Abstract
Purpose
This article addresses the health problems of Puerto Rico by looking at them from the perspective of food and agriculture, underlining that there is a substantial policy divide between agricultural policy and health. This reframing insists that we attend to the relationships between agriculture and food policy in order to offer new ways to think about the prevalence of so-called “lifestyle diseases” in Puerto Rico.
Methodology/approach
This study draws on a forensic research strategy that follows the framing of food and agriculture policies through a three-step diagnosis process using a mixed method approach. This three-dimensional analysis focuses on (1) history, (2) statistics, and (3) policies and legislations.
Findings
The disconnection between health and agriculture policies materializes (1) throughout 19-20th century agricultural developments, (2) across the current agriculture organization, and, (3) through legislations and policies. A dominant understanding of agriculture as a predominantly economic and trade-driven sector fuels this policy divide.
Originality/value
This article calls for a new policy imagination that will allow for a re-conceptualization of agriculture policies as health policies. In order to bring forward this policy imagination, this article suggests returning to ideas that precede the production and articulation of the policy divide through a re-appropriation of Latin American indigenous knowledge and ideas. As such, the Andean concept of Buen Vivir represents a particularly promising path explored in this article.

Abstract
Purpose
This study aims to statistically verify the links of income and education with information and communication technology (ICT) diffusion across 191 countries of the world taking into account a total of 9 indicators best representing the socio-economic variables.
Design/methodology/approach
Multivariate regression analysis was used as a prime method to rigorously test the relationships of income and education with ICT diffusion across 191 countries. Statistical Package for the Social Sciences (V. 22) was used to analyze and predict patterns in the data.
Findings
The results support the hypotheses that income and education are positively related to ICT diffusion. The findings statistically confirm that poverty is a leading cause of digital divide worldwide.
Research limitations/implications
Academic, policy and practice groups should work in collaboration to fight against digital divide. Present results also imply that digital divide shall never end but rather it can be controlled to an extent with multiple collaborative efforts.
Originality/value
Prior research assignments on the digital divide concentrate on exploring the links between few socio-economic and ICT variables in select few regions theoretically. The present work addresses this literature gap by developing and testing two hypotheses to statistically investigate the relationships between a broad set of socio-economic and ICT indicators.

Abstract
Purpose
Science and technology innovation policy has important strategic significance with respect to the promotion of an innovation orientation in our country, and the classification and measurement of regional science and technology innovation policy urgently require research attention.
Design/methodology/approach
In this paper, we use text mining and principal component analysis to analyze the classification and measurement of technology innovation policy based on data obtained from Zhongguancun Science Park.
Findings
The empirical results indicate that regional science and technology innovation policy can be divided into four types: authoritative, guiding, urgent and periodical. The key measurements are function type, intensity, resource supply, funding level and funding effectiveness.
Originality/value
A comparative analysis is performed to investigate the different types of regional science and technology innovation policy measurement. Additionally, the study’s limitations are discussed, and future research directions are proposed.

Abstract
Purpose
This paper aims to test the causal relationship between urban-biased policy and urban-rural income gap and further examine the moderating role of government intervention.
Design/methodology/approach
Based on the provincial Government Work Reports and the long-term policy practice of implementing the target responsibility system, the authors construct a unique indicator of urban-biased policy in China. Further, applying the panel data of 30 Chinese provinces in 2003–2018, the authors explore the causal relationship between urban-biased policy and urban-rural income gap.
Findings
The results show that urban-biased policy has contributed to the widen urban-rural income gap in China, which supports Lipton's urban-biased hypothesis. Further research shows that the stronger the government intervention, the bigger the role of urban-biased policy in widening urban-rural income gap.
Originality/value
On the one hand, this study not only investigates the direct effect of urban-biased policy on urban-rural income gap, but also examines the moderating effect from the perspective of government intervention, which helps to enrich the relevant studies of urban-biased theory. On the other hand, the authors' findings provide the latest empirical evidence for urban-biased policy to widen urban-rural income gap and presents a reference and warning for China and other developing countries about balancing the relationship between equity and efficiency during economic development.

Purpose
Under the background of economic and technological globalization, all countries will pay attention to science and technology innovation policies. At this time, the era of innovation policy plays an important role. In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, earnestly innovate development concepts and strengthen the key supporting role of scientific and technological innovation for social development.
Design/methodology/approach
The research will make an in-depth study on the policy of scientific and technological innovation, take the change trend of the number of laws and regulations and the analysis of the basic content as the entry point, and classify it from five different aspects, such as the policy of scientific and technological system and mechanism, the policy of financial guidance, the policy of technological innovation of enterprises, the policy of scientific and technological talents, and the policy of intellectual property.
Findings
Through the comparison of the development history of science and technology policies at home and abroad, the development history of science and technology innovation policies under the special national conditions of China is obtained. Combining with the relevant basic theories of science and technology innovation system, designing from the publishing department, main content, and implementation subject, constructing a synergistic science and technology innovation system of “government, industry, university and research,” and forming an “integration of supply and demand” technology innovation framework will guide the development of China's science and technology innovation in the future.
Originality/value
The authors construct the policy framework of science and technology collaborative innovation based on the concept of science and technology innovation policies. The framework has realistic significance for its future development.

Abstract
Purpose
The purpose of this paper is to analyse the policy instruments used by the China's Government on prefabricated construction (PC) development, with the aim to clarify the pattern and discover the focus of the policy instruments using the methods of bibliometric analysis and content analysis.
Design/methodology/approach
Through a thorough screening by all researchers, 25 policies were identified from 1995 to 2021 were selected and analysed. The external attribute analysis clarified the issuing year, organisation, and the format of each policy. The content analysis was adopted firstly to analyse the policy instrument. An analysis framework including environmental instruments, supply instruments and demand instruments was applied in categorising and counting of each policy instrument. The bibliometric analysis was then carried out to extract keywords of the policy instruments, construct a co-word network and complete the cluster analysis.
Findings
The results indicate that the policies lack consistency and had relatively low authority. The results of content analysis show that the policy system relies heavily on environmental and supply instruments, whilst the use of demand instruments seems to be grossly inadequate. The results of the bibliometric analysis identify the core ideas of each policy instrument category, discuss the existing problems and then put forward the corresponding countermeasures.
Research limitations/implications
This study comprehensively and systematically analysed the policy instruments on facilitating the development of PC in China which broaden the research perspectives of the PC development by introducing the methods of political science. The research findings afford helpful information for future policy adjustments and elucidate the effective delivery of policies to facilitate PC development for developing countries.
Originality/value
This study provides an in-depth understanding of policy instruments used by China's Government on PC development. By integrating the policy instrument analysis framework into the mixed methods of content analysis and bibliometric analysis, this study provides an innovative way to conduct policy instrument analysis.

Abstract
This chapter uses macro policy analysis conducted at the Center for Teacher Education Research (CTER), Beijing Normal University to analyze the decision-making concerning teacher internship from the perspective of national policy. Internship, a teacher preparation policy initiative in China, is both needed to ease the teacher shortages in rural and poor areas of China and to create new models of teaching practice. Attention is then given to two aspects in policy implementation – student teachers’ learning and teachers’ multiple forms of instruction – from the perspective of teacher preparation. To conclude, the chapter offers some summary statements having to do with the policy debate and the implementation of the internship in China.

Current networks are providing plenty of services that users can access and use. These services are more and more pervasive and deployed in different networks distributed across an environment. This raises the problem of managing such environments in order to grant access to services from anywhere and to adapt the environment’s networks to dynamic changes. Also, there is a need of an autonomous behavior to reduce human intervention and assure environment’s consistency. This autonomous and distributed behavior leads to the definition and integration of existing and new technologies to enable autonomous distributed management. This is fulfilled by providing paradigms that bring awareness about the surroundings and enabled tools to manage and adapt the environment’s resources. The main problem is to dynamically provide auto‐configuration of networks to deal with the frequent changes which results from users’ roaming, changing services constraints, and changing services themselves, and adding, upgrading or removing policies. The outcome of these issues is a dynamic system with complex management. Hence, this paper proposes the integration of different techniques to provide an autonomous, distributed, and secure management including auto‐configuration, adaptation, and auto‐protection of pervasive environments. Then, policies control the behavior of the environment, devices configuration and the enforcement of security mechanisms to protect sensitive data. Also, mobile agents are employed to distribute management tasks across the distributed environment. In order to provide auto‐protection capabilities, the autonomous behavior of the environment have to be secured. Actually, this security issue is addressed by defining an agent‐based Public Key Infrastructure (PKI) with X.509 certificates. The agent ensures then that the security functions are applied across all the distributed networks, where specific agents are responsible for conveying necessary information and certificates to local environments. Finally, the paper proposes a semantic‐based privacy management approach using ontologies to decide how privacy information is handled in the environment.

Abstract
Purpose
One of the major methods to promote small- and medium-sized enterprises (SMEs) in public procurement is to split tenders into lots. The basic assumption is that SMEs have better chances of awarding smaller or more specialized contracts. This paper aims to investigate whether this widely accepted assumption is correct.
Design/methodology/approach
This article examines four hypotheses about the factors that influence SME success in public procurement. The empirical analysis uses real data from 380 contract award files and logistic regression to test the hypotheses.
Findings
The results show that a higher number of lots in a tender does not significantly increase the success rate of SMEs, and other factors, including the type of public procurement procedure, the number of participating companies and the overall tender volume, significantly influence SME success.
Research limitations/implications
There are several implications for theory and practice, including the need to further strengthen the academic evaluation of public procurement policies, the suggestion to implement SME support instruments in public legislation with the utmost caution in practice and the managerial indication that SME competitiveness is more relevant to their success in public bidding than public support policies.
Originality/value
The findings stand in fundamental contrast to the legal regulations, which postulate that lots are the driving force for SME promotion in public procurement. This is also in contrast to public procurement policies that, for many years, have recommended splitting contracts into smaller lots to become SME-friendly.
