Abstract

The history of Nepal gives some insight into its current status as a diverse and multilingual nation with more than 123 languages. Multilingualism is part of the founding philosophy of the country but since it was unified in 1768, government attitudes to language and language education have fluctuated. Though historically education in Nepal has been delivered exclusively in the Nepali language and, more recently, in English, the Government of Nepal is now committed to introducing mother tongue-based, multilingual education (MLE).

Nepal has among the lowest literacy rates in the world (UNESCO Institute for Statistics, 2015) and the government seeks to turn this trend around, particularly for students who do not speak Nepali as a mother tongue. The commitment to strengthening mother tongue-based MLE features prominently in the Constitution of Nepal (2015), the Act Relating to Compulsory and Free Education (2018) and the School Sector Development Plan (MOEST, 2018). This new constitution declares that “all the mother tongues spoken in Nepal shall be the national language” (2015 article 6).

Implementing these policy commitments in over 120 languages across seven provinces and 753 municipalities is the next challenge for the fledgling democracy. As a “wicked hard” policy area, doing so will require a solid understanding of local attitudes, beliefs, resources, and capacities. This chapter gives a unified review of the history, languages, ideologies, beliefs, and trends that currently influence MLE in Nepal and are likely to play a role into the future.

Abstract

Businesses that operate globally bring together people from different cultures and traditions; educated through different learning processes; and who operate in different political systems, in regions with different levels of industrial development. Language affects the ability of multinational organizations to function in the global market. Yet, the need for corporate language policies has not been adequately recognized in both the strategic management literature and communications literature. In this paper, we discuss some of the emergent conditions that necessitate corporate foregrounding of language in the formulation of business strategies. We also examine some of the critical factors that would define the development of a corporate language policy in a globalized market, drawing upon insights from traditional language planning in the sociopolitical context of community and nation building.

Abstract

Purpose

Given the persistent receptive skills challenges faced by language learners and the numerous merits of using technologically-enhanced learning in the form of mobile-assisted language learning in language teaching, this study decides to incorporate a context-analysis-practice-exploration lesson-planning framework with mobile learning to improve the receptive skills of learners. This step is necessary on the recommendation by scholarly research that while implementing technology, teacher training, digital literacy and expertise, incorporating good teaching practices and lesson planning frameworks may assist in yielding positive results.

Design/methodology/approach

This study decides to utilize a mixed-method research design through an experimental approach to elicit information from 90 EFL students concerning the effectiveness of incorporating the context-analysis-practice-exploration framework in a mobile-leaning mode instructional delivery to improve their reading and listening skills.

Findings

After collecting and analyzing data, the study found that while the participants perceived enhanced-mobile learning to make lessons enjoyable, integrating this framework and m-learning improved their reading skills. This study used notable findings to make pedagogical conclusions on the objective of this study.

Originality/value

This study contributes through empirical evidence on the effectiveness of incorporating mobile learning and a responsive lesson planning framework towards improving English as a foreign language learners' learning outcome. Besides, this study is the first to probe and unpack the effectiveness of a responsive lesson-planning framework in language education.

Abstract

Purpose

This research explores the standard language ideology in Chinese foreign language education policies. The most substantial in relation to language policy and management in regard to language ideology are beliefs associated with the values on the named language and its varieties (Spolsky, 2009). In the standard language ideology, the standard is treated as being valuable linguistic capital and possessing prestige as well as authority. Mandarin is the most well-accepted standard Chinese, and similarly, UK English or US English is the most popular and Standard English (SE) in China.

Design/methodology/approach

The theoretical framework in this research is critical discourse analysis (CDA) and discourse-historical approach (DHA) to guide the data collection and data analysis. This research will review recent and seminal literature obtained from the China National Knowledge Infrastructure (CNKI) on language policy in China in relation to standard language ideology. The literature also investigates Chinese state's English language ideologies using official language education policies (FLEPs).

Findings

The results show that standard language ideology is a common mindset found within official state policies in regard to SE. The authors argue that the Chinese trust on the ideology of standard language appears to not be aligned to recent worldwide trends such as globalization and multilingualism.

Originality/value

This research can provide insights into future language planning and language policy in China and shows that the future research could do more on language planning in China.

Abstract

Purpose

The purpose of this paper is to examine the implications of corporate language policies that are implemented without formal decision-making processes.

Design/methodology/approach

A qualitative case study based on three Scandinavian multinational corporations which use English as a common corporate language without formal language policy decisions.

Findings

Non-formalised language policies are found to be clearly distinct from formalised language policies in terms of language policy format, language policy focus, language policy formation, language planning agency and management style. Non-formalised language policies can represent a type of informal control, but the absence of a policy document leaves employees without a common reference point which may cause confusion and inter-collegial conflict.

Originality/value

The study offers a nuanced perspective on the role of language policies in corporate communication by demonstrating that language policies may come in a variety of different forms, also as implicit assumptions about language use. Findings reveal benefits and drawbacks of the different language policy approaches.

The purpose of this paper is to highlight the role that language translation can play in disaster prevention and management and to make the case for increased attention to language translation in crisis communication.

Design/methodology/approach

The paper draws on literature relating to disaster management to suggest that translation is a perennial issue in crisis communication.

Findings

Although communication with multicultural and multilinguistic communities is seen as being in urgent need of attention, the authors find that the role of translation in enabling this is underestimated, if not unrecognized.

Originality/value

This paper raises awareness of the need for urgent attention to be given by scholars and practitioners to the role of translation in crisis communication.

Abstract

Purpose

This paper aims to represent a capability model for industrial robot as they pertain to assembly tasks.

Design/methodology/approach

The architecture of a real kit building application is provided to demonstrate how robot capabilities can be used to fully automate the planning of assembly tasks. Discussion on the planning infrastructure is done with the Planning Domain Definition Language (PDDL) for heterogeneous multi robot systems.

Findings

The paper describes PDDL domain and problem files that are used by a planner to generate a plan for kitting. Discussion on the plan shows that the best robot is selected to carry out assembly actions.

Originality/value

The author presents a robot capability model that is intended to be used for helping manufacturers to characterize the different capabilities their robots contribute to help the end user to select the appropriate robots for the appropriate tasks, selecting backup robots during robot’s failures to limit the deterioration of the system’s productivity and the products’ quality and limiting robots’ failures and increasing productivity by providing a tool to manufacturers that outputs a process plan that assigns the best robot to each task needed to accomplish the assembly.

Project Ireland 2040, announced as ‘one vision for one country’, is the spatial plan for Ireland's development for the coming decades. The plan assigns a particular role to Ireland's cities outside Dublin, including Waterford. This chapter considers the place of Waterford in that national strategy and examines that role as an expression of a neoliberal ‘turn’ in Irish planning. Waterford is, in many senses, as will be shown, unexceptional in modern, Western cities; the chapter therefore in considering Waterford also will illuminate some aspects of the planning of other European cities.

Abstract

In an ever-interconnected world dominated by discourses on the internationalization and marketization of higher education, concerns related to language and employability have been the focus of recent debates. There is, however, a dearth of research investigating how these dimensions relate to one another in recent comparative and international higher education research. By focusing on how issues related to language and employability have been presented in recent higher education research worldwide, this chapter aims to contribute to our understanding of this concern. To achieve this goal, we conducted a scoping literature review using the Web of Science, Scopus, and the Education Resources Information Center (ERIC) databases, considering the years 2011–2020. The findings, perhaps not surprisingly, suggested that language skills are perceived to be valued by both graduates and employers though the discussions predominantly focused on one language, English. The research focus on English for employability in Anglophone contexts is understandable. However, the fact that the trend is observed in contexts where the language is not the primary or official language seems to indicate the influence of internationalization of higher education and global labor markets primarily dominated by English. The literature also suggested that (English) language training in higher education programs needs to move from solely linguistic and qualification-related content areas to a broader sphere of English for communication purposes that cover both specialized disciplinary content and broader generic employability skills. Considering this finding, we suggest that higher education systems and institutions incorporate recent developments in English for occupational purposes in their curriculum. We also recommend that there needs to be a shift from the overwhelmingly English language-dominated discussions to more inclusive research that assesses the impact of other dominant languages on employability-related concerns.
