Abstract

A thematic analysis of teachers’ experiences in implementing the Annual National Assessments (ANAs) policy in South Africa was presented in this chapter. Describing the lack of preparation and capacity building on behalf of policy makers, this chapter argued that teachers’ roles in the policy formulation of the ANAs positioned them as only policy implementers without agency. Two broad categories described the experiences. The first was concerned with the preparation process of assessments. The second was concerned with the implications of assessments, outlining the worry and fear in the use of results for teacher blaming culminating in a standoff between teacher unions and the ministry. The shift in the policy mandate expressed through increased reporting and monitoring requirements for poor performing schools reveals that the assessments deviated from being a diagnostic tool to testing for teacher accountability. Finally, the chapter concluded with a reflection on how the National Assessment Framework, set to replace the ANA policy, could be strengthened based on the opportunities revealed by the ANA policy implementation process.

Abstract

Purpose

The purpose of this paper is three-fold. Firstly, through selected case studies, to provide an overview of how non-traditional data from digital public services were used as a source of knowledge for policymaking. Secondly, to argue for a design for policy approach to support the successful integration of non-traditional data into policymaking practice, thus supporting data-driven innovation for policymaking. Thirdly, to encourage a vision of the relation between data-driven innovation and public policy that considers policymaking outside the authoritative instrumental logic perspective.

Design/methodology/approach

A qualitative small-N case study analysis based on desk research data was developed to provide an overview of how data-centric public services could become a source of knowledge for policymaking. The analysis was based on an original theoretical-conceptual framework that merges the policy cycle model and the policy capacity framework.

Findings

This paper identifies three potential areas of contribution of a design for policy approach in a scenario of data-driven innovation for policymaking practice: the development of sensemaking and prefiguring activities to shape a shared rationale behind intra-/inter-organisational data sharing and data collaboratives; the realisation of collaborative experimentations for enhancing the systemic policy analytical capacity of a governing body, e.g. by integrating non-traditional data into new and trusted indicators for policy evaluation; and service design as approach for data-centric public services that connects policy decisions to the socio-technical context in which data are collected.

Research limitations/implications

The small-N sample (four cases) selected is not representative of a broader population but isolates exemplary initiatives. Moreover, the analysis was based on secondary sources, limiting the assessment quality of the real use of non-traditional data for policymaking. This level of empirical understanding is considered sufficient for an explorative analysis that supports the original perspective proposed here. Future research will need to collect primary data about the potential and dynamics of how data from data-centric public services can inform policymaking and substantiate the proposed areas of a design for policy contribution with practical experimentations and cases.

Originality/value

This paper proposes a convergence, yet largely underexplored, between the two emerging perspectives on innovation in policymaking: data for policy and design for policy. This convergence helps to address the designing of data-driven innovations for policymaking, while considering pragmatic indications of socially acceptable practices in this space for practitioners.

Abstract

Quality-Oriented Education (su zhi jiao yu) is a national education reform initiative that presents ongoing opportunities and challenges to schools, local bureaus of education, and the overall educational system in China today. This chapter seeks to gain insight into if and how Quality-Oriented Education, 10 years into its enactment, has taken root in practice. We posit that a reform agenda is best manifested through well-aligned and operable standards for school effectiveness. We introduce the policy-driven definition for school effectiveness and an evaluation framework depicting the intended focus of Quality-Oriented Education. Using an iterative and inductive process for content analysis, we compare the policy-driven framework with the coding results of a 2009 national inventory of actual school evaluation schemes in 91 Chinese school districts. Our review points out that the new mission of Quality-Oriented Education advocates educational equity, curriculum reform, and systemic support for school-based management. However, at the operational level, there are great variations in terms of content domain, focus, and function among school evaluation schemes with notable regional differences. Furthermore, schools are still caught between the existing system that measures school performance by achievement and the intended accountability scheme that calls for enhanced student ability. This chapter adds to the empirical foundation for the development of a new framework that not only captures the spirit of the national educational reform but also is informed of the developmental needs of schools in drastically different geo-economical and social conditions.

Abstract

Purpose

Systemic risks originate in tightly coupled systems. They are characterised by complexity, transboundary cascading effects, non-linear stochastic developments, tipping points, and lag in perception and regulation. Disasters need to be analysed in the context of vulnerabilities of infrastructure, industrial activities, structural developments and behavioural patterns which amplify or attenuate the impact of hazards. In particular, disasters are triggered by chains of events that often amplify and also multiply damages. The paper aims to discuss these issues.

Design/methodology/approach

The paper applies the concept of systemic risks to disasters more precisely to the combination of natural and human-induced disasters. The paper refers to the International Risk Governance Council’s Risk Governance Framework and applies this framework to the systemic aspects of disaster risks.

Findings

The paper maps out strategies for inclusive governance of systemic risks for disaster prevention and mitigation. Furthermore, the paper highlights policy implications of these strategies and calls out for an integrated, inclusive and adaptive management approach for the systemic aspects of disaster risks.

Originality/value

The paper fulfils the identified need to analyse disaster risks in the context of vulnerabilities of infrastructure, industrial activities, structural developments and behavioural patterns which amplify or attenuate the impact of hazards.

Abstract

Purpose

There are many pragmatic challenges and complex interactions in the reduction of systemic disaster risk. No single agency has the mandate, authority, legitimacy or resources to fully address the deeper socio-economic, cultural, regulatory or political forces that often drive the creation and transfer of risk. National leadership and co-ordination are key enablers. This paper shares Australia's progress in building an enabling environment for systemic disaster risk reduction, and specifically how a change in thinking and resolve to work differently is beginning to shape nation-wide reforms and national programs of work.

Design/methodology/approach

The project and program of work adopted an inclusive, collaborative, co-design and co-production approach, working with diverse groups to create new knowledge, build trust, ongoing learning and collective ownership and action. Values- and systems-based approaches, and ethical leadership were core aspects of the approach.

Findings

Co-creating a more comprehensive and shared understanding of systemic disaster risk, particularly the values at risk and tensions and trade-offs associated with the choices about how people prevent or respond, has contributed to a growing shift in the way disasters are conceptualised. New narratives about disasters as “unnatural” and the need for shared responsibilities are shaping dialogue spaces and policy frameworks. The authors’ experience and ongoing learning acknowledge pragmatic challenges while also providing evidence-based ideas and guidance for more systems and transformative styles and competencies of leadership that are needed for convening in contested and complex environments.

Practical implications

This work built networks, competencies and generated ongoing momentum and learning. The lessons, evidence and reports from the work continue to be accessed and influential in research, emergency management and disaster mitigation practices (e.g. engagement, communications, training) and policy. Most significantly, the National Disaster Risk Reduction Framework provides the basis, justification and guidance for the nation's policy reform agenda around disaster risk reduction and is catalysing national efforts in developing a national action plan and systemic measurement, evaluation and learning to ensure the realisation of disaster risk reduction priorities.

Originality/value

A practical example is offered of a nation actively learning to navigate the governance challenges and implement strategies to address the reduction of complex, systemic risks.

Abstract

Purpose

This article explores the applicability of participatory action research (PAR) on two levels: on the one hand, as a participatory evaluation method for community engagement and community development; on the other hand, as a tool to link ex ante and ex-post evaluation that situated at various stages of the policy cycle.

Design/methodology/approach

Through a practice-based case study of the community engagement process of Valletta Design Cluster, this paper aims to illustrate how PAR can offer collaborative and continuous evaluation by facilitating social action through a practical, situative, context-bounded, responsive and transformative framework.

Findings

The study explores how PAR can contribute to cultural sustainability by linking community development with participatory evaluation, and it offers new perspectives on the applicability of PAR as a tool to link ex ante and ex-post evaluation, situated at various stages of the policy cycle.

Research limitations/implications

Although based on a single case, the paper demonstrates that the method has the potential to be applied in various contexts, as it helps to foster local ownership and to develop future cultural strategies, thus providing a base for cultural sustainability.

Originality/value

The novelty of this study is to link evaluation – a majorly top-down and ex ante approach – with participatory planning. PAR-E offers a continuous participatory framework for the whole European Capitals of Culture (ECoC) cycle, as well as serving as a tool for empowerment and community development.

Anti-racism has been practiced in various ways, with varying degrees of effectiveness. This chapter engages with the body of scholarship that focuses on approaches aimed at promoting anti-racist actions, policies and social change. It discusses some of the main anti-racism strategies that have been deployed across different countries and examines anti-racism practices in interpersonal, intergroup and community settings. These approaches encompass civil rights campaigns, legislative and policy interventions, affirmative action, diversity and inclusion training, prejudice reduction, intergroup contact, organisational development and holistic anti-racism approaches. Some anti-racism practices and policies, such as awareness campaigns, social marketing and diversity training, also extend to digital platforms, with social media and multimedia networks deployed to broaden the reach and impact of anti-racist endeavours. This chapter specifically engages with local anti-racism movements and draws principles for broader implementation of anti-racism policy and practice. It concludes with a brief discussion of the effectiveness of contemporary anti-racism approaches.

Abstract

This study attempts to formulate a conceptual and operational model that encapsulates the highlights of scientific sustainability research and that identifies the critical success factors of sustainable development from the perspective of different stakeholder groups. It seeks to identify viable consensus pathways in sustainable development strategies that are marked by conflicts among different stakeholders. To do so, this study focuses on three case studies that are part of the EU project SMILE, its way of sustainability thinking, and its stakeholders to encapsulate different sustainability approaches and different needs for sustainable development. To identify critical success/failure factors in the search for sustainable development at the interface of economic, environmental, and social factors, we use interview results, first, to compose case study–specific pentagon models. These models offer a systematic framework for sustainability and, in general, distinguish between five key forces, that is, software (e.g., knowledge), hardware (e.g., research facilities), finware (e.g., financial support), ecoware (e.g., environmental amenities), and orgware (e.g., institutional support systems). In a second step, we use both the questionnaire results and a multi-criteria spider approach to quantify the relative importance of the pentagon factors for each stakeholder group. This way we are able to develop stakeholder-specific pentagon models. Although there are many applications of the basic pentagon model in the sustainability literature, our attempt can be seen as the first one that combines cases at different time and spatial scales to generalize the interfaces between scientific research and policy arenas.
