Abstract

This chapter draws on findings from a comparative, qualitative research project investigating the decision-making of different groups of English higher education students in central England as they graduated from a Russell group university (46 interviewees) and a Post-92 university (28 interviewees). Half of the students graduated in 2014 (lower tuition fees regime) and the other half graduated in 2015 (higher tuition fees regime). The students interviewed were sampled by socio-economic background, gender, degree subject/discipline and secondary school type. Semi-structured interviews were used to explore students’ future plans and perceptions of their future job prospects. Despite higher debt levels, the 2015 sample of Russell Group graduates from lower socio-economic backgrounds had a positive view of their labour market prospects and a high proportion had achieved either a graduate job or a place on a postgraduate course prior to graduation. This group had saved money whilst studying. The 2015 sample of Post-1992 University graduates (from both lower and average socio-economic backgrounds) were worried about their level of debt, future finances and labour market prospects. This chapter raises questions about whether a fairer university finance system, involving lower levels of debt for graduates from less advantaged backgrounds, might avoid some graduates’ transitions to adulthood being so strongly influenced by financial anxieties.

Abstract

This chapter examines the survival of private property during the early transition to communism in Romania at the intersection of state policies, ideologies, and legal practices. It focuses on petitions contesting urban housing nationalization in the city of Timişoara between 1950 and 1965. I argue that petitions are partially successful acts of microresistance through law that contested the communist regime's concept of private property, played a role in halting further urban housing nationalization, undermined the regime's attempts at building legitimacy through legality, and challenged ideas about legal instrumentalism in a communist system.

Abstract

Transaction costs, responsive housing supply, rent controls, tenant protection, and access to credit affect residential mobility – these different parts of housing policy are included in what has been defined as housing regimes, which embrace regulations, laws, norms, and ideology as well as economic factors. In this chapter, we investigate how these regimes change by using institutional theories of path dependence. We use Sweden as an example and study three Swedish housing market reforms during the past decades that may have affected residential mobility, each related to one of the main institutional pillars of housing provision: tenure legislation, taxation, and finance. More precisely, we study the development of the rental regulation since the late 1960s, the tax reform in 1991, and the new reforms on mortgages since 2010. What caused these reforms? What were the main mechanisms behind them, and why did they occur at the time they did? We argue, besides affecting residential mobility, these reforms have the common feature of including interesting elements of path dependence and forming critical junctures that have led the development on to a new path. Institutions of tenure legislation, housing finance, and taxation are often claimed to have effects on residential mobility. Although they are seldom designed with the explicit aim of supporting (or counteracting) residential mobility, they may sometimes do so as more or less unintended consequences.

Abstract

In recent years, Asian countries have experienced rising rates of premarital cohabitation, mirroring a similar trend that could be observed in many European countries several decades ago. As international differences in these trends are often attributed to institutional and societal differences, this study explores how China’s and Germany’s welfare and cultural regimes relate to national differences in the timing and prevalence of premarital cohabitation and direct marriage.

On the basis of two post-hoc harmonized surveys (pairfam for Germany; CFPS for China), descriptive analyses and logistic regressions were conducted. A higher standardization of partnership trajectories during the transition to adulthood was observed in China; this being probably related to China’s collectivist and Germany’s individualistic culture. While urban–rural differences prevail in China, and are attributable to China’s hukou system, East and West Germans differ considerably in this regard, a finding which can be traced back to regional differences in historical legacy. Discrepancies in economic modernization explain why the likelihood of experiencing these events differs for individuals in the Eastern and Western Chinese provinces.

Besides these differences, the two national contexts resemble each other in the prevalence of educational hypergamy, as well as in greater rates of cohabitation prior to first marriage, in contrast to direct marriage, seen among wealthier individuals and those with higher education. For the first time, the effects of cultural and institutional differences on the transition to adulthood were compared between a collectivistic vs. individualistic cultural regime and a productivist vs. corporatist conservative welfare regime, enabling researchers to draw conclusions about the link between cultural and welfare regime types and partnership patterns.

Abstract

In the post-industrial economies of large urban centers, redevelopment has become the primary engine of economic growth. Redevelopment projects are designed to encourage investment, attract tourism and bring new residents to the city. This form of city building is driven by a neoliberal urban agenda that embraces privatization, and is controlled by the economic interests of private business. In this chapter, we argue that city building under a neoliberal rubric is also a gendered political process, the outcome of which is the redevelopment of urban space in ways that reflect a masculinist and corporatist view of city life. Moreover, both the form of redevelopment and the process itself function to limit public participation in the life and growth of cities, particularly for women and other marginalized groups. In the first section of this chapter, Gendered spaces of redevelopment, we examine how the results of such a process are made manifest in the built form of Canada's largest city, Toronto, with a population of 2.5 million. The city is experiencing a major process of redevelopment and city building that is evident in a massive wave of condominium construction. We suggest that condominium projects, as a particular form of redevelopment, create privatized spaces and encourage privatized services that articulate neatly with a neoliberal urban agenda.

The systematic risks related to credit financing has received significant attention in the academic domain during and after any financial crisis. However, the role of insurance has not been adequately studied in the context of crises. The extant literature also shows that the scale of credit financing depends upon the availability of credit insurance and on the policy orientation. Past evidence shows that demand for credit insurance was significantly high during the crisis period. Therefore, this chapter proposes to study the role of various combinations of these two aspects near the period of crisis. The findings of this chapter are based on the outcomesof previous research articles on these topics. The research articles are gathered from various online databases for the years 2000–2014 for the G7 economies. This chapter has alsoincluded facts from contextual policy documents on monetary and fiscal policies where it finds them necessary. Broadly, this chapter describes the role of policies when two mutually dependent industries interact and adversely impact market equilibrium.

This chapter analyses the causes and effects of the financial crisis that commenced in 2008, and it examines the dramatic government rescues and reforms. The outcomes of this, the most severe collapse to befall the United States and the global economy for three-quarters of a century, are still unfolding. Banks, homeowners and industries stood to benefit from government intervention, particularly the huge infusion of taxpayer funds, but their future is uncertain. Instead of extending vital credit, banks simply kept the capital to cover other firm needs (including bonuses for executives). Industry in the prevailing slack economy was not actively seeking investment opportunities and credit expansion. The property and job markets languished behind securities market recovery. It all has been disheartening and scary – rage against those in charge fuelled gloom and cynicism. Immense private debt was a precursor, but public debt is the legacy we must resolve in the future.
