Abstract

As students increasingly incur debt to finance their undergraduate education, there is heightened concern about the long-term implications of loans on borrowers, especially borrowers from low socioeconomic backgrounds. Drawing upon the concepts of cultural capital and habitus (Bourdieu & Passeron, 1977), this research explores how student debt and social class intersect and affect individuals’ trajectory into adulthood. Based on 50 interviews with young adults who incurred $30,000–180,000 in undergraduate debt and who were from varying social classes, the findings are presented in terms of a categorization schema (income level by level of cultural capital) and a conceptual model of borrowing. The results illustrate the inequitable payoff that college and debt can have for borrowers with varying levels of cultural resources, with borrowers from low-income, low cultural capital backgrounds more likely to struggle throughout and after college with their loans.

Abstract

What kinds of support do interstate rivals provide to domestic actors in ongoing civil wars? And how do domestic actors utilize the support they receive? This chapter answers these questions by comparing Iranian and Saudi military and non-military (mediation, foreign aid and religious soft-power promotion) support to the Houthis and to the Government of Yemen (GoY) during the Saada wars (2004–2010) and the internationalized civil war (2015–2018). It also focuses on the processes through which the GoY and the Houthis have utilized this support for their own strategic purposes. This chapter applies a structured, focused comparison methodology and relies on data from a review of both primary and secondary sources complemented by 14 interviews. This chapter finds that there were less external interventions in the conflict in Saada than in the internationalized civil war. During the latter, a broader set of intervention strategies enabled further instrumentalization by domestic actors, which in turn contributed to the protracted nature of the conflict. This chapter contributes to the literature on interstate rivalry and third-party intervention. The framework of analysis is applicable to civil wars that experience intervention by rivals, such as Syria or Libya.

The global financial crisis (GFC) of 2007–2008 had far-reaching consequences for the global economy, triggering widespread economic turmoil. We use the event-study method to investigate whether investors priced the effect of significant events before the Lehman Brothers' bankruptcy in European and Asia-Pacific banks. Abnormal returns on the event days range from −4.32% to 5.03% in Europe and −5.13% to 6.57% in Asia-Pacific countries. When Lehman Brothers went bankrupt on September 15, 2008, abnormal returns averaged the lowest at −4.32% in Europe and −5.13% in Asia-Pacific countries. The significant abnormal returns show that Lehman Brothers' collapse was a turning point, and investors paid attention to the precrisis events as warning signs of the oncoming crisis.

Abstract

Purpose

To provide an informative review of the gainful employment legislation proposed by the Obama Administration which seeks to reform higher education by making colleges and universities more accountable in their institutional practices.

Design/methodology/approach

This paper provides a thorough review of a breadth of recently published works and notice of proposed rulemakings (NPRMs) on gainful employment legislation providing a practical understanding of the proposed policy. The sources are sorted into the following sections: background of rulemaking proceedings, who are the students, proposed measures, challenges, policy recommendations, implications for practice, and future research.

Findings

An analysis of the information reviewed is presented providing policy recommendations that could potentially circumvent some of the challenges presented as well as satisfy the government’s need to hold institutions more accountable. Offered as an amenable solution to stakeholders is to better inform students about program outcomes, financial aid packages, and financial obligations to mitigate the need for regulation and for institutions to perform continuous evaluation of their programs to align with workforce needs.

Originality/value

This paper serves as an informative resource to college/university administrators, students, parents, and policymakers offering practical recommendations to achieve the goals of all stakeholders by employing approaches to better inform students in their decision making.

This study examines the importance of financial inclusion and financial literacy in achieving Sustainable Development Goal 1 (SDG 01) of reducing poverty within Asia. It highlights the significance of fostering financial inclusion and spreading financial literacy for economic prosperity in the region. Despite the progress made in combating poverty and enhancing financial commodities, challenges persist, particularly regarding insufficient accessibility to basic financial amenities and a lack of knowledge in handling finances. However, a substantial portion of the Asian population lacks access to the financial literacy skills necessary for utilizing financial facilities and achieving financial inclusion. It reviews the current situation of financial inclusion and financial literacy in the region, explores the factors influencing these concepts, and highlights government initiatives aimed at fostering financial inclusion and literacy. Asia, with its diverse cultural and socioeconomic contexts, presents unique challenges and opportunities for promoting financial literacy and inclusion. The region’s growing population, emerging economies, and increasing middle-class underscore the importance of these factors. Ensuring that individuals have access to financial services and the knowledge and skills to manage their finances effectively can support economic development and poverty reduction, and create an inclusive and equitable society. By addressing the challenges of limited access to financial amenities and promoting financial literacy among the population, it is possible to foster economic growth, reduce poverty, and create more inclusive societies.

Abstract

The environment surrounding U.S. higher education has changed substantially over the past 40 years. However, we have a limited understanding of what these changes mean for the higher education organizations (HEOs) that occupy this organizational field. In this paper, I use descriptive statistics and multilevel latent class analysis (MLCA) to analyze the financial behaviors of public four-year HEOs from 1986 to 2010 to evaluate how HEOs adapt financially to their changing environments. I advance the current conceptual and empirical understanding of public HEO behaviors by evaluating how public HEOs utilize combinations of revenue and spending streams to accomplish their mission and the extent to which the revenues and spending patterns of these institutions are related. Descriptive results confirm the shift away from state funding toward tuition revenues and the relative stability in spending patterns. MLCA results, which allow for the investigation of how combinations of revenue and spending streams work together, indicate that public HEOs are changing the combinations of revenues they rely on in different ways, revealing multiple specific pathways for how public HEOs adapt to their changing environments. The spending profiles, in contrast, remain stable with only a few HEOs changing their profile over time. I argue that the loose coupling between revenues and spending and discontinuity in their patterns of change over time suggests that public HEOs are able to establish a buffer between their environment and spending or activities that allows them to continue engaging in the same broad set of activities despite environmental changes.

While Washington University in St. Louis (the University) has enjoyed success in recruiting higher numbers of low-income students, it has not achieved comparable results in ensuring an equally successful college experience for this underrepresented group. Data shows that low-income students, as compared to their financially unaided peers, have an inequitable undergraduate experience at Washington University that includes performance gaps in STEM-intensive curricula and less-robust co-curricular experiences. This chapter presents the outcomes of a report entitled “Honoring Our Investment” that focused on how, from an institutional perspective, to best support the academic and co-curricular success of low-income students at Washington University. The Undergraduate Representatives to the Board of Trustees of the 2015–2016 academic year wrote this report and compiled information, research, and data about the low-income student experience as part of a dialogue focused on improvement. Additionally, this chapter recommends changes for improving outcomes.

In 1998 and 1999, the Office of Student Financial Assistance of the Department of Education and the Patent and Trademark Office of the Department of Commerce, were designated as Performance-Based Organizations (PBOs), respectively. This paper examines the transformation progress of the agencies, as they attempt to convert to high-performing organizations by utilizing and establishing new and more flexible systems of performance-oriented business practices and processes.

The paper compares and contrasts the different approaches and tools used to improve management and organizational performance, as well as concentrate on human resources, procurement, budget, customer service, and internal controls. The document explores whether or not these agencies have improved their performance as a result of these flexibilities and examines the organizational and cultural challenges encountered as the agencies move from a restrictive and bureaucratic system, to a more liberal system of management and internal controls.

The Performance-Based Organizations (PBOs) concept is to have federal agencies focus on the customer, deliver high quality products, and devise more efficient operations. Therefore, the paper further examines whether or not the PBO legislation has been effective in changing the performance of federal organizations by granting administrative and managerial flexibilities aligned with corporate (agency) strategies, performance, and pay.

Abstract

Purpose – To develop a framework for studying financial incentive program implementation mechanisms, the means by which physician practices and physicians translate incentive program goals into their specific office setting. Understanding how new financial incentives fit with the structure of physician practices and individual providers’ work may shed some insight on the variable effects of physician incentives documented in numerous reviews and meta-analyses.

Design/Methodology/Approach – Reviewing select articles on pay-for-performance evaluations to identify and characterize the presence of implementation mechanisms for designing, communicating, implementing, and maintaining financial incentive programs as well as recognizing participants’ success and effects on patient care.

Findings – Although uncommonly included in evaluations, evidence from 26 articles reveals financial incentive program sponsors and participants utilized a variety of strategies to facilitate communication about program goals and intentions, to provide feedback about participants’ progress, and to assist practices in providing recommended services. Despite diversity in programs’ geographic locations, clinical targets, scope, and market context, sponsors and participants deployed common strategies. While these methods largely pertained to communication between program sponsors and participants and the provision of information about performance through reports and registries, they also included other activities such as efforts to engage patients and ways to change staff roles.

Limitations – This review covers a limited body of research to develop a conceptual framework for future research; it did not exhaustively search for new articles and cannot definitively link particular implementation mechanisms to outcomes.

Practical Implications – Our results underscore the effects implementation mechanisms may have on how practices incorporate new programs into existing systems of care which implicates both the potential rewards from small changes as well as the resources which may be required to obtain buy-in and support.

Originality/Value – We identify gaps in previous research regarding actual changes occurring in physician practices in response to physician incentive programs. We offer suggestions for future evaluation by proposing a framework for understanding implementation. Our model will assist future scholars in translating site-specific experiences with incentive programs into more broadly relevant guidance for practices by facilitating comparisons across seemingly disparate programs.
