There are different narratives surrounding smart mobility, which can sometimes even appear as opposing (Lyons, 2018). Its fiercest proponents are promising versions of a revolutionised future, where users have on-demand access to multiple mobility options and are freed from car ownership, while transport systems become carbon neutral and congestion is a problem of a bygone age (Sherman, 2019). At the same time, the plausibility of such visions of the future has been questioned, with critics warning against the potentially negative impacts of the widespread adoption of privately provided services and stressing the need for state intervention to avoid exacerbating ‘classic’ transport issues such as congestion and unequal access to services, as well as creating new challenges such as uncontrolled market monopolies (Docherty, Marsden, & Anable, 2018). Drawing from these narratives, this chapter explores how officials from English transport authorities see state intervention evolve in the future, and what accountability arrangements are necessary to achieve the level of steering they envisage. Based on interviews with local authority officials, this chapter shows that the officials’ views generally align more closely with the narrative of providers than with that of critics. Although different local authorities envisage varying levels of control and steering of smart mobility, they all expect new services to improve the local transport provision. This chapter also discusses the barriers local authorities face in shaping local accountability arrangements.

Abstract

Purpose

The aim of this study is to propose a governance model and key performance indicators on how policymakers can contribute to a more accessible, inclusive and sustainable mobility within and across smart cities to examine sustainable urban mobility grounded on the rational management of public transportation infrastructure.

Design/methodology/approach

This study employed desk research methodology grounded on secondary data from existing documents and previous research to develop a sustainable mobility governance model that explores key factors that influence future urban policy development. The collected secondary data was descriptively analyzed to provide initiatives and elements needed to achieve sustainable mobility services in smart cities.

Findings

Findings from this study provide evidence on how cities can benefit from the application of data from different sources to provide value-added services to promote integrated and sustainable mobility. Additionally, findings from this study discuss the role of smart mobility for sustainable services and the application for data-driven initiatives toward sustainable smart cities to enhance mobility interconnectivity, accessibility and multimodality. Findings from this study identify technical and non-technical factors that impact the sustainable mobility transition.

Practical implications

Practically, this study advocates for the use of smart mobility and data-driven services in smart cities to improve commuters' behavior aimed at long-term behavior change toward sustainable mobility by creating awareness on the society and supporting policymakers for informed decisions. Implications from this study provide information that supports policymakers and municipalities to implement data-driven mobility services.

Social implications

This study provides implications toward behavioral change of individuals to adopt a more sustainable mode of travels, increase citizens’ quality of life, improve economic viability of business involved in providing mobility-related services and support decision-making for municipalities and policymakers during urban planning and design by incorporating the sustainability dimension into their present and future developments.

Originality/value

This paper explores how urban transportation can greatly reduce greenhouse gas emissions and provides implications for cities to improve accessibility and sustainability of public transportation, while simultaneously promoting the adoption of more environmentally friendly means of mobility within and across cities. Besides, this study provides a detailed discussion focusing on the potential opportunities and challenges faced in urban environment in achieving sustainable mobility. The governance model developed in this study can also be utilized by technology startups and transportation companies to assess the factors that they need to put in place or improve for the provision of sustainable mobility services.

Abstract

Purpose

Electric mobility as a service (eMaaS) is suggested as a possible solution to ease transportation and lessen environmental issues by providing a collaborative transport sharing infrastructure that is based on electric vehicles (EVs) such as electric cars, electric bicycles and so on. Accordingly, this study aims to propose a multi-tier architecture to support the collection, processing, analytics and usage of mobility data in providing eMaaS within smart cities. The architecture uses application programming interfaces to enable interoperability between different infrastructures required for eMaaS and allow multiple partners to exchange and share data for making decision regarding electric mobility services.

Design/methodology/approach

Design science methodology based on a case study by interview was used to collect data from an infrastructure company in Norway to verify the applicability of the proposed multi-tier architecture.

Findings

Findings suggest that the architecture offers an approach for collecting, aggregating, processing and provisioning of data originating from sources to improve electric mobility in smart cities. More importantly, findings from this study provide guidance for municipalities and policymakers in improving electric mobility services. Moreover, the author’s findings provide a practical data-driven mobility use case that can be used by transport companies in deploying eMaaS in smart cities.

Research limitations/implications

Data was collected from a single company in Norway, hence, it is required to further verify the architecture with data collected from other companies.

Practical implications

eMaaS operates on heterogeneous data, which are generated from EVs and used by citizens and stakeholders such as city administration, municipality transport providers, charging station providers and so on. Therefore, the proposed architecture enables the sharing and usage of generated data as openly available data to be used in creating value-added services to improve citizen’s quality of life and viability of businesses.

Social implications

This study proposes the deployment of electric mobility to address increased usage of vehicles, which contributes to pollution of the environment that has a serious effect on citizen’s quality of life.

Originality/value

This study proposes a multi-tier architecture that stores, processes, analyze and provides data and related services to improve electric mobility within smart cities. The multi-tier architecture aims to support and increase eMaaS operation of EVs toward improving transportation services for city transport operators and citizens for sustainable transport and mobility system.

Abstract

This chapter provides a reflective critique of Mobility as a Service (MaaS), an emerging development seeking a role within the Smart Mobility paradigm. We assess a range of its future implications for urban policymakers in terms of governance and sustainability (i.e., social and environmental impacts). We begin by describing the origins of the MaaS concept, along with the features of precursor technologies and current early examples. We then reflect on the marketing of MaaS and use it to consider how we might anticipate some potentially less desirable aspects of the promoted business models. Finally, we discuss the implications for governance.

Abstract

Purpose

Smart city services are supported by information and communication technologies (ICT) referred to as digital technologies which increasingly promise huge opportunities for growth but are faced with system alignment and data integration issues when providing digital services. Therefore, this study aims to use enterprise architecture (EA) in digital transformation of cities by developing an architecture to address system alignment and data integration in digital transformation of cities.

Design/methodology/approach

Qualitative method is applied to evaluate the presented architecture based on electric-mobility (e-mobility) scenario, and data was collected using case study via interviews from a municipality in Norway to validate the applicability of EA for digital transformation of city services.

Findings

Findings from the interviews were represented in ArchiMate language to model the digital transformation of e-mobility in smart cities. Findings suggest that the architecture serves as a guide to recommend urban administrators of the potential of EA and digital transformation in addressing system alignment and data integration issues in smart cities.

Research limitations/implications

Data used in this study is from a single case, hence there is a need to evaluate the application of EA for digital transformation of city services with data collected from multi-cases.

Practical implications

This study adopts enterprise architecture approach to support city transformation as it has been widely applied by institutions to align business and ICT components.

Social implications

This study provides implication on how municipalities can use EA and digital transformations towards a sustainable smart city.

Originality/value

An architecture is presented that can be used as a guide to help urban developers and designers in deploying sustainable transport policies for smart cities. Additionally, EA is used to foster digitalization towards achieving system alignment and data integration in cities to support urban environment as they digitally transform services provided to citizens.

Abstract

Purpose

This chapter introduces the concept of the Shared Mobility Services Agency for the planning and managing of collective transport services at urban and regional level.

Design/methodology/approach

Building on previous work which established the concept of the Flexible Transport Service (FTS) Agency as a single co-ordination centre for different flexible services, this chapter extends the concept to consolidate the role of the Agency as a Shared Mobility Centre, including the integration of different on-demand or New Mobility Services and the co-ordination of different key actors in a co-modal approach. Specific attention is given to the enabling information and communication technology (ICT) architecture and standards and to the actions needed for consolidating the Agency’s role.

Findings

Findings indicate the fundamental role of the Public Transport Authority (local or regional) to enable the implementation of the concept. Priorities include: recognizing the Agency as an added value service for the area; supporting possible interaction/synergy among different Dispatch Centres and/or with other paratransit services; and defining a specific set of indicators measuring the quality and quantitative of service that are different from those of the conventional transport service.

Originality/value

In a time when household and public expenditure are under pressure, coupled with rapid technology progress (especially enhanced connectivity) the shared mobility services Agency offers a co-ordinated solution to planning and managing collective transport services, including New Mobility Services (represented by recent solutions like Uber, Sidecar, Lyft and BlaBlaCar) which are not yet integrated with traditional transport services.

Purpose

The concept of green urban mobility has emerged as one of the best approaches for promoting environmental-friendly transportation in local communities. Green urban mobility aims to reshape public transportation system and enhance mobility, with emphasis on deploying digital technologies to promote sustainable public transportation. Therefore, this study aims to analyze existing public transportation policies by exploring how local communities can facilitate green urban mobility by developing a sociotechnical urban-based mobility model highlighting key factors that impact regions transitioning toward sustainable transportation.

Design/methodology/approach

This study investigates “the role of data for green urban mobility policies toward sustainable public transportation in local communities” in the form of a systematic literature review and insights from Norway. Secondary data from the literature and qualitative analysis of the national transport plan document was descriptively analyzed to provide inference.

Findings

Findings from this study provides specific measures and recommendations as actions for achieving a national green mobility practice. More important, findings from this study offers evidence from the Norwegian context to support decision-makers and stakeholders on how sustainable public transportation can be achieved in local communities. In addition, findings present data-driven initiatives being put in place to promote green urban mobility to decrease the footprint from public transportation in local municipalities.

Practical implications

This study provides green mobility policies as mechanisms to be used to achieve a sustainable public transportation in local communities. Practically, this study advocates for the use of data to support green urban mobility for transport providers, businesses and municipalities administration by analyzing and forecasting mobility demand and supply in terms of route, cost, time, network connection and mode choice.

Social implications

This study provides factors that would promote public and nonmotorized transportation and also aid toward achieving a national green urban mobility strategy. Socially, findings from this study provides evidence on specific green urban mobility measures to be adopted by stakeholders in local communities.

Originality/value

This study presents a sociotechnical urban-based mobility model that is positioned between the intersection of “human behavior” and “infrastructural design” grounded on the factors that influence green urban mobility policies for local communities transiting to a sustainable public transportation. Also, this study explores key factors that may influence green urban mobility policies for local communities toward achieving a more sustainable public transportation leading to a more inclusive, equitable and accessible urban environment.

Abstract

Purpose

Developing sustainable mobility can add value to the travel and tourism experience in alpine areas and can become a challenge for destinations in terms of interests, goals, skills and values involving both public and private subjects. Mobility as a Service (MaaS) is a new model for delivering sustainable transport services that in recent experiences seem to be an alternative to the use of owned cars by allowing the personalized use of a bundle of public and private transport means. This paper aims to identify the positive aspects in the two main Alpine regions affected by tourism demand coming mainly from Lombardy by implementing a mobility model inspired by Maas in the Lombardy capital.

Design/methodology/approach

The tourism demand of the Autonomous Province of Trento and the Aosta Valley Region is thus analyzed using descriptive statistics on tourist flows and mobility characteristics.

Findings

Technology and propensity to change are the determining factors to move from traditional to innovative mobility systems.

Originality/value

This work, by considering the recent studies on MaaS models, limited to sustainable urban mobility models, extends the MaaS approach to the key concepts of “sustainable mobility” and “sustainable tourism” by analyzing the tourist flow, which from Lombardy invest the main alpine regions.

Abstract

Purpose

This study aims to identify the determinants that influence citizen’s behavioural intention and continuous usage intention of smart mobility services in Indian smart cities with the help of an extended technology acceptance model.

Design/methodology/approach

This study uses a quantitative methodology to analyse the data collected from 509 residents of smart cities in India. The study used the partial least squares structural equation modelling approach to test the proposed hypotheses.

Findings

The study highlights the importance of perceived usefulness and ease of use in influencing citizens’ attitudes and intentions towards smart mobility services. Positive attitudes significantly impact behavioural intentions, which, in turn, link to continuous usage intentions.

Originality/value

This study contributes to the existing body of knowledge on smart cities and technology adoption, specifically in the area of smart mobility. The study’s findings will help service providers and policymakers to develop more robust strategies for the future.

Tourism reconfigures the metropolitan dynamics and the patterns of use of the urban systems. The seasonal nature of tourism produces an impact on the urban hierarchies, since it affects the labor, residential, and recreational markets. As a result, people move to and in the destination and it challenges the supply of sustainable modes of transport such as public transport. This research is set within the context of three demanding challenges that tourist destinations need to face-up: to increase environmental sustainability, to enhance destination competitiveness, and finally to assure quality and comfort of public transport services for the local resident population. Camp de Tarragona region, where Costa Daurada (one of the most important Spanish tourist brands) is located, is analyzed to illustrate how different data sources can aid to confront the aforementioned challenges. Given that seasonality is a dynamic phenomenon, suitable data should be flexible in terms of its time framework. To this end data from smart travel cards provided by the consortium that manages the public transport system in the region has been analyzed. Data unveiled the impact of seasonality on the evolution of demand throughout the year, the type of transport tickets used, or changes occurred in the geographical distribution of the mobility Alternative data sources such as surveys and passive mobile positioning data have also been examined, and their pros and cons have been addressed.
