Abstract
Eastern Europe and the Commonwealth of Independent States are going through deep and dramatic changes and are entering a new era. The development of high‐technology industries is considered crucial to help revitalize the economies of Bulgaria, Czech Republic, Slovakia, the eastern provinces of Germany (former German Democratic Republic), Hungary, Poland, Romania, and the old Soviet Union. Moreover, the current status, operation, and progress of the information processing industry represent the most fascinating areas of old East Bloc industrialization. It is widely known that the majority of industries in these countries are obsolete in comparison with the Western countries. Computer and communications technologies comprise this branch of industry where the technological gap between East and West is the widest. Catching up with western countries would take eastern countries ten years for software and supercomputers, eight years for mainframes, six years for microprocessors, and five years for minicomputers. Western countries consider this necessity to catch up as one of the main obstacles to future European integration.

Abstract
Purpose
Information science has been conceptualized as a partly unreflexive response to developments in information and computer technology, and, most powerfully, as part of the gestalt of the computer. The computer was viewed as an historical accident in the original formulation of the gestalt. An alternative, and timely, approach to understanding, and then dissolving, the gestalt would be to address the motivating technology directly, fully recognizing it as a radical human construction. This paper aims to address the issues.
Design/methodology/approach
The paper adopts a social epistemological perspective and is concerned with collective, rather than primarily individual, ways of knowing.
Findings
Information technology tends to be received as objectively given, autonomously developing, and causing but not itself caused, by the language of discussions in information science. It has also been characterized as artificial, in the sense of unnatural, and sometimes as threatening. Attitudes to technology are implied, rather than explicit, and can appear weak when articulated, corresponding to collective repression.
Research limitations/implications
Receiving technology as objectively given has an analogy with the Platonist view of mathematical propositions as discovered, in its exclusion of human activity, opening up the possibility of a comparable critique which insists on human agency.
Originality/value
Apprehensions of information technology have been raised to consciousness, exposing their limitations.

Abstract
Citizens are substantial stakeholders in every e-government system, thus their willingness to use and ability to access the system are critical. Unequal access and information and communication technology usage, which is known as digital divide, however has been identified as one of the major obstacles to the implementation of e-government system. As digital divide inhibits citizen’s acceptance to e-government, it should be overcome despite the lack of deep theoretical understanding on this issue. This research aimed to investigate the digital divide and its direct impact on e-government system success of local governments in Indonesia as well as indirect impact through the mediation role of trust. In order to get a comprehensive understanding of digital divide, this study introduced a new type of digital divide, the innovativeness divide.
The research problems were approached by applying two-stage sequential mixed method research approach comprising of both qualitative and quantitative studies. In the first phase, an initial research model was proposed based on a literature review. Semi-structured interview with 12 users of e-government systems was then conducted to explore and enhance this initial research model. Data collected in this phase were analyzed with a two-stage content analysis approach and the initial model was then amended based on the findings. As a result, a comprehensive research model with 16 hypotheses was proposed for examination in the second phase.
In the second phase, quantitative method was applied. A questionnaire was developed based on findings in the first phase. A pilot study was conducted to refine the questionnaire, which was then distributed in a national survey resulting in 237 useable responses. Data collected in this phase were analyzed using Partial Least Square based Structural Equation Modeling.
The results of quantitative analysis confirmed 13 hypotheses. All direct influences of the variables of digital divide on e-government system success were supported. The mediating effects of trust in e-government in the relationship between capability divide and e-government system success as well as in the relationship between innovativeness divide and e-government system success were supported, but was rejected in the relationship between access divide and e-government system success. Furthermore, the results supported the moderating effects of demographic variables of age, residential place, and education.
This research has both theoretical and practical contributions. The study contributes to the developments of literature on digital divide and e-government by providing a more comprehensive framework, and also to the implementation of e-government by local governments and the improvement of e-government Readiness Index of Indonesia.

Computer technology in libraries has revolutionised the concept of rapid and accurate information services. In Pakistan, though, computer technology is new and is being successfully introduced in all types of libraries and information centres. This article reviews the literature on the use of computers in Pakistan’s libraries. The literature includes monographs, journal articles, reports, etc. published inside and outside Pakistan, discussing information technology, specific library applications, the activities of individual libraries and automation education. The need for library automation and the problems faced by Pakistani professionals in this respect are also discussed.

The office as we know it is gradually being changed as more electronic applications are introduced. To a large extent, information technology based on micro‐electronics is used today to carry out specific tasks in more efficient ways while largely disregarding or failing to cope with the overall effectivenes of an organization. Short‐term tactical productivity gains take priority over long‐term strategic development. Rationalistic and reductionistic procedures take priority over emotional, creative, judgement‐centered activities. Quantitative evaluation takes precedence over qualitative. Employee initiative is expropriated by the technology, leaving the operator little discretion in his or her task and a limited need for training and education to operate the devices.

Abstract
Information science has been convincingly characterised as a response to developments in information and communications technologies and as part of the gestalt of the computer. Despite this, it has had a limited understanding of information technology and has repressed or disguised its origins. Its understanding of itself and its potential for contribution to other discourses has thereby been restricted. The paper develops an understanding of information technology. The idea that the computer as a machine is concerned with the transformation of information, not material or energy, is extended to other information technologies. Technology is regarded as a radical human construction, in a position derived from Marx and mediated by economics. On these bases, an understanding of information technology as a form of knowledge concerned with the transformation of signals from one form or medium into another is proposed. Invention, innovation, and diffusion are distinguished as stages in the development of technologies. For modern information technologies, the history of copyright can provide indicators for innovation and diffusion. The mid‐ to late 19th century, in the United States and between the United States and Europe, is identified as the critical period for diffusion. An explanation for this is proposed in terms of the dynamism of the period, its hospitality to innovation, and in the United States continental expansion and developing links with Europe.

The information age is upon us. In schools across the country, administrators are making important decisions about how best to employ computer technology. This case study of an expert educational administrator looks at computer use from a problem‐solving perspective, focusing on the relationship between how this school leader thinks about and acts on technological capacity. It examines the personal attributes and perceptions that underlie his effective application of technology and finds them interwoven with the same cognitive and behavior skills he employs across his problem solving. It explores the connections he makes between school and community and between administrative and instructional technology.

Abstract
In the former Yugoslavia and Soviet Bloc countries of Central and Eastern Europe most information technology was unavailable, unaffordable or discouraged for forty years. These countries realise that they must improve their internal infrastructures if they are to become integral parts of the global information infrastructure. We report the results of a mail survey conducted in late 1994 and early 1995 of seventy research libraries in Croatia, Czech Republic, Hungary, Poland, Slovakia and Slovenia, building on the findings from interviews conducted with 300 persons in the region in 1993–1994. Results show that these libraries are acquiring automated processing systems, CD‐ROM databases, and connections to computer networks at a rapid rate and that automation activity has increased substantially since 1989; we report specific data on system implementation and network services by country and by type of library. ‘Access’ is their top reason to automate, which appears to mean placing the catalogue online with better search capabilities and putting items on the shelves faster — but does not necessarily mean improvements in self‐service for library users. Co‐operation and standards are highly‐ranked automation goals, yet we find anomalous results on each. Management goals focus more on speed and processing than on management information, staffing or advancing the mission of the parent organisation. Management of human resources ranks low, despite the need for wider staff involvement in the system selection process, education of technically‐trained library professionals, continuing training of staff and training of library users. We conclude with implications of these results for the region.

Findings
The paper provides a brief description of all 440 sources and highlights sources that contain unique or significant scholarly contributions.
