Abstract

Inequality and freedom mean different things to different people; whether inequality should encapsulate ethical concepts such as the desirability of a particular system of rewards or simply mean differences in income appears to be the subject of much debate. The World Bank conceptualises inequality as the dispersion of a distribution, whether that is income, consumption or some other welfare indicator or attribute of a population. When Lawrence Reed introduced his seven principles of sound public policy at a presentation at the Economic Club of Detroit, one item that stood out was his principle which stated that “free people are not equal and equal people are not free“. He was not addressing the foundation of equality in society but about income and material wealth a person may earn in the marketplace, essentially he was addressing “economic equality”. Hofstede touches on a number of postulates when he speaks of inequality within a society and how it is visible in the existence of different social classes: upper, the middle, and lower. According to Hofstede, classes differ in their access to and their opportunities to benefit from the advantages of society. He cites education and the benefits derived by advanced education. The World Bank has concluded that inequality in intelligence is part of the human condition and inescapably contributes to a substantial degree of income inequality that greater equality of opportunity cannot circumvent. This article examines a number of concepts which dispel formal equality theory and the belief that equality is achieved if the law treat likes alike is faulted.

Abstract

This chapter explores the Slovenian equal opportunities policy in the context of globalization debates. Focusing mainly on the equal opportunities legislation in Slovenia and the other recent European Union (EU) member states, the aim of the chapter is to reflect upon globalization as Europeanization and as supraterritorialization. Supraterritorial processes, such as the second wave of Western feminist movement established a mutual relationship with feminists in the former Yugoslavia during the 1980s. Feminism and the feminist movement in Yugoslavia and in Slovenia in the 1980s and in the beginning of the 1990s, in particular, represent an important basis for gender equality politics and legislation in Slovenia. Another significant element that contributes to the introduction of gender equality legislation is EU integration. In Slovenia and also in other Central and Eastern European (CEE) countries that recently joined the European Union, the accession played a considerable role in adopting gender equality legislation. Europeanization in the context of equal opportunities policy leads to the homogenization process of standards for gender equality in the EU member states. In terms of legislation in member countries, the Europeanization of gender equality policy is performed as top-down politics particularly in recent member states, such as CEE. Using the example of gender equality policy in Slovenia, this chapter analyzes equal opportunities policy as a concept and as a legal mechanism emerging from the Western tradition, which was directly applied to CEE countries, such as Slovenia, when they joined the EU.

Abstract

Purpose

Contrasting two countries with different gender regimes and welfare states, Sweden and Tanzania, this paper aims to analyse how the institutional context affects the ways in which a neo-liberal reform agenda is translated into institutional changes and propose how such changes impact the preconditions for women’s entrepreneurship.

Design/methodology/approach

This study uses document analysis and previous studies to describe and analyse the institutions and the institutional changes. This paper uses Scandinavian institutional theory as the interpretative framework.

Findings

This study proposes that: in well-developed welfare states with a high level of gender equality, consequences of neo-liberal agenda for the preconditions for women entrepreneurs are more likely to be negative than positive. In less developed states with a low level of gender equality, the gendered consequences of neo-liberal reforms may be mixed and the preconditions for women’s entrepreneurship more positive than negative. How neo-liberalism impacts preconditions for women entrepreneurs depend on the institutional framework in terms of a trustworthy women-friendly state and level of gender equality.

Research limitations/implications

The study calls for bringing the effects on the gender of the neo-liberal primacy of market solutions out of the black box. Studying how women entrepreneurs perceive these effects necessitates qualitative ethnographic data.

Originality/value

This paper demonstrates why any discussion of the impact of political or economic reforms on women’s entrepreneurship must take a country’s specific institutional context into account. Further, previous studies on neo-liberalism have rarely taken an interest in Africa.

Abstract

Purpose

This research article explores several questions about assessing the impacts of fathers' parental leave take up and gender equality. We ask: How does the conceptual and contextual specificity of care and equality shape what we focus on, and how, when we study parental leave policies and their impacts? What and how are we measuring?

Design/methodology/approach

The article is based on a longitudinal qualitative research study on families with fathers who had taken parental leave in two Canadian provinces (Ontario and Québec), which included interviews with 26 couples in the first stage (25 mother/father couples and one father/father couple) and with nine couples a decade later. Guided by Margaret Somers' historical sociology of concept formation, we explore the concepts of care and equality (and their histories, networks, and narratives) and how they are taken up in parental leave research. We also draw on insights from three feminist scholars who have made major contributions to theoretical intersections between care, work, equality, social protection policies, and care deficits: Nancy Fraser, Joan Williams, and Martha Fineman.

Findings

The relationship between fathers' leave-taking and gender equality impacts is a complex, non-linear entanglement shaped by the specificities of state and employment policies and by how these structure parental eligibility for leave benefits, financial dimensions of leave-taking (including wage replacement rates for benefits), childcare possibilities/limitations and related financial dimensions for families, masculine work norms in workplaces, and intersections of gender and social class. Overall, we found that maximizing both parental leave time and family income in order to sustain good care for their children (through paid and unpaid leave time, followed by limited and expensive childcare services) was articulated as a more immediate concern to parents than were issues of gender equality. Our research supports the need to draw closer connections between parental leave, childcare, and workplace policies to better understand how these all shape parental leave decisions and practices and possible gender equality outcomes.

Research limitations/implications

The article is based on a small and fairly homogenous Canadian research sample and thus calls for more research to be done on diverse families, with attention to possible conceptual diversity arising from these sites.

Practical implications

This research calls for greater attention to: the genealogies of, and relations between, the concepts of care, equality, and subjectivity that guide parental leave research and policy; to the historical specificity of models like the Universal Caregiver model; and to the need for new models and conceptual configurations that can guide research on care, equality, and parental leave policies in current global contexts of neoliberal capitalism.

Originality/value

We call for a move toward thinking about care, not only as care time, but as responsibilities, which can be partly assessed through the stories people tell about how they negotiate and navigate care, domestic work, and paid work responsibilities in specific contexts and conditions across time. We also advocate for gender equality concepts that attend to how families navigate restrictive parental leave and childcare policies and how broader socio-economic inequalities arise partly from state policies underpinned by a concept of liberal autonomous subjects rather than relational subjects who face moments of vulnerability and inter-dependence across the life course.

Abstract

Purpose

The paper has two purposes: to introduce a new perspective on power and resistance in equalities work; and to trouble either or theorisations of success and failure in this work. Instead it offers a new means of exploring micro‐practice.

Design/methodology/approach

The paper applies/develops an “actor network theory” (ANT) analysis to a single case study of Iopia, a Black woman equalities practitioner working in a prison education context. It uses this to explore the ways in which Iopia interacts with a variety of human and non‐human objects to challenge racism in this context.

Findings

Iopia, from an initial position of marginality (as a Black woman experiencing racism) is able to establish herself (by virtue of this same identity as a Black woman combating racism) as central to a “new” network for equality and diversity. This new network both challenges and sustains narrow exclusionary definitions of diversity. Thus, Iopia's case provides an example of the contradictions, and paradox, experienced by those working for equality and diversity.

Research limitations/implications

In the future, this type of feminist ANT analysis could be more fully developed and integrated with critical race and other critical cultural theories as these relate to equalities work.

Practical implications

The approach, and, in particular, the notion of translation, can be used by practitioners in thinking through the ways in which they can use material objects to draw in multiple “others” into their own networks.

Originality/value

The article is one of the first to explore equalities workers via the lens of ANT. It is unique in its analysis of the material objects constituting both diversity workers and diversity work and thus its analysis of diversity workers and their work as part of a complex set of social and “material” relations.

Abstract

Purpose

The purpose of this research is to seek better relational strategies between formal and informal stakeholder relationships to improve megaproject performance.

Design/methodology/approach

The conceptual model was developed with twenty hypotheses based on the literature review. Then a questionnaire survey was conducted, and the collected data were analyzed by Partial Least squares Structural Equation Modeling (PLS-SEM) for validating the proposed model. Finally, the findings were discussed by a comparative study to explain the different effects of the formal and informal relationship on megaproject performance, and the managerial implications are presented for the stakeholders to implement the relationship management in the megaprojects.

Findings

The research finding reveals that formal relationship plays a dominating role in cost, quality, and labor protection; meanwhile, it is still more reliable in improving coordination, safety and environmental protection. Both formal and informal relationship is equally important towards collaboration and scheduling while the informal relationship is more effective in communication and project transparency.

Originality/value

The study extends the knowledge of relationship management in the domain of the megaproject performance. It provides a comprehensive and systematic understanding of the impact of formal and informal stakeholder relationships on ten aspects of the megaproject performance by the proposed conceptual model and PLS-SEM results. The research findings contribute to the theory of relationship management on how the different influences between formal and informal stakeholder relationships lead to better megaproject performance from inter-organizational level to project and societal level.

It is well established in political theory that democracy promotes inclusive citizenship most especially politically – the right to vote and be voted for. This thesis is predicated upon the assumption that democracy is basically a representative government where all identities and interests are accommodated and/or tolerated in the politics and policy processes of their society. This chapter challenges the foundation of this assumption, using the Nigerian legislature's experience under the Fourth Republic (1999–2007), where the democratization process has failed to bring about substantial increase not only in women's numerical representation in parliament, but also in their ability to improve their participation in the politics and policy processes particularly those that advance women's cause. The central argument of the chapter is that for democracy to engender active representation of women in the politics and policy process of their environment will be largely dependent on women's numerical strength and their mode of ascension to power – their politics or affirmative action. Wherever the latter prevails, only passive, not active representation, will be prompted, as has so far been the case in Nigeria and most other African countries. This equates democratization of disempowerment for women.

Abstract

In the absence of slavery, worker and employer enter into an enforceable contractual agreement whereby the former is regularly paid by the latter. The systematic non‐payment of wages in Russia is the most tangible manifestation of the absence of the rule of law in that country and represents a potent obstacle to the development of effective trade unionism. However, the wage issue has to be set in the context of the wider malaise of non‐payment which exists, and for which central government must bear primary responsibility. This paper explores the dilemmas which this situation presents to the union movement and seeks to address the questions of what can and should the unions do about the situation? Because of the depth of the crisis inflicted on the economy by “shock therapy”, the answers are not to be found in the bankruptcy courts. While not abrogating their union functions, the trade unions must seek the satisfaction of realisable political demands.
