Abstract
Purpose
This paper aims to explore international training and development policies and practices in Chinese multinational enterprises (MNEs). The issues examined in this study include pre‐departure and post‐arrival training for expatriates and their spouses and families, training for host‐country nationals (HCNs), reasons for Chinese MNEs not providing adequate training and the approaches of Chinese MNEs to international management development.
Design/methodology/approach
This paper used a semi‐structured, interview‐based survey for collecting data from ten Chinese MNEs. The case companies consist of a range of industries and economic ownership types. A total of 30 in‐depth interviews involving general managers, HR managers at headquarters and executive managers in subsidiaries were carried out.
Findings
The paper reveals that Chinese MNEs provide only limited training to expatriates and other nationals, and lack a systematic international management development system. They adopt usually an ethnocentric approach to international training and development, and provide different levels of international training and management development for HCNs and PCNs.
Research limitations/implications
The paper has many issues, especially those relating to the organizational determinates of international training and management development, their impact on organizational performance, and the effect of different approaches to training and development on different nationals; these require further investigation.
Originality/value
The paper shows that HRM in Chinese MNEs has not been much considered. This study has examined a selection of international training and management development issues in Chinese MNEs that have not been reported in the literature to date.

Abstract
Purpose
Development ethics is an important topic which is often neglected in development studies. The purpose of the paper is to analyze international development in an ethical‐based context using the approach of development ethics.
Design/methodology/approach
The analysis is mainly based on the pioneering work of the prominent development ethicists and the founder of development ethics as self‐conscious area – Denis Goulet – along with recent development ethics literature. In this context, international development is approached under a holistic ethical manner.
Findings
Development ethicists reduce the gap between a conventional perspective of development and the real needs of humankind. In contrast to mainstream economics view, for development ethics the true indicator of development is not growth in a narrow sense of material expansion of wellbeing, but the qualitative enrichment of human beings in all relevant aspects of human life. International development is preserved as an effort to a better life for individuals and to a good global society for nations.
Research limitations/implications
If research is reported on in the paper, this section must be completed and should include suggestions for future research and any identified limitations in the research process.
Social implications
The proposed ethical goals and strategies are normative judgments which provide both the notional and practical framework within which international development should be discussed and policy recommendations could be formulated.
Originality/value
The notion of development is redefined on ethical foundations. A conceptual typology of the development ethics goals and strategies to international development is offered. The paper can be perceived as a point of departure that scholars and students of international development and development economics in broad, from both perspectives (orthodox and heterodox), can be incorporated with ethical matters to international development and benefit from it.

Abstract
Purpose
This study aims to explore the challenges and complexities of interaction in international stakeholder networks within the context of projects focused on the implementation of sustainable development goals (SDGs). In particular, it examines the challenges faced by stakeholders in a network from a developed country during interaction in the context of a developing country.
Design/methodology/approach
Using a qualitative approach, this study analyses interview data collected from the key managers of an international consulting company in charge of a water supply and sanitation project in Nepal. The primary data is triangulated with secondary data, such as project reports and related academic articles.
Findings
This study illustrates how interaction in international stakeholder networks affects and is interrelated with SDGs, as well as how aiming to achieve one specific goal can stimulate the implementation of other sustainable goals. Further, this research shows how project managers from a developed country had to adapt to the specifics of the developing country context and how their sustainability project influenced the well-being of local communities by improving environmental and social sustainability.
Research limitations/implications
The research suggests that challenges in stakeholder interaction may arise because of differences in process management methods used by the international stakeholders involved in the project and country-context specifics, such as corruption, imperfect national regulations, cultural specifics, effects of climate change, etc.
Originality/value
The paper contributes to the literature on international multi-stakeholder interaction between actors from developed and developing countries. Furthermore, it adds to the literature on stakeholder networking by highlighting the importance of engaging in a dialogue with local communities during the conceptualisation stages of both sustainability and SDG implementation because of diverging worldviews and practices.

Understanding how international business opportunities (IBOs) are recognized and developed is critical to the study of international entrepreneurship.
Abstract
Purpose
Understanding how international business opportunities (IBOs) are recognized and developed is critical to the study of international entrepreneurship.
Design/methodology/approach
We draw on entrepreneurial cognition research broadly and the entrepreneurial judgment perspective specifically to develop a model of the recognition and development of IBOs by considering three theoretically important sets of drivers – social networks, international experience and a proactive mindset. We use a sample of 92 small- and medium-sized enterprises (SMEs) to test the model empirically.
Findings
We find robust support. Entrepreneurial judgment surrounding IBOs and uncertain international business environments entails tapping social networks, international experience and a proactive mindset to both recognize third-person opportunities for someone as well as to act upon and develop IBOs as first-person opportunities from which a focal firm can profit.
Originality/value
Conceptually and empirically, we peer inside the black box of IBO entrepreneurial judgment processes by jointly evaluating the abstract recognition of third-person opportunities as well as the concrete actions and interactions that develop the IBOs into first-person opportunities.

Human resource management (HRM) policies in international organizations with wide geographic distribution and operating in high numbers of different cultural environments must be underpinned with a strong international management development (IMD) programme. Uses an exploratory, case‐study approach to show the ways in which several different international organizations are dealing with current situations and their perceived future needs. Describes how IMD is seen to be a comprehensive approach covering selection, training and career support, and how international recruitment is becoming a much more important feature, with the expatriate model of management fading. Explains the extent to which companies have faced adapting to the new conditions and suggests organizations should think longer‐term and more holistically when designing these systems.

Abstract
Purpose
The purpose of this paper is to provide further insights into understanding the finance‐growth nexus by verifying the hypothesis that financial development promotes economic growth through its capacity to attract increased international migrant remittances to Ghana.
Design/methodology/approach
A dynamic equilibrium‐correction mechanism model for the period 1987(3)‐2007(4) was estimated following the Johansen cointegration procedure. This approach produced maximum likelihood estimators of the unconstrained cointegrating vector, and suggested the number of cointegrating vectors without relying on an arbitrary normalization.
Findings
The findings reveal two stylized facts with reference to Ghana. First, although financial development Granger‐causes international migrant remittance inflows, it is in itself directly detrimental to endogenous growth. Second, international migrant remittance inflows are statistically significant in explaining variations in endogenous growth in the short run as well as in the long run.
Practical implications
Since directly, financial development hampers endogenous growth, but Granger‐causes increased inflows of migrant remittances, and these remittances impact positively but marginally on endogenous growth, it follows that the sequencing of implementing Ghana's financial reform programmes should be re‐examined, whilst an enabling environment is created to induce Ghanaians living abroad to remit home through official channels.
Originality/value
International migrant remittances were found to be statistically significant in promoting endogenous growth, albeit marginally. Financial development does not directly engender growth, unless it succeeds in attracting non‐debt foreign capital in the form of remittances through the formal sector. Financial development causes migrant remittance inflows which impact positively on growth.

Abstract
Purpose
The purpose of this study was to investigate the connection between professional development and professional capital within international schools in Asia.
Design/methodology/approach
This study was an exploratory multisite case study. Teachers and leaders in six high performing international schools in Asia were surveyed to measure their professional capital. Three leaders with the highest professional capital from different schools were interviewed to better understand how professional development fosters professional capital of their teachers.
Findings
International school leaders tended to have high professional capital while teachers reported having less professional capital. Leaders fostered professional capital of their teachers through professional development by supporting the intellectual passions of individuals, fostering collaborative learning within and across international schools and creating a culture of safety and vulnerability for teachers to try new things.
Research limitations/implications
This study showed that a short version of the professional capital survey tested well in this context with items just focused on professional development. However, more work needs to be done to make the individual constructs more robust as it pertains to professional development. This research also highlighted the need to look at how international school teachers foster their own professional capital through professional development.
Originality/value
This is the first study that focused on the intersection of professional capital and professional development. Additionally, this article serves as one of the few studies of professional capital in international schools.
