Abstract

Purpose

A vehicle to reduce health inequalities and improve public health has been provided by programmes at a neighbourhood level. The purpose of this paper is to analyse the development processes in four municipalities for achieving sustainable structures in area‐based development programmes during and after a formal partnership period.

Design/methodology/approach

A case‐study database was compiled based on the strategic and local work of four municipalities and four municipal housing companies who cooperated in the Partnership for Sustainable Welfare Development 2003‐2009. The case‐study database includes nine in‐depth studies with interviews (n=68), participant observations (n=125), a survey (n=1,160), and documents. The data are analysed using three theoretical concepts: political support, alliances, and citizen participation.

Findings

Political support, alliances, and citizen participation are important building blocks in neighbourhood development work. However, when the partnership ended there was little left that could function as a sustainable structure. Political support seems to be a means to reach the target, including ensuring a consistent approach and allocation of resources. However, the support must continue also after the intervention period, when the formal partnership collaboration ends, otherwise the established structure will soon decompose. Citizen participation is another precondition for a sustainable structure able to continue despite reduced municipal support. Alliances have the best chance of forming sustainable structures when they involve both the strategic and the operational level.

Originality/value

Even though many evaluations have been conducted to capture the process of interventions, little attention has been given to the challenges facing the outcomes of the intervention when it comes to making permanent the activities for reducing health inequalities. This paper is an attempt to deal with these challenges.

Abstract

Purpose

This paper aims to offer an assessment of the partnership approach to reducing crime and disorder after 30 years of experience.

Design/methodology/approach

The paper provides an overview of developments in the partnership approach, identifying shifts in the conceptual and operational frameworks over time, as difficulties emerged. The extent to which the partnership approach has been successful is discussed and the prospects for the future role of the partnership working are assessed.

Findings

Despite continued problems in relation to information sharing and the identification of clear structures of leadership within partnerships, the overall balance sheet is a positive one. It is suggested that the development of “neighbourhood management” provides the partnership approach with a mechanism that will allow the partnership approach to play a key role in the future reduction of crime and disorder in a period of constrained public sector finance.

Originality/value

The paper provides a rationale for the partnership approach remaining at the centre of the Ministry of Justice's programme for “Transforming Justice”.

Abstract

The recommendations of the recent Crime and Disorder Act Review will shape the evolution of neighbourhood policing. This article explains how neighbourhood policing in the UK has developed, including milestones such as the National Reassurance Policing Programme. Now, as neighbourhood policing is rolled out more widely, there is not one model in use, rather ten principles that forces are expected to apply. Early lessons from the roll out of neighbourhood policing suggest that much has been achieved and that the key to success is effective partnership working, particularly with local governments.

The paper is based on interviews with police and community corrections officers involved in an active partnership in Spokane, Washington. The paper emphasizes the abuse of authority, stalking horse incidents, and the scope of legitimate police and probation authority.

Findings

Ultimately, mission distortion has the potential to undermine the credibility of police‐probation partnerships.

Originality/value

The paper offers training and policy recommendations for police and community corrections administrators.

Abstract

Purpose

Partnership has become a primary organisational tool for achieving overlapping policy agendas in local governance. But evidence shows that partnerships underachieve if they are not integrated into, and supported by, mainstream governance structures. Now recent legislation, the Local Government in Scotland Act (2003), sets out the intention of better integration of partnership into local governance. The Act establishes a statutory duty for institutional stakeholders to engage with communities in “community planning” to improve services and to meet community aspirations. This paper sets out to explore key issues to arise in the implementation of the Act.

Design/methodology/approach

The analysis is based on key informant interviews in three Scottish local authorities carried out in 2004 and 2005.

Findings

The research finds varying degrees of integration between governance structures and community planning, depending on the commitment, history and implementation of local government modernisation. Local authorities at the leading edge of modernisation are the most innovative in community planning and also demonstrate commitment to partnership working.

Practical implications

Because of its statutory basis, the lessons of the implementation of community planning are relevant to a wide variety of local governance structures and partnership initiatives.

Originality/value

The paper reports on the first systematic study of the implementation of a policy initiative in integrated local governance.

Abstract

Partnerships to lead on urban regeneration initiatives in the UK claim to facilitate inter‐agency working and local involvement. They are presented both as ways of ensuring the effective management of services within neighbourhoods and as potential “change agents” in the way they bring together different (and sometimes competing) interest groups. Regeneration partnerships are, therefore, often the sites of unresolved conflict. This paper, which draws upon interviews with local regeneration managers and local community representatives in Manchester explores possible strategies for resolving such conflict. In particular it suggests that the use of supervision in the public and community sector needs reforming in order to provide externality for those involved.

Abstract

Purpose

The purpose of this paper is to reflect upon the development of the third sector and its relationship with social inclusion by reference to a specific case study – the Castle Vale Community Regeneration Services (CVCRS). By drawing upon an informed understanding of CVCRS the authors examine the ways in which the discourse of “regeneration” and the “third sector” is played out.

Design/methodology/approach

The paper uses a case study approach as the basis for framing the debate and analysis.

Findings

The paper concludes that the capacity of third sector organisations to meet the expectations of local residents and local agencies and professionals represent real challenges. The case study also illustrates the way in which such organisations share the characteristics of small businesses and this raises important questions over the skills and capacities of those managing such projects.

Research limitations/implications

Implications for third sector organisations can be generalised from this paper.

Practical implications

The paper identifies the ways in which the medium to long‐term sustainability of such projects is contingent upon enhancing both the management/governance of such projects and also the mainstream funding of projects.

Originality/value

Case study material provides a richness in description and adds to understanding of the topic.

Abstract

Purpose

This paper aims to examine the impact of the implementation of community‐oriented policing and problem solving in a small city.

Design/methodology/approach

Citizen surveys that measure perceptions and activities of the police are completed before and three years after broader implementation of community policing. Because the existing literature supports the influence of a number of individual, neighborhood, and situational characteristics, several variables are included and controlled.

Findings

The results show that although the police invest a great deal of time building partnerships with and problem solving in neighborhoods, there are no significant differences over time in citizen satisfaction with police or in fear of crime. Personal contact with police mediates the influence of individual and neighborhood characteristics on citizen satisfaction. Police presence remains a common significant predictor of citizen satisfaction.

Research limitations/implications

Ensuring anonymity of subjects requires different samples between data collection periods; however, the same stratified random sampling process is used both times. The pre/post research design allows for measuring changes over time, but the lack of a control city threatens internal and external validity.

Practical implications

Citizen satisfaction is an important concern for all police and local governmental administrators; therefore, the findings of this study are useful for smaller agencies that are implementing or planning to implement community‐oriented policing.

Originality/value

With its focus on a small city and the capability to survey citizens before department‐wide implementation, this article expands research conducted on citizen satisfaction with police in a small town.

Abstract

Purpose

Climate variability, accompanied by rapid urbanization and rising population disproportionality, impacts urban poor settlements. This paper aims to analyse the climate resilience for the urban poor in Ahmedabad through the lens of WASH development strategies. To assess the adaptive capacities of urban poor communities, a framework in the form of a vulnerability matrix has been used consisting of four key parameters – tenure, basic services, mobilization and partnership and disaster management capacities. The matrix implicitly recommends area-specific interventions to boost adaptive capacities and improve resilience based on WASH services.

Design/methodology/approach

This paper was designed to assess the climate resilience of WASH services in the urban poor settlements of Ahmedabad city. In all, seven slums were selected using a stratified sampling approach considering topography, access to WASH services and urban heat island effect. These slums were then assessed using a theoretical framework having four key parameters – tenure, basic service, mobilization and partnership and disaster management capacities. The data for the analysis was collected from both secondary and primary sources. For the latter, semi-structured interviews with key stakeholders, observational field visits and focused group discussions with the communities were done.

Findings

A ladder form of assessment matrix was derived from a thorough literature review and various pre-existing theories. This matrix consists of four key parameters – tenure, basic service, mobilization and partnership and disaster management capacities. The slums were evaluated by applying this framework, and direct and indirect relationships were established between the said parameters.

Research limitations/implications

This paper was adapted in the light of various obstacles put forward by the Covid-19 pandemic. Some of the interviews with the bureaucrats and external researchers were conducted online, while the engagement with the slum dwellers was in-person, considering appropriate social and/or physical distancing norms. Implications of the Covid-19 second wave restricted the involvement of researchers with the communities at an ethnographic level.

Originality/value

The ladder form of vulnerability assessment framework has been developed and contextualized using the insights from literature review, field visits and multi-stakeholder consultations. It was helpful in identifying aspects that require suitable interventions for improving and imparting resilience among the urban poor settlements. The learnings from this paper are significant for planners and decision-makers in identifying and prioritizing context-specific future projects for a city.

Abstract

Purpose

Drawing on the service-dominant logic and taking a multi-stakeholder brand value co-creation perspective, this paper aims to investigate whether positioning a place brand around sustainability helps or hinders stakeholders’ ability to co-create value for themselves and the brand.

Design/methodology/approach

This paper is based on a case study of Bristol’s city branding following its award of European Green Capital, drawing on 29 in-depth interviews with key informants from multiple stakeholder groups. These interviews are supported by secondary material and field observations.

Findings

The findings evidence a “tale of two cities”. When sustainability is used as a positioning device, tensions are identified across three elements of brand co-creation: brand meanings; extraordinary versus mundane brand performances; and empowerment and disempowerment in branding governance. These tensions create stakeholder experiences of both engagement and estrangement.

Research limitations/implications

This paper is based on one case study and evaluates face-to-face stakeholder interactions. Future research could access further stakeholders, across multiple cities and also examine their digital engagement.

Practical implications

Positioning a brand as sustainable (i.e. green) requires strong commitment to other ethical principles in practice. Brand practitioners and marketers may benefit from advancing stakeholders’ everyday brand performances to reduce disillusionment.

Originality/value

Rallying around virtuous associations, i.e. sustainability, does not in itself facilitate the generation of value for stakeholders and the brand, but instead can illuminate power imbalances and tensions in stakeholder interactions that result in a co-destruction of value.
