Abstract
Purpose
Enabling employee creativity and channeling the creativity of employees toward process and product innovations is a starting point of value creation processes and strategy maps. The dominant view in early creativity research seemed to be that creativity and control are inconsistent. More recently, a number of studies have come to acknowledge that performance evaluations (and rewards linked to such evaluations) may well have positive effects on creativity. This paper aims to review existing results on the effects of performance evaluations on creativity from the perspectives of different research streams.
Design/methodology/approach
This paper analyzes a stream of research in social psychology which has promoted the notion of an overall negative effect of performance evaluations on creativity. The (reinterpreted) results from this research stream are contrasted with findings from the behaviorist perspective and with research in management accounting.
Findings
The review of the different research traditions in the analysis of the effects of performance evaluations on creativity indicates that the seemingly contradictory empirical results can be explained by the different settings used and by the different ways how performance evaluations and linked rewards are conceptualized.
Originality/value
The paper clarifies that, in contrast to common beliefs, performance evaluations and linked incentives do not kill creativity in general. Performance evaluations and incentives can support creativity and innovation if they are transparent about what kind of creativity is desired and how such creativity is measured and rewarded. Moreover, incentives can effectively support behaviors that are known to be important within creativity and innovation processes.

Purpose
The purpose of this paper is to explore how actors subjected to public performance evaluations may “contest commensuration,” i.e. may seek to influence how such ratings and rankings will be construed among important stakeholders.
Design/methodology/approach
A qualitative study of press releases, and interviews with department heads, is used as a basis for the analysis.
Findings
The empirically derived taxonomy of public responses to a state-initiated performance evaluation of educational programs shows that actors may mobilize an array of commensuration management tactics so as to maintain or improve one’s relative positional status. Such tactics may have at least three different foci, namely, on the comparison object (i.e. on the new grouping of actors), the comparison dimension (i.e. the standardized format for comparison) and the comparison rate (i.e. the rate received), respectively. The authors also find that not only are threats to positional status likely to spur commensuration management tactics, but also the opportunity to exploit a good rate.
Originality/value
The paper augments recent research that has problematized the so-called “reactive conformance thesis” by focusing on how evaluated organizations may directly try to influence external stakeholders through public responses. The study is also one of the first that analytically disentangles how they may skillfully exploit different forms of “plasticity” that are inherent in any type of commensuration.

Abstract
Purpose
This paper proposes a heuristic, data-driven approach to the rapid performance evaluation of periodic maintenance on complex production plants. Through grouping, maintenance interval (MI)-based evaluation and performance assessment, potential nonvalue-adding maintenance elements can be identified in the current maintenance structure. The framework reduces management complexity and supports the decision-making process for further maintenance improvement.
Design/methodology/approach
The evaluation framework follows a prescriptive research approach. The framework is structured in three steps, which are further illustrated in the case study. The case study utilizes real-life data to verify the feasibility and effectiveness of the proposed framework.
Findings
Through a case study conducted on 9,538 pieces of equipment from eight offshore oil and gas production platforms, the results show considerable potential for maintenance performance improvement, including up to a 23% reduction in periodic maintenance hours.
Research limitations/implications
The problem of performance evaluation under limited data availability has barely been addressed in the literature on the plant level. The proposed framework aims to provide a quantitative approach to reducing the structural complexity of the periodic maintenance evaluation process and can help maintenance professionals prioritize the focus on maintenance improvement among current strategies.
Originality/value
The proposed framework is especially suitable for initial performance assessment in systems with a complex structure, limited maintenance records and imperfect data, as it reduces management complexity and supports the decision-making process for further maintenance improvement. A similar application has not been identified in the literature.

Purpose
Going beyond the usual approach of measuring port performance – focusing on the efficiency of port operations – this paper aims to look into shipping lines and other port users’ perceptions on port performance.
Design/methodology/approach
The paper develops a framework measuring the perceptions of port users (i.e. shipping companies, shippers, etc.) on port performance. A typology of elements that shape port users’ perceptions has been developed with an eye on capturing the peculiarities of different port markets. Based on this typology, a tool to assess users’ perspectives, and subsequently evaluate, any given port has been developed. The tool provides port authorities the flexibility they need for customized approaches. The developed evaluation mechanism has been tested on a group of European seaports, and the results are presented by this study.
Findings
The framework and its pilot application unveil the key parameters that port users take into consideration when evaluating the effectiveness component of port performance. Moreover, the importance and evaluation ratings of specific performance parameters allow for a GAP analysis of the collected data.
Research limitations/implications
The paper advances scholarly and practical discussion on how of port users’ perceptions can be a valuable tool for port performance measurement.
Practical implications
The proposed tool can be a valuable add-on for port authorities to evaluate their performance from the port users’ point of view and take the necessary actions to improve it. Also, the tool can be used for the evaluation of a new process, infrastructure. The evaluation of port users’ perception of port performance can and must be part of a European ports observatory, as it is a set of indicators that clearly reflects the satisfaction of port users by engaging their view on port performance issues, instead of relying almost exclusively on port-generated data.
Originality/value
The paper develops a framework for measuring port user’s perception on port performance, which is flexible and can be applied in any port.

Abstract
Purpose
The purpose of this research is to explore the effects of supplier selection method on key procurement outcomes such as procurement lead time (PLT), supplier performance and buyer team size.
Design/methodology/approach
Data were collected from a sample of 124 archival contract records from the US Department of Defense. A multiple regression model and multivariate analysis of covariance/analysis of covariance models were used to test the effects of source selection method on pertinent procurement outcomes.
Findings
The trade-off (TO) source selection method increases PLT, as does the number of evaluation factors and the number of proposals received. Substantially larger sourcing teams are also associated with the TO source selection method. Nonetheless, the TO method results in better supplier performance.
Practical implications
TO source selections yield superior supplier performance than low-bidder methods. However, they are costly in terms of time and personnel. Any assessment of supplier value should consider not only the price premium for higher performance but also the transaction costs associated with the TO method.
Originality/value
Very little research addresses a buying team’s evaluation of supplier-offered value ex ante and whether that value assessment materializes into actual value-added supplier performance. Low bidder tactics are pervasive, but price (i.e. sacrifice) is only one component of value. Benefits from superior supplier performance may yield greater overall value. If value is critical to the buyer, a TO source selection method – versus a low-bidder approach – is the appropriate tool because of higher supplier performance ex post.

The studies focusing on inbound logistics in the automobile industry have been limited because of the relatively small portion of logistics cost. But now it is recognized as one of the critical factors for efficient execution of supply chain management (SCM). The survey of suppliers in the automobile industry conducted in this study indicated significant relationships among logistics performance, logistics outsourcing, and performance evaluation level. This research is three-fold. First, current status of part supplier's logistics was analyzed by interviews with inbound logistics providers and suppliers. Second, management type of logistics was analyzed. There were three kinds of logistics -two kinds of logistics outsourcing and direct control by the supplier. Each type of logistics management showed differences about performance. Third, logistics performance evaluation and its relation with the actual logistics performance were presented. Comparable performance evaluation factors were selected, and it is shown that they had a correlation with actual performance.

Evaluating warfighter lethality is a critical aspect of military performance. Raw metrics such as marksmanship speed and accuracy can provide some insight, yet interpreting subtle differences can be challenging. For example, is a speed difference of 300 milliseconds more important than a 10% accuracy difference on the same drill? Marksmanship evaluations must have objective methods to differentiate between critical factors while maintaining a holistic view of human performance.
Design/methodology/approach
Monte Carlo simulations are one method to circumvent speed/accuracy trade-offs within marksmanship evaluations. They can accommodate both speed and accuracy implications simultaneously without needing to hold one constant for the sake of the other. Moreover, Monte Carlo simulations can incorporate variability as a key element of performance. This approach thus allows analysts to determine consistency of performance expectations when projecting future outcomes.
Findings
The review divides outcomes into both theoretical overview and practical implication sections. Each aspect of the Monte Carlo simulation can be addressed separately, reviewed and then incorporated as a potential component of small arms combat modeling. This application allows for new human performance practitioners to more quickly adopt the method for different applications.
Originality/value
Performance implications are often presented as inferential statistics. By using the Monte Carlo simulations, practitioners can present outcomes in terms of lethality. This method should help convey the impact of any marksmanship evaluation to senior leadership better than current inferential statistics, such as effect size measures.

Purpose
The aim of this paper is to experimentally evaluate the effectiveness of the state-of-the-art printed Arabic text recognition systems to determine open areas for future improvements. In addition, this paper proposes a standard protocol with a set of metrics for measuring the effectiveness of Arabic optical character recognition (OCR) systems to assist researchers in comparing different Arabic OCR approaches.
Design/methodology/approach
This paper describes an experiment to automatically evaluate four well-known Arabic OCR systems using a set of performance metrics. The evaluation experiment is conducted on a publicly available printed Arabic dataset comprising 240 text images with a variety of resolution levels, font types, font styles and font sizes.
Findings
The experimental results show that the field of character recognition for printed Arabic still requires further research to reach an efficient text recognition method for Arabic script.
Originality/value
To the best of the authors’ knowledge, this is the first work that provides a comprehensive automated evaluation of Arabic OCR systems with respect to the characteristics of Arabic script and, in addition, proposes an evaluation methodology that can be used as a benchmark by researchers and therefore will contribute significantly to the enhancement of the field of Arabic script recognition.

Purpose
This study aims to systematically review the literature on the use of customer value for the evaluation of inter-organizational performance, with a wide perspective embracing different contexts and settings.
Design/methodology/approach
Searching within the Scopus and ISI Web of Science databases, a systematic literature review has been conducted analyzing 41 papers published between 1991 and 2020.
Findings
Categorization of customer value and inter-organizational performance measures were developed and the main differences among different settings were discussed.
Practical implications
The results presented in this study may be helpful for practitioners and managers who, in the completion of their activities, have to maintain strong and frequent relationships with other organizations. In fact, practitioners and managers interested in enhancing customer value and measuring inter-organizational performance may find an innovative perspective linking the two dimensions. They could find the categorizations presented in this study as a starting point for developing a performance evaluation framework suitable for evaluating their present business relationships. In fact, the categorizations provide a panorama of how scholars have measured until now inter-organizational performance through customer value, and therefore, they could choose the measures more appropriate for their situation.
Originality/value
No systematic literature review of the use of customer value for assessing inter-organizational performance has previously been undertaken, especially considering different settings.

Marksmanship data is a staple of military and law enforcement evaluations. This ubiquitous nature creates a critical need to use all relevant information and to convey outcomes in a meaningful way for the end users. The purpose of this study is to demonstrate how simple simulation techniques can improve interpretations of marksmanship data.
Design/methodology/approach
This study uses three simulations to demonstrate the advantages of small arms combat modeling, including (1) the benefits of incorporating a Markov Chain into Monte Carlo shooting simulations; (2) how small arms combat modeling is superior to point-based evaluations; and (3) why continuous-time chains better capture performance than discrete-time chains.
Findings
The proposed method reduces ambiguity in low-accuracy scenarios while also incorporating a more holistic view of performance as outcomes simultaneously incorporate speed and accuracy rather than holding one constant.
Practical implications
This process determines the probability of winning an engagement against a given opponent while circumventing arbitrary discussions of speed and accuracy trade-offs. Someone wins 70% of combat engagements against a given opponent rather than scoring 15 more points. Moreover, risk exposure is quantified by determining the likely casualties suffered to achieve victory. This combination makes the practical consequences of human performance differences tangible to the end users. Taken together, this approach advances the operations research analyses of squad-level combat engagements.
Originality/value
For more than a century, marksmanship evaluations have used point-based systems to classify shooters. However, these scoring methods were developed for competitive integrity rather than lethality as points do not adequately capture combat capabilities. The proposed method thus represents a major shift in the marksmanship scoring paradigm.
