Abstract

Purpose

Untimely responses to emergency situations in urban areas contribute to a rising mortality rate and impact society's primary capital. The efficient dispatch and relocation of ambulances pose operational and momentary challenges, necessitating an optimal policy based on the system's real-time status. While previous studies have addressed these concerns, limited attention has been given to the optimal allocation of technicians to respond to emergency situation and minimize overall system costs.

Design/methodology/approach

In this paper, a bi-objective mathematical model is proposed to maximize system coverage and enable flexible movement across bases for location, dispatch and relocation of ambulances. Ambulances relocation involves two key decisions: (1) allocating ambulances to bases after completing services and (2) deciding to change the current ambulance location among existing bases to potentially improve response times to future emergencies. The model also considers the varying capabilities of technicians for proper allocation in emergency situations.

Findings

The Augmented Epsilon-Constrained (AEC) method is employed to solve the proposed model for small-sized problem. Due to the NP-Hardness of the model, the NSGA-II and MOPSO metaheuristic algorithms are utilized to obtain efficient solutions for large-sized problems. The findings demonstrate the superiority of the MOPSO algorithm.

Practical implications

This study can be useful for emergency medical centers and healthcare companies in providing more effective responses to emergency situations by sending technicians and ambulances.

Originality/value

In this study, a two-objective mathematical model is developed for ambulance location and dispatch and solved by using the AEC method as well as the NSGA-II and MOPSO metaheuristic algorithms. The mathematical model encompasses three primary types of decision-making: (1) Allocating ambulances to bases after completing their service, (2) deciding to relocate the current ambulance among existing bases to potentially enhance response times to future emergencies and (3) considering the diverse abilities of technicians for accurate allocation to emergency situations.

Abstract

Purpose

The purpose of this study is to introduce the top-level design ideas and the overall architecture of earthquake early-warning system for high speed railways in China, which is based on P-wave earthquake early-warning and multiple ways of rapid treatment.

Design/methodology/approach

The paper describes the key technologies that are involved in the development of the system, such as P-wave identification and earthquake early-warning, multi-source seismic information fusion and earthquake emergency treatment technologies. The paper also presents the test results of the system, which show that it has complete functions and its major performance indicators meet the design requirements.

Findings

The study demonstrates that the high speed railways earthquake early-warning system serves as an important technical tool for high speed railways to cope with the threat of earthquake to the operation safety. The key technical indicators of the system have excellent performance: The first report time of the P-wave is less than three seconds. From the first arrival of P-wave to the beginning of train braking, the total delay of onboard emergency treatment is 3.63 seconds under 95% probability. The average total delay for power failures triggered by substations is 3.3 seconds.

Originality/value

The paper provides a valuable reference for the research and development of earthquake early-warning system for high speed railways in other countries and regions. It also contributes to the earthquake prevention and disaster reduction efforts.

Abstract

Purpose

The objective of this study is to explore the impact of a government-supported initiative for operational security, specifically the establishment of the national security emergency industry demonstration base, on the profitability of local publicly traded companies. Additionally, the study investigates the significance of firms' blockchain strategies and technologies within this framework.

Design/methodology/approach

Using the differences-in-differences (DID) approach, this study evaluates the impact of China's national security emergency industry demonstration bases (2015–2022) on the profitability of local firms. Data from the China Research Data Service (CNRDS) platform and investor Q&As informed our analysis of firms' blockchain strategy and technology, underpinned by detailed data collection and a robust DID model.

Findings

Emergency industry demonstration bases have notably boosted enterprise profitability in both return on assets (ROA) and return on equity (ROE). Companies adopting blockchain strategies and operational technology see a clear rise in profitability over non-blockchain peers. Additionally, the technical operation of blockchain presents a more pronounced advantage than at the strategic level.

Originality/value

We introduced a new perspective, emphasizing the enhancement of corporate operational safety and financial performance through the pathway of emergency industry policies, driven by the collaboration between government and businesses. Furthermore, we delved into the potential application value of blockchain strategies and technologies in enhancing operational security and the emergency industry.

Abstract

Purpose

This study aims to answer the question: What dynamic capabilities do diverse humanitarian organizations have?

Design/methodology/approach

We examine this question through the lens of dynamic capabilities with sensing, seizing and reconfiguring capacities. The research team interviewed 15 individuals from 12 humanitarian organizations that had (a) different geographic scopes (global versus local) and (b) different missions (emergency response versus long-term development aid). We also gathered data from secondary sources, including standard operating procedures, company websites, and news databases (Factiva, Reuters and Bloomberg).

Findings

The findings identify the operational and dynamic capabilities of global and local humanitarian organizations while distinguishing between their mission to provide long-term development aid or emergency relief. (1) The global organizations, with their beneficiary responsiveness, reconfigured their sensing and seizing capacities throughout the COVID-19 pandemic by pivoting quickly to local procurement or regional supply chains. The long-term development organizations pivoted to multi-year supplier agreements with fixed pricing to counter price uncertainty and accessed social capital with government bodies. In contrast, emergency response organizations developed end-to-end supply chain visibility to sense changes in supply and demand. (2) Local humanitarian organizations developed the capacity to sense demand and supply changes to reconfigure based on their experiential learning working with the local community. The long-term-development local organizations used un-owned and scalable relief infrastructure to seize opportunities to rebuild affected areas. In contrast, emergency response organizations developed their capacity to seize opportunities to provide aid stemming from their decentralized decision-making, a lack of structured procedures, and the authority for increased expenditure.

Originality/value

We propose a theoretical framework to identify humanitarian organizations' operational and dynamic capabilities, distinguishing between global and local organizations and their emergency response and long-term aid missions.

Abstract

Coping style has been examined across a variety of stressful encounters, but surprisingly little is known about coping in the emergency or disaster context. Examines coping strategies and impact of events in emergency workers who generally have not been exposed to major events in the course of their emergency role. The profile of scores suggests that emergency workers are problem‐focused and are less inclined to assuage problems through emotion‐focused coping, thus supporting the popular notion of emergency workers as task‐oriented and committed to action. Discusses the extent to which this profile may enhance wellbeing and prevent stress symptoms following emergency events.

Abstract

Purpose

The purpose of this paper is to identify the initial emergency response time of fire fighting teams in Malaysia.

Design/methodology/approach

In an emergency incident time is of the essence, and the basic philosophy of an emergency response agency is to respond as quickly as possible to minimize the loss of life and property damage. In the current study, emergency response performance refers to team members' speed in responding to emergency situations, which was measured as the time taken for the team members to get to the fire truck from the waiting room in selected fire stations in Malaysia. The data collection period lasted for five months.

Findings

This study found that the overall average initial emergency response time was 84 seconds, while the overall average weighted initial emergency response time was 3.71 seconds per meter. The current study has demonstrated that the average initial emergency response performed by fire fighting teams in Malaysia is apparently better than that reported by previous studies by other emergency responders.

Originality/value

This paper presents empirical evidence of the initial emergency response time of fire fighters in Malaysia, by taking into account the distance traveled by the responders. As such, the performance measure obtained gives a meaningful indicator. The finding of the current study is then compared to emergency response performance by other emergency response agencies in other countries.

Abstract

Purpose

The purpose of this paper is to provide some definition and foundation principles regarding emergency and emergency management and to give an overview on the emergency response effectiveness at an offshore installation in Malaysia.

Design/methodology/approach

The primary approach used is retrieval of the archived historical complex B emergency drills exercise records from 1997 to 1999. Retrieval of the historical records was made aimed at establishing a baseline information on the level of compliance with the required standards on emergency drills exercise of all the exercise conducted in the complex B for the three years. The secondary data required to complement the primary data are the level of competency gained by the complex B platform personnel as a result of their participation in their platform emergency drills exercise. A questionnaire survey was conducted where the objective of the survey was to map out the sample of general attitude profile and knowledge competency.

Findings

The emergency drills on the Baram B complex are only partially adequate in nurturing effective emergency response preparedness. To achieve completeness and effective emergency drills performed as a conditioning process for an emergency response, the human resources knowledge and competency must be maintained and continuously enhanced. Continuous review for improvement purposes is required. The continuous improvement process should be parallel, covering both human resources and physical infrastructure.

Originality/value

This paper presents an overview on the emergency response effectiveness at a complex B offshore platform. Benefits can be gained from the Malaysian experience.

Purpose

This paper aims to document the present situation of emergency planning in Korea, and subsequently to provide related alternatives by comparing the reality of “mere awareness approach” and the appropriate strategies to “sincere accommodation approach.”

Design/methodology/approach

With the inferences of other countries, mere awareness approach and sincere accommodation approach have been systematically analyzed via the same four components: government employees, traditional minority; foreign‐born population; and animals.

Findings

The major tenet of this paper is that Korea has to change its mere awareness approach to sincere accommodation approach to sincerely facilitate ideal emergency planning.

Originality/value

It is certain that no distinctive research, such as the issue of diverse professionals in emergency planning process, has ever been conducted on the ideal emergency planning in Korea. Thus, conducting a research on how Korea will substantially improve the level of emergency planning in the field of emergency management seems appropriate. Further, the research may let international scholars in the field of emergency management know what has happened or what will be needed in the area of Korean emergency planning.

Abstract

Purpose

This paper outlines best practice in the commissioning of emergency accommodation for children and young people who run away, identifying: levels of need; models of accommodation provision that have existed in the UK; approaches to funding; costs of emergency accommodation; the commissioning process; and service delivery issues.

Design/methodology/approach

This paper is an expert opinion piece drawing upon a project commissioned by The Scottish Government based on extensive research including a review of the pre‐existing evidence base and new data.

Findings

Fixed refuge has been the most common form of emergency accommodation for young runaways in the UK and provides positive outcomes for young runaways relating to improved general well‐being, mental health and schooling. The costs of refuge can compare favourably to alternative specialised accommodation and support and prevent other costs relating to future episodes of running away, future offending, substance misuse and youth homelessness.

Practical implications

Evidence‐based learning has identified best practice in the commissioning of emergency accommodation related to a number of issues including: scoping activity; the commissioning process; costs; approaches to funding; effective future commissioning of emergency accommodation; why the third sector is best placed to deliver emergency accommodation; and ensuring key elements of service delivery are included to meet children and young people's need and achieve positive outcomes.

Originality/value

The commissioning of emergency accommodation for young runaways has received little attention in research; this paper goes some way to rectifying this omission alongside providing evidence‐based learning for commissioners and service delivery organisations.
