Abstract
Purpose
Emergency preparedness (EP) is one of the crucial phases of the disaster management cycle for the built environment. The body of knowledge, therefore, reports on different preparedness standards adopted by developed countries such as the United Kingdom (UK), the United States of America (USA), Canada, Japan and Australia. Other countries, however, such as the United Arab Emirates (UAE) (in the absence of its preparedness framework), have long adapted the UK preparedness standards. This has called for this study to investigate the state of EP practices in the UAE to identify the limitations and challenges it has been facing during its preparedness phase when adopting the UK preparedness standards.
Design/methodology/approach
Qualitative methods of data collection and documentation with the content analysis were adopted to identify the barriers faced by the preparedness phase of emergency management (EM) in the UAE. A Pilot study was therefore conducted to validate eight key elements of the EP phase identified from the literature. The state of EP phase and the extent to which the eight key elements of EP elements were practiced and the barriers in their implementation in the UAE were explored through interviews at federal (National Crisis and Emergency Management Authority) and local levels (local team of crisis and emergency management).
Findings
The study identified eight key elements of the EP phase and the associated barriers related to their implementation in the UAE. The barriers were ranked based on their severity by interviewing experts at both federal and local levels.
Practical implications
This paper addresses the need to investigate the state of the EP phase, its key elements and the barriers faced during its implementation in the UAE.
Originality/value
Due to the absence of any EP frameworks or systems in the UAE, this paper aims to validate the EP elements identified by adopting a qualitative approach.

Abstract
Purpose
The study examined library personnel awareness of the availability of emergency response plans, their forms and roles in safety routine preparedness and control in federal and state university libraries in Southwest Nigeria.
Design/methodology/approach
The survey research design alongside a multi-stage sampling procedure comprising purposive, randomisation and total enumeration techniques guided the study. The population consisted of 327 library personnel drawn from 12 federal and state university libraries (i.e., six each). The questionnaire and structured interview methods were used for data gathering. Of the 327 copies of the questionnaire administered, 249 copies, representing 76.1%, were duly completed and found valid for analysis. Whereas the acceptance threshold of ≥90% response rate and a criterion mean of 2.50 were adopted for making judgements regarding the research questions, while the hypothesis was tested using chi-square statistics with cross-tabulation.
Findings
The state university libraries in the studied region are extremely lagging behind their federal counterpart in terms of emergency preparedness, judging by the availability of emergency response plan (ERPs). However, documenting the plans for routine emergency response is not widespread among the university libraries; thus, the extent of response preparedness is both simplistic and doubtful. Despite the seemingly proactive nature of the federal university libraries over their state counterpart, librarians in both settings do not perceive effectiveness and preference in either the written emergency response plan (WERP) or unwritten emergency response plan (UERP) as an emergency preparedness and control measure.
Originality/value
The research increases knowledge of emergency preparedness in university libraries beyond the mere availability of ERPs. Through a comparative empirical analysis, the desirability of the WERP as a measure of emergency response preparedness in university libraries has been strengthened.

Abstract
Purpose
The purpose of this paper is to examine the relationship between emergency preparedness and community policing within campus law enforcement agencies, as well as agency and campus characteristics that impact the level of emergency preparedness activities.
Design/methodology/approach
Using data from the 2011–2012 Survey of Campus Law Enforcement Agencies, this study employs ordinary least squares regression modeling to examine emergency preparedness and community policing relationships within 298 campus law enforcement agencies.
Findings
Community policing is the greatest predictor of emergency preparedness in campus law enforcement agencies. This finding refutes arguments that emergency preparedness and community policing are incompatible policing innovations.
Research limitations/implications
This study is limited by the use of secondary data. Future research should utilize survey measures to better isolate the roles and functions of community policing and emergency preparedness.
Practical implications
The findings have implications for campus law enforcement agencies to view emergency preparedness and community policing activities as interrelated. Specifically, agency administration can benefit by taking a holistic approach to campus policing and preparedness.
Originality/value
This paper extends the current research in municipal policing to the campus police environment. This paper also adds to the limited body of literature on the relationships between community policing and emergency preparedness.

Abstract
Purpose
The reality of emergency preparedness for older adults has not been quite satisfactory in many regions. This paper aimed to study how to improve emergency preparedness for older adults in the viewpoint of emergency culture.
Design/methodology/approach
A systematic literature review was used to contrast internationally voiced emergency preparedness (i.e. the principles of emergency preparedness) with culturally adapted emergency preparedness (e.g. values, games, arts, outdoor activities, etc.) via international organizations in both developing and developed countries. For data flow, the preferred reporting items for systematic reviews and meta-analyses was also used in a supplementary way.
Findings
An encompassing tenet states that all stakeholders need to divert the internationally voiced emergency preparedness into culturally adapted emergency preparedness while addressing the effects of culture, self-preparedness, integration, diversity, tailored intervention, etc.
Originality/value
This paper has probed into the frame of emergency preparedness for older adults more comprehensively than the previous literature. In doing so, the aspect of emergency culture has been much supported.

Abstract
Purpose
The purpose of this paper is to study the transfer of knowledge between preparedness activities and emergency response at the municipal level to improve emergency response.
Design/methodology/approach
A case study was carried out in the municipality of Ljungby using prewritten questions to analyse the collected empirical material. This material consisted of both municipality documents and interviews. The investigation involved municipal units that participate in emergency preparedness activities and those involved in the emergency response to a violent storm Gudrun that took place in 2005.
Findings
The findings show that the people in charge of the immediate response to the storm did not effectively use the analytic preparations created by those responsible for planning and preparations. Indeed to a great extent they used general response patterns and functions discovered from their own earlier experiences. These findings led to the development of a preliminary draft of requirements for a well‐functioning knowledge transfer from emergency preparedness work to response.
Research limitations/implications
The paper demonstrates a need for municipalities to develop methods to increase transfer of knowledge of preparedness plans and analyses to improve response.
Originality/value
The paper shows that there is a potential to improve the preparedness process to reduce the gap between preparedness planning and its use in emergency response. The paper suggests a preliminary proposal for developing preparedness activities (in particular risk and vulnerability analyses) more suitable for emergency response.

Abstract
Purpose
The purpose of this paper is to understand the needs of the supply-chain (SC) network when coping with permanent and temporary demands, this paper analyzes the Swedish emergency preparedness SC network. This network comprises planning procedures and resources, as well as numerous organizations and other participants in civil society that take part in the system to cope with threats and ongoing crises. Planning constitutes a critical infrastructure because the system must develop the ability to shift SC functions from permanent to temporary networks in ongoing crises and war.
Design/methodology/approach
A research study is performed based on data gathered by three qualitative methods concerning the SC network of emergency preparedness planning.
Findings
This study demonstrates the relevance of a wide empirical field challenging several theoretical perspectives of the SC network in preparedness planning and the shift to ongoing crises. Further research targeting key capabilities is needed to further improve understanding of the challenges for developed countries in managing potential threats and crises.
Originality/value
Actors taking part in the preparedness system have found it challenging to coordinate. Due, in part, to the lack of a common threat profile, key capabilities remain outside preparedness planning, e.g., military, commercial and voluntary actors as well as unclear and inconsistent regulations. Thus, building the SC network demonstrates the need to target the military, the voluntary and commercial sectors and their ability to develop the networks in preparedness planning. In a reformed system, all actors must strengthen civil defense in an all-hazard approach, which in planning encompasses the entire threat scale, demonstrating key functions and the ability to shift to temporary networks responding to ongoing crises, including war.

Abstract
Purpose
This study aims to compare the humanitarian supply chains and logistics of two countries in earthquake preparedness by modifying and using a previously established preparedness evaluation framework.
Design/methodology/approach
A European flood emergency management system (FEMS) is a seven-dimensional framework to assess a country’s preparedness for flood emergencies. The FEMS framework was modified to apply to earthquakes. Leveraging a multiple explanatory case study approach with data analysis, the authors reconstructed the events of the earthquakes in Pakistan (2005) and Japan (2011) with an applied grading (1–5). Findings were evaluated within the adopted FEMS framework. From a practitioner’s perspective, the framework is applicable and can accelerate support in the field.
Findings
Pakistan lacked emergency plans before the 2005 earthquake. In contrast, Japan possessed emergency plans before the disaster, helping minimise casualties. Overall, Japan demonstrated considerably better emergency management effectiveness. However, both countries significantly lacked the distribution of responsibilities among actors.
Originality/value
Practical factors in the humanitarian supply chain are well understood. However, synthesising individual factors into a comprehensive framework is difficult, which the study solves by applying and adopting the FEMS framework to earthquakes. The developed framework allows practitioners a structured baseline for prioritising measures in the field. Furthermore, this study exemplifies the usefulness of cross-hazard research within emergency management and preparedness in a real-world scenario.

Purpose
The purpose of this study is to investigate the emergency preparedness of the hospitality industry in Sri Lanka, focusing on hotels and restaurants in the southern coastal belt.
Design/methodology/approach
A questionnaire on emergency preparedness was provided to 30 randomly recruited participants from the industry. The survey consisted of 30 open and closed-ended questions, focusing on basic demographic information, information about emergency preparedness of the facility, food safety and issues regarding power management.
Findings
The findings of this study provide insight on the emergency preparedness of the hospitality industry in Sri Lanka.
Research limitations/implications
In its current iteration, the sample size was a major limitation. The study was conducted by using an online questionnaire, and that affected the number of responses received.
Social implications
The results provide insight into how improvements can be made in future developments of similar nature especially in terms of emergency mitigation efforts. These findings also provide suggestions on areas that need to be improved through educating the industry.
Originality/value
This study is a part of a larger project where the research team is investigating emergency preparedness in the hospitality industry in different regions of the world.

Abstract
Purpose
Enhancing the initiative and enthusiasm of emergency preparedness behaviors among Medical and Health Organization (MHO) staff is an effective measure to prevent and reduce losses from emergencies. In this study, emergency preparedness behavioral intentions were divided into noncooperative behavioral intentions (EPNCBI) and cooperative behavioral intentions (EPCBI) to discuss the impact brought by quality of life (QoL). The mediating effects of psychological capital (PsyCap) and perceived organizational support (POS) were also considered.
Design/methodology/approach
A web-based questionnaire was used for MHO staff in China, and a structural equation analysis of the data collected from 243 participants was conducted to test the hypotheses.
Findings
The empirical results reveal that: (1) QoL had a positive effect on EPNCBI, PsyCap and POS; (2) PsyCap had a positive effect on EPNCBI and EPCBI; (3) POS had a positive effect on PsyCap and EPCBI; (4) PsyCap mediated the relationship between QoL and EPNCBI, and the relationship between POS and EPNCBI; (5) PsyCap and POS mediated the relationship between QoL and EPCBI.
Practical implications
Improving MHO staff’s QoL is an effective way to enhance positive behavioral outcomes. Furthermore, these findings could provide managers with valuable insight focusing their limited resources on enhancing the emergency preparedness of MHO staff by reinforcing the level of PsyCap and POS.
Originality/value
This study provides important updated considerations for the application of positive psychology in the field of emergency preparedness.
