Abstract
The purpose of this chapter is to show how organizational change could be applied to local public libraries in a post-war country, in this case Kosovo. After decades under the communist system and a decade of conflict and political instability, Kosovo gained its independence in February 2008. Local libraries in Kosovo, fully developed under the previous communist system, almost collapsed in the post-communist period, which was characterized by conflicts that finally ended with the NATO bombing in 1999. They are now trying to catch up to western styles of work and development, trying to function within a region still governed by the UN, secured by NATO forces, and dealing with library users who have increased significantly their expectations of library services.

Abstract
Purpose
The purpose of this paper is to describe survey findings on onboarding initiatives at the Carnegie Doctoral Research Institutions of Higher Education libraries. The findings would be helpful to libraries that are at the beginning of their own onboarding initiatives or that wish to compare ongoing efforts.
Design/methodology/approach
The authors conducted a survey of Carnegie Doctoral Research Institutions of Higher Education libraries using Qualtrics, an online survey software. Link to the survey with a short explanation was e-mailed to the 319 identified contacts and 111 responses were received at the end of the survey.
Findings
Survey responses revealed that the most prevalent types of onboarding initiatives are an orientation to campus policies and procedures and meeting with human resources. Half of the respondents introduce new employees to the social/cultural norms of the library informally, with responsibility for onboarding falling on the supervisor. Surprisingly, diversity and inclusion have not been identified as formal components of the onboarding by those who engage in it.
Originality/value
Specific research into the onboarding initiatives of Carnegie Doctoral Research Institutions of Higher Education libraries does not exist.

Abstract
Purpose
This paper aims to evaluate the user satisfaction criterion for qualitative assessment of timeliness and efficacy of digital libraries based on the multivariate fuzzy logic technique.
Design/methodology/approach
In this paper, the performance of digital library services using fuzzy logic modeling are evaluated. This model based on fuzzy logic control is used to compute the dynamic response of users by using multiple independent variables. These parameters with inherent uncertainties in practical scenarios are characterized by fuzzy linguistic information.
Findings
Several parameters determining the user satisfaction metric in the deployment of digital library exhibit implicit uncertainties which can be intelligently modeled by means of fuzzy control systems. Given the sample data set for the proposed fuzzy multi-attribute decision-making framework, the simulation results are used to compute various error performance measures in the estimation of the fuzzy output variables.
Research limitations/implications
The size of the considered sample data set is considerably small. Scalable real-world data sets can be used to reinforce the statistical efficiency and accuracy of the proposed model. Moreover, other techniques such as evolutionary multi-objective optimization and the Markovian process can be implemented to explore the efficient correlation between different parameters influencing the users’ behavior and facilitate the general application of the proposed technique.
Originality/value
The paper applied a fuzzy design methodology in which several attributes related to the service of digital library and the affiliated online resource provisions are used to assess their synchronous impact on user convenience in accessing and manipulating the library information. End-users’ satisfaction is crucial for quality-based valuation of compliance with the time limitations and proficiency of digital libraries.

The paper examined big data and academic libraries and emphasized whether it is big for something or nothing.
Design/methodology/approach
A conceptual and review analysis of documents was adopted to determine the concept of big data, the sources, the features, the relevance to academic libraries, specific case studies from around the world that have made use of big data, uses of big data in academic libraries, a review of best practices in the use of big data in academic libraries and the challenges.
Findings
The paper reports that although big data is indeed very big in academic libraries because there are evidences of its adoption and best practices in its use in academic libraries across the world, available challenges can render it big for nothing.
Research limitations/implications
This study is limited in terms of using literature review approach to discuss big data and academic libraries. The study is also limited in terms of focusing academic libraries and not taken other types of libraries into consideration.
Practical implications
The study has created awareness on the part of academic libraries stakeholders including authorities, librarians and users on the relevance of big data in academic and how big indeed it is in academic library landscape. The study also implied future related studies can borrow ideas from the current studies, which will inform whether an empirical evaluation is possible on the subject matter.
Originality/value
The paper is the original idea by the author, and it is to emphasize the relevance of big data in academic libraries and to prepare academic libraries that have not been tapping the opportunities of big data to get ready.

Abstract
Purpose
The purpose of this paper is to share the results of the 2019 international interlending survey conducted by the American Library Association, Reference and User Services Association (RUSA), Sharing and Transforming Access to Resources Section (STARS) International Interlibrary Loan (ILL) Committee, the fourth such survey conducted by this group since 2007.
Design/methodology/approach
Committee members developed the survey instrument and collected data in Qualtrics. Questions from the 2015 and 2011 instruments were reused to support longitudinal data analysis, and new questions related to improving the sharing of resources across borders were added. The survey was distributed to libraries worldwide via multiple methods, and translations in six of the seven official International Federation of Library Associations and Institutions languages were provided.
Findings
Results reveal challenges to engaging in global resource sharing in the areas of discovery and request methods, policies and service models, copyright and licensing, delivery and payment. Strategies to overcome these challenges, as informed by both the survey results and recent literature, are shared. Reinforcing each other, these independently and organically developed solutions illustrate ways to further advance ILL.
Practical implications
The findings can aid ILL practitioners and the organizations to which they belong in improving the sharing of resources across borders. By optimizing this service, libraries can better support researchers in a globalized environment.
Originality/value
The 2019 RUSA STARS survey is the first survey on the topic of international ILL to offer multiple translations complimenting global distribution. It contributes to the literature by offering a broad and updated perspective on current international ILL practices, challenges impeding the sharing of library materials abroad and possible solutions.

Abstract
Purpose
This paper aims to demonstrate the approach taken in delivering the quality and impact elements of Knowledge for Healthcare, the strategic development framework for National Health Service (NHS) library and knowledge services in England. It examines the work undertaken to enhance quality and demonstrate the value and impact of health library and knowledge services. It describes the interventions developed and implemented over a five-year period 2015–2020 and the move towards an outcome rather than process approach to impact and quality.
Design/methodology/approach
The case study illustrates a range of interventions that have been developed, including the outcomes of implementation to date. The methodology behind each intervention is informed by the evidence base and includes professional engagement.
Findings
The outcomes approach to the development and implementation of quality and impact interventions and assets provides evidence to demonstrate the value of library and knowledge staff to the NHS in England to both high-level decision-makers and service users.
Originality/value
The interventions are original concepts developed within the NHS to demonstrate system-wide impacts and change. The Evaluation Framework has been developed based on the impact planning and assessment (IPA) methodology. The interventions can be applied to other healthcare systems, and the generic learning is transferable to other library and knowledge sectors, such as higher education.

Abstract
Purpose
The purpose of this paper is to analyse the publication of big data in the library from Scopus database by looking at the writing time period of the papers, author's country, the most frequently occurring keywords, the article theme, the journal publisher and the group of keywords in the big data article. The methodology used in this study is a quantitative approach by extracting data from Scopus database publications with the keywords “big data” and “library” in May 2019. The collected data was analysed using Voxviewer software to show the keywords or terms. The results of the study stated that articles on big data have appeared since 2012 and are increasing in number every year. The big data authors are mostly from China and America. Keywords that often appear are based on the results of terminology visualization are including, “big data”, “libraries”, “library”, “data handling”, “data mining”, “university libraries”, “digital libraries”, “academic libraries”, “big data applications” and “data management”. It can be concluded that the number of publications related to big data in the library is still small; there are still many gaps that need to be researched on the topic. The results of the research can be used by libraries in using big data for the development of library innovation.
Design/methodology/approach
The Scopus database was accessed on 24 May 2019 by using the keyword “big data” and “library” in the search box. The authors only include papers, which title contain of big data in library. There were 74 papers, however, 1 article was dropped because of it not meeting the criteria (affiliation and abstract were not available). The papers consist of journal articles, conference papers, book chapters, editorial and review. Then the data were extracted into excel and analysed as follows (by the year, by the author/s’s country, by the theme and by the publisher). Following that the collected data were analysed using VOX viewer software to see the relationship between big data terminology and library, terminology clustering, keywords that often appear, countries that publish big data, number of big data authors, year of publication and name of journals that publish big data and library articles (Alagu and Thanuskodi, 2019).
Findings
It can be concluded that the implementation of big data in libraries is still in an early stage, it is shown from the limited number of practical implementation of big data analytics in library. Not many libraries that use big data to support innovation and services since there were lack of librarian skills of big data analytics. The library manager’s view of big data is still not necessary to do. It is suggested for academic libraries to start their adoption of big data analytics to support library services especially research data. To do so, librarians can enhance their skills and knowledge by following some training in big data analytics or research data management. The information technology infrastructure also needs to be upgraded since big data need big IT capacity. Finally, the big data management policy should be made to ensure the implementation goes well.
Originality/value
This paper discovers the adoption and implementation of big data in library, many papers talk big data in business and technology context. This is offering new idea for many libraries especially academic library about the adoption of big data to support their services. They can adopt the big data analytics technology and technique that suitable for their library.

The aim of this study is to determine the relationship between social media and libraries in terms of marketing. The present research is to find out the factors and impact as well as the issues related to libraries and marketing using social media. This study will give massive information regarding social media use for the marketing of library sources and services.
Design/methodology/approach
This study so far has been taken into account to review all the related literature of social media and library marketing. All the related literature studies were reviewed according to the suggested objectives of the study.
Findings
The present study reveals after reviewing literature that there is a great impact of social media on libraries. The literature shows that social media is the biggest change in the twenty-firstst century for library professionals and librarians. The reviewed literature studies have discovered that the libraries are facing too many challenges and issues to the adoption of social media for the marketing of library sources and services. The collected and analyzed works of the literature indicated that social media would be the best tool to promote library sources and services.
Research limitations/implications
This research or study can serve the LIS professionals and librarians in the field of library and information science and librarianships that they are looking for the adoption and application of social media in the marketing of library sources and services to the targeted customers.

The paper aims to critically examine the bibliographic utility as a roadmap to increase library consortia and provide an insight into a new library consortia strategy that integrates librarians into a system of sharing both resources and knowledge.
Design/methodology/approach
This study adopted a literature review approach with a focus on bibliographic utility as a necessary prerequisite for effective library consortia, which is a paradigm shift from the concept of individual ownership to a collective access of distributed network resources and knowledge.
Findings
The reviewed literature indicated that significant bibliographic utilities and integrated library systems are factors that shaped and developed consortia activities in libraries.
Originality/value

Abstract
Purpose
The purpose of this study is to measure the gap and compare the quality of services provided by the Central Library of the University of Tehran and Allameh Tabataba'i University and identify the components of service that need improvement in these libraries.
Design/methodology/approach
In this study, a descriptive survey method is used for data collection. The study sample contains 205 people selected out of 31,000 members of Tehran University and 100 people out of 15,000 members at Allameh Tabataba'i University. The LibQual tool is used to measure different levels of users' perceptions of library service quality.
Findings
Based on the findings of the study, the level of service received at the University of Tehran was higher than the minimum expected level, and at Allameh Tabataba'i University, the level of service received was lower than the minimum level of expected, which indicates users' satisfaction at this index at the University of Tehran and users' dissatisfaction at Allameh Tabataba'i University. In the index of information control and library as a place in Tehran University, the level of service received was higher than the minimum level and in Allameh Tabataba'i University, the level of service received was lower than the minimum level, which indicates the satisfaction of users in this index at the University of Tehran and users' dissatisfaction at Allameh Tabataba'i University.
Practical implications
Service quality, or quality of service, is the measurement and comparison of the size of service provided with users' expectations. The following principles illustrate the dimensions of service quality: Quality of service is much more difficult to measure than the quality of goods. The quality of service is based on users' expectations. Quality of service varies in status, meaning that the quality of a service is measured against the customer's initial expectations of that service (Parasuraman et al., 1985).
Originality/value
Being the first performance evaluation, community synchronization, economic justification, user satisfaction and customer orientation are the values of the present study.
