Abstract

Public procurement is widely used to promote objectives of an economic, environmental and social nature, such as the economic development of disadvantaged social groups. This article elaborates a detailed taxonomy of such “horizontal” policies. This study is valuable, first, to facilitate analysis of the practical phenomenon of horizontal policies and of the policy implications of different approaches and, second, to illuminate and develop the relevant regulatory frameworks under national and international regimes. The taxonomy is based on three key distinctions between the following: 1. policies limited to securing compliance with legal requirements and those that go beyond such requirements; 2. policies applied only to the contract awarded and those that go beyond it; and 3. nine different mechanisms by which policies are implemented in the procurement process.

Abstract

Purpose

The purpose of this paper is to review use of open source software in the public sector in Botswana and South Africa. South Africa is Botswana's neighbor and both countries are leading economies in Africa.

Design/methodology/approach

The paper draws on a survey that was carried out in information communication technology (ICT)‐intensive government ministries in Botswana in May 2008. The study sought to establish availability of policy framework, level of usage of open source software, government support, motivations for implementing open source software in government, availability of skills, attitude of it managers in government toward open source software and challenges of open source software deployment in the public sector. The population of the study consisted of information technology (IT) managers who were purposively selected from ICT‐intensive government ministries and interviewed. The study was extended to cover South Africa through review of literature on the same issues as those studied in Botswana.

Findings

Compared with other countries in developed and developing countries including South Africa, there is limited use of open source software in the public sector in Botswana. However, IT managers in government of Botswana demonstrate a positive attitude toward open source software, and seem to have adequate understanding of its potential benefits. Comparatively, South African government provides support for harnessing open source software; awareness among top government officials is high and attitude toward open source software seems positive; skills are generally available and hardly any challenges of using open source software were identified.

Research limitations/implications

This study was limited to purposively selected government ministries which are ICT‐intensive in Botswana, while for South Africa, the study was based on secondary sources of data and focused on deployment of open source software in government agencies.

Practical implications

Despite the increasing deployment of open source software in government across the world, the Botswanan government is yet unlikely to put in place an enabling open source software policy to harness the potential of the Software.

Originality/value

Open source software deployment in government across the world is gaining momentum purportedly to enhance universal access, reduce costs associated with commercial software bridge the digital divide, grow indigenous IT skills, etc. Botswana and South Africa are the economic frontline states in Africa, and their leadership role in this matter among counterparts on the African continent is pertinent.

Abstract

Purpose

The purpose of this paper is to develop an understanding of the telecommunications policy process in immediate post‐conflict countries and how that process differs from traditional settings.

Design/methodology/approach

The authors consider the case of Liberia, a country that recently emerged from a protracted civil war. The authors focus on the Liberian Telecommunications Act of 2007 and the processes through which this act came about by applying a modified research framework. This framework identifies several factors in the literature that are posited to influence the policymaking process in developing countries. The authors also include other factors based on previous studies in post‐conflict countries. The aim is to test the usefulness of this framework using the 2007 act. The authors apply it through the use of interviews with key actors in the government, industry, and international agencies. This was supplemented by secondary data from published reports and other sources.

Findings

From the framework the authors identify the main factors influencing the telecoms policy making process in Liberia such as a weak and nascent institutional environment, intra‐governmental competition, limited human and technical resources, the supportive (especially initially) role of the international actors such as the World Bank, and the dominance of elite groups in decision‐making. The authors then make suggestions on overcoming some of existing challenges to the sector.

Originality/value

This paper looks at the intersection of research in telecommunications policy, policy processes and post‐conflict countries, an area in which there is currently very little work. The results indicate that several dimensions of the framework are germane to the post‐conflict case and that some of these observations are also relevant to the future development of telecommunications in these countries.

Abstract

Purpose

This study aims to develop a Stackelberg Game Model for seeking the optimal subsidy plans with varying levels of government financial capability (GFC). Furthermore, the scenario-based analysis is conducted and will enable governments to identify a comprehensive subsidy plan as follows: improve project performance and optimise social welfare.

Design/methodology/approach

A Stackelberg Game Model is developed to optimise the effectiveness of subsidies on the performance of public-private partnerships (PPPs).

Findings

According to the scenarios that are generated from the model, governments that are confronting with limited public budgets could reduce the intensity of performance incentives and increase the participation-oriented subsidy. Whilst a participation-oriented subsidy can stimulate private organisations’ willingness to participate in infrastructure PPPs, a performance-oriented subsidy is capable of facilitating the projects’ performances. Intuitively, the performance-oriented subsidy enables the private entities of PPPs to improve their efforts on the projects to realise higher profits. However, the participation-oriented subsidy is unable to affect the level of their effort spent on the projects. To satisfy both parties’ expectations in a PPP, the performance-oriented subsidy needs to be prioritised for a purpose of enabling higher quality outputs.

Practical implications

The game model developed in this study contributes to the literature by offering new insight into the underlying mechanism of governments and private entities, in terms of their decision-making for subsidy planning and contributions (i.e. resource allocation and spending) during the life-cycle of PPPs. This research enriches the government subsidy model by revealing the effects of the GFC and clarifies the impacts of two different schemes of subsidy on the performance of PPPs.

Originality/value

The government has been conventionally viewed as being omnipotent to provide PPPs with a wide range of subsidies. However, the subsidies are not unlimited, due to GFC. In addressing this void, this study has modelled the impacts of government subsidy plans with a consideration of GFC-related constraints. The combined effects of the participation- and performance-oriented subsidies on the project performance of PPPs have been examined.

Abstract

Purpose

This paper examines the accountability and governance mechanisms and the challenges in a multi-stakeholder partnership seeking to implement the Sustainable Development Goals (SDGs) in a developing country (DC), namely Tanzania.

Design/methodology/approach

The paper draws on work on the shift from government to governance to meta-governance to examine the SDGs framework's governance regime. The data stems from documentation, focussed group discussions and face-to-face interviews with key stakeholders involved in the localisation of SDGs in Tanzania.

Findings

Despite the emphasis given by promoters of SDGs on the need for multi-stakeholder engagement, and network and market-based governance, Tanzania's hierarchical governance framed in national legislations dominated the localisation of the SDGs. The national-level meta-governance structures were somewhat dysfunctional, partly due to a lack of well-designed coordination mechanisms for collaborative engagement with key stakeholders. The limited involvement of different meta-governors, and particularly network and market-based governance arrangements, has had severe implications for achieving the SDGs in DCs in general and Tanzania, in particular.

Practical implications

The paper calls for a more explicit SDG policy and strategy, alongside strengthening institutional structures and related governance arrangements in Tanzania, to promote the realisation of the SDGs. For the SDGs framework to succeed, the authors suggest that, in addition to adopting SDG friendly policies, the Tanzanian government should devise plans for financial resources, strategies for empowering and engaging with key stakeholders and promote an integrative governance system that underpins accountability at the local level.

Originality/value

Focussing on Tanzania, the paper sheds light on how context in DCs, interactions between state and non-state actors, modes of governance and accountability mechanisms shape the localisation of SDGs and realising the SDGs' agenda. The implementation in Tanzania focussed on priorities in the development plan, thereby neglecting some important SDGs. This raises doubts about the possibility of meeting the SDGs by 2030. The localisation of SDGs remained within the top-down governance structure, as Tanzania's government failed to enact the policy and strategy for multi-stakeholder partnership consistent with the SDGs' principle of “leave no-one behind”. Consequently, meta-governors' efforts and ability to monitor and demand accountability from the government was constrained by the political context, the governance system and regulations enacted to side-line them.
