Abstract

This chapter provides a critical assessment of an article on higher education and economic development, by analyzing the ways the authors reflect on the importance of building technological capabilities. The need to demonstrate the use of evolutionary economics and innovation systems approach in demonstrating higher education contribution to economic growth motivated the article. The critique begins by examining the dominant theories and reflective pieces used by scholars to explain higher education’s contribution to economic development, and then situate the evolutionary economics and innovation systems approach used in the article in this discourse. This critical assessment also delves into how the article approaches the subject matter of higher education; and, the methods used to gather evidence for the case of higher education in South Africa. The chapter then condenses popular views on the role of higher education in economic development and assesses whether “building technological capabilities” is one such view or it is an emerging role. In conclusion, the chapter synthesizes the various sections in the article and isolates the key issues that underpin each of the sections and how each issue is manifested in the higher education sector. The conclusion unloads the overall construction of the article to succinctly knit the bigger argument advanced by the article and provide reasons for the viewpoints supported by this assessment.

Abstract

Globally, higher education institutions have become reliant on a quality assurance (QA) system over the past four decades. QA is considered to be one of the most important drivers of continuous improvement and an essential tool for promoting excellence in teaching, learning, and research. It provides a framework for establishing and maintaining standards, and for assuring stakeholders that programs and services meet or exceed these standards. Despite the wide range of quality assurance models available to higher education institutions, there remains considerable debate over which model is the most effective, as well as what criteria should be used for evaluating the effectiveness of these models. Universities in the Middle East have tried to adopt different models of QA that can meet their needs and expectations and provide a framework for continuous improvement. A major objective of this book is to provide an overview account of the QA process as implemented in the higher education systems of a number of Middle East countries, including Egypt, Iraq, Lebanon, Saudi Arabia, and the United Arab Emirates. This book lays out essential theoretical and practical insights into the role of QA policies and practices in higher education in the Middle East countries and builds upon this idea to provide a blueprint for future academic leaders in these countries and other Middle Eastern countries to enhance their QA policies and practices and drive higher education in those countries forward.

The African continent is filled with a textured history, vast resources, and immense opportunity. The landscape of higher education on such a diverse continent is extensive and complex. In this review of the landscape, four primary topics are evaluated. The historical context is the foundational heading, which briefly covers the evolution from colonization to independence and the knowledge economy. The second main heading builds upon the historical context to provide an overview of the numerous components of higher education, including language diversity, institutional type, and access to education. A third section outlines key challenges and opportunities including finance, governance, organizational effectiveness, and the academic core. Each of these challenges and opportunities is interconnected and moves from external influences (e.g., fiscal and political climate) to internal influences (e.g., administrative leadership and faculty roles). The last layer of the landscape focuses on leveraging higher education in Africa for social and economic progress and development. Shaping a higher education system around principles of the public good and generating social benefits is important for including postsecondary institutions in a development strategy.

The English sector is characterised by an expanding and increasingly differentiated set of higher education providers (HEPs) and an ever-more diverse student body. As a consequence, HEPs are as differentiated in their widening participation (WP) approaches as they are in every other aspect of the business of HE, and this has led to tensions between why and how they should go about the business of WP. Are HEPs driven by the desire to enhance social justice or merely responding to regulatory pressure? This chapter discusses how changing market regulatory regimes have interreacted with, and often conflicted with, institutional missions as they try to respond to the dual policy imperatives discussed in earlier chapters: the economic, human capital expansionary dynamic and the desire to enhance social justice through access to the HE system.

Abstract

Despite the multitude of regional-based collaborations in higher education, regionalism theories have received relatively little attention in the literature on higher education. In view of this gap, this chapter seeks to make a case for the study of regionalism and explores how this field could enrich higher education research. This chapter discusses the context of the rise of the regional landscape vis-à-vis the acceleration of globalisation and internationalisation of higher education. It further probes into theoretical and empirical insights, elucidating in particular core regionalism concepts, theories and approaches within the more recent ‘turns’ in regionalism. Empirical cases from regions across the world are presented to help expound on the conceptual points raised.

Abstract

This chapter critically engages with ways that teaching excellence has been operationalised in practice. Specific focus is on developing individual teaching excellence, rewarding of success and recognition of teaching excellence and the building of evidence around what works in teaching for the benefits of students. We consider the daily interactions with students that form the basis of frameworks of teaching excellence before arguing that operationalisations of teaching excellence are highly context specific and operate at the level of institutions and the whole higher education sector. We discuss the criteria that underpin teaching excellence awards. This includes governance as well as development frameworks. After considering the complex links between research and teaching and the importance of the disciplinary dimension of teaching excellence, the chapter finally looks at the skills and attributes commonly associated with individual teacher excellence and argues that these are exceptionally difficult to pin down let alone measure. It concludes with some reflections on some of the challenges faced by institutions as they seek to develop the quality of teaching whilst meeting the requirements of the TEF.

Abstract

Technology has penetrated in every aspect of society, and information and communication technologies (ICTs) have become a part of every aspect of life. Over 20 years of ICT use, nearly every government and the big business area has been radically transformed. Education is a profoundly social profession, and historically, effective education has been associated with good instructors who have a high level of personal connection with students. The use of ICT in higher education allows for more student-cantered learning settings. Nevertheless, as digital media and information continue to take over our lives, the importance of ICT inside higher education continues to rise. The higher education system plays a crucial part in every country’s growth in improving human resources (HR); higher education should create an educated population that will bring peace and socioeconomic and societal growth. Education reform agendas benefit from the use of ICT in most developing nations. ICT in education is one of the most practical approaches to improve India’s higher education system. The purpose of this review chapter was to examine the role of ICT in higher education. This chapter addressed how ICT may promote and revolutionize higher education in India through new government initiatives. Furthermore, the chapter addressed the issues and challenges associated with the use of ICT for educational purposes.
