Abstract

Purpose

The purpose of this paper is to examine the impact of public policies on engendering entrepreneurship and micro, small, and medium enterprises (MSME) development in Nigeria. Gaps in policies and factors that impede entrepreneurship and MSME development are identified and proposals are offered to address the impediments.

Design/methodology/approach

A thorough review of the mainstream literature on entrepreneurship and MSME development is undertaken. This constitutes the reference point for identifying and reviewing specific public policies formulated and programs designed to stimulate entrepreneurial activities and facilitate MSME development. Data were obtained from federal government agencies. This paper contends that for public policies to accomplish their designed objectives of engendering entrepreneurship and MSME development, strategic realignments of various policy dimensions and programs are imperative.

Findings

Misalignments occur when existing public policies in other domains are in conflict with policies to promote entrepreneurship and MSME development. Policy misalignments negate the profit motive of entrepreneurship; stifle business innovation and expansion; and contribute to survivalist mode of entrepreneurship in the country. This thwarts the public policy goals of creating jobs and alleviating poverty.

Practical implications

Government needs to streamline current regulatory requirements and revamp tax policies to encourage entrepreneurs and MSMEs. Improvements in infrastructure (road networks, highways, power supply, and telecommunications) will significantly reduce overhead costs for entrepreneurs and help MSMEs to grow.

Originality/value

The paper demonstrates that without strategic realignments of public policies to ensure consistency and coherency in various dimensions, efforts to promote entrepreneurship and MSME development will not yield positive results. Existing public policies and programs need to be brought into tight realignment with policies and regulations in other domains to galvanize entrepreneurial efforts.

Abstract

Purpose

The contribution of women toward entrepreneurial activities has gained significant attention in recent years because of economic and social concerns, government support and initiatives and increased education and awareness. Women’s entrepreneurial activity has increased and women-owned businesses can today be found in every sector of the economy, irrespective of region. In India, government bodies such as the Ministry of Micro, Small and Medium Enterprises (MSMEs) and several other organizations (private and NGOs) have adopted considerable measures to promote women entrepreneurship (WE). To improve WE, the critical factors of WE adoption need to be identified and evaluated. The purpose of this paper is to identify, prioritize and evaluate the critical success factors of WE adoption in Indian MSMEs.

Design/methodology/approach

This paper proposes a methodology based on fuzzy analytical hierarchal process to prioritize the critical success factors of WE adoption. A numerical analysis of Indian MSMEs is presented to demonstrate the use of the proposed method. This proposed method considered fuzzy framework, which can handle impreciseness and uncertainty. Sensitivity analysis is also performed to test the robustness of the proposed model.

Findings

Potential critical success factors are identified from relevant literature and validated by industry experts. This research finalize the critical success factors of WE adoption in Indian MSMEs under seven dimensions, so prioritization of identified critical success factors can be developed and insights relationship of factors would be explored. The results of the study found that individual, management and government dimensions take paramount importance while women aim to become entrepreneurs in Indian MSMEs.

Research limitations/implications

This study is limited to identifying evaluation factors; other factors have not been identified and categorized. Evaluation is one by experts in this area so it is natural that views of decision-makers may be subjective and vary with regard to industry-type, priorities, resources, etc.

Practical implications

This study will help industry to identify, evaluate and prioritize factors for successful implementation of women entrepreneurship. MSMEs could device these factors by applying the outcome of the study in their decisions with higher priority to implement women entrepreneurship culture.

Originality/value

Abstract

Purpose

To interrogate the grand narrative of “entrepreneurship for development” that dominates international development circles, by applying a feminist critical discourse analysis that prioritizes women's situated experiences as local stories.

Design/methodology/approach

Two existing frameworks for analysing women's entrepreneurship, namely the 5M (Brush et al., 2009) and the 8M (Abuhussein and Koburtay, 2021) frameworks, are used to examine the local stories of women in rural Ethiopia to provide a counter-narrative to the grand narrative of “entrepreneurship for development”. The local stories are derived from 16 focus group discussions and 32 interviews.

Findings

The findings provide a counter-narrative to the grand narrative of “entrepreneurship for development”, evident in Ethiopia and in international development generally, while demonstrating larger structural issues at play. They challenge entrepreneurship's solely positive effects. While women recognize the benefits of having a business, particularly in terms of financial gains, empowerment and social recognition, they also highlight negative consequences, including uncertainty, concerns for their own personal safety, criticism, stress, limited social life and fear of indebtedness and poverty.

Practical implications

Policymakers, scholars and development professionals are urged to reflect on the limitations of “entrepreneurship for development” and to consider the negative effects that promoting an acritical grand narrative of entrepreneurship could have on women's lives.

Originality/value

The article advances an innovative partnership between feminist analysis and established women's entrepreneurship frameworks to contest dominant assumptions in the fields of entrepreneurship and international development studies. It adds to the limited empirical evidence on women's entrepreneurial activity in Ethiopia, tests the adequacy of the 5M and 8M frameworks in the rural low-income context of Ethiopia, and proposes a 7+M framework as an alternative to study rural women's entrepreneurship in low and middle income countries.

Abstract

Purpose

Women and disadvantaged minorities within emerging and developing economies often resort to business activity within the informal economy as a way to overcome various barriers and challenges to formal workforce participation. This paper aims to explore the characteristics, motives, barriers and challenges of female engagement in informal business activities in Jordan.

Design/methodology/approach

The qualitative analysis used in this paper is based upon empirical findings from semi-structured, in-depth interviews with 14 female informal entrepreneurs in Amman, Jordan.

Findings

The study revealed that informal female entrepreneurs tend to be both opportunity- and necessity-driven. Generating profit and contributing to the household income seems to be their main motive. Their businesses were funded either through personal savings or from their social network (e.g. husband, family and friends). Promotion of the business relied mostly on word-of-mouth or social media. High inflation, high competition, time pressures and lack of business skills were cited as the biggest challenges. Besides being content with the status quo, lack of knowledge about the procedures for registering a business and fear of bureaucracy were among the main reasons for not legalizing their activities.

Originality/value

There are very few studies that analyse informal micro-entrepreneurship in the Arab world, particularly in the Jordanian context, which is of growing interest due to low number of women in the workforce and the growing number of refugees in the country. This study therefore presents new knowledge around women’s informal micro-entrepreneurship in Jordan and provides recommendations for further research and policy-making.

Abstract

Nurturing resilience of states and societies in its neighbourhood has become a strategic priority for the European Union (EU). This chapter reviews the concept of resilience across different European External Action Service's (EEAS) strategic documents, investigates the means and the ends that accompany it and explores the potential of fostering resilience through entrepreneurship. The latter is becoming a multi-dimensional tool associated not only with economic development but also with peace fostering, responsible citizenship, social innovation, opportunities management, risk-taking, decision-making, problem-solving, creativity, adaptability etc. We examine how entrepreneurship deals with the EU's approach to resilience and whether the EEAS harnesses entrepreneurship potential. This is an interdisciplinary research project bringing together insights from EU studies, diplomatic studies and entrepreneurship. In terms of methodology we use a content analysis approach of primary resources combined with semi-structured interviews with EEAS staff and secondary sources review. Our findings indicate that EEAS could meet resilience goals through entrepreneurship; yet the use of entrepreneurship as a tool for EEAS′ purposes is sporadic, scattered and unidimensional. We suggest that the EEAS should adopt a cohesive strategy for entrepreneurship promotion connecting internal with external policies. Acting this way would also serve the purpose of a more ‘joined-up union’ and reinforce the EU's power of attraction.

Abstract

Purpose

The purpose of this study was to explore the impact of governmental support policies and socio-cultural influences on female entrepreneurship in rural Vietnam. As such, the study addresses an important literature gap concerning female entrepreneurship within rural communities in South East Asia.

Design/methodology/approach

Qualitative in-depth interviews were conducted with six female entrepreneurs and six female non-entrepreneurs in northern Vietnam to examine the influence of various environmental factors on female entrepreneurship in a rural setting.

Findings

The results suggest that government pro-entrepreneurship policies, together with private sector interventions, have had an impact on rural Vietnam. Yet females in rural and remote Vietnam are still constrained by societal prejudices, financial limitations, and limited entrepreneurship educational opportunities.

Originality/value

The paper's originality lies in its review of the circumstances confronting women in rural Vietnam and its findings concerning the impact of environmental factors on female entrepreneurship in this setting.

Abstract

Purpose

The purpose of this paper is to examine the development of entrepreneurship education and training in Kenya as a strategic approach to addressing the unemployment problem among the school and university graduates in Kenya and Africa in general.

Design/methodology/approach

The study adopted a critical review of the literature method to achieve its purpose and to answer the key research question. The literature search included a computerized search of accessible and available material on entrepreneurship, entrepreneurial spirit, entrepreneurship education and training programs, history of entrepreneurship, and entrepreneurship models, Africa and entrepreneurship development.

Findings

It is shown that the development of entrepreneurial spirit and competencies should be a lifelong process. Addressing Africa's socioeconomic development in an entrepreneurial way requires learning successful lessons from within and without Africa. Specific examples of successful use of entrepreneurship to develop micro, small and medium‐sized enterprises in Africa and other parts of the world, especially the USA, are cited in the paper. A case study of using technology to promote entrepreneurship in Africa is provided.

Research limitations/implications

The paper is limited since it is based on a review of the literature. Quantitative and qualitative research studies focusing on entrepreneurship and socioeconomic development in Africa are recommended.

Originality/value

There are limited studies that focus on the issue of entrepreneurship and socioeconomic development in Africa. This paper and the special issue in particular have laid down pioneering ground work for research on entrepreneurship and socioeconomic development in Africa.

Abstract

Purpose

The purpose of this paper is to understand the relationship between franchisee support and brand value in micro-franchise chains. This study aims to understand the importance of value delivery in support to the micro-franchisee aiming at increasing brand value.

Design/methodology/approach

The sample was composed of 148 micro-franchisees belonging to 70 chains located in Brazil. The questionnaire aimed to verify the franchisee’s degree of concordance with the support and brand value provided by the franchisor through a Likert scale. The questionnaire structure comprised of ten metrics associated with franchisee support, four metrics associated with the brand value perception and four potentially intervenient metrics. A regression analysis was carried out to confirm the results for the factor analysis, assuming that the three factors associated with support as independent variables and the brand factor as a dependent variable.

Findings

The three factors related to franchisee support were found to be significant predictors of brand value. Based on the values of the coefficients, it is possible to infer the positive nature of the association. An increase in franchisee support leads to an increase in the franchisee perception about brand value. The positive effect of training and franchisor’s support in prospection and installation improvement on the brand value evaluation by franchisees was supported by the statistical analyses conducted.

Research limitations/implications

This research complements the studies on brand citizenship behavior and franchisee brand commitment; the greater the support provided to the micro-franchisee, the greater its commitment to the brand values of the chain. This contribution is critical because we deal with micro-enterprises in a business environment with an intense resource scarcity. These aspects place restrictions on the delivery of support and brand value in these franchise chains.

Practical implications

Structured support plans and greater approximation with franchisees seem to be alternatives for this perception of value to be increased in micro-franchise chains. The attractiveness of a micro-franchise chain can be enhanced if the franchisor is able to show to its potential micro-franchisees that it offers adequate support for its business; and also for the capture of new micro-franchisees.

Social implications

The social implications aimed at entrepreneurs with low financial expenditure. The sustainability of these businesses is highly relevant in the case of emerging markets given the high rates of unemployment and informality. Hence, micro-franchises become one of the means for micro-entrepreneurs to enter the job market.

Originality/value

When dealing with micro-franchises, there is an intensification of this scarcity of resources due to the smaller amount captured by the franchisor, as well as the lower technical level found in the franchisees. The relationship between brand value and the perceived level of support and the consequent franchise satisfaction with the chain in franchises, symbolized by brand citizenship behavior, is still little studied, and there are promising new studies, especially on the different types of franchises.

Purpose

Micro-businesses contribute to economic development by improving individual welfare. Women are the primary drivers and owners of such businesses in urban Ethiopia. The purpose of this study is to investigate the poverty status and determinants among women-owned micro-businesses.

Design/methodology/approach

The basic study units were women who owned micro-businesses. A sample of 384 women-owned micro-business was chosen using a stratified and systematic random sampling technique. Thirty-six participants were purposely chosen for in-depth interviews and focus group discussions. Questionnaires, in-depth interviews and focus group discussions were used to collect data. The poverty head count, poverty gap and poverty severity indices were computed to estimate poverty status. The major determinants of women’s poverty were investigated using a logistic regression model.

Findings

The overall poverty incidence, gap and severity were estimated to be 24.27%, 3.85%, and 1.11% respectively, among the women who owned micro-businesses. Eight of the 14 poverty determinants, including age, dependents, savings, remittance and the number of days and hours women work in their businesses, were found to have a significant effect on women’s poverty. The results suggest that local governments, technical and vocational training institutions should work together to reduce the impact of poverty-aggravating factors on women and increase the contribution of women-owned micro-businesses to poverty reduction.

Originality/value

This study addressed the poverty status of women who run micro-businesses, which is a crucial issue in Ethiopia’s urban context. It adds new knowledge to the issue of gendered economic participation, poverty reduction and poverty determinants in the Ethiopian context.

The urbanization process that develops in parallel with the increase in population, get volume in vertical level on the ground today just like the underground expansion of urban spaces in antique ages, in parallel with the intensification of spatial expansion, leading to new problems and research questions in urban spaces. Because the increase in the number of people per square meter as a result of vertical concentration on the ground makes the streets or the land we step on become a more rentable market. While this market has been filled with classical artisan businesses so far, street economy actors serve the population (consumer) where artisans are not sufficient for meeting the demand in highly populated streets. This situation confronted law enforcement and street sellers in cities for decades or may be centuries, and urban peace and harmony often deteriorated. In the integrated urban areas, in addition to a series of urban problems, the registration of the informal economy and the adaptation of the street economy actors to the urban identity and esthetics have become the problems that await priority solutions. Street economy is an aesthetic and ergonomic fact of living cities, in accordance with this microeconomic reality, sustainable legal regulations are essential. Such that, these legal regulations should be established on a solid basis not only in certain countries but also in all countries in the world.
