Abstract

This chapter explores the Slovenian equal opportunities policy in the context of globalization debates. Focusing mainly on the equal opportunities legislation in Slovenia and the other recent European Union (EU) member states, the aim of the chapter is to reflect upon globalization as Europeanization and as supraterritorialization. Supraterritorial processes, such as the second wave of Western feminist movement established a mutual relationship with feminists in the former Yugoslavia during the 1980s. Feminism and the feminist movement in Yugoslavia and in Slovenia in the 1980s and in the beginning of the 1990s, in particular, represent an important basis for gender equality politics and legislation in Slovenia. Another significant element that contributes to the introduction of gender equality legislation is EU integration. In Slovenia and also in other Central and Eastern European (CEE) countries that recently joined the European Union, the accession played a considerable role in adopting gender equality legislation. Europeanization in the context of equal opportunities policy leads to the homogenization process of standards for gender equality in the EU member states. In terms of legislation in member countries, the Europeanization of gender equality policy is performed as top-down politics particularly in recent member states, such as CEE. Using the example of gender equality policy in Slovenia, this chapter analyzes equal opportunities policy as a concept and as a legal mechanism emerging from the Western tradition, which was directly applied to CEE countries, such as Slovenia, when they joined the EU.

Abstract

Gender competence as part of engineering education can better prepare men and women to work on sustainable solutions that benefit entire societies. This chapter describes the framework and lessons learned of a community of practice (CoP) for gender equality facilitated by the Mediterranean Engineering Schools Network. Faculty and students from Mediterranean European, North African and Middle Eastern countries came together in this CoP, which was supported by the TARGET project, to develop a practical plan using a reflexive approach. The transfer of knowledge between generations is achieved by using participatory learning processes, facilitating mindful awareness, widening experiences, deepening understandings and building a gender-sensitive mindset. Students embarked on the journey to become change agents. The process led to the consolidation of gender equality knowledge, competence building and the development of change agents for gender equality. This CoP can inspire other institutions to undertake a participatory path towards gender equality – at local, regional, or global level.

Abstract

Universities are large, complex and highly hierarchical organisations with deeply engrained gendered values, norms and practices. This chapter reflects on the experiences of two universities in initiating structural change towards gender equality as supported by the TARGET project. A common aspect thereby is the lack of a national policy in higher education and research providing specific support for implementing gender equality policies. The process of audit, design, implementation, monitoring and evaluation of the first gender equality plan (GEP) in each of these universities was conceived as a first step in a long journey, providing a framework for engaging different institutional actors and fostering reflexive, evidence-based policy making. The analysis deals with reflexivity and resistance and seeks to draw lessons from bottom-up and top-down experiences of GEP implementation. It is the result of shared reflection between the GEP ‘implementers’ in the two universities and the team who provided support and acted as ‘critical friends’.

Abstract

This chapter provides some concluding reflections on the different experiences of structural change encountered by the TARGET partners. The various TARGET partners had different roles in the structural change processes: seven organisations designed, implemented and monitored gender equality plans (GEPs) for the first time, two organisations provided tailored support to implementing institutions and one organisation evaluated GEP implementation. This edited volume provides an account of these diverse experiences of engaging with and catalysing structural change in very different research organisations operating in extremely different contexts both within the EU and beyond. The volume thus contributes to the growing body of literature generated from structural change projects by offering a specific focus on the TARGET approach. The TARGET process of structural change – undertaken through the development and implementation of tailored, evidence-based GEPs – was found to be strengthened through formal top management commitment and by taking a reflexive approach that was powered by communities of practice and supported by financial resources, gender expertise as well as gender and organisational change competences. Engaged institutions thus managed to overcome unfavourable conditions and implement tailor-made, context-specific interventions, some of them in areas at the cutting edge of topics and issues linked to gender equality in research and innovation such as tackling sexual harassment, sustainability and integrating the gender dimension into research content and curricula.

Abstract

The UK Coalition government introduced a raft of welfare reforms between 2010 and 2015. As part of its response to the financial crisis, reforms were designed to cut public expenditure on social security and enhance work incentives. Policy makers are required by legislation to have due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations between different people. This Public Sector Equality Duty is an evidence-based duty which requires public authorities to assess the likely effects of policy on vulnerable groups. This chapter explores the extent to which the Department for Work and Pensions adequately assessed the equality impacts of key welfare reforms when policy was being formulated. The chapter focuses on the assessment of the impact of reductions to welfare benefits on individuals with protected characteristics – age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion and belief, sex and sexual orientation – including individual and cumulative impacts. It also considers mitigating actions to offset negative impacts and how the collection of evidence on equality impacts was used when formulating policy. The chapter shows that the impacts of the reforms were only systematically assessed by age and gender, and, where data were available, by disability and ethnicity with no attempt to gauge cumulative impacts. There is also evidence of Equality Impact Assessments finding a disproportionate impact on individuals with protected characteristics where no mitigating action was taken.

Abstract

Purpose

This chapter provides an exciting opportunity to advance our knowledge of equality and diversity of students in higher education (HE). My main reason for choosing this topic is personal interest.

Design

Critical race theory (CRT) and the social identity theory were used as analytical tools in understanding equality and diversity of students in higher education.

Findings

Managing equality and diversity of students in higher education can be done through the tournament conception, trial conception, leveling conception, remedy conception, and job-interview conception. The primary intrinsic limit to equality of opportunity of students in higher education institutions (HEIs) is the persistence of irreducible differences between families in their economic, social, and cultural resources. Policy can partly compensate for economic differences but can scarcely eliminate the potency of the family in cultural capital and social networks. Students from advantaged social groups enjoy more access to elite universities through the influence of policies. Disadvantaged students from social groups are excluded from accessing top HEIs. Students in elite universities enjoy more advanced educational opportunities than those in nonelite universities, and they are more advantaged to be placed in the job market.

Research Limitations

Student pedagogic (content knowledge) and formative (evaluation) opportunities in HEIs may not be achieved when equality and diversity is dissociated from its academic content and reduced to access for the sake of access. Universities are expected to develop a repertoire of lecturing methods to enable students to learn (Gudmundsdottir, 1990, p. 47). Students constrained by financial considerations, or not given a choice, are not in a position to achieve equality and diversity in their choices of the benefits offered by HEIs as the constrains may limit them from having the necessary resources. Differences between the students’ contexts of learning may also place limit to their performance ability because of the differentiated contextual background. Recruit of students to universities should include students from diverse contextual backgrounds. In addition, universities ought to integrate diversity management with their admission policies and other strategic choices. The chapter focuses only on equality and diversity for students in HEIs. Again, it is limited by relying on the researcher’s experiences and literature review only. In addition, interviews with students and staff at universities were not done because literature reviewed gave more information from researches based on findings of other scholars.

Originality

Higher education institutions (HEIs) should engage students and listen to their needs for equality and diversity to be realized. Debate continues about the best strategies for the management of discrimination that comes in many forms depending on the perceptions of the individuals affected.

Humanity experiences challenges caused by gender inequality which further obstructs achievement of global sustainable development. Considering gender equality as human equality, this chapter emphasizes women empowerment's role in supporting global sustainable development. Based on literature review, this chapter aims to examine women empowerment's role in and contribution to UN SDGs (sustainable development goals). This chapter underlines that the gender inequality hinders and obstructs global sustainable development and achievement of SDGs. Furthermore, this chapter examines causes of gender inequality as they need to be identified and eliminated to achieve global sustainable development. Women empowerment plays a significant role in solving gender inequality related problems (e.g., health problems, education inequality, discrimination, crime, violence). Women empowerment achieved through supported gender equality can act as a multiplier factor in achieving synergy creation and influencing a sustainable future. This chapter highlights the influence of women empowerment and gender equality on all three pillars of sustainability. Furthermore, this chapter underlines the importance of women empowerment in all industries and politics for addressing the gender inequality problems. This chapter provides recommendations on how to enhance women empowerment to support achievement of all SDGs. Women empowerment based sustainable development policies can influence achievement of the SDGs. This chapter is expected to be useful to the academics and policymakers focusing on achievement of SDGs, sustainability, and sustainable development.

Abstract

This chapter examines the relationship between constitutional guarantees of sex equality, understood as prohibiting unequal treatment between men and women, and the constitutional protections of maternity. Textual guarantees of sex equality are nearly universal in constitutions around the world, and many constitutions in Europe, Latin America, and Asia also include provisions guaranteeing mothers the special protection of the state. In the United States, by contrast, the special treatment of mothers has long been contested as a threat to gender equality, and the efforts to add a sex equality amendment to the U.S. constitution have failed over the past century because of conflicts about the status of motherhood. This study traces the origins and jurisprudential development of maternity clauses in European constitutions to shed light on the possibility of synthesizing maternity protection with a constitutional commitment to gender equality.

Abstract

Purpose: This chapter considers whether it would be beneficial, and appropriate based on the application of equality law to date, for the UK government to mandate gender equality objectives set by the United Nations as requirements in initiatives aimed at stimulating the economy, specifically the Northern Powerhouse. It considers the success of the Northern Powerhouse and its impact on females in the region.

Method: The data used as a basis for analysis in this chapter were obtained through secondary research. A mixture of quantitative and qualitative data is used, with a heavy weighting towards quantitative information.

Findings: Gender inequality remains a significant issue for females in the United Kingdom. The UK government have implemented the requirements of Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) through a non-prescriptive framework, resulting in specific industries and businesses lobbying for further development. Gender equality was not a specific consideration in the launch of the Northern Powerhouse, leading to challenges in its implementation.

Originality: There has been significant research undertaken on gender inequality in the United Kingdom, however, this chapter is the first to explore the relationship between the requirements of CEDAW and the government initiative, the Northern Powerhouse.
