Abstract

The rapid change in technology has begun to influence the maritime sector with the effect of globalization. The impact of technologies is increasing in shipping management; on the other hand, the importance of the human element has also increased. International Maritime Organization has introduced regulations governing the training and social rights of seafarers. MLC 2006 has been an important improvement for the social rights of seafarers. Preventive measures for workplace bullying were started on ships. The safety regulations of STWC Manila 2010 have brought some improvements in the industry. The maritime industry will face some absolute changes brought by Industry 4.0 such as IoT, artificial intelligence, cloud technology and blockchain, although it is unclear yet what sort of changes will occur in manpower labor markets. There are some countries that carry on projects regarding unmanned ships presently. For example, Norway has realized several trial voyages, as well as some other projects, which were carried on by Finland and the EU. In spite of all these changes, seafarers obviously will be needed in the maritime industry. The main purpose of the study is to determine how, from where and how many seafarers will be demanded onboard in the future. Prospects, futurists’ approaches, opinions of sector representatives and research reports are evaluated, and the future of seafarers is discussed in this study.

Abstract

Despite a hangover from the worldwide economic crisis, international trade rebounded nicely with a record-level growth in late 2010. A sharp rise in international trade has sparked the international traffic growth. A majority of this traffic growth originated from maritime logistics which could move cargoes in large volume and at cheaper freight costs. Due to its cost-efficiency and easy access, maritime logistics typically accounts for more than half of the worldwide freight volume. However, maritime logistics poses a greater supply chain risk, since ocean carriers used for maritime logistics are more vulnerable to unpredictable weather conditions, piracy attacks, terrorist hijacking, and cargo damages on the open sea than any other modes of transportation. Also, given the vast areas that maritime logistics covers, it is more difficult to protect maritime logistics activities from potential hazards and threats.

To better protect maritime logistics activities from potential security lapses, this chapter introduces and develops a variety of systematic security measures and tools that were successfully used by best-in-class companies and government entities across the world. Also, this chapter proposes a total maritime security management model as a way to formulate maritime risk mitigation strategies. To elaborate, this chapter sheds light on the roots of maritime security measures and tools, the ways that those measures and tools are best utilized, the roles of advanced information technology in maritime security from the global supply chain perspectives, the visualization and identification of potential maritime and its related supply chain risks, and policy guidelines that will help enhance maritime security.

Abstract

Globalization has created conditions in which business has become increasingly global. The combined effect of global business, intense competition, weakening of labor unions, and the inability of national governments to control the negative effects of globalization has created immense difficulties in the formulation and implementation of global labor standards. This research takes an ancient industry with a long tradition of international features and regulations, that is, the maritime industry, as a case study to understand the dynamics associated with the regulation of a global industry. The study argues that J. R. Commons' works at the turn of the century not only give us excellent insights into the creation of global markets and the need for global labor rights protection but also provide us with a solution, that is, the creation of an “authoritative commission.” Finally, the study suggests that there is a need to enhance the role of ILO as a global “commission” to regulate the industry. Presently, the ILO does not have the essential features for becoming such a commission. Therefore, ILO should develop three important characteristics: ability to include new emerging actors, decision-making based on consensus and dialogue, and sanction power to implement its standards. Based on the above principles, ILO can work as the center of a global regulatory regime in the maritime industry. Through its power of sanction, it will implement its standards mainly through states. But, at the same time, it will network with unions and NGOs and all other important actors in the industry at local, national, and global levels to detect and eradicate substandard shipping.

Abstract

Awareness of gender perspectives in the maritime sector has been growing in recent years. The International Maritime Organization (IMO) adopted the World Maritime Day 2019 theme of ‘empowering women in the maritime community’, inspiring maritime stakeholders to respond to this global initiative. The maritime sector has been traditionally characterised as male-dominated and women represented only 1.28 per cent of the total seafaring population in 2021. The majority of women seafarers work in catering and hotel sections on cruise ships and ferries, where women are stereotypically considered to be more suited than working in technical and operational sections on board ships. Despite the political and legal will to promote women in the maritime sector, this figure has not changed over the last 30 years. This chapter provides an overview of gender ratios in various maritime jobs which are based at sea, in ports, and on shore. The chapter also offers an account of how various barriers impede the attraction, recruitment and retention, and leadership of women in the maritime sector. Women working in the maritime sector may face sexual harassment and discrimination at training as well as in the workplace. Some shipping companies are hesitant to employ women as they perceive women as risk factors in a man’s world. In addition to cultural and legal barriers, there are structural barriers that de-value women as human capital through unequal investment and training opportunities. The chapter discusses the future of the maritime sector, in relation to automation, smart and green shipping, digitalisation and energy efficiency, and the challenges and opportunities this presents for women. Furthermore, the COVID-19 pandemic has significantly affected the sector and its workers. In order to build a transformative and resilient maritime industry, gender equality is the key to driving success in this transition and it is necessary to mainstream gender in every step of designing and implementing new processes for the future maritime sector.

Although female participation in the labour market has increased significantly over the last 50 years, transport remains a male dominated sector and maritime transport in particular appears to lag behind other modes. It is important to recognise that maritime careers struggle to recruit more generally. This chapter considers the gender gap in the maritime industry and asks what would make the maritime industry more attractive to women. It explores the literature through the lenses of career-decision, career decidedness and career self-efficacy in order to present a conceptual model to explain the persistent gap and consider what could be done to address it. Career choices, development and performance are affected by contextual variables, both personal and environmental, which can promote or hinder career development outcomes. In maritime transport, career perception, workplace culture, social capital and development opportunities still play a major part in the decision-making process and deter women from engaging with the maritime profession. This chapter proposes four interventions to effect much-needed change.

Abstract

The chapter assesses the state of research and gender-specific data in maritime shipping and ports. This is crucial for implementing and promoting Sustainable Development Goal 5 ‘Achieve gender equality and empower all women and girls’ in the sector under study. Moreover, the present chapter examines whether progress has been made regarding the availability of gender-related data and research in the port sector.

An extensive review of the literature covering gender-related research in the shipping and port sectors going back to the pre-1990 period has been carried out. Next, data from the Port Performance Scorecard established under the United Nations Conference for Trade and Development (UNCTAD) TrainForTrade (TfT) Port Management Programme (PMP) is analysed, covering the 2015–2020 period. Last, this research is complemented by the results of a survey conducted in 2021 across UNCTAD’s TfT port network.

The literature review identified the main gender dimensions affecting maritime shipping and ports, namely health, empowerment, economic, and education. These results were completed by insights generated by the analysis of gender-related data obtained through selected member ports of the UNCTAD TfT PMP. Overall, the data provided information about the state of play and the existing data gaps and limitations relating to mainstreaming the gender dimension in maritime shipping and ports. It confirmed that traditional stereotypes about the type of job functions that can be fulfilled by women remain prevalent in these two sectors. In this context, the chapter concludes that improving data availability and accessibility in maritime shipping and ports is imperative to advance research and evidence-based policymaking that promote gender equality in maritime transport. Closing the data gap and refining data on gender across the maritime supply chain sector is therefore key. As available data are insufficiently accessible and highly aggregated and which in turn limits the analytical scope, the present chapter recommends that a framework for a Maritime Shipping and Port Gender Equality and Diversity Index be established while leveraging existing data and efforts, including by UNCTAD.

Abstract

The global shipping industry has been rocked by a wave of disruptive innovation driven by a thriving ecosystem of digital technology start-ups that have emerged in the last few years and set up offices in Greece. After the appearance of COVID-19, entrepreneurial leadership has grown in importance for guiding commercial shipping through times of exceptional circumstances. The problem is that there is a lack of understanding of the experiences of Greek digital entrepreneurs launching their tech start-ups within the maritime sector – from the initial vision to a real-world innovative business disruptor. We aim to answer the questions of who the Greek digital entrepreneur in the maritime sector is and how their entrepreneurial actions contribute to a growing knowledge base of digital entrepreneurship for future theoretical research and professional practice. This single-subject, archival case study demonstrates the social and commercial value of the “who” and “how” of digital entrepreneurship in the maritime sector through the case of Harbor Lab, an Athens-based start-up that disrupted the maritime industry through innovative use of emerging technologies to calculate disbursements (port expenses) and through the establishment of a horizontal, empathetic, open workplace culture. The outcomes of this study contributed a fresh perspective of scholarly knowledge on digital entrepreneurship for future theoretical research and professional practice.

Abstract

Purpose

This research establishes an evaluation index system and calculation method for the China's maritime power construction index (CMPCI). It has conducted practical tests on the progress of China's maritime power construction since the 12th–13th Five-Year Plans. This paper conducts a phased study on the construction of China's maritime power based on the CMPCI evaluation results; it expands the relevant achievements in the research field of quantitative research in China's maritime power construction. The verification results are consistent with the actual situation.

Design/methodology/approach

Fully reflect the guiding role of national marine policies in the new development stage, guide the transformation of China's marine management model. The CMPCI is a quantitative evaluation of the overall development level of China's maritime power construction over a certain period of time. The CMPCI in this article aims to comprehensively reflect the changes in the construction of China's maritime power, strives to cover various fields it encompasses. This study focuses on objective statistical data analysis, supplemented by multisource data, to objectively and fairly measure the level of CMPCI.

Findings

Originality/value

It fully reflects the highlights of marine science and technology, social democracy and strategic emerging industries. This research dynamically quantifies the trajectory of China's maritime power construction, synthetic reflecting the country's macroeconomic policy guiding function. Guiding the transformation of the marine resources utilization, marine economy development, marine scientific research and marine rights and interests maintenance and effectively serving the decision-making needs of the government.

Purpose

The aim of this study is to provide a holistic analysis of all possible maritime business logistics processes related to import and export shipments in a fuzzy environment through a case study of a maritime logistics company based on the as-is and to-be models within business process management (BPM).

Design/methodology/approach

The analyses considered the following perspectives: (i) in the stage of the process identification, the definition of the problem was carried out; (ii) in the stage of the process discovery, ocean department was divided into ocean export/import operation departments; ocean export/import operation were divided into freight collect/prepaid operation processes; ocean export/import logistics activity groups were broken down into sub-activities for freight collect/prepaid operation; the logistics activity groups and their sub-activities were defined; each sub-activity as either operation or documentation process group was classified; the durations of sub-activities were evaluated by decision-makers (DMs) as fuzzy sets (FSs); the monthly total jobs activities were estimated by DMs as FSs; the applied to monthly jobs activities of total shipments were estimated by DMs as FSs; the durations of each sub-activities were aggregated; the duration of the logistics activity groups and the sub-activities for per job were calculated; the cumulative workload of logistics activity groups and sub-activities were calculated; the duration of sub-activities for per job as operation or documentation departments were calculated, (iii) in the stage of the process analysis, cumulative ocean export/import workload as operation or documentation for freight collect/prepaid were calculated; duration of activity groups and sub-activities for per job as operation or documentation were calculated; cumulative workload activity groups and sub-activities as operation or documentation were calculated, (iv) in the stage of the process redesign, cumulative workload, process cycle time as operation and documentation group and required labor force were calculated; the process cycle time of the theoretical, the as-is model and the to-be model were calculated: (i) the theoretical minimum process cycle time without resource were calculated by the critical path method (CPM), (ii) the process cycle time of the as-is model perspective with the 1 person resource constraint and (iii) the process cycle time of the to-be model perspective with the 2-person resource constraint were calculated by the resource constrained project scheduling problem (RCPSP) method.

Findings

The methodology for analyzing the ocean department operation process was successfully implemented in a real-life case study. It is observed that the results of the to-be model can be applicable for the company. The BPM-proposed methodology is applicable for the maritime logistics industry in the present study; however, it can be applied to other companies in maritime logistics as well as other industries.

Originality/value

This study contributes to research using BPM methodology in maritime logistics. This is the first study the logistics process analyses were carried out in terms of including all operation processes for a company. All processes were analyzed by using BPM methodology in maritime logistics. This study demonstrated the application of the BPM as-is and to-be models to maritime logistics. The as-is and the to-be models of the BPM methodology were applied in maritime logistics.

Research implications

This methodology applied in this study can enable organizations operating in the time-urgent maritime logistics sector to manage their logistics processes more efficiently, increase customer satisfaction, reduce the risks of customer loss due to poor operational performance and increase profits in the long term. Through the use of these methodologies utilizing FSs, the CPM and the RCPSP methods, this study is expected to make contributions to the BPM literature and provide original insights into the field. Furthermore, this study will undertake a comprehensive analysis of maritime logistics with respect to BPM to deliver noteworthy contributions to the maritime logistics literature and provide original perspectives into the field.

Abstract

Purpose

The study examined the effect of optimal port operations on global maritime transportation among selected ports in Nigeria.

Design/methodology/approach

It considered research questions such as are the ports in Nigeria functional, are the ports functioning to optimal capacity and are there challenges affecting smooth operations in the Nigerian ports? The study tested the null hypothesis which states that there is no positive and significant relationship between a functional port system and maritime transportation in Nigeria. The nonparametric statistics, chi-square, were used to analyze data. Data were gathered through a questionnaire administered to three major ports in Nigeria, namely Lagos Port Complex (LPC), Port Harcourt Old port and Warri Port.

Findings

From the analysis, findings showed that there exists a positive and significant relationship between operations in the ports and maritime transportation in Nigeria. Practical implications: The study showed that the moribund state of some ports and terminals will result in loss of jobs and huge revenue, therefore, compounding the menace of unemployment with its associated vices.

Originality/value

The study concludes that the operations of a functional port affect the economic growth of maritime nations. Thus, it is recommended that government and the private sector should collaborate to raise adequate capital for port development and improve the super structures (infrastructures) for optimal port operations in the country among others.
