Abstract

Purpose

Managerialization – i.e. the institutional and organizational transformation of cultural institutions acknowledging the need for a managerial action to address their value propositions – is radically reshaping the way museums interact with relevant stakeholders and arrange their service offering. The paper aims at making sense out of the manifold implications of managerialization on museum activities.

Design/methodology/approach

Secondary data were collected from a sample of 4,073 Italian museums and art institutions. A logit regression model was designed to investigate the implications of museums’ managerialization on pricing strategies, service offering, organizational and marketing policies, inter-organizational relationships and digitalization.

Findings

Managerialization triggered an evolution in museums’ service offering and organizational practices. Institutions that underwent a managerial development were more likely to innovate their policies and strategies. However, managerialization may undermine the way museums focus on disadvantaged people, nurturing inequalities in the access to their service offering.

Practical implications

The managerialization of museums should be handled as a double-edged sword. Although it contributes in enriching the museums’ service offering and in differentiating their activities, it may generate drawbacks on the art institutions’ ability to address the demands of underprivileged groups. Tailored correctives are needed to avoid the side effects of managerialization.

Originality/value

This is one of the first attempts to investigate the implications of managerialization on museums’ practices and inter-organizational relationships. The research findings provide some insights into the challenges that are related to the managerialization of museums and art institutions.

Abstract

Purpose

Eco-museums safeguard the cultural authenticity and the historical identity of the place in which they operate. Conventional organizational models and management practices are generally employed to achieve this institutional aim. Conversely, innovative solutions – such as digitization – are overlooked. Adopting a service quality management perspective, the article intends to examine the role of managerialization and professionalization in triggering eco-museums' digitization.

Design/methodology/approach

An empirical analysis involving 126 eco-museums operating in Italy as of 2018 was designed to investigate the implications of managerialization and professionalization on the eco-museums' propensity to embark on a digitization process. Two different forms of digitization were examined: (1) the presence of eco-museums in the digital environment; and (2) the exploitation of digital tools for service delivery. The mediating role of two “soft” total quality management (TQM) practices, i.e. people centredness and strategic focus on visitors' experience, was contemplated in the empirical analysis.

Findings

The research findings suggest that managerialization and professionalization have ambiguous effects on eco-museums' digitization. Nevertheless, they indirectly contribute to a greater digital presence of eco-museums and to a larger use of digital tools for service delivery through an increased use of soft TQM practices.

Research limitations/implications

Managerialization and professionalization are likely to foster the digital transition of eco-museums, which advances their ability to protect and promote the local cultural heritage. Soft TQM practices intended to achieve people-centredness and to enhance the visitors' experience should be exploited to stimulate the eco-museums' digitization.

Originality/value

The article examines the triggers of eco-museums' digitization, providing some food for thought to scholars and practitioners.

Abstract

Purpose

The managerialization of the police may be seen as an effort to restore the legitimacy of the police. This paper aims to show that the managerialist strategy presently occurring within police forces creates new pitfalls and unintended consequences.

Design/methodology/approach

The paper concentrates on the managerialization of the police in The Netherlands. It is based on a study of large numbers of police policy documents over the last 20 years, on interviews with key persons and on long term survey data on citizens' views on the police. This analysis focuses on four elements of managerialization: creating the police as a businesslike organization, performance management, quality management, and the view on citizens as customers of the police. Each of these elements is analyzed as a police presentational strategy.

Findings

The managerial strategies that police organizations use as endeavors to restore their legitimacy, are described. There are no clear empirical indications that the managerialization of the police restored citizens' trust in the police. On the contrary, it may even undermine the police legitimacy.

Research limitations/implications

The analysis focuses on one country, The Netherlands. Because police organizations in many countries were confronted with similar managerial changes, it is expected that many of the findings and conclusions are more generally relevant.

Practical implications

The paper presents a critical view on the common managerial assumption that police legitimacy may be restored by promoting police instrumental performances.

Originality/value

This paper views managerialization as an endeavor to restore police legitimacy. It concentrates on managerial presentational strategies and image work as forms of legitimacy management of police organizations.

Abstract

Higher education institutions have undergone a transformation over the past few decades, from loosely coupled systems to more centrally managed organizations. Central to this ongoing development is the increasing competition for resources and reputation, driving higher education institutions to rationalize their structures and practices. In our study, we focused on changes in job advertisements for professorships in Germany from 1990 to 2010. Findings showed that the requirements stipulated by universities for professorial positions have become increasingly differentiated (and measurable) over time. In this context, competitive aspects, such as third-party funding, international orientation, or publications, have particularly come to the fore and grown significantly in importance. We discuss these findings in light of an increasing managerialization of higher education institutions, which has a direct effect on collegiality. We argue that the differentiation of professorial job profiles leads to even more formalized appointment processes and may push collegial governance into the background.

Abstract

Adopting an intra-organizational viewpoint is essential to grasp legal intermediation. To deepen our understanding of such phenomena, this chapter proposes a qualitative and “multi-level” approach drawing on insights from the neo-institutional literature, policy ethnography analysis and the research on legal intermediaries. Such a perspective is particularly suited to capture the complexity and the depth of institutional change. Using the 12-hour work legal mechanism of derogation in the context of French public hospitals as an example, this chapter highlights how both macro-level actors (actors of a “reform network”), and micro-level ones (hospital directors) contribute to the shaping and framing of legality in French public hospitals. Results show that variation in how those actors use law depends on the local configuration. Second, results demonstrate that the legal games they play are not merely based on symbolic and superficial compliance with the law, but also on outright manipulations and conscious rule-breaking.

Abstract

Purpose

As hybrid organisations operating at the intersection of opposing institutional logics, social enterprises (SEs) pursue the creation of social value w hile functioning as businesses, which generates tensions between social and business concerns. Limited knowledge exists, however, of how hybridity is managed at the intra-individual level. Drawing on regulatory focus theory (RFT), this paper investigates the role of self-regulation in managing hybridity tensions in SEs.

Design/methodology/approach

A multiple-case design is useful in investigating the situated cognitive mechanisms underlying individual self-regulation in the context of managing tensions in SEs. The authors interviewed 22 managers from Belgian SEs that had been active in the home-care sector for at least five years before the COVID-19 pandemic to understand how managers handle the tensions between social and business concerns through self-regulation.

Findings

The authors show that managers in SEs experience three forms of tensioning: tensioning as intertwining, tensioning as competition and tensioning as superseding. Managers respond differently to tensions depending on their self-regulatory focus (promotion versus prevention) on social and business goals, and this is reflected in their hybridity practices (entrepreneurship, commercialisation, corporatisation and managerialisation). Informed by both social and business logics, hybridity practices serve as tactics used as part of managers' self-regulation, enabling them to handle tensions.

Originality/value

By studying the interactions between individual cognition and institutional logics, this study contributes to the micro-foundations of institutional logics by revealing the role of self-regulation mechanisms in managing tensions in hybrid organisations.

Abstract

Purpose

The purpose of this paper is to explore the consequences of a managerial approach to renewal for a union’s behaviour by analysing the UK’s fourth largest trade union – The Union of Shop, Distributive and Allied Workers (USDAW).

Design/methodology/approach

The findings draw on in-depth semi-structured interviews with union officials.

Findings

The research findings show the significance of a managerialist approach to UDSAW’s renewal strategy and its correlation with existing renewal strategies of organising and partnership. However, this approach was not immune to context, with tensions between agency and articulation challenging the basic concept of managerialism and influencing union behaviour.

Research limitations/implications

The data were collected from a single case with a small sample size.

Practical implications

The authors’ findings suggest that tensions between bureaucracy and democracy will mediate the extent to which managerialist approaches can be used within unions adding support to the strategic choice theory and underlying arguments that unions can influence their fortune. However, institutional and external pressures could see managerialism becoming more prevalent, with oligarchic and bureaucratic forces prevailing, which could be particularly applicable to unions operating in challenging contexts, such as USDAW. The managerialisation of unions has consequences for union officers; with officers facing increasing pressure in their roles to behave as managers with attendant implications for role conflict, identity and motivation.

Social implications

If managerialism is becoming more prevalent with unions, with oligarchic and bureaucratic forces prevailing, this has potentially wider societal implications, whereby collectivism and worker-led democracy could become scarcer within unions and the workplace, thus irretrievably altering the nature of the employment relationship.

Originality/value

This paper brings together disparate themes in the literature to propose a conceptual framework of three key elements of managerialism: centralised strategies; performance management and the managerialisation of union roles. The authors’ findings demonstrate how there is scope for unions to adopt a hybrid approach to renewal, and to draw upon their internal resources, processes and techniques to implement change, including behavioural change. Consequently, theories and empirical studies of union renewal need to better reflect the complexities of approaches that unions are now adopting and further explore these models within the agency and articulation principles that underpin the nature of unions.

Abstract

Purpose

The purpose of this paper is to investigate the effects of introducing business tools into nonprofit organizations (NPOs). Exploring the case of an NPO trying to embrace the social enterprise model, this study aims to contribute to a better understanding of the managerialization process affecting third sector organizations.

Design/methodology/approach

Relying on an in-depth ethnographic immersion conducted at a Brazilian NPO, this paper adopts a performativity lens to analyze the appropriation process of a traditional business tool, the Individual Development Plan (IDP), at the organization.

Findings

The story of the IDP’s appropriation reveals how business tools act as market devices to actualize economic behaviors and representations among NPOs’ beneficiaries. Reinforcing the control of managers upon their constituencies, business tools can thus create an unequal balance of power within NPOs.

Practical implications

Admittedly, this paper relies on one single case study, which imposes strong limitations to generalize empirical findings. Nonetheless, this analysis calls for more caution in the promotion of business tools for the development of social entrepreneurship in third sector organizations.

Originality/value

Rather than debating the accuracy and efficiency of business tools in NPOs, this paper adopts a performative approach to understand how artifacts change the nature of relationships between managers and beneficiaries within social ventures. Rejecting a normative stance, this paper proposes a micro-level analysis of managerialization, focusing on an organization from an emerging country, Brazil, which is rarely at the core of social entrepreneurship studies.

Abstract

Notwithstanding the relevance of managerial control systems (MCS) in any organization, as well the distinctive role they can play in family business, due to its specific features, the literature rarely dealt with the role and characteristics of MCS in family business. Taking into account previous contributions from different disciplines (organization, management accounting, and family business), the current work aims to better understand the state of the art about research in the field of MCS in family business in order to identify main research gaps and propose future research directions.

Forty-five articles have been analyzed, which were issued in 29 sources. Research findings show that the literature on MCS in family business is limited and not very conclusive. Some authors focused on the type of controls, other authors outlined the role of MCS in managerialization and the relation with professionalization. A few studies focused on some specific mechanisms, especially strategic planning and compensation. Some contributes dealt with MCS’ determinants and impacts. Differences between family and non-family firms were proposed. However, a clear and organized picture of the features of MCS in family firms, their determinants, and impacts has not yet been developed. Particularly, the impact of the distinctive features of family business on MCS represents an underdeveloped research field along with how MCS can be differently developed and used in different kinds of family firms. In the light of findings of the literature review, we propose a reference research framework on MCS in family business.

Abstract

Previous theories discuss how corporate managers can stir anti-discrimination laws away from their initial social goal by managerializing the law. Yet, other actors – notably insider activists – can contribute to move corporate regulations beyond merely symbolic compliance. I demonstrate this influence of activists with three cases studies: (1) LGBT activists for same-sex parental leave; (2) disability rights activists for implementing a quota; and (3) Muslim activists to secure accommodations in French workplaces. Through these cases, I show how activists can move corporate laws beyond compliance, pressure firms to go from merely symbolic to substantive compliance, and analyze mechanisms that explain their unequal success. Bringing together insights from the legal endogeneity theory and social movements theory, I analyze these activist legal intermediaries as actors faced with unequal structure of opportunities, and examine what factors hinder or favor an activist-driven legal endogeneity. I demonstrate the impact of more prescriptive regulations, the institutional power of union representatives (and their alignment with activists’ claims), reputational stakes for companies, and the resources of activists themselves (legal expertise, ability to reframe laws, and informal power within their organizations). Last, I show how activists leverage organizational and legal tools (collective agreement, diversity policies) to induce recoupling between formal commitments and informal practices.
