Abstract

Purpose

Sustainable and effective university‐community partnerships are not easy to create, yet they are an integral part of student community‐based learning as they are uniquely designed to educate students about their roles as members of their local, national, and global communities. The purpose of this paper is to review the extant literature on effective university‐community partnering and draw out key themes to assist practitioners and researchers who are involved in the design, execution, and analysis of partnership programs. Following the review, a model partnership program focused on increasing students' knowledge and skills in the area of international citizenship, called the global leadership and service project (GLSP), is presented as an innovative service‐learning design template.

Design/methodology/approach

The paper presents a review of the literature, key themes drawn from the literature, and a case study for use as readers consider, adapt, and integrate tools for effective, partnership‐based service‐learning projects into their curricula.

Findings

Sustainable, effective, and partnership‐oriented service‐learning projects are difficult to design and execute yet they are extremely effective at enhancing students' awareness, learning, and development as global citizens. The model presented through the GLSP provides a useful framework for adaptation in other university and professional settings.

Originality/value

The paper focuses on the community organization side of effective service‐learning partner‐oriented program design and provides a case study example of how such programs can be executed in a sustainable and contributory manner, each within the context of enhancing student learning as members of our global and interconnected society.

Abstract

The European steel and metal sectors have experienced processes of radical restructuring. Employers within the sector increasingly require employees to have a broader and deeper range of skills, although restructuring has also highlighted the need for workers to gain transferable skills in order to increase their employability. This paper, which draws on research conducted in seven European nations, describes how partnership‐based approaches to learning involving public, private and voluntary sector organisations have emerged in order to meet these needs. It argues that whileit may not be possible to develop a European model for partnership‐based approaches to learning, an examination of a number of particularly innovative and successful partnerships nevertheless facilitates the identification of the constituent elements of good practice with respect to partnership‐based approaches to learning, which may themselves have wider applications.

Abstract

Purpose

The aim of this paper is to show how a university‐industry partnership can be used in two key ways. First, to contribute to academia through the development of new research methodology and improved understanding of the subject area (total quality management (TQM)). Second, to add to organisational learning by developing critical reflection and reflexivity in employees and managers involved in the partnership and the development of TQM in the organisation. Design/methodology/approach – The paper critiques the partnership between the author's university and a large utility organisation over a four‐year period. The development of academic and organisational learning over this period is discussed, with particular emphasis on the need for developing appropriate research methodologies in this type of environment. Findings – The paper has shown that partnerships between universities and organisations often experience difficulties due to apparently differing and incommensurate desired outcomes. Any partnership activity must involve deep learning transfer and practitioner reflection and reflexivity as opposed to training. The overall method of working, which included the research methodology, was that of critical action learning. The emphasis on criticality involving this cycling process enabled practitioners to critically reflect and to carry out reflexive change actions. This approach ensured that grounded TQM models were produced which represented the complexity and dynamics of TQM implementation within the organisation. Once again, the practitioner's reflection and reflexivity added to the richness of the findings and developments. Overall, the partnership produced a range of successful outcomes.

Practical implications

Overall, the partnership produced a range of successful outcomes for the organisation and the university over the four‐year period. However, it should be noted that these methods of working and research methodologies for the partnership involve considerable time in comparison to more conventional approaches. Furthermore, the partnership required the commitment and understanding of the organisation in relation to long‐term learning transfer Originality/value – This study puts forward an original approach to university‐industry partnership and indeed highlights some of the positive aspects of the approach for both the university and the industry partner.

Abstract

International service-learning (ISL) programs are proliferating in American colleges. Usually the stakeholders involved (colleges, local host communities, and nonprofit organizations) undertake a single or few projects, such as housing construction, in a host country from a few weeks to months during an academic year. In most ISL programs, national governments of the host countries are not participants. Using a case study, this chapter shows how an American college can collaborate with a foreign national government to implement an ISL partnership. The case study involves the ISL partnership between North Carolina Central University and the Liberia Civil Service Agency. The students are from the Executive Master of Public Administration program that requires students to complete at least two weeks of service in government agencies in a developing country. Students are therefore provided the opportunity to gain valuable experience working on projects in Liberian government agencies, while the University provides research and policy analysis for the agencies. The diversity of projects in various agencies provides students the opportunity to gain experience in government administration in Liberia, thereby broadening their knowledge and education. A single ISL project administered by a nonprofit organization may not provide such opportunities.

Abstract

Purpose

The purpose of this paper is to focus on a partnership-based mentoring model and the learning experiences of participant mentees and mentors. As part of the project, newly qualified teachers (NQTs) were supported to develop and implement a practitioner enquiry (teacher/action research) in a learning community involving two local authorities and an initial teacher education institution.

Design/methodology/approach

Qualitative data were collected from five semi-structured focus group interviews with key participant groupings to uncover perceptions and experiences of the partnership and professional learning therein. Analysis using an inductive and iterative approach pinpointed a number of emerging themes used to frame key elements of the findings.

Findings

Findings suggested that the partnership-based model promoted the professional learning and development of NQTs and their mentors in various ways. The nature and shape of the partnership had an influence on the quality of mentoring and support experienced. The community effectively supported the implementation of meaningful enquiry projects, which had clear connections to the enhancement of professional practice and pupil learning. However, specific tensions and conflicts emerged as hindrances to successful partnership-based mentoring in the specific context.

Originality/value

New insights into the role of a partnership-based mentoring scheme supporting practitioner enquiry-based learning of NQTs emerged. The local, layered community defining the partnership, and operating within the frame of a national induction scheme, was analysed. Benefits for partners were identified and specific challenges and tensions highlighted, both providing new evidence with potential to impact policy and practice. Policy developments supporting teachers to be mentors and enquiring professionals need to recognise the structural and support tensions that exist in contextual practice.

Abstract

Purpose

Relationship learning is a topic of considerable importance for industrial networks, yet a lack of empirical research on the impact of relationship governance structures on relationship learning remains. The purpose of this paper is to analyze the impact of relationship governance structures on learning in partnerships.

Design/methodology/approach

This paper contributes to the closure of the research gap by examining sample data drawn from 42 interviews on the subject of 199 customer‐supplier relationships within the Finnish metal and electronics industries. As a method, the paper applies cluster analysis and analysis of variance mean‐comparison.

Findings

The results of this paper show that balanced hybrid governance structures explain learning in partnerships, which suggests that certain combinations of relationship governance mechanisms (price, hierarchical, and social mechanism) produce the best learning outcomes in partnerships. Results suggest that managers should use hybrid relationship governance structures when governing their supplier partnerships.

Research limitations/implications

The paper has some limitations such as limited sample size, cross‐sectional data, and difficulties due to measuring social phenomenon such as learning. Owing to the interview method being applied, research is bound to apply a sample data drawn from companies that operate in the west coast in Finland. These limitations need to be considered when applying the results.

Practical implications

The results encourage managers to use different governance mechanisms simultaneously when managing their company's supply chain partnerships. The result emphasizes the role of active relationship management.

Originality/value

The paper is one of the first to empirically show that relationship learning is best facilitated by using various relationship governance mechanisms simultaneously. Trust needs to be complemented by hierarchical and possibly by price mechanism.

Abstract

The aim of the research described was to gather information about both the objective and the subjective experiences of self‐advocates who had attended learning disability partnership boards, in order to promote effective practices. Findings show that, although people with learning disabilities were present at meetings, a variety of barriers limited their ability to participate actively. Problems included lack of financial and practical help as well as the limited availability of accessible information. There were also, however, examples of good practice, and many self‐advocates were pleased at how their local authorities were beginning to implement effective partnership working practices. Ways of supporting self‐advocates and other people with learning disabilities to fulfil a truly representative, rather than a merely symbolic, function at partnership board meetings are discussed.An accessible summary of these findings is available to download from the project website: www.bris.ac.uk/Depts/NorahFry/Strategy/papers.htm

Abstract

Transnational arrangements between different types of higher education institutions provide an interesting example of partnership working, being business arrangements with learning as a core organising principle. Successful partnerships both learn and work together and can become mutually transformative, sources of growth for the individuals and institutions involved. Individual projects early in the lifecycle of a partnership can support this development, enabling both organisations to take responsibility for relationship building and the demonstration of trust. This approach has the advantage that it takes the focus away from the home/away dichotomy often apparent in discussions of transnational partnership working and instead attention turns to the development of a new hybrid organisation, a ‘third space’ characterised by reciprocity, commitment, effective communication, competence and trust.

This chapter provides a case study analysis of a learning and teaching programme which provided the opportunity for a partnership between a London-based university and a private provider in Sri Lanka to have transformational potential. It uses multiple sources of data to identify practical characteristics associated with developing a culture of transformative partnership working which includes the experiences of the ‘boundary spanner’ responsible for its development and leadership.

Abstract

Purpose

The notion of effective strategic alliances provides the basis on which this paper proposes a framework to manage the application and outcomes of management learning. The management of key partner collaboration emerges in this paper as a major success factor in determining effective management learning. A proactive structured approach to partnerships and alliances is proposed as a robust framework for management learning that is based on the advantages and effectiveness of management theories and concepts.

Design/methodology/approach

This paper describes the results of a longitudinal research study of an inter‐organisational partnership; this paper explores the contributions, experiences and perceptions of the central stakeholders in management learning (HE, organisations and students). Through a case study approach to three collaborative projects, an analysis of the learning cycle of planning, designing, monitoring and assessing programmes is presented.

Findings

The results demonstrate that, as well as being a diagnostic tool, the framework underpinning strategic alliances – their formation, risks and challenges – provides the basis of an anticipatory and proactive approach to successful management‐learning partnerships. The research shows that, if stakeholders in the management‐learning relationship are to achieve their individual and diverse objectives, managing their interaction with each other and input into the process is essential. The need for partners to be explicit about their collaboration and each stakeholder's objectives is demonstrated. The learning agreement is a mechanism through which these desired outcomes could be made tangible and thus through which the strategic partnership can be managed.

Originality/value

The distinct contribution of this paper is that it brings together different management concepts to make practical use of the ideas of management learning. It provides evidence of successful programme design and delivery for management learning, as well as issues that have not worked well in the development of successful alliances, which underpin these programmes. Finally, the paper contributes to the continuing progression of thinking about the very nature of management learning as a theoretical framework to enhance the link between research, learning and the practice of management.
