Abstract

Purpose

Seeks to understand the inter‐organisational networks that influence events tourism strategy making by public‐sector event development agencies in Australia.

Design/methodology/approach

A qualitative methodology of convergent interviews, followed by multiple case research across six Australian states and territories, was employed. The inter‐organisational relationships and networks of events agencies that impact on their strategy processes for events tourism were the “cases” in focus.

Findings

Strategies of a reactive‐proactive nature mostly guide events tourism development by Australia's corporatised event development agencies. These agencies maintain “soft”, loosely formed networks that consist of relatively stable clusters of intra‐governmental and corporate membership with a peripheral, ad hoc membership of other stakeholders.

Research limitations/implications

Although the paper studies perceptions of strategy making at a single point in time, it provides valuable insights into the public sector environment, institutional settings and key relationships that impact on events tourism strategies.

Practical implications

Event development agencies should consider how the unique requirements of event bidding, event development and expansion might facilitate different types of stakeholder engagement and network formation. Integration of regional, metropolitan and state strategies for events tourism may also widen the network of influence on strategies.

Originality/value

The paper informs public sector operatives establishing or managing event development agencies, where tourist generation is a primary marketing goal. It contributes new knowledge in a tourism field that is under‐researched.

Abstract

Purpose

The purpose of this paper is to reflect on the persistence of vertical segregation in the European labour market, suggesting an interpretation of the phenomenon (and a consequent basis for intervention) based on the concept of gender practice.

Design/methodology/approach

The paper is theoretical in nature. It consists of a brief survey of the main explanations proposed in the literature and of the approaches most frequently used to counteract vertical gender segregation. It then focuses on a practice‐based approach.

Findings

The paper describes the opportunities offered by an approach based on an interpretation of gender as practice.

Originality/value

The paper intends to provide the debate on gender and management with insights derived from adoption of an interpretative perspective emergent from both the theoretical point of view and that of managerial action and policy.

Purpose

The purpose of this paper is to argue and explore how local meaning-making processes of leaders also occur in embodied and affective registers. The paper aims to introduce the theoretical concept of affect to studies of local public leadership.

Design/methodology/approach

The paper reports from an ethnographic study of local leaders managing educational institutions in Denmark. The paper takes a constructivist or interpretive approach where it is acknowledged that data is not just out-there ready to be collected and reported but is constructed and interpreted in particular manners as part of the complex encounter between researcher and field.

Findings

The paper zooms in one particular instance where a leader breaks down in tears and where the tears seem to evoke a particular affective atmosphere. Thus, the paper shows how, just below the elite narrative of a need for stronger, individual and more evidence-based management, we find a myriad of meaning-making processes that transgress distinctions between the corporeal, affective and discursive.

Research limitations/implications

As an ethnography conducted in a local setting, the paper avoids broad generalisations. The findings reflect the theoretical ambition of discussing the role of embodiment and affect in local leadership as much as the studied setting.

Practical implications

The study testify to how policy implementation can take many unexpected turns as local leaders interpret and make sense of policy ambitions in many different ways. Moreover, it testifies to how leaders are informed by embodied experiences and affective atmospheres in their sense-making processes.

Originality/value

The paper is one of the first attempts in public leadership to discuss the role of embodiment and affect in local public leadership.

Abstract

Purpose

The purpose of this paper is to investigate the potential, both analytically and practically, of understanding research methods as bridging devices. Methods can bridge theory and empirics, but it is argued that they can perform several bridging functions: between theory and praxis, between analysis and strategy and between past and future. The focus is on those forms of bridging relevant for understanding and effectuating change in governance, at community level and at the scale of organizations.

Design/methodology/approach

The paper develops a perspective on methods as bridging devices. It uses the newly minted methods of governance path and context mapping as a case study. These methods conceptually derive from evolutionary governance theory (EGT) and were developed and tested in Canadian empirical research. The case helps to develop insight in features, forms and limitations of methods as bridging devices in governance research and practice. The authors then use the case to further develop the initial concept of bridging more generally, emphasizing the shifting balance between methods as bridging and creating boundaries.

Findings

Both the case study and the theoretical analysis underline the necessary imperfection of any method as bridging device. The authors affirm the potential of method to perform different bridging functions at the same time, while revealing clear tradeoffs in each role. Tradeoffs occur with adapted versions of the method producing new strengths and weaknesses in new contexts. In each of the forms of bridging involved neither side can be reduced to the other, so a gap always remains. It is demonstrated that the practice of bridging through method in governance is greatly helped when methods are flexibly deployed in ongoing processes of bricolage, nesting and modification. Governance enables the continuous production of new framing devices and other methods.

Originality/value

The idea of methods as bridging devices is new, and can assist the development of a broader understanding of the various forms and functions of research methods. Moreover, it helps to discern roles of research methods in the functioning of governance. The context of governance helps to recognize the multi-functionality of research methods, and their transformation in a context of pressured decision-making. Moreover, this approach contributes to the understanding of governance as adumbrated by EGT.

Abstract

Purpose

The paper, starting from research conducted on the implementations of gender policy in six Italian regions, aims to explore the limits of the actual strategies and ask some questions on the possibility to enter some principles of the diversity management (DM) approach in the Italian context.

Design/methodology/approach

The qualitative research was conducted through a textual analysis of the Regional Operative Plain, and some interviews with the different stakeholders involved in the planning and implementations of the policies.

Findings

Starting from the characteristics of the regional policies, the research provides some indication of levels of applicability of the DM in the Italian context in terms of both definition and execution of the interventions.

Research limitations/implications

The paper presented has important implications for the field of equality and diversity in Mediterranean countries, but the research is based only on institutional policies and not on the organizational measures, so researchers are encouraged to deepen the organizational practices.

Originality/value

This paper aims to reduce the gap in the current literature that often does not consider the necessity of studying the detailed rules of defining and implementing policies in close relation with the characteristics of enterprises and institutions.

Abstract

Based on representative longitudinal data (CNEF 1980–2013) the paper analyzes gender differences of the level and the determinants of earnings dynamics in the work life of different cohorts of employees in Germany, Great Britain, and the United States. Notwithstanding country differences concerning the existing welfare state regime constituting the institutional settings of the labor market, the educational system, and family role models, the empirical results show decreasing earnings mobility in the work history. The earnings level, educational attainment, family size, the occupational choice, the career stage, the birth cohort, and the macroeconomic fluctuations significantly influence earnings mobility. In the United States, earnings mobility is significantly lower and gender differences are less pronounced than in Germany and Great Britain. The gender gap of earnings mobility is less expressed for younger cohorts of German employees. The increase of the gender gap of earnings dynamics in the course of the work career indicates continuing heterogeneity of labor market behavior and outcome of women and men which contribute to persistent economic and social stratification.

Abstract

Children – their number, their welfare, their property (whom they belong to), their education – have long been a matter of public concern. What a “proper” childhood should be is always a highly politicized issue never left entirely in private hands. Modern societies in particular have rendered explicit and institutionalized the existence of a public interest in children and in childhood as constituted within, but also outside, families. In this volume, we use the expression “politicizing of childhood” in a broad sense in reference to the ways in which childhood is conceptualized not only as a primary family or parental responsibility, but, in addition, as a matter of public importance and concern, something for (welfare) state intervention. “Politicizing of childhood” encompasses the public motivation and mobilization for childhood change; the political processes in which policies are formulated, legislated and enacted; the response to policy interventions that may in turn feed back into public and political discourse, policy formulation and so on (see Ellingsæter & Leira, 2006, p. 4). The contributions in this volume illustrate one or more of these processes.

Abstract

Purpose

The paper aims to offer a contribution to the development of conservation scheme management by examining some of the ethical dilemmas that are commonly encountered in conservation projects.

Design/methodology/approach

The approach is a detailed and critical review of existing literature and recent policy direction.

Findings

A practitioner's response to the various dilemmas will not only need to be conditioned by the codes of conduct of the various professional institutions but also through the explicit recognition of the very different set of ethical dilemmas that are encountered in conservation projects.

Originality/value

The paper contributes to the broader appreciation of the ethical dilemmas that may be encountered in contemporary conservation practice. The paper can inform conservation consultants, administrators, specialist trades, educators and the non‐specialist reader.

Abstract

Purpose

This paper aims to investigate the ways in which gender influences entrepreneurial motivations and barriers in the Brazilian tourism sector. As an economic process, tourism entrepreneurship is widely spread in Brazil, with tourism development programs promoting it as a strategy to empower women, however limited research exists on how gender roles influence entrepreneurial ideals. This nationwide study aims to provide a contemporary insight into how tourism entrepreneurs in Brazil are situated within current entrepreneurship theorizing by questioning the complexity caused as gender roles influence entrepreneurial conceptualizations of what constitute motivations and barriers.

Design/methodology/approach

This study uses online questionnaires aimed, for the first time, at a large variety of tourism sub-sectors in Brazil. Having nation-wide scope, the questionnaires produce knowledge on what motivates and what constrains Brazilian tourism entrepreneurs through a gender lens. Quantitative analysis using SPSS statistical software tests the statistical significance of results and is complemented by the integration of feminist economic theories into the analytical framework.

Findings

The current study’s findings highlight the invisibility of gender’s workings, as the majority of participants did not conceive gender as playing a role in their entrepreneurial experience. Entrepreneurial motivations and barriers show a departure from past literature, such as the fact that similar numbers of male and female tourism entrepreneurs perceive networking as a significant entrepreneurial barrier. This and other interesting findings prompt for alternative conceptualizations of discourses surrounding women’s involvement in tourism entrepreneurship.

Originality/value

This study consists of an original contribution to knowledge on tourism entrepreneurship in Brazil as this is the first time an empirical study has been made on a nation-wide scale regarding the role of gender in Brazilian tourism entrepreneurs’ motivations and constraints.

Abstract

Purpose

This paper aims to investigate factors which may influence or bias judges’ decisions to exclude or admit the testimony of accounting expert witnesses, under the US judicial guidelines commonly known as the Daubert/Kuhmo standards. Accounting experts are increasingly providing expert testimony as a part of financial litigation support services.

Design/methodology/approach

Judges’ decisions, in which opposing council evoked a Daubert/Kuhmo challenge to the testimony provided by 130 professional accountants serving as expert witnesses, were analyzed. The period of study was 2010 through 2014. Based on prior research, three variables believed to potentially influence or bias judges to systematically exclude expert testimony were examined: gender, complexity and familiarity.

Findings

The results of binary logistic regression show that none of the variables has a significant relationship to the accounting expert witnesses’ probability of surviving a challenge to Daubert/Kuhmo standards. Findings suggest that judges are objective in evaluating the testimony provided by accounting experts under Daubert/Kuhmo guidelines and that they may be immune to biases based solely on gender, complexity and familiarity.

Originality/value

These results will be of interest to judges, lawyers and forensic accountants acting as expert witnesses.
