Abstract
Purpose
This mixed-methods study reports on an outreach clinics program designed to deliver genetic services to medically underserved communities in Wisconsin.
Methodology/approach
We show the geographic distribution, funding patterns, and utilization trends for outreach clinics over a 20-year period. Interviews with program planners and outreach clinic staff show how external and internal constraints limited the program’s capacity. We compare clinic operations to the conceptual models guiding program design.
Findings
Our findings show that state health officials had to scale back financial support for outreach clinic activities while healthcare providers faced increasing pressure from administrators to reduce investments in charity care. These external and internal constraints led to a decline in the overall number of patients served. We also find that redistribution of clinics to the Milwaukee area increased utilization among Hispanics but not among African-Americans. Our interviews suggest that these patterns may be a function of shortcomings embedded in the planning models.
Research/Policy Implications
Planning models have three shortcomings. First, they do not identify the mitigation of health disparities as a specific goal. Second, they fail to acknowledge that partners face escalating profit-seeking mandates that may limit their capacity to provide charity services. Finally, they underemphasize the importance of seeking trusted partners, especially in working with communities that have been historically marginalized.
Originality/Value
There has been little discussion about equitably leveraging genetic advances that improve healthcare quality and efficacy. The role of State Health Agencies in mitigating disparities in access to genetic services has been largely ignored in the sociological literature.

Abstract
Adults in the United States have low health literacy skills which puts them at high risk for serious health consequences. Libraries have traditionally provided programming on a variety of topics for patrons but barriers such as technology and transportation access may prevent potential patrons from attending. Librarians can help increase the health literacy skills of community members by providing health outreach programming to the communities they serve. This chapter examines strategies and specific examples that library managers can implement to facilitate technology and health literacy skills through programming in communities.

Abstract
Purpose
This article aims to describe the many ways academic library outreach practices are evolving through online formats. It underscores the implications of moving communications and resources online for educational opportunity program (EOP) students when considering these students' specific technology usage patterns and the need for face‐to‐face mentoring. The article seeks to make recommendations for libraries that intend to develop successful programming and interactions with transitional students online; and to bring to light the need for future research concerning the creation and usage of online educational support structures that specifically serve the EOP community.
Design/methodology/approach
A literature review discusses technology and academic library outreach programming as well as the historic and current digital divide and learning styles of EOP transitional students. Recommendations are made for how to best meet EOP student needs online to support the traditional in‐person programming in which these students succeed.
Findings
Identifying successful learning structures and potential technology usage patterns of EOP students provided the foundation for this article. Developing library outreach and programming within the online platforms EOP students access and utilize is necessary to support continued face‐to‐face interactions in an academic setting. More research is necessary in order to support transitional students in a digital format.
Originality/value
This article describes digital outreach efforts targeting non‐campus and campus communities, in particular within EOP transitional programming. It inquires about how to best meet transitional students in a digital format when they have historically succeeded in face‐to‐face educational interactions and settings.

The purpose of this paper is to investigate the effectiveness of the national HIV prevention outreach program for men who have sex with men (MSM) and transgender women (TGW).
Abstract
Purpose
The purpose of this paper is to investigate the effectiveness of the national HIV prevention outreach program for men who have sex with men (MSM) and transgender women (TGW).
Design/methodology/approach
It examined changes in condom use, lubricant use, HIV testing and counseling (HTC) uptake and sexually transmitted infection (STI) screening uptake, as well as how and why changes did or did not occur. The study applied mixed methods of both quantitative and qualitative approaches.
Findings
There were 16,539 MSM, and TGW reached at least three times in the program during October 2011‒September 2012. The program was found to affect changes in condom use with steady partners (p<0.000), condom use with casual partners (p<0.000), water-based lubricant use (p<0.000), HTC uptake (p<0.000) and STIs screening uptake (p<0.000). Age and province of outreach are associated with HTC uptake and STI screening (p<0.000), slightly as well as gender identity (p<0.1). Gender identity and province of outreach are associated with condom use with steady partners (p<0.000). Gender identity (p<0.000) and sex work (p<0.05) are associated with the use of lubricant. The qualitative results showed that the program had an immediate effect on HTC and STIs screening due to successful bond between the outreach workers and their clients, leading to trust and influencing behavior change.
Originality/value
HIV prevention by peer educators continues to be proved the most effective method, assuming its program consistency. TGW are more vulnerable to MSM to protect themselves, and they have steady partners. Future program for MSM can be replicated and scaled up, but more empowerment component and self-esteem building should be integrated to target TGW.

Purpose
The purpose of this paper is to examine science, technology, engineering, art and mathematics (STEAM) efforts at Florida Atlantic University’s (FAU) John D. MacArthur Campus Library (JDM) to share methodologies and ideas with other academic libraries. Recently, there has been an emphasis on and push for science, technology, engineering and mathematics (STEM) education in colleges and universities across the USA as a means for training future work forces and for remaining competitive in global job markets (Land, 2013). FAU in South Florida is a big proponent of STEM and STEAM education (Florida Atlantic University, 2012; Dorothy F. Schmidt College of Arts and Letters, 2013).
Design/methodology/approach
As many librarians and outreach staff strive to remain relevant to their faculty and students with changing technologies (Drewes and Hoffman, 2010), the FAU JDM outreach staff have developed several novel programs that are geared toward the STEAM initiative.
Findings
The Library Outreach Committee at FAU was committed to investigating how they could advance student success through visual arts programming. How can the library help contribute to STEAM education for the students and learning community as a whole? How can the library engage art students? Can the library promote dialogue in arts to the faculty and staff, regardless of their disciplines? This article will describe and discuss the various art outreach programs that the JDM has tested and their outcomes addressing goals toward STEAM education and academic libraries.
Originality/value
The objective in sharing the experiences at the JDM is to spark new and successful program ideas at other academic libraries across the country and abroad and create knowledge in this relatively new area.

Abstract
Purpose
This study is a part of the doctoral dissertation that proposes concrete measures to improve health-care information outreach program for rural health-care professionals in primary and secondary health care in Punjab, Pakistan. This study aims to report on the barriers to accessing and using online health-care information from rural settings of the Punjab province of Pakistan.
Design/methodology/approach
A cross-sectional survey was conducted in primary and secondary health-care settings in the Punjab province of Pakistan. The study’s population consisted of the rural primary care physicians (PCPs), who were geographically dispersed across 2,873 different remote health-care settings across Punjab. These practice settings included 2,455 basic health units, 293 rural health centers, 89 tehsil headquarter hospitals and 36 district headquarter hospitals.
Findings
Limited internet access, non-availability of required equipment and lack of training facilities were identified as the main barriers. PCPs’ gender, previous enrollment in post-graduation programs and type of health-care facility were significant factors in the perceived barriers related to both “non-availability of required equipment” and “inadequate training facilities on the use of information resources”.
Practical implications
The findings of the study hold some important practical implications for different stakeholders. This study identifies and addresses the barriers to accessing and using health-care information for PCPs in rural settings. The success of the health-care information outreach program in Punjab, Pakistan, should rely on the eradication of these barriers.
Originality/value
To the best of the authors’ knowledge, this is the first large-scale study in Pakistan that assesses the barriers and proposes ways to overcome these barriers to effectively access and use health-care information.

This paper seeks to present a history of the initiations of an outreach or satellite reference service and analysis based on experience with the project.
Design/methodology/approach
The methodology involved an online survey, e‐mail queries, and in‐person surveys.
Findings
A successful program was initiated in one site, but a second site failed to thrive. Evaluation of the second site led to the creation of criteria by which to judge future sites.
Research limitations/implications
This article contains a survey which is not statistically valid, which offers anecdotal insight into current reference outreach practice. A method of creating an outreach program is offered, along with pitfalls associated with that method.
Practical implications
This article offers a method of evaluation for physical sites external to the library that may be potential sites of reference services.
Originality/value
Builds on current practice in engineering libraries and creates a more concrete method for initiating these sites than currently exists in engineering library literature.

Abstract
Purpose
The purpose of this paper is to assess the recent outreach service efforts of the University of the West Indies (UWI) Main Library in the form of a Hall of Residence Librarian Programme. The aim of the programme was to minimize library anxiety through partnership with the Office of Students Services.
Design/methodology/approach
The transition from the secondary to the tertiary level is not always the smoothest for some students. On the islands of the English-speaking Caribbean, such as Jamaica, it can be especially difficult as some matriculants have never used an automated library. These students often experience great difficulty in effectively using the library which may result in them shying away from doing so and thus negatively impact the quality of their work. The UWI, the UWI Main Library, Mona campus, Jamaica has sought to address this challenge through the development of an outreach project to the first-year students entitled the Halls of Residence Librarian (HRL) programme.
Findings
This new form of library outreach on The UWI Mona campus has yielded the offering of library services in new locations, strategic partnerships, increased interactions with the first-year students and a greater awareness of these students ' needs. Most importantly, it was very effective in reducing library anxiety among the first-year students.
Research limitations/implications
The “low” turnout to Research Rescue was largely attributed to the fact that this programme was entirely optional for the students, and it was not affiliated with any compulsory course or class. There was also the issue of a lack of incentives to boost student attendance at these sessions.
Originality/value
This initiative is untested in the English-speaking Caribbean. The paper explores the outreach efforts of the library at the Mona campus of The UWI and seeks to add to the limited body of literature on Academic Library Outreach in the Caribbean.

Abstract
In the decades since the founding of the Society of American Archivists (SAA) in 1938, the array of functions considered core to archival work have grown and evolved. In the early years of SAA, the profession was largely focused on issues of collection maintenance, heavily emphasizing preservation as the fundamental mission of the archivist. Yet, at this time, there were archivists calling on their colleagues to engage with audiences outside of the archival reading room. It was not until the social history movements in the 1970s, however, that discussions of outreach as a core function of the archivist's work took hold in the profession. From the 1970s and moving through to today, outreach and proactive engagement with external communities has moved from a peripheral activity of the archivist to one seen as essential to the overall success of an archival program. In this chapter, we examine the evolving discourse surrounding outreach and engagement activities by archivists, focusing on how outreach has been discussed in professional literature. We also explore ways in which this shift in professional perspective is reflected in the work done today by archivists at the University of North Carolina at Greensboro.

Assertive outreach is based on extensive international research and has been promoted in the UK in 1999 as a key area of the National Service Framework for Mental Health. Its primary aim is to provide a specialist service for people disengaged from traditional approaches of mental health services, but very little attention has been paid to how such services can be developed. Practice Based Evidence, a practice development consultancy, has engaged seven assertive outreach teams to focus on development first, and follow‐up evaluation of the impact of reflective practice on team functioning. This has prompted a number of strengths‐based recommendations for changing the way we think about developing services before we engage in research and evaluation.
