Abstract

Purpose

The research aimed to explore the perceptions of aspiring future police officers studying at a university in relation to the actions to be taken with regards to typical posts on social media by a fictitious off and on-duty police officer. This in turn would inform future police workforce requirements.

Design/methodology/approach

Policing students who expressed their aspirations as future police officers were recruited. A total of 99 students studying the College of Policing licensed Professional Policing Degree at the University of South Wales, took part in Hydra Immersive Simulations to ascertain their perception of social media posts by a fictitious serving police officer. The students were asked to rate the appropriateness of the social media posts as groups, and as individuals.

Findings

The findings suggest that, whilst the majority of students identified misconduct issues in the social media posts, the response to how the fictitious police officer should be dealt with varied. In addition, it would appear that there may be a need for those involved in policing education to reinforce, in an ongoing basis, knowledge of the College of Policing Code of Ethics, misconduct rules, regulations and increase awareness of unacceptable social media posts.

Research limitations/implications

The research was conducted with professional policing degree (PPD) students from one university.

Practical implications

It is important to reinforce The College of Policing Code of Ethics, expected professional standards and an understanding of what constitutes unacceptable social media posts throughout the education of aspiring police officers. As this has the potential, if recruited, to impact on the service.

Originality/value

Limited research has been conducted in relation to the College of Policing licensed higher education programme, the PPD, equipping aspiring police officers to successfully join the service and influence the cultural change.

Abstract

Purpose

Police training is in a period of transition, requiring new recruits to already have, or work towards, a policing degree. However, recruitment procedures have not significantly changed in the past few decades. With psychometric testing commonplace in North America and Australasia to help ensure the right recruits are selected, this research seeks to understand if police trainers feel there is scope for a similar process in the United Kingdom (UK).

Design/methodology/approach

Twenty-five police training staff across four different police forces took part in a total of six focus groups to discuss views on this and other areas of recruitment.

Findings

Results indicated that police trainers are concerned about the quality and aptitude of recruits. Support was given for the introduction of formal psychometric testing to prevent unsuitable candidates from successfully joining and/or to give trainers better insight into the personalities of their students.

Originality/value

There was general concern from female trainers that the police environment new recruits entered still bore elements of covert sexism. Trainers' views on reforms to police recruitment, the implications of this and areas for future study are discussed.

Abstract

Purpose

This paper aims to explore perceptions and provides insights, from students who volunteer in policing whilst also studying the college of policing licenced professional policing degree (PPD) in Wales. It examines issues that act as enablers and blockers to volunteering in this public service, which also provides opportunities to develop their employability towards the careers to which they aspire. The paper provides insights from students and makes recommendations of interest to multiple stakeholders locally, regionally, nationally and internationally regarding attracting and recruiting volunteers.

Design/methodology/approach

Focus groups were conducted with students at three separate universities in the South and West of Wales. These undergraduate students were volunteers in different police forces and agreed to take part in connection with their experiences. The results were analysed using NVivo to establish commonalities.

Findings

The paper provides empirical insights concerning the issues surrounding the way those undergoing the process for recruitment as volunteers within policing are either hindered (blocked) or assisted (enabled). It identifies specific problematic areas as well as areas which have been of assistance. Policy makers, educators and recruiters should be aware of such blockers and enablers when considering adopting volunteering as an opportunity to enhance student employability. It also has resonance for other forms of volunteering in alternate public services.

Research limitations/implications

This research is limited to those volunteers who are undertaking the licenced PPD at three separate universities in Wales. Although the research adds to the broader evidence-base with regards to volunteering and its use to enhance employability.

Practical implications

The paper includes practical implications for multiple stakeholders including university programme educators, administrators and decision makers in policing with regards to volunteering, employability, programme structures and process management.

Originality/value

The research is based upon the experiences and perceptions of those individuals who are actually engaged in volunteering.

Abstract

Violence as a foundational element of police work is continuously reaffirmed and justified through police labour as ‘violence workers’ (Seigel, 2018). Hiring more female police officers has recently been seen as a way to reduce police violence. However, would employing more female officers change the relationship between policing and violence? Arguments in favour of more female police tend to rely on stereotypical understandings of gender, emphasising that women are naturally less aggressive and more likely to be caring and compassionate, often obscuring the violence enacted by female police officers in doing so. Female officers may be more likely to engage in violence out of necessity due to police culture and occupational norms around the use of force. Examining female police across countries such as the United States, Nigeria and Slovenia, this chapter establishes female police violence as a broader pattern, reflects on how female officers participate in police violence and addresses the extent to which masculinised police culture structures the expression of police violence. This chapter concludes with a discussion of why hiring more female police officers is not an adequate solution for reducing police violence, as police officers enact and are complicit in violence, regardless of gender.

Abstract

Purpose

This study departed from the aim to progress Malaysia as a high-income nation in 2025 via decent work and economic growth (Sustainable Development Goal 8). Thus, this study aims to examine the effects of demographic, experience and organisational factors on the ethical integrity of local enforcement officers from self-proclaim and colleague perception perspectives.

Design/methodology/approach

The data of this study was collected from Pusat Latihan Penguatkuasa Selangor (PULAPES), a training centre for local enforcement officers in Selangor. Based on a survey in 2019, this study used primary data based on a scenario-based questionnaire survey with a total sample of 535 respondents.

Findings

From a self-proclaim perspective, the results show that secondment and training factors have a positive relationship with the ethical integrity of local enforcement officers. From a colleague perception perspective, the results indicate that the secondment factor has a positive relationship with ethical integrity. In contrast, the officer rank factor has a negative relationship with the ethical integrity of local enforcement officers.

Practical implications

This research seeks to develop new theories or refine existing ones to explain how diverse circumstances affect law enforcement ethics. Learning people’s habits through observation and consequences like rewards or punishments impact behaviour recurrence are suggested. Law enforcement ethics can be examined by examining how peers, supervisors and organisational culture shape officers’ ethics.

Social implications

The finding of this study could serve to evaluate training programmes or rewards and punishments for ethical behaviour including how accountability and community involvement aid to promote law enforcement ethics.

Originality/value

The survey results of this study are based on local enforcement officers’ ethics that serve to aid in illuminating the elements which affect ethical behaviour among law enforcement personnel and identify the tactics for fostering ethical behaviour.

Abstract

Purpose

This paper aims to consider the training provided to Volunteer Police Cadet (VPC) Leaders in police forces across England and Wales who, as part of the wider policing volunteer family, lead organised youth development activities for uniformed police cadets.

Design/methodology/approach

An online ethically approved questionnaire was administered to volunteer leaders across six VPC schemes hosted by police forces in England and Wales. The sample population being selected due to their geographical spread across both nations, along with the similarities of their VPC schemes. The questionnaire collected demographic information of respondents, then used a blend of closed questions. Likert scales and free text boxes to explore attitudes.

Findings

The training for the volunteer leaders seems to focus on the mandated elements provided to protect the cadets from harm and also the organisation from litigation. With little development of additional knowledge, skills and behaviours (and in some cases required qualifications) to enhance the service and opportunities delivered to the young people by the volunteers.

Research limitations/implications

Due in part to the limited response rate, this research cannot claim to be representative of all individuals engaged in this voluntary role; it does however provide insights into the training of such volunteers.

Practical implications

The research informs the decision makers of how the training of volunteer cadet leaders within forces seems to focus on the completion of the mandatory elements, with little further development of the volunteers to deliver both varied and challenging activities for the cadets.

Originality/value

The research provides an insight for decision makers on how the training of volunteer cadet leaders within forces seems to focus on the mandatory elements, with few opportunities for further development of volunteer leaders to deliver new, varied and challenging activities for the cadets.

Abstract

The call to defund the police emerges globally from the voices of those who stand up to police brutality. Reallocating funds so that non-criminalising entities can meet community needs is crucial, but it does not address the problem in the system of policing. Further, the call for accountability cannot just emerge after a police-related death but must extend to the process of police work, beginning with police academy training. The author can identify and solve the most pressing issues by examining officer training as it is foundational to departmental work culture, organisational structure, and daily decision-making. Based on participant observation of academy lectures, scenario training, and informal conversations at two police academies in the Midwestern part of the United States, the author uncovers daily processes in which new recruits are socialised into their role as officers. Data reveal officers are taught a racialised decision-making logic that prioritises arrest, and perpetuates harm against its citizens. Training also devalues formal education, undermining knowledge that can expand officer thinking and critical self-reflection. Adhering to the goals of activist criminology, this chapter illuminates deeply rooted patterns of oppression and suggests reform aligned with critical social justice and anti-racist principles.

Abstract

Purpose

This research aims to conceptualize online shaming discourse in virtual communities and to serve as a practical guide for online community managers and members.

Design/methodology/approach

This conceptual study explores the construction of meanings in human interaction in online communities by presenting a conceptual model, “The Triple-Responsibility Model in Online Communities,” that is based on Kantian ethics.

Findings

The model includes characterizing the roles of core participants in online communities: writer, reader and group manager; and delineating four ethical principles – truth, necessity, proportionality and caution – that can help society find the golden mean between social change and respecting human dignity and concern for an individual’s public image and provide a theoretical contribution and practical guidelines.

Research limitations/implications

It addresses shaming in virtual communities by suggesting a balance of several key principles, including truth, necessity, proportionality and caution. This is a new conceptualization of online shaming relevant to today's digital arena.

Practical implications

The guidelines can contribute to the ongoing political debate over what constitutes appropriate and justified regulation. Moreover, Facebook community leaders are responsible for formatting the group’s identity, the technical facets of group management and for setting group boundaries and determining the rules of participation. The posited rules may affect social media group managers, as they are called upon to leverage their privileged position and channel their media power into influencing online discourse.

Social implications

The current study provides insights into how shaming can be used as a legitimate tool in society by implementing an ethical approach, resulting in guidelines that restrict online discourse for participants in virtual communities and affect the work of social media group managers and policymakers.

Originality/value

By presenting a new conceptual model, the authors suggest that ethics are a helpful tool and offer insights into how online communities' participants and managers should use their voice and balance between shaming and maintaining the dignity of the individual.

Abstract

Purpose

The purpose of this paper is to identify whether there is a lower willingness to report a crime if a victim must hand in their mobile phone as evidence. If that is the case, the research seeks to examine whether privacy concerns and lower willingness correlate with one another and thereby investigate whether privacy concerns could lead to fewer crimes being reported and resolved.

Design/methodology/approach

A mobile phone survey was distributed to 400 Swedish adults to identify their hypothetical willingness to report certain crimes with and without handing in their mobile phones as evidence. The results were then analysed using inferential statistics.

Findings

The result suggests that there is no meaningful correlation between privacy attitudes and willingness to report crime when the handover of a mobile phone is necessary. The results of this study however show a significant lower willingness to report crimes when the mobile phone must be handed in.

Research limitations/implications

Because the chosen target group were Swedish adults, the research results may lack generalisability for other demographics. Therefore, researchers are encouraged to test other demographics.

Originality/value

This paper’s contribution is the novel exploration of attitudes and behaviours regarding the combination of privacy, digital forensics, mobile phones and crime reportage. This research effort examined the problematic situation that can arise for victims of crime, the invasion of privacy when providing evidence by handing in a mobile phone to the police’s forensic unit for examination.
