Abstract

Petroleum resource-based city is an important part of urban system in China. Under the background of green growth and economic transition, petroleum resource-based city is facing the problem of sustainable development. This paper takes petroleum resources-based cities in China as the research object, and uses urban ecological planning method to analyze the basic methods of petroleum resources-based urban ecological planning and development from three aspects: establishing multi-level city circle layer, building urban ecotope and promoting urban renewal. The results show that green growth and economic transition of petroleum resources cities in China depend on government planning for urban development, including statutory planning and non-statutory planning. Petroleum resources-based cities should promote the ecological planning and development of petroleum resources-based cities in China from three aspects: optimizing the industrial structure of cities, optimizing the layout of urban functional areas and optimizing the layout of urban ecolandscape in order to adapt to green growth and economic transition.

Abstract

The assessment of ecosystem services (ES) in urban areas can be an important policy instrument for both strategic directives at national and regional levels and concrete actions at municipality level. A unifying underpinning framework that combines different administrative levels through a common, consistent basis would greatly facilitate the mainstreaming of such an instrument. Three key concepts underpin this framework: urban ecosystems, nature-based solutions (NBS), and ES. First, NBS are acknowledged as the ecological assets that in the urban context can provide ES, meant as complex processes made possible through the existence of natural and seminatural systems at various scales. Second, the classification of urban ecosystems needs to be consistent with the treatment of urban areas in ecosystem accounting and with NBS levels of intervention and primary objectives. Third, by serving societal challenges, it is important to clearly frame the strategic drivers of change: whether it concerns management practices of current land use or radical conversions in land use. Finally, once such a framework will be in place, it can facilitate sustainability assessment in urban ecosystems by quantifying the presence of NBS, whose creation/maintenance assure the delivery of ES. The purpose of this chapter is to theoretically frame an ES-based approach, but this is only a first step. Many more steps are required on to concretely put this framework in practice at different administrative levels, such as strategic planning and policy setting (at national level), and urban, peri-urban, and coastal development (at municipal level).

Abstract

In parallel with industrialization and population growth, the need for housing areas in developing countries has also increased. Diminishing green areas in cities due to unplanned urbanization led people to search for new residential areas where they can meet with green and can satisfy their social and cultural needs.

Trabzon city is located on the East Black Sea coast of Turkey. By virtue of the concentration of settlement in the city center and the problems it has caused, the residential areas have been directed to the eastern parts of the city. Kaşüstü is one of Trabzon's new and popular residential and commercial areas. As the study area, 3 different site areas in Kaşüstü region located in the Yomra district in the east of Trabzon were determined.

In this study, it was aimed to determine the outdoor facilities and opportunities of different housing estates in Kaşüstü region. Outdoor activities, types of usages, preferences and requests of users in these areas were identified. Thus, outdoors in different housing estates in the same region and the usage types of these places were compared. In addition, new suggestions and alternatives for outdoor usage have been developed.

Abstract

Purpose

The aim of this paper is to provide insight into how to deal with safety issues during construction projects at multi‐functional urban locations.

Design/methodology/approach

A case study comprising several construction projects for high‐rise buildings over a motorway in The Hague provided insight into the complexity of the safety management. A process model was designed of moments of influence of safety measures. This was combined with quantitative risk analyses of some alternative safety measures using failure mode and effect analysis and Bayesian networks.

Findings

It is essential to put safety management on the agenda at a very early stage in the planning process for construction projects at multi‐functional urban locations. The erection of heavy structural elements when building activities are being carried out above a motorway is an important risk factor. Structural measures appear to be more cost‐effective than closing off the road.

Research limitations/implications

The methods used to develop insight into the cost‐effectiveness of different safety measures can also be applied to construction processes at multi‐functional urban locations. This might lead to different conclusions on which measures are preferable.

Originality/value

There is very little literature or general knowledge on how to deal with these safety issues. This paper provides a method that can be applied in the development of safety protocols at multi‐functional urban locations.

Abstract

This chapter concentrates on metropolitan governance, the use of projects (or ‘projectification’) in public administration and the development of metropolitan forms of citizen participation. The analysis is based on a case study from the Helsinki Metropolitan Area – a multi-actor policy programme called the Urban Programme, which included a specific participatory project named Citizen Channel. According to the analysis, the Urban Programme was a way to create consensus and collaboration between the municipalities of the area, whereas the Citizen Channel project created a ‘toolbox’ for metropolitan citizen participation. However, the relation between programme- and project-based development and municipal administration, especially the implementation of the results of short-term projects in permanent administration proved difficult. From the perspective of metropolitan ruralities, four kinds of conclusions are emphasised: the complexity and conflictuality of the issue of metropolitan governance; the use of relatively similar programmes and projects as policy tools both in urban and rural contexts; the ‘metropolitan dimension of everyday life’ of the inhabitants and its relation to municipal administrative cultures as well as the birth and strengthening of new actors such as local NGOs in projects. The originality of this chapter is to combine the frameworks of metropolitan governance, projectification and the development of citizen participation in an empirical study and to reflect them to the ‘metropolitan ruralities’ research.

Finance is the core of the economy. For the construction of modern and innovative city, the development and function of finance can not be ignored. The research on urban planning and design based on financial support has become a hot topic. Based on this, the Grey relation analysis was used to study the modern financial support driven innovative urban planning and design. First of all, the progress of the innovative urban construction was expounded, and the progress of the research on the financial support innovative urban construction was introduced; then the content and financial planning of the innovative urban construction planning were put forward; in addition, taking the innovative urban planning and design project in Chongqing as an example, different urban areas and traffic design were introduced. The results of Grey relation analysis show that Chongqing has high comprehensive innovation value.

Abstract

Purpose

A smart city is a potential solution to the problems caused by the unprecedented speed of urbanization. However, the increasing availability of big data is a challenge for transforming a city into a smart one. Conventional statistics and econometric methods may not work well with big data. One promising direction is to leverage advanced machine learning tools in analyzing big data about cities. In this paper, the authors propose a model to learn region embedding. The learned embedding can be used for more accurate prediction by representing discrete variables as continuous vectors that encode the meaning of a region.

Design/methodology/approach

The authors use the random walk and skip-gram methods to learn embedding and update the preliminary embedding generated by graph convolutional network (GCN). The authors apply this model to a real-world dataset from Manhattan, New York, and use the learned embedding for crime event prediction.

Findings

This study’s results show that the proposed model can learn multi-dimensional city data more accurately. Thus, it facilitates cities to transform themselves into smarter ones that are more sustainable and efficient.

Originality/value

The authors propose an embedding model that can learn multi-dimensional city data for improving predictive analytics and urban operations. This model can learn more dimensions of city data, reduce the amount of computation and leverage distributed computing for smart city development and transformation.

Abstract

Purpose

This paper aims to present some of the key obstacles and general conditions which shape regional cooperation between municipalities of Poland's third largest agglomeration of Gdańsk, also called Tri‐City.

Design/methodology/approach

The paper examines the role of leadership in organizations representing business interests, and the competing and conflicting perspectives on the “right” scale to do so – local and/or regional, drawing on participatory insights into the relevant processes.

Findings

It is found that economic competition and post‐1990 neo‐liberal governance practices enhance the isolationism and rivalry between localities within the agglomeration. Any public claims to “cooperation” are mainly limited to the practicalities of public transportation. Individual actors and their personalities and policy‐making abilities play a key part in any collaborative agenda, often pushed by EU funding conditions that require institutional collaboration.

Originality/value

The obstacles to, and mechanisms of, city‐regional governance are very topical. The contribution of this paper is timely and offers a rare insight into the competing ambitions and “visions” in local public administration after the end of communist‐era top‐down government.

In this research, migrant children refer to the children from rural areas who have resided with their parents at the urban areas for at least six months without local household registration status. education at national level in urban China22With the rapid socioeconomic development and urbanization in China, the definition of urban China is changing. In this research, urban China refers to the major cities in China, such as Beijing, Shanghai, Guangzhou, Tianjin, Chongqing, and so forth. during the past decades. Meanwhile, it is expected to explore the policy limitations reflected by the practice at school level regarding accommodating migrant children's education.

This study is conducted through policy review regarding education for migrant children and analysis of data collected through questionnaires and interviews at one public junior high school in Beijing.

This study identifies a positive change of involving migrant children in urban public schools. However, there is a need for flexible mechanism that can fully accommodate various needs regarding migrant children's education in urban public schools.

The study argues the necessity of a multipartnership for establishing a sustainable public education system for accommodating migrant children education in urban public schools.

Being different from other research on the same issue in urban China, this study leads a new round of discussion on the quality education for migrant children.

Abstract

Purpose

The purpose of this paper is to provide a guiding framework for studying the travel patterns of PT users. The combination of public transit (PT) users’ travel data and user profiling (UP) technology to draw a portrait of PT users can effectively understand users’ travel patterns, which is important to help optimize the scheduling of PT operations and planning of the network.

Design/methodology/approach

To achieve the purpose, the paper presents a three-level classification method to construct the labeling framework. A station area attribute mining method based on the term frequency-inverse document frequency weighting algorithm is proposed to determine the point of interest attributes of user travel stations, and the spatial correlation patterns of user travel stations are calculated by Moran’s Index. User travel feature labels are extracted from travel data containing Beijing PT data for one consecutive week.

Findings

In this paper, a universal PT user labeling system is obtained and some related methods are conducted including four categories of user-preferred travel area patterns mining and a station area attribute mining method. In the application of the Beijing case, a precise exploration of the spatiotemporal characteristics of PT users is conducted, resulting in the final Beijing PTUP system.

Originality/value

This paper combines UP technology with big data analysis techniques to study the travel patterns of PT users. A user profile label framework is constructed, and data visualization, statistical analysis and K-means clustering are applied to extract specific labels instructed by this system framework. Through these analytical processes, the user labeling system is improved, and its applicability is validated through the analysis of a Beijing PT case.
