen to share a good deal in common, with both portraying important aspects of society – the market economy in the case of Hayek, and public economies, legal and political systems, and environment resources in the case of the Ostroms – as complex rather than simple systems. Aside from helping to bring out this aspect of the Ostroms’ work, using the theory of complex systems as a framework for comparing the Hayekian and Ostromian approaches serves two other purposes. First, it can be used to show how one widely criticised aspect of Hayek’s theory of society as a complex system, namely his account of cultural evolution via group selection, can be strengthened by an appeal to the work of Elinor Ostrom. Second, it also helps to resolve a tension – ultimately acknowledged by the Ostroms themselves – between some of their explicit methodological pronouncements and the actual, substantive approach they adopted in their analysis of polycentric systems.

Purpose

The article aims to investigate how product manufacturing firms can configure their global service approach.

Design/methodology/approach

A qualitative, multi‐case research design was employed.

Findings

The following four global service approaches could be identified: integrated and ethnocentric; integrated and polycentric; separated and polycentric; and separated and geocentric.

Research limitations/implications

The research findings are limited in generalizability because of the qualitative research approach.

Practical implications

Exploring global forms of and supply chain configurations for services supports the efforts of manufacturing firms in developing new service‐based and relationship‐based value propositions.

Originality/value

The study contributes to the debate on integrating versus separating the service organization. It offers a complementary explanation on integrating and separating the service business, through a differentiation into central and local (market) organizations.

Abstract

Purpose

The purpose of this paper is to examine the relationship of business strategies with executive staffing of multinational companies (MNCs).

Design/methodology/approach

Based on in-depth interviews conducted with top executives of 22 MNCs’, the authors identify important connections between international business strategies and staffing orientation. The authors used the qualitative research approach of building theory from interviews; thus, creating theoretical propositions from empirical evidence.

Findings

The authors find that when the pressure for global integration is high, MNCs use more parent-country national (PCNs) (ethnocentric staffing) as against the use of host-country managers (HCNs) (polycentric staffing) when this pressure is low. Additionally, MNCs using a global strategy are more likely to use an ethnocentric staffing approach, those using a multi-domestic strategy use a polycentric approach and firms using transnational strategy adopt a mix of ethnocentric and polycentric approaches.

Research limitations/implications

Although the authors derive theoretical patterns based on rich qualitative data, their sample is relatively small and comprises mostly of French MNCs. Generalizability to a broader context is limited. However, the authors’ findings have critical implications for future research.

Practical implications

The authors’ findings provide critical managerial implications for MNCs in matching their HR strategies with business strategies. These are important for effective strategy implementation.

Originality/value

Although MNC staffing orientations have been studied for a long time, their relationship to international business strategies is still not clearly understood. The authors contribute to the literature by investigating the relationship between MNCs’ business strategy types with staffing orientations.

Abstract

Over the past four decades, many urban regions, including the Amsterdam region, have changed from compact monocentric urban entities to - albeit still fairly compact - polycentric urban regions. This has been illustrated frequently and in various ways, for example with daily interaction information. A question relevant to this transformation concerns the implications it poses to the different centres and milieus in the urban region, especially the “old” central city. Is the central city quickly losing position, or is it gaining a new, vital place in the urban region? Can the answer to that be deduced from the population dynamics in the urban region? Is insight into the residential mobility process helpful in understanding the changing residential structure and the functioning of the urban system? This paper addresses these questions, using data that make it possible to analyse urban dynamics.

Abstract

Purpose

This study aims to help develop “business principles for stakeholder capitalism” in two steps. First, the study defines internal logic of three theories of capitalism and two variants within each theory. Second, it examines approaches to integration into modern democratic capitalism. Treating the three theories as substitutes identifies relative strengths and weaknesses; complementarity and partial overlap approaches to integration study the institutional settings within which stakeholder capitalism operates. Empirical outcomes reflect competition between market and stakeholder businesses for participants, with institutional conditions determining the scope of collective action.

Design/methodology/approach

The approach aligns three typologies in a unique conceptual arrangement defining the three theories of capitalism: forms of capitalism, potential failures of each form and associated types of goods. The first method examines the internal logic of each theory of capitalism. The second draws on traditional narrative review of references documenting each theory of capitalism and variants together with modern Marxist anti-capitalism.

Findings

Three typologies align uniquely with the theories of capitalism, each having two variants. Both variants of stakeholder capitalism are compatible with compassionate capitalism, constitutional government or polycentric governance but not with self-interest capitalism, dictatorship or Marxism. A theory of modern democratic capitalism allocates roles for private, club and social goods with empirically variable mixes occurring across countries. Competition among different types of enterprises provides an empirical test for comparative advantages of stakeholder capitalism. Future research should consider approaches for testing the proposed conceptual scheme in practice concerning capacity to deal with grand challenges, wicked problems and black swan events.

Research limitations/implications

Research approach is limited to logical examination of theories and literature documentation without direct empirical confirmation. The study does not address practical implications for managers and public officials or social implications concerning private incentives, stakeholder cooperation or collective action.

Originality/value

Originality lies in shifting terms of debate about stakeholder capitalism from advocacy of substitute theories to understanding of its relationship to market capitalism and collective action capitalism. Value lies in explaining desirability of theoretical integration of three types of capitalism into a comprehensive framework for modern democratic capitalism.
