Abstract

Purpose

This paper analyses participatory budgeting (PB) in two Indonesian indigenous communities, illustrating how the World Bank sponsored neo-liberal model of “technical rational” PB is overshadowed by local values and wisdom, consisting of sophisticated, pre-existing rationalities for public participation.

Design/methodology/approach

Adopting a qualitative and interpretive case study approach, the study draws on data from semi-structured interviews with key stakeholders and periods of participant observation. The paper utilises Weber's characterisations of rationality to analyse the PB process in indigenous communities.

Findings

The co-existence of both formal (technical) and substantive rationalities leads two Indonesian indigenous communities to execute participatory budgeting pragmatically. The formal budgetary mechanisms (Musrenbang), cascaded down from central and local governments, are melded with, and co-exist alongside, a tradition of public participation deriving from local cultural values and wisdom (Rembug warga). Reciprocal relationships and trust based on a pre-existing substantive rationality result in community members adapting budget practices while also preserving their local culture and resisting the encroachment of neo-liberal initiatives. The paper offers deeper analysis of the unintended consequences of attempting to implement technical rational accounting reforms and practices in indigenous settings.

Originality/value

The paper provides important insights into the way the interplay between formal and substantive rationality impacts on accounting and budgeting practices in indigenous communities. Our study also presents a unique case in emerging economy contexts in which neoliberal initiatives have been outmanoeuvred in the process of preserving indigenous values and wisdom. The informal participatory mechanism (Rembug warga) retained the community trust that neoliberalism systematically erodes.

Abstract

Purpose

Exploring the links between resilience, sustainability and entrepreneurship from an indigenous perspective means exploring the historic and socio-cultural context out of which a community originates. From this perspective, informed insight into a community’s ability to adapt and to transform without major structural collapse when confronted with exogenous challenges or crises can be gained. This paper explores the interplay between resilience and entrepreneurship in a New Zealand indigenous setting.

Design/methodology/approach

The authors provide a theoretical and case study approach, exploring four intersecting leadership roles, their guiding value system and application at a micro kin family level through a tourism venture and at a macro kin tribal level through an urban land development venture.

Findings

The findings demonstrate the importance of historical precedent and socio-cultural values in shaping the leadership matrix that addresses exogenous challenges and crises in an entrepreneurship context.

Research limitations/implications

The research is limited to New Zealand, but the findings have synergies with other indigenous entrepreneurship elsewhere. Further cross-cultural research in this field includes examining the interplay between rights and duties within indigenous communities as contributing facets to indigenous resilience and entrepreneurship.

Originality/value

This research is a contribution to theory and to indigenous community entrepreneurship in demonstrating what values and behaviours are assistive in confronting shocks, crises and challenges. Its originality is in the multi-disciplinary approach, combining economic and social anthropological, indigenous and non-indigenous perspectives. The originality of this paper also includes an analysis of contexts that appear to fall outside contemporary entrepreneurship, but are in fact directly linked.

Abstract

Purpose

This paper aims to analyze Northern Manitoba employers' indexes of employability skills that influence the UCN (University College of the North) students' employability in indigenous contexts.

Design/methodology/approach

This study constructs the employability skills into six indexes from employers' perspective: reading comprehension, numeracy, technology, soft skills, job searching skills and indigenous cultural awareness. Mixed methods have been applied to this research: survey data are used for empirical analysis of the six indexes of employability skills; secondary sources of similar studies together with functional theory in education as a framework is adopted to explore the breadth and depth of employability skills requested by employers; indexing analysis is adopted to validate the necessity of developing such skills in indigenous contexts in Northern Manitoba.

Findings

The correlation analyses and mean values show that employers in Northern Manitoba take the six indexes as influential factors of students' employability. As such, the study indicates that Northern Manitoba employers consider employability in indigenous contexts as a combination of basic skills, professional requirements, soft skills and cultural awareness. The employers' attested employability is in line with the concept of the technical-function theory, which requires education to meet the demand for updated job skills due to a technological change. Moreover, Northern Manitoba employers' emphasis on indigenous cultural awareness as employability skills rationalizes the necessity to integrate indigenous cultural contents into programs and curriculums in UCN and post-secondary institutes with similar attributes. It confirms that indigenous cultural awareness is required by employers in Northern Manitoba populated with indigenous communities. The research findings suggest that the functional theory of education might help UCN and similar institutions globally to offer programs that will reduce employment inequality.

Research limitations/implications

This research is conducted among the employers in Northern Manitoba, and the indexes and their factors are designed to evaluate UCN students' employability in general.

Practical implications

The outcomes of this paper can be applied as a parameter for upgrading educational strategies to integrate essential and professional employability skills such as reading comprehension, numeracy, technology, soft skills and job searching skills with indigenous cultural components into UCN curriculums and programs. It can be applied to other post-secondary institutes with similar attributes to enhance their students' employability. Furthermore, the research findings can be used as a guideline for UCN to tailor their programs for the job market locally and as references for post-secondary institutions with similar student compositions globally.

Originality/value

This paper provides empirical evidence from the employers' viewpoint to support the necessity of integrating essential and professional employability skills with indigenous cultural awareness into the curriculums and programs of UCN, a post-secondary institution in indigenous populated Northern Manitoba. Furthermore, it is also attested that employers consider indigenous cultural awareness as an influential factor of students' employability in indigenous contexts.

Abstract

Purpose

This paper aims to track the evolution of an innovative Aboriginal tourism business model with deliberate social and community enterprise objectives in a remote setting.

Design/methodology/approach

It adopts an in-depth exploratory case study approach to discover key characteristics of an emerging tourism enterprise. The qualitative data sources include publically available planning, promotional and organizational materials, in-depth interviews with key informants and on-site observations. Yunus et al.’s (2010) social business model provides the framework for the case analysis.

Findings

Findings highlight the gradual deepening of Indigenous engagement – from simply providing a place for a non-Indigenous tourism business – to running a fully Indigenous-controlled, staffed and themed on-country tourism business. Complementing existing non-Indigenous tourism experiences reduced the need for start-up infrastructure and market recognition, thus reducing business risk for the Traditional Owners. Despite substantial changes in the business structure in response to political and maturation factors, the core motivations seemed to remain strong. The business model facilitates value creation to stakeholders in varying ways.

Research limitations/implications

The contextual nature of Indigenous tourism reflects limitations of qualitative case study methodology.

Practical implications

The resulting business model provides a contextually appropriate structure to engage in tourism for achieving cultural and societal goals. It mitigates against the identified risk of low market demand for Indigenous tourism experiences by connecting with established non-Indigenous tourism products, while also allowing for product offering independent thereof.

Social implications

Social benefits are high and have potential for replication in similar contexts elsewhere.

Originality/value

The paper contributes to the emerging research on culturally appropriate business models in Indigenous tourism contexts and validates a strategy to overcome low demand. It offers a model that for the tourist facilitates a sustainable experience which enables co-production while for the hosts fosters community resilience, intergenerational learning and improved livelihoods. The case highlights opportunities for further research into the interrelationship, dependencies and thresholds between the social and economic profit equations, particularly in the context of the culture conservation economy.

Abstract

Purpose – The chapter reports on a national indigenous games research project and follows the socio-political construction of indigenous games as a sporting code and the post-colonial identity dynamics within South Africa.

Design/methodology/approach – Researchers from 11 tertiary institutions in South Africa collaborated to capture 536 ‘indigenous’ game and sporting activities from 170 communities. An inductive research approach informed an emic typology, with further analysis of the 20 most popular indigenous games (and their variations). This analysis demonstrated hegemonic gender and ethnic layering within the context of participation, as well as in the broader South African society. The institutionalisation of selected indigenous games by Sport and Recreation South Africa and the implementation thereof in the Siyadlala programme (community-based mass participation programme), afforded widespread participation to meet a human rights framework.

Findings – In accordance to the strategic outcomes of the national department, this initiative provided access to sport and recreation, especially for the previously ‘disadvantaged’ communities who experienced high levels of exclusion during the Apartheid years (1948–1994). This politically informed intervention followed a political agenda of national identity association in celebrating the African heritage and ‘unity through diversity’. Standardisation of rules and the re-invention of some games for local, national and international festivals along the line of competitive sport offered contradicting messages and practices.

Originality/value – The underlying discourses of post-colonial resistance, national identity formation and socio-political agendas are interrogated.

Abstract

Language emanates from the individual who articulates from a coding system, whether oral or written, a construct of relational and communicative devices that determines who they are and what they would like to be. The concept of Being or ‘to be’, foregrounds a diverse range of definitions and extrapolations into the attributes of individuals, individuality, communities, and societies. The aim of the chapter is to unravel issues in the theorising of the concept of Being and its relationship to Indigenous Knowledge Systems for research students, through a teaching framework. A further aim is to explore the correlation of Being and Indigenous Knowledge Systems with the changing face of research relationships in a contemporary global setting. I shall, firstly, draw on relevant conceptualisations of what is Being under a Western framework. I, then, problematise this concept through Indigenous Knowledge Systems with a review of the literature on the issues surrounding its use. In the third part of this chapter, I focus on the changing face of research relationships by exploring the alignment of Being with the principles of Indigenous Knowledge Systems and their connectivity within a global framework. In this way, I foreground a significance of differentials and a re-imaging of thought and perception in the way research into Indigenous and Aboriginal societies is positioned.

Abstract

Purpose

The aim of the research was to gather information about Indigenous and non-Indigenous students’ classroom experiences. This chapter examines what made the classroom environment in this course, Balancing Worldviews, different to other classroom experiences. It was also undertaken for students to provide their standpoints on how safe classroom environments are created for students and lecturers to share their views and perspectives.

Methodology

The study employed a Collaborative Community Participatory Action Research (CCPAR) model. The praxis and sequencing of action requires practical, reflective engagement focused upon solution development, as identified by the collaborative community (Indigenous and non-Indigenous students). Qualitative data was collated via focus groups and individual in-depth interviews with students.

Findings

We learnt through the research Classroom experiences of Indigenous and non-Indigenous students: Building safe engagement by sharing stories that demonstrated a particular theme and situations of the week; the stories were about family, political issues, working experiences. These stories supported student learning and transformed the learning space into a place that was safe for students to share their experiences. This way of learning was acknowledged as personal, non-hierarchical and relational, establishing connections between the learner and sharer of the story.

Value

This research focused on how students’ experience of safety shaped the nature and level of their engagement and their ability to provide peer support. The stories shared by students are indicative of the necessity of growing safer classrooms. The emphasis was on story-telling and knowledge sharing, which is circular and takes time to develop within a group. The focus group discussions established a number of themes that were taken up and explored further in the in-depth interviews.

Practical implications

We believe this research interaction is vital in cultivating an effective progressive evaluation process incorporating students' input (knowledge, experiences and voices), rather than through the systemic university model of student survey that demands a limited response. With the findings of the research we hope to share these experiences with our peers.

Abstract

Purpose

The purpose of this paper is to contribute to debates on the value of indigenous knowledge for disaster risk reduction. Recent international policy papers advocate the importance of indigenous knowledge and calls for its recognition. The paper aims to explore these issues in the everyday practices of disaster response by indigenous peoples and surrounding actors.

Design/methodology/approach

The paper is based on a total of seven months ethnographic research in indigenous communities in Thailand and the Philippines. The Thai communities had experienced minor disasters, whereas the Philippine communities were recently hit by a major killer typhoon.

Findings

In both countries the authors found that indigenous knowledge is neither completely local, nor homogenous, nor shared. The findings caution against a view that indigenous knowledge is grounded in a long tradition of coping with disasters. Coping is embedded in social practice and responsive to change. Positive labelling of indigenous practices can help to render communities more resilient.

Research limitations/implications

The research was exploratory in nature and could be replicated and expanded in other indigenous peoples’ communities.

Practical implications

Rather than understanding indigenous peoples as simultaneously vulnerable and resilient, it calls for a more comprehensive approach to indigenous knowledge and practices around disaster.

Social implications

The limitations are shown of uncritically ascribing indigenous communities a close relation to nature. It may be unfounded and de-politicises indigenous struggles.

Originality/value

This paper approaches indigenous knowledge issues from the point of view of indigenous communities themselves.

Abstract

Purpose

Reflexive Antiracism is an approach to antiracism that seeks to avoid the limitations of essentialism and negative emotional reactions through a focus on racialisation (a concept that encompasses both racism and antiracism) as well as the formation and maintenance of racialised identities. This paper aims to outline the construction and validation of a scale to measure this novel theoretical construct: the Reflexive Antiracism Scale‐Indigenous (RAS‐I).

Design/methodology/approach

In the context of a cultural training course focused on Indigenous peoples in Australia, 20 items to assess attitudes were developed along with four hypothetical scenarios designed to assess behavioural intentions in specific situations. The survey formed by these items and scenarios was piloted to assess test‐retest, concurrent and construct validity as well as item endorsement and internal reliability.

Findings

Findings suggest that an 11‐item scale based on this survey forms a valid and reliable measure of Reflexive Antiracism. Further research and applications are discussed.

Originality/value

This paper will prompt further exploration of Reflexive Antiracism as a concept that can be applied in a range of settings where a more nuanced understanding and approach to antiracism may be of benefit. Being aware of their position within a society that is racialised will allow antiracists to be reflexive (and realistic) about their ability as individuals to achieve antiracist ideals while continuing to strive towards them.
