Abstract

Purpose: To describe the importance of exemplary literacy teacher preparation today, the changing landscape of teacher preparation accreditation and the recently revised and launched International Literacy Association (ILA) National Recognition programs.

Design: In this chapter, the authors examine the current context of literacy teacher preparation in the United States, including the changing landscape of national accreditation, national recognition, and certification requirements. Next, the authors provide a brief overview of the ILA Standards for the Preparation of Literacy Professionals 2017 (Standards 2017) (International Literacy Association (ILA), 2018) and consider how Standards 2017 may inform literacy teacher preparation programs, state standards, and certification. Then, the authors discuss how the role of reading/literacy specialist in Standards 2017 is being applied in the ILA National Recognition program. To close the chapter, the authors share guiding questions and two case studies from exemplary literacy preparation programs – West Virginia University and the University of Texas at San Antonio – in an effort to provide practical examples of program innovation and improvement in these challenging times in literacy teacher preparation.

Findings: The authors discuss the current context of teacher preparation today, the ILA Standards 2017 with specific attention to the reading/literacy specialist role and standards.

Practical Implications: ILA National Recognition program involve reflection, self-study, on-site visits by peers to support and inspire ongoing literacy teacher preparation program quality and improvement.

Abstract

This is a case study on the implementation of shared services across back-office functions between the National Library of Scotland and the National Galleries of Scotland in the period 2008 to early 2013. It describes the potential benefits of a Library doing business in a less conventional way, at a time when the public sector is facing challenges of high customer expectations and tight budgets. From 2004 the concept of building shared services in the cultural sector was promoted by the Scottish Government as a means of achieving improved performance and more cost-effective service delivery. The initial four attempts to create shared services in the cultural sector failed. This study looks at the first attempt that succeeded and draws out the factors contributing to that success. Key precursors to progress included finding common ground and developing trust between parties who were initially suspicious of each other, establishing an effective governance framework, obtaining ongoing commitment from senior management, and aligning everyone’s agendas to make them compatible. By 2013 the program had delivered a common Information Systems network, as well as two parallel finance systems sitting on the same server. In March 2013 the HR teams entered a phase of living together for six months to test their integrated operations prior to formally becoming a shared service, treating both the Galleries and the Library as a single client. Building a shared service with another cultural partner has been a useful, though demanding experience. Both organizations are better off for committing to sharing.

Abstract

Support, time and recovery (STR) workers are in the vanguard of the new frontline, non‐professionally affiliated groups identified in the NHS Plan (Department of Health, 2000).Since 2003, the former changing workforce programme mental health team (now part of NIMHE's national workforce programme) have facilitated the implementation of this role across England, initially through a pilot project, then an accelerated development programme (ADP). It is this latter, ongoing, programme that forms the basis of this article. The authors refer to the challenge of establishing the STR worker role in a variety of statutory, non‐statutory and independent service settings and achieving the Department of Health (DH) target of 3000 STR workers in post by December 2006. The collaborative implementation process is discussed and many issues such as performance management, measures, service user involvement, organisational (including human resources and occupational health) support, and education and training, are explored. Key learning from the process is identified, and consideration given to the future application of such a simple yet effective model for change.

Purpose

The present paper aims to explore the potential of joint foresight exercises in serving joint programming, a concept highlighted in furthering the creation of the European Research Area (ERA).

Design/methodology/approach

The paper starts with setting the context, i.e. the ERA concept, and the importance of joint programming. It then explores the potential of joint foresight in serving joint programming. This is done by analysing the current situation of trans‐national foresight based on the EFMN pool of foresight exercises. Then, possible modes and issues of trans‐national foresight collaboration, as well as perceived benefits and challenges, are also examined in setting a framework for foresight collaboration.

Findings

Joint foresight is not carried out in a fully fledged mode, yet but both interest and potential is high. A framework for foresight collaboration can already be set. EFMN is a valuable source of information and also holds a central, synergistic and complementary role in relation to other sources in defining the way to go forward in joint foresight.

Research limitations/implications

The framework for foresight collaboration can form the basis for strategic discussions across EU member states as well as for further research to clarify and enrich understanding of the governing conditions and variables.

Originality/value

The paper proves that EFMN is both a significant pool of information and holds a complementary role in defining the way forward in supporting joint programming under the ERA. The foresight collaboration framework first attempted here is also worth exploiting further.

Abstract

Purpose

To consider how information and information systems can be used to support improving patient flow in acute hospitals (a key target for the National Health Service in England), and the potential role of the National Programme for Information Technology currently being developed.

Design/methodology/approach

The literature plus past and present research, teaching and consulting experience with all levels of the National Health Service is drawn on to consider information provision and requirements.

Findings

The National Programme for Information Technology specifies many features designed to support improving patient flows, though timescales for implementation are longer than those for the pledged flow improvements, and operational use of this type of information system has been problematic in the National Health Service.

Research limitations/implications

The work is limited to the National Health Service and information systems in use and planned for it. The National Health Service access targets, flow improvement initiatives and the National Programme for Information Technology apply primarily to England.

Practical implications

Some bed/flow management information systems currently in use incorporate tools and capabilities in advance of what is outlined in the National Programme for Information Technology, and some rare cases of culture changes in information system use have been achieved. One should learn from these to inform development and implementation of National Programme systems. These existing information systems and approaches may also be useful to hospitals considering systems prior to implementation of the National Programme for Information Technology.

Originality/value

There has been very little consideration of the use of operational information and information systems for bed/flow management in the literature. Development and implementation of National Programme for Information Technology systems should build from an understanding of the practice and context of bed/flow management.

Abstract

Purpose

The purpose of this paper is to evaluate the management development (MD) programme in the Ghanaian mining industry. A legal requirement aimed at equipping national managers for eventual takeover of the management of industry from expatriates, the programme is analysed to ascertain the willingness to implement and the state of implementation by multinational companies operation in the industry.

Design/methodology/approach

The study employs critical discourse analysis (CDA), a problem-identification and problem-solving analytical tool to identify any obstacles suppressing the implementation and possible ways past the obstacles. Data for analysis were collected from 26 national managers from industry who were interviewed to gather views and expectations on their development.

Findings

Key findings include domination and hegemonic dynamics of expatriates through sustained power over the control of the MD process, CDA’s emancipatory power succeeds in identifying unrealised possibilities for tackling the MD problem for a social change (development of national managers) in industry, and non-implementation of the MD programme contributed by expatriates, the government of Ghana, and senior national managers.

Social implications

The programme has the potential of developing national managers for eventual takeover from expatriates, but requires implementing the law to the latter, including denying foreign subsidiaries mining lease if they fail to provide the adhere to localisation plans.

Originality/value

The paper extends literature on management of Western multinational subsidiaries in developing countries, revealing power and control over human resource practices, and MD in their foreign subsidiaries. It also contributes to literature on suppression of indigenous employees by other indigenous employees (the “colonised elites”), contrary to what is expected from indigenous people towards the development of their colleagues.

Abstract

There is a current argument that “national security” and “national defense” are no longer synonymous terms-that there is a new and broader definition for the activities that contribute to “the common defense.“ A whole of government approach is suggested as a means for integrating and coordinating national security policies and programs. To support this approach, recommendations have been made for an integrated national security budget. Focusing on the executive budget process, three approaches to an integrated national security budget are examined: organization-based, program-based and function-based. Though there are questions about the importance of budget structure and the effectiveness of program budgeting, a whole of government integrated unified national security budget could facilitate the fiscal trade-offs required between alternative means of pursuing national security objectives in the executive budget.
